Trumps campaign overhaul, insisting it wont make any difference. Ms. Clinton he is still the same man who insults gold star families, demeans women, mocks people with disabilities, and thinks he knows more about isis then our generals. Ed but the former secretary of state continues to be dogged by questions about her email. This week, the fbi releases details about the investigation into her private server. I have seen information that should not have been in place that was in the basement of a former secretary of states home. For the latest controversy, abby phillip, political reporter for the washington post, to josh green, National Correspondent for bloomberg businessweek, alexis simendinger, White House Correspondent for real clear politics, and reid wilson, political reporter for the hill. Thank you. Again from washington, sitting in for gwen ifill, it up even from the washington post. Good evening. The realities of running a president ial campaign really set in for donald trump this week. He had his First National security briefing. He reset his National Security policy by calling for extreme venting of anyone trying to enter the United States. Owneceived calls from his party to release his tax returns, and on friday, trump toward louisiana, giving us a first look at how we might serve as a comforterinchief. And then, there was this. Mr. Trump i have never been politically correct. It takes too much time will stop and i do regret it it takes too much time. And i do regret it, particularly where it may have caused personal pain. Too much is at stake for us to be consumed with these issues, but one thing i can promise you is this, i can always tell you the truth. [applause] trumps uncharacteristic apology followed yet another staff shakeup, his third in three months. Pauls called metaphor manafort. In steps kellyanne conway, a pollster skilled at winning female support. She is joined by stephen bannon, a former investment banker and entertainment mogul. As we welcome josh green to Washington Week for the first time, lets start with todays shakeup. What do we know . We know that the old regime is out. Fort has submitted his resignation, and a new team is represents ahink fundamental shift from the group of people that trump had in place before him. Hindsightd the great last fall for writing a fantastic piece on stephen bannon. Remind us who this guy is, and why his ascension is markable is remarkable. Put in chargeas of trumps campaign, a lot of people have not heard of him. His biography was similar to Donald Trumps. He went to an Ivy League Business school. He was an investment banker for Goldman Sachs. He wound up starting his own Boutique Firm in hollywood, which did a lot of media business, and eventually he decided he wanted to do that himself and made documentaries. About sarah palin, and that brought him into the tea party movement, and he eventually became head of right part head of breitbart news. Ed which has been tied to a lot of stories that have popped up over the course of this political cycle. One of the things i thought was fascinating was that he is primarily concerned with getting the facts out, not necessarily feeding conspiracies, but trying to come up with real evidence that would cause questions to be asked. We expect some of that will rub off on his campaign, right . The thing i read about bannon at the time, breitbart attacked both democrats and republicans, but the target is finding a more effective way to attack the clintons then in the 1990s. Republicans back then chased too many kooky rumors and conspiracy theories. He wanted to talk about the money she took from Goldman Sachs and the Clinton Foundation. Trump toat bannon once focus on going forward. Ed his decision to express regret last night, is that a sign that they understand there is a lot of bleeding and they need to fix this . Is. Think he if we know one thing about trump, he loves poll numbers, and the poll numbers show he is losing. He does not have a clear path to winning unless he can get the voters he has alienated to give him another chance. I think the software trump, if you want to call softer trump , if you want to call them that, is an effort to get people to give him a second chance. Ed all of these changes come as we learn that the campaign finally started spending some of its millions on Television Advertising in at least four or five states, right . We have seen advertiser spending and four states. The states they will be advertising and include florida, ohio, and pennsylvania, which is the one place he really needs to break into the states that have traditionally voted democrat in recent years. North carolina is the fourth state. About 4mp is spending million, a decent size, not an overwhelming amount of money to begin getting his message out in that four states, remember Hillary Clinton has been spending multiples of that. Her supporters have been spending multiples of that in not just these four states where trump is beginning, but in states beyond that. They have spent so much money in states like colorado and virginia about they are beginning to pare back advertising in those states, and they are looking at states outside what we traditionally consider the swing state. States like north carolina, georgia, arizona, states that have not voted democratic since bill clinton won them in 1992 or 1996. The Clinton Campaign is not defending itself in purplishblue states, they are going on offense and redder states. In the you put it context of how much she is spending on advertising. In florida, it usually takes about eight figures to hit an effective media campaign. Over the long run, florida is a state with 17 media markets. It takes a lot to deliver a message, whether you are delivering it to bluecollar voters in the panhandle or those swing voters joined tampa and orlando, it is very complicated to not only advertise in such a big state, but in this era of fragmented media, you are advertising not only on nbc and cbs, you also have to pick among the cable channels on a satellite package. Ed part of the shock and all of these new hires in the campaign is that dan and is tied to breitbart. Bannon is tied to breitbart. A lot of republicans are concerned, because breitbart has a colored past with Top Republican leaders. Breitbart is close to members of the House Freedom caucus. They essentially engineered john weiners ouster from the house of representatives John Boehners ouster from the house of representatives. These are people who have antagonize republicans who governed by negotiating with democrats. These are republicans who dont want to negotiate with democrats, and the fact that they are so integral with the Trump Campaign highlights the fact that he is running this nontraditional campaign, but it also gives republicans on capitol hill pause, if these are the people that are going to come in as a republican administration, these are not people who have worked closely with capitol hill. Ed and i know manaforts departure seems to be tied to a lot of the news reporting this tok, regarding his ties prorussian entities in ukraine and whether he was trying to get money from the former government there. It seems like that finally caught up with him. Typing so, and it is interesting, because bannons main line of attack on Hillary Clinton is that she took a lot of money from foreign charities. Ofn Paul Manafort is accused taking money from shady foreign entities, that is a harder attack to lob. Kushner, his soninlaw, was really concerned about that will stop now i think they was concerned about that. I think they are more ready to pursue that line of attack. So, theven more manafort ties were inching into legal territory, which is oidething you want to av going into november. And the Clinton Campaign was so eager to go down that road. Their Statement Today was andtically gleeful, they have been trying to make it clear that it was not just manafort. They want to establish a pattern of ties between trump and putin in the same way the media has between manafort, ukraine, and putin. I dont think that will go away for them. Some of this stuff will eventually end up in television ads, and it will break through to the american public. If there is anything that americans understand, it is an us versus them, axis of evil forces us kind of situation. I think that is what the Clinton Campaign is trying to set up. , based on your conversations, he has given substantive speeches, he has rearranged the top ranks of his campaign, he is doing his first disaster tour, something we have not seen him do. Does this suggest a real reset, and are republicans going to be ok with where things now stand . I think wase things striking in some of the conversations in the last few days is, to try to digest the first advertising or the changes in the staff, is this signaling that will drop that donald trump has to seize bed base that he is apparently losing, whether it is white males, or kellyanne conway, the poster, issued a to bring it women is she there to bring in women . Is he trying to do damage control in a way that sets him back in time . I think there has been fundamental discussion about that. In the white house and the Clinton Campaign, there is glee that unraveling day after day is making their work so much easier, but it is not as if they are counting on it being the way for the next 80 days. Ed lets move on to that, because trump was not alone this week. Hillary clinton faced questions about her private email serv er, and we got word that their foundation will scale back under political pressure. This word came as the new regime was taking over at the Trump Campaign. This seems to suggest that they are getting it. Was think in some ways this a clear win for traditional watch, a conservative group who had been launching these legal challenges and trying to release some of her emails. Those recent emails, they illustrate how clinton at the state department and the Clinton Foundation worked over the years, where a Clinton Foundation aid would say, hey, this donor would like to have a meeting with someone, and someone on clintons staff would say, ok, i will try to arrange it. We dont know that these meetings happened, but it gave a sort of pattern for how this undue influence could have happened. That really caught on. We had the boston load calling boston globe calling for the Clinton Foundation to be disbanded. We had a former pennsylvania governor and clinton ally calling for it to be disbanded as well. I think they realize this will be a problem. I dont think this is the end. The beginning is saying, we will not take any of these donations, but i dont think it will go away. Irony is that the one person who said the Clinton Foundation would go away, without the benefit of the doubt, is donald trump. Stop takingfound to corporate donations, why wont they do it right away . That is a very valid question. I suspect some of the concern is about ongoing projects. They dont want the pipe to run dry if they have any chance of keeping this thing going after the election. They do. Ure that i dont think people will start calling for it to be dismantled, but the Clinton Foundation has had money issues. They have been trying to get on solid ground, trying to build a foundation, an endowment for the foundation itself. Hillary and bill clinton have been in sort of an extended project of trying to get this thing on good financial ground, and i dont think that project is done yet. Joinsllyanne conway, who the Trump Campaign, is someone who specializes in getting women to vote for republican candidates. You had suggested there might be concerned at headquarters in brooklyn about her emergence as a top staffer on the truck campaign. Why would that be . At whatse she is good she does. She understands the need to address women voters as a demographic that virtual in a way that virtually no other trump advisors have indicated that they are. A big part of the clinton strategy in these swing states is these suburban women. Many of them are registered republican, and many of them have an leaning toward clinton because they cant stomach donald trump. An apology like the one we saw last night is maybe the first to atowards getting trump place where he can talk to those voters again. Once he does that, i think it really opens a door. Clinton may need these moderate women if she loses badly with. Hat men with white men and thats the tradeoff that the Clinton Campaign is always trying to weigh. The one thing i would add too is that everyone in the campaign is so eager to emphasize the temperament question about donald trump, and in focus groups thats come up again and again with undecided women. This idea of i regret and a softer town, and that can prevail, i think abby is right that that causes concern. You can hear that in clintons remarks this week. He is what he is. He is not going to change. Last couple of days, trump no longer seems to be the most controversial american on the planet. I think that is ryan lockey. Ryan lochte. He has done this performance style of campaign down in louisiana that we have not seen before. He seems to be trying to evolve a more compassionate, caring, but widely acceptable candidate. You canf the things see, even in the remarks that president obama has made at a fundraiser, it is what he is supposed to say, but it is true, which is, we should run scared until the day after the election and not taking anything for granted, because he knows that looking at the polls this is not going to stay. Ed and there was a moment on the trail this week where Vice President biden campaigned with secretary clinton in scranton. Lets take a look at what he had to say about donald trump. Partyiden no major nominee in the history of the United States of america dont cheer or fight, just listen. [laughter] has been less prepared to deal with our National Security van donald trump. He does not have a clue. He really doesnt. Ed biden clearly relishes taking on trump, but his relationship with secretary clinton is not as good as it might seem, right . Its interesting, because they are former rivals them selves. For theh competed nomination. They have a little bit of friction. They are different people with different perspectives. Vice President Biden was a liberating about whether to run himself. Hehad said privately that would have been the best president. He has said lovely, nice things about bernie sanders. , inenthusiasm with which scranton, which he considers his hometown, standing there with secretary clinton, he is endorsing her, but enthusiasm was going after donald trump. Ed and abby, we would be remiss to not acknowledge the fact that the fbi handed over documents this week to Congress Regarding the questions about her private email server. That remains a pox on her house, if you will. How concerned are they that this is still lingering . I think these documents have information that much of it will be new to the public, because the contents of those conversations with the fbi. Going tot is slowly leak, and the Clinton Campaign is aware of that. They are approaching this the way they have approached a lot of this, relating to her email. They say, lets give everybody everything to look at. I think what will happen, if that happens, is that it creates so much that nobody can come up with any clear conclusions about what is going on. What they are afraid of his selective leaks. They are not in a position where they can go themselves and ask democrats to leak it, because much of it is classified, but republicans may choose to leak bits and pieces, and that is problematic for them. I would also have selective leaks come from the democratic side too, and the first that we have heard is the advice that she got about having the private server coming from a republican , and i think it can work both ways. Colin powell is who i am talking about. One of the things we all have to remember to do, to remember too, we have debates coming up. Americans are starting to Pay Attention after the lithic swimmers come home. After the olympic swimmers come home. There is new information. There are more chapters in this story. Trump also laid the pretext to go after clinton. He called her one of the great liars of all time. Points out, the first act, the two americas ed we will continue this in the newscast.
