Donald has no solutions to the problems we are facing. He likes to yell, scream and curse. Gwen they engage on the trail while it turns to delegate counting. Plus, millions of documents come to light implicating president s, Prime Ministers and kings all hiding their money. Only a few u. S. Names so far and president obama has a theory. The folks here in america who are taking advantage of the same stuff. A lot of it is legal, but thats the problem. Gwen we talk about what is on the surface and just beneath with jeanne cummings, Political Editor for the wall street journal. New yorklty from the post. And doyle mcmanus, columnist for the los angeles times. Man ueradgeue. Manu raju. From our Nations Capital, is this Washington Week, with again ifill. Corporate funding is provided by today, people are coming out to the Nations Capital to support an important cause that could change the way you live for years to come. How can you help . By giving a little more, to yourself. My future. People sometimes forget to help themselves. The cause is retirement. And today, people came to the race for retirement and pledged to save an additional 1 of their income. If we all do that, we can all win. Prudential. Additional Corporate Funding for Washington Week is provided by boeing. Additional funding is provided by new mans own foundation, donating all profits from new mans Food Products to charity and nourishing the common good, the Ford Foundation and the efforts and excellence in journalism foundation, the corporation for public broadcasting and by contributions to your pbs station from viewers like you. Thank you. Once again, from washington, moderator, again i zhrep fill. Gwen two slightly different fights broke out this week as each side used the backdrop of the upcoming New York Primary to begin reexamining long range strategy. For bernie stand sanders, it was an opportunity to get tougher with Hillary Clinton. She has been saying lately that she thinks quote, unquote, not qualified to be president. [crowdboroing] in ell, let me just say response to secretary clinton, i dont believe that she is qualified if she is [crowd cheering] if she is through her superpac, taking tens of millions of dollars in special interest funds. Gwen sanders backed down a little bit later in the week saying it was clinton who started it. Sound familiar. Clinton suggested that sanders in promising to break up big banks has been short on details. Dont make promises you cant keep. You know what you want to achieve and bring everybody together to get the results and thats what im going to do in new york, across the country and if im fortunate, president. He said he wasnt going to attack clinton but something changed. Jeanne its not just the culture of new york, but we have been in places like South Carolina that has tough politics and didnt degenerate there to this. It is because Bernie Sanders has to win in new york and has to win big and Hillary Clinton if she can win it, can put him in her rear veef view mirror. Gwen even though he was born in new york, he is not. Jeanne thats true and ahead in the polls by a reasonable margin. But he has shown an ability to come from behind and to bring, you know, many voters who were sitting on couches to activate them and get them off the couches. He is at a disadvantage in this is a democrat only and many of the new voters or the marginal voters he has been activating are independents that are drawn to his campaign. Still, he is activating young people and many of them may well be registered democrats. So she has to be careful. Both of them have much riding on next tuesday. Gwen karen, when it comes to republicans, is new york the big battle or was it the battle we just saw in wisconsin . Karen for donald trump being beaten by ted cruz exposed a couple of things. One, that finally all of these things that would have killed any other politician, the sorts of comments he has made are finally starting to catch up with him. That was the first lesson out of wisconsin. The second is the limitations of the kind of campaign he has been running which is one that is basically not based on the nuts and bolts, which ted cruz sells that but on the force of his personality and after wisconsin which changesed the calculation and made it look like a contested convention is much more likely, donald trump is having to retool his entire operation and focus on this kind of nuts and bolts figuring out to get your people sitting in those folding chairs on the floor of the Convention Center in cleveland. Gwen the Critical Mass has shifted in the republican race . Karen one big thing that happened this week was trump, announced that paul, who is a long time g. O. P. Operative who managed the convention for gerald ford, which at that point with Ronald Reagan and he was coming aboard the Trump Campaign. This week they announced he would have a much broader portfolio and in fact, its a Job Announcement that sounds like, in part, that trumps own Campaign Manager is being pushed aside to the side. Gwen 1976 being 40 years ago. Having a problem. If he takes those two last big states, new york and california, what are the chances that he can actually get to the 1237 before the convention . Karen he is the only candidate left who has any chance at you will. There is a good chance. But look at new york, ted cruz is great at finding these little targets of opportunity. The delegates are going to be apportioned not only who wins the statewide vote but also the congressional district. Ted cruz is going in these places trying to chip away delegates from trump. We also see what is happening is ted cruz is going behind backwards to places where the fight has already been fought and for instance found a way and pull out more delegates from louisiana than trump does, even though trump won the primary there. How many months from the convention, three months from the convention . Is this campaign on the republican side because it is focusing on delegates likely to go into this kind of underground phase where youve got technicians like paul, like the cruz people fighting gorilla warfare . Interesting because it is happening. In states across the country and congressional districts across the country and that is going to be where a lot of the fight is going to be. But at the same time, trump has to avoid some of the sorts of gaffes that hurt him. One of the few times he said he might have regretted he did was that tweet about ted cruzs wife. Gwen i went trump made a gaffe about the pope. Bernie sanders invited himself to an an event that the pope was going to be and hasnt turned out so well. Jeanne he was invited to a conference at the vatican where they will be discussing income equality and social injustice four days before the primary. And he announced it with great enthusiasm and said he was very excited to meet the pope. Well, he is going to a conference so i dont know if he has a side meeting with the pope or not. Of the oman in charge conference itself then came out with a statement in which she was highly offended at the way that sanders described both his invitation and his role at this event. She felt like he was casting politics over it and she resentenced that and said so quite bluntly. And our vatican reporter says even if he meets the pope, its not a photo op. So if this was a play by Bernie Sanders to get himself with catholics, its backfiring and this is worth three days, because he has to travel three days off the campaign trail just days before the primary is another gamble. Gwen that is one of the questions that are true for both extremes in both parties, Bernie Sanders, liberal wing and donald trump, conservative wing, there nt a lot of support undergirding for these decisions. Who makes these decisions. When donald trump decided not to campaign in california and spent time in new york where he is way ahead, are they just making it up as they go along . Jeanne both of the campaigns are driven by the force of the personality and the candidate. So they are both unusual in that respect, because neither one of them has left behind in iowa an operating office. Hillary clinton has and jeb bush most assuredly would have. Thats what you would do if you are building the entire infrastructure. These two guys are running it differently. Gwen tell me about delegate counting. What we see in front of the cameras every day and then there is this vigorous effort going on, tell us underneath the surface. Karen the thing about the delegate counting requires who knows what they are doing and keep an eye on the moving parts because every single state has its own specific procedure for allocating those delegates. You have to know the personalities. In many cases, the procedure is defacto run by the governor of the state or the state party chairman. So thats another thing. The Trump Campaign in particular has not exactly been making nice with the republican establishment. Fistwant to go back of the to cuffs. Was there a danger for sanders in throwing punches that tough and going to make it harder for the democrats to get back . Jeanne Bernie Sanders had a big win on tuesday. It happened a year ago. He has greatly overstepped his bounds attacking her on her qualifications and offended a lot of Democratic Women especially. He is walking back, back, back as far as he can. He hurt himself of not being able to seize momentum out of wisconsin. He did the opposite. Gwen won seven out of the last eight contests. On capitol hill there is barely concealed threat about what this National Election could yield in states like indiana, pennsylvania, kansas and new hampshire, what is happening on the president ial campaign trail and the tug of war over the president S Supreme Court nominee. So how is it playing out . Manu there are 24 seats that republicans are defending. Democrats only have to worry about 10. And the fight in blue states and purple states that republicans currently sit. This is a a great chance for the democrats. If they get five seats, they win the majority no matter who wins the presidency. And the real concern for a lot of republicans is what is happening at the top of the ticket. And the concern about potentially turning out the latino voters that were not in play like arizona. John mccains seat. We didnt think this was going to be one of the seats that we were in the election cycle. Latino voters in that state could come out and help his opponent, and kirkpatrick because of things that are hang on the president ial level. Gwen tell us the story of Marilyn Stutz man. Manu a tea Party Conservative who voted against john boehner when he was a member of the house to be speaker and stutzman wants to be a senator he is in the middle of a republican primary and one person doesnt want him and doesnt want another ted cruz trouble maker in his caucus and moving quietly behind the scenes and the super pac is going for todd young. Pretty intense primary. A new front on the war between the tea party and the establishment. Its not necessarily about elect built but personality and mcconnell is focusing it heavily on and one of the primaries they have to worry about on their side as well and that is happening on may 3. In the middle of this primary season, the challenge is for republicans and democrats. Doyle there is the classic tea Party Challenge and anything like that going on the democratic side . Manu interestingly, there are a lot of incumbents that are in relatively safe primaries and havent seen these tea party guys going after republican senators. There are a handful of open seats in which this dynamic is playing out including florida where marco rubio vacating. On the democratic side, the fight between the base and the establishment playing out in nnsylvania where joe who ran and almost beat toomey. But the democratic establishment dislikes him. They spent a million bucks on the air to defeat him and prop up another opponent. This will be a huge thing for the Democratic Campaign committee and joe biden who are endorsing katie and this happened in florida, too. His alan grayson and has own issues and ethics problem is going up against patrick murphy, but grayson could win that primary. Karen the Party Overall would do better with ted cruz at the top of the ticket. Manu there is not a consensus but a division. Trump would be problem matic because he is so divisive and say things that would make it a problem for republicans to respond to, but he could turn out a lot of voters. Spent time with ron johnson and said he does good in the northern part of the state and western party. He did turn out voters. And people who support ted cruz said he isnt going to surprise you and he is actually a republican and very carbous. Jeanne one of the reasons that republicans dont have primary fights or thats the state of play right now, but is that a reason mcconnell doesnt want to bring up the Supreme Court nominee because if he did, it might cause manu they want to make this a fight to galvanize their base and how do you do that . You stand firm against the president s nominee. Billions of dollars secreted in tax havens all over the world by politicians and their families ith last names like putin. The last is icelands Prime Minister and he is the biggest name to fall as a result of this massive leak now known as the panama papers. We have had another reminder coming out of panama that tax avoidance is a big global problem. Gwen explain it, doyle. Doyle it is ironic, one simple reason that you are seeing a lot of money from those familiarous families are going to places like panama and the came and islands and that is safety. And they have to worry about their government. You dont have to hide your money from the United States if you want to keep it safe. If americans want Shell Companies, if they want to hide their money, they can do it right here. The United States has some of the most bigshot friendly banking and corporate laws in the world. If you want to find a not a shelter, but a register in delaware or nevada or wyoming or south dakota. States are competing with each other for this kind of business. Americans dont need to go to panama. And other factor is we have a stronger law now against hiding money in overseas accounts. Since 2010, this came in under this administration. If you have an account anywhere abroad, you have to report it. The penalties are huge and the i. R. S. Have thousands of americans with millions of dollars in swiss banks because the swiss banks have to cough up their records. Jeanne we have known about tax havens for a long time. Why is this such a shocking situation . Doyle we have known some of these names and known that putin, the president of russia, had a lot of things in business and money moving here and there. He says this is a big plot and all aimed at him. There are thousands of people named in this but he thinks its all about him. There is Something Wonderful and amazing to see the specifics, to see that, for example, there is this web of russianowned Shell Companies based through this law firm, all of which seem to trace back to a mildmannered musicic professor in st. Petersburg who is living near putins best friend. Manu do you think the americans were behind the leak . Doyle we havent seen anything of that thus far. David cameron, the Prime Minister of great britain, his father spent a lot of time setting up Investment Trusts through this firm and David Cameron and his wife had 50,000 in one of those trusts. He divested before he became Prime Minister. If the americans are behind this, they are hitting their friends, David Cameron and the ing of saudi arabia. Karen they say trade deals contributed to this and not vigilant in cutting those deals. Doyle Bernie Sanders gets to say, look, millionaires and billionaires are engaging in tax avoidance, all of which is true. The fact it doesnt hold water. He said the panama Free Trade Agreement which was passed under president obama and Hillary Clinton voted for it and he voted against it, that this made this possible. Thats not even remotely true. This has been going on in panama for decades and decades. And the treasury argues that they got terms in that Free Trade Agreement that makes it harder to do and one of the reasons fewer americans are there, if the f. B. I. And i. R. S. Ask for records, the people of panama have to turn it over. Gwen they say whats legal is the crime. Thank you for now.
