Laura this is bbc world news america. Reporting from washington, i am laura trevelyan. A warm meeting at the white house between President Trump and japans Prime Minister. The Security Alliance is reaffirmed. Next up, golf diplomacy. When it comes to security at home, mr. Trumps standoff with the courts continues. He promises additional steps coming soon. And from sailors to superstars, tattoos are a vibrant form of expression. Tonight we look at new yorks long history with the artform. Welcome to our viewers on Public Television in america and also around the globe. For the cameras it was all smiles today at the white house as japans Prime Minister became the second world leader to visit President Trump. The focus at a press conference was on the refusal of an Appeals Court to reinstate mr. Trumps temporary travel ban. A short time ago the president said he is considering a new executive order on immigration that would differ little from the first and, as early as next week. The bbcs north america editor jon sopel reports. Jon at the white house this morning, a full ceremonial welcome for the japanese Prime Minister, even an awkward bear hug for a man he has only met once before. The focus of the conversation was meant to be about trade, not the subject that journalists wanted to talk about. Im curious of by yesterdays ruling in the ninth circuit court. Has it caused you you to rethink executive power . President trump well, your question was unrelated to what we are here for but i will answer it. Jon he steered clear of attacking the judges and promised victory eventually. we will beump doing something for additional security for our country and you will be seeing that sometime next week. In addition, we will continue to go through the Court Process and ultimately i have no doubt we will win that particular case. Jon last night there was a furious reaction to the judgment with the president tweeting in block capitals, a sure sign of irritation, see you in court, the security of our nation is at stake. In washington state, a mixture of defiance and bring it on. We have seen him in court twice and we are 2 for 2. We respect that the president has Broad Authority when it comes to issuing executive orders, but they still has to follow the constitution. That is the bottom line. Jon the sudden implementation of the executive order brought chaos to americas airports. Travelers from seven mainly muslim countries were barred from entering the u. S. For 90 days, the entire Refugee Program suspended for 120 days, except when it comes to syria. There thehe suspension is indefinite. The judges ruled that there is no evidence that any alien from any of the countries in the order has perpetrated a terrorist attack in the United States. The safety valve for the most Vulnerable People offered no explanation for how the waiver provisions would function in practice. And in conclusion, the judges say, competing Public Interest do not justify a stay. In other words, the decision of the lower court will not be overturned. The next and last legal stop is the Supreme Court, with one vacancy still to be filled, split evenly between 4 liberal and 4 conservative justices. If they were to tie the judgment of the lower court would be upheld. The president and his advisers have a tough decision to make. Do they press on and take this to the Supreme Court and risk another defeat . Or rip up the existing executive order, redraft it, and admit that they got it wrong in the first place . Not easy choices. The president promised during the campaign that he would win americans would get bored of winning. This is not the story so far on his migrant ban. President trump thank you, everybody. Jon jon sopel, bbc news, washington. Laura also in todays press conference, President Trump referred to his phone call last night with his chinese counterpart, xi jinping. He agreed to honor the socalled one china policy, which he had previously threatened to reexamine. The policy relates to the status of the island of taiwan, which beijing sees as a breakaway province, not an independent country. Our china editor Carrie Gracie is in taiwan and reports from the capital, taipei. Carrie people in taiwan have more freedom of expression than people in china. After 70 years governing itself, this noisy democracy has a mind of its own. Taiwan even has political satire. In this animation studio, theyre not just mocking their own president , but mr. Xi and mr. Trump. We have 1800 missiles pointed our way. At the same time in taiwan we have absolute freedom to do anything we want. Satire is one of the things we need to push because it has helped taiwan get its name out there. Carrie beijing doesnt do satire. It has threatened to retake taiwan by force. It has sailed an Aircraft Carrier past the island last month to show it means business. For beijing this, the island of taiwan, is the last piece in a jigsaw. It is a piece they say will finally reunite a nation broken up and humiliated by colonial powers 2 centuries ago. To let taiwan float off towards independence, or even worse, to let it become part of an americanled alliance against china in these waters, well, that to beijing, would be unthinkable. The Taiwanese Navy is no match for chinas. It is the American Fleet which protects taiwan. Back in december, it looked as if donald trump would go further. He took a call from the taiwanese president , and hinted at recognition for taiwan. Now President Trump has backed down. In his phone call with president xi, he returned to the socalled one china policy that beijing insists on. And many taiwanese reluctantly accept the status quo. Ideally, i would choose independence. But in the real world, independence is impossible. It would mean war with china. Carrie messages of peace for the year ahead at taipeis lantern festival. But their future is fragile. Caught between an unpredictable america and an implacable china, their hopes and fears are low priority to both. Carrie gracie, bbc news, taipei. Laura from china to japan, it has been a busy 24 hours for President Trump. For more on the discussion, i spoke a brief time ago with the former u. S. Ambassador to japan. How relieved do you think Prime Minister abe was to hear President Trump drop the rhetoric of the campaign trail and say he is fully committed to the security and alliance with japan . I think it was a big day for american policy in asia, and i think with the call to president xi last night, combined with the positive summit the Prime Minister had with President Trump, everyone is feeling a little bit better that what we are about to do is see a more conventional Foreign Policy in asia and i think that is good for japan and good for the United States. Laura do you think it would have reassured japan, that phone call with president xi, where President Trump seemed to back down and embrace the one china policy . Well, the one china policy has been the foundation of american Foreign Policy since the opening to china, and it has taken taiwan basically off of the irritation list. It does not solve the problem but it has allowed us to talk about other things with china. I think that is good for us and i think it is good for japan. I think this combination of events is going to be very well received in asia and i think it is a very important day for america as well. Laura why do you think it is that President Trump is embracing more conventional policy now towards asia . I think new administrations sometimes come into office not aware of how interconnected these things are. But with the United States and japan, the close relationship they have had has allowed them to deal with china more effectively. If somehow the United States and japan were to go their separate ways, i think it would be difficult for each of us to deal with china. This was a good day, and i think the Prime Minister is also trying to establish a personal relationship with the president that other american president s have had that have benefited our alliance. The thing that comes to mind for me is the nakasonireagan relationship, which was very close, very personal, and the koizumibush relationship, also very close. Seems to reassure the japanese people, and im sure that is what the Prime Minister is aiming for, reassurance that the United States will be there and the Security Alliance will be there and that he will have a relationship that will allow him to talk with President Trump about any difficulties that might arise in the future. Laura how about the pacific trade pact . That was very important to the japanese Prime Minister. Could he get anything out of President Trump that would equal that . I hope so. But i think that Prime Minister abe invested a lot of Political Capital in the tpp and when the president withdrew in the very beginning, that gave a lot of heartburn to the japanese. But i think everybody is heartened by the fact that we have stepped back a little bit and the 2 leaders are exploring ways we can go forward economically. Japan is a great ally, great partner, and the Third Largest economy in the world. They own 1. 1 trillion of United States government bonds, more than anyone else in the world. You want a good economic relationship with them, and we will do big things with them on the trade front in the future. Im quite hopeful that we may have hit the bottom and may have turned things around, and hopefully the relationship that was established today will go a long way towards accomplishing that. Laura thank you for joining us from houston. In other news from around the world, at least 17 people have died and Dozens Injured after a crush at a football stadium in angola. Still to come, what is driving changes in saudi arabia. Laura in saudi arabia, the government has a radical plan to reduce the countrys dependence on oil. It is called vision 2030. Income from oil has fallen in recent years so saudi rulers are trying to encourage the private sector, slowly opening up the conservative kingdom. Cinemas are banned and women are still not allowed to drive. The bbcs chief International Correspondent lyse doucet has this report on the changes underway. Lyse a moment many have waited for. They call him the artist of arabs. Allowed to sing live in his own country for the first time in years. It is the first of many concerts planned by a new ministry charged with bringing some fun to a conservative kingdom one step at a time. Look at the crowd, all men. And some saudis dont want women at concerts like this. Yeah, it is too much. Lyse but the pace of change is picking up. Dune bashing is one of the few thrills on offer on the weekend. There arent any saudi women here today. Quite a ride. Im sure they would enjoy it. In this young country, two thirds of people are under 30. The bright lights of dubai or london are all too tempting. Now their rulers, including a 31yearold deputy crown prince, are trying to encourage them to spend their time and money at home. We are changing fast, but first of all, we have to have woman driving and we have to have the cinema. Lyse the winds of change started blowing from here. The empty quarter. The worlds richest oilfield. No other industry provides so much cash to the kingdom. 90 of its revenues. But lowworld prices cut those earnings in half. And that means an end to the states largess. When i went to see the powerful oil minister in the capital, riyadh, he admitted it wouldnt be easy. For sure they will be paying. There will be pain. Old adage no pain no gain is at play here. Lyse already hurting, especially the middle class, with the cuts in subsidies, fuel, water. For sure. What those pains will do is mobilize people to do new things they are not used to doing. Lyse saudis have enjoyed cheap petrol, lavish perks, no taxes. The economic plan is ambitious, some say too ambitious. In the heart of riyadh, this is the worlds biggest metro project, to change the way people live, create jobs, including some for women. And theres equal opportunity for men and women . Definitely. Definitely. Same working hours, same loads. Everything is equal. Progress takes different speeds in different countries. Maybe we are not as fast as people would like us to be but we are going as good as it is for our citizens. Lyse there have been plans to change this country before, so there is skepticism, too. To the outside world, saudi arabia has long been viewed as a closed and conservative kingdom. It still is. But something things clearly are starting to change here. That doesnt include public discussion of its human rights record or any political reform. But for the majority of saudis, other issues seem to matter far more. Laura and a brief time ago i spoke to lyse. Lyse, is it Just Economics and the falling price of oil driving change in saudi society, or are there other factors at work, too . Lyse the crash in World Oil Prices a few years ago was a wakeup call for the kingdom. They have grown so dependent and so accustomed to World Oil Prices of over 100. Even the oil minister says we got a little bit fat around the belly. It is not possibly the it is not simply the government. The state was used to a lot of revenues. People got used to not paying taxes, not having subsidies. Having a very comfortable lifestyle and very much taking it for granted. So when the countrys rulers, including a 31yearold deputy crown prince, looked at what saudi arabia had to do, im told by consultants he said i need a plan. And so he has a plan now, and a n ambitious plan. It means that not only is there an economic opening and transformation, but for that to work, they have got to open up socially. It is all connected to economics. In the end, this very conservative culture is going to have to begin to change even if its slowly and cautiously, as is the style in this kingdom. Laura with the social change, could women get concrete rights like the right to drive and the greater ability to participate in voting . Lyse very interesting, laura, for years people have asked the saudis, when are you going to allow women to drive . The answer was always this vague we will do it in our own time. Now you hear people say perhaps it will be the last six months of this year or early next year. Theyve looked at the economic implications, what would be the benefits of women driving, how much money would that put into the economy. Again, the economic and social issues are very much tied together. Of course it means more saudi women can enter the workplace, it gives them more rights, but it also helps the kingdom in its goal to try to diversify the economy and make sure that oil prices dont have a crippling effect. So yes, i think within a year we could possibly see an end to the ban on women. It may be a cautious one. There may be an age limit. Someone told me perhaps women over 40 could drive. But it is coming, only a matter of time. They have these ultraconservative religious clerics who do not want the country to move in this direction. Their power is waning, but they are still a factor. Laura lyse doucet, thank you. You probably couldnt get further from the conservative kingdom than the heart of new york city. A brandnew exhibit is celebrating its rich history when it comes to modern tattooing. From native american body art to sailors who have their arms inked, there is great meaning behind each tattoo. You might be surprised to learn that even a u. S. President may have had one. Recently we visited the New York Historical society to have a look. Jack london once said, show me a man with a tattoo and i will show you a man with a story. Behind every tattoo there is meaning. This exhibition explores 300 years of tattoo history in new york. Native americans used to infer used tattooing for ritualistic purposes or to celebrate victories in battle. Sailors used them as protection against imprisonment in the british navy or protection against drowning. Women found tattoos as symbols of individualism and expressing themselves. But it is here in new york city where the first tattoo shop opened in as early as 1859, and it is here where the electric tattoo machine was made. We like to take pride in that. Tattoos stand as indelible marks of empowerment. In the past three decades we have seen flourishing of this incredible art form. Some of the most powerful examples are the tattoos the Breast Cancer survivors get after surgery. I think tattoos can definitely play an important part when it comes to dealing with trauma or memories. The fact tattooing is encountered on people from all walks of life may surprise many of our visitors. Historical figures of the early mind astury come into having allegedly been tattooed, such as theater roosevelt, Lady Randolph churchill, and Dorothy Parker. These are not figures you think of having carried tattoos. Tattooing has been seen as a controversial artform. It has been cataloged as taboo. That is definitely not the case any longer. This is a show that celebrates tattooing as an art for that has arrived in mainstream culture. Laura who knew Teddy Roosevelt and Dorothy Parker had tattoos . Almost tempting with role models like that, but only almost. That brings todays broadcast to a close, that you can find much more on all the days news at our website.
