Laura this is bbc world news america. Reporting from washington, i am laura trevelyan. Attackers opened fire at istanbuls major airport. 20 people are dead and 60 monday. Days after the u. K. Voted to leave the eu, european leaders meet in brussels with plenty of talk about. I know that virtually none of you have ever done a proper job in your lives. Laura the leader of the leave campaign is booed before the eu parliament. The accusations fly. Welcome to our viewers on Public Television in america and around the globe. There have been in explosions and gunfire at istanbuls major airport. 28 people have been killed. More are said to be injured. It is the latest of a string of attacks on turkeys biggest city. Get down. Get down. Correspondent this scene at ataturk airport. Passengers taking cover after 2 explosions tore through the International Departure terminal. Outside, people fled after at least one attacker reportedly opened fire with a machine gun before blowing himself up after being fired on by the police. Officials say that at least 60 people have been wounded. Outside untilng the ambulances arrived. Others who had been injured emerged. Set up ae rushed to perimeter around the airport after the attacks. Turkish justice ministers said many people had been killed. In ais only the latest series of deadly attacks in turkey, often blamed on either curtis separatists from Islamic State groups. Islamic state groups this is the first time the International Airport has been targeted. Flights are currently suspended. Tonight, as the injured were taken to the hospital, the question is what more turkey can do to deal with the security situation that is getting worse, not better. Laura for more on this developing situation, im joined by joshua walker, a transatlantic fellow. He worked at the u. S. Embassy in ankara. You lived in his temple. You have used ataturk airport. What is your reaction . Joshua sadness. To see a place that you love that you know is the gateway to turkey, to asia for many people, it is just sadness. Laura can you walk through what it is like going through security . It is pretty secure . Joshua very secure. The only other place ive seen that as this secure is is a real. There is a checkpoint before you can even get inside to meet loved ones or the baggage claim. People are saying that the outer perimeter is not secure, but the airport is extremely secure. Laura turkey has suffered multiple attacks from different groups . Joshua that is one of the biggest challenges. No one has taken responsibility, but it could really the Islamic State, the most likely contender, pkk, over a leftist communist party that has attacked the consulate before. It is one after another. Not only is stemple. Turkey is going through a major spasm of violence. Laura what will it mean for relationships between washington and turkey . Joshua unfortunately, it takes a crisis to bring people together. Despite all the problems they have had because of domestic politics, what is going on in europe, this will bring our Intelligence Services and thinkers together to figure it out. It is not only an attack on turkey, it is western allies that are standing with turkey. Laura turkey has been in a peculiar position with the civil war going on across the border in syria. Turkey and washington have not always been speaking from the same page in terms of turkeys role. Joshua they still dont see eye to i on a lot of things. The turks see the kurds at the largest threat. Washington sees isis. They have been working closely for the past year. Perhaps one of the reason turkey is a target is because it is a lying self with washington. Being a u. S. St to ally. How can we support them in that . Laura having lived amongst the people, how have you seen the mood shift . What do think this latest attack will do to peoples state of mind . Joshua it is sad to say, but proud to say if you know turkish people, how resilient they are. A lot of my friends said it is just another attack. It is a devastating thought that this has become the new normal. But it has. Its temple has had the largest attacks in the last couple of has hadnd w istanbul the largest attacks in the last couple of months and weeks. For the ordinary turk, this has become a way of life. Laura people say that president erdogan is becoming increasingly authoritarian. Joshua in a moment of crisis, having someone that is a strong leader and a president trying to consolidate the police force, the military, the cabinet is good in some ways. We will not be focusing so much on domestic politics. We will focus on having counterterrorism efforts. Laura turkey is a bridge between europe and asia. President erdogan is in the middle. How do you see him moving in the wake of this attack . Joshua action will be swift. The fact they attacked the ataturk airport, this will be personal for him. Anyone who knows president erdogan knows it will be a swift response. This happened during ramadan. Right after the breaking of the fast. Just like our thanksgiving. No more horrible of a time to have this happen. On an another attack airport, which you say to us in the west, it represents freedom of movement. For some many turks, it represents terror. Joshua many have been saying this is what we should expect until you can stop the civil war in syria. We should not expect anything less. This is showing our phone or ability in the western world and what turkey will have to go through. What can we do Going Forward . Laura do you see evidence of new thinking coming out of either turkey or washington on how to end it . Joshua in washington we are focused on an election. It will be hard for any administration to move us in a new direction until that happens. In turkey there has been a new Prime Minister, a cabinet shuffle. There is a lot of thinking in ankara because theyre so close. It is easy to forget in the west until something happens. Then we focus on the fact that there are people being targeted because of their alliance with the united states. Laura thank you for joining us. Now we can go live to the istanbul airport where our correspondent is on the tarmac. What can you see . Looking out, i will show you what im saying. The wing, then the hangar. You can see that it is looking not hugely full of security. Around the main terminal building it will be chaos. That is why we are being kept on board. Aware maybe you will get updates on casualties. They went up to radically and unpredictably to 28 dead and 60 injured. We are hearing initial reports according to local police that this is supposed to been an attack by the Islamic State. If that is the case, it will be by no means the first time there has been an attack in turkey. There have been a series of the past year. Last october in ankara there was an attack that killed over 100 people. There will be incriminations. President are to one president erdogan has been saying they need to wake up and that security has been to lapse. That turkey faces multiple terror threats. That you they need to stand by for this time. Laura what is the atmosphere like on the plane where you are sitting talking to us . How much information are you getting from other people on the airplane about what is happening . It is amazingly calm. As we landed, there were no warnings that there was going to be a problem. I understand that we were one of the last lights are allowed to land. All flights have been diverted from ataturk airport. This is the 3rd Busiest Airport in europe and the 11th busiest in the world. They are transiting to africa and other parts of the middle east, parts of east asia. Istanbul is thrown dramatically. The crew and cabin is very calm. The captain is making announcements that we are being passengersomestic may be allowed off first then international passengers. It has been about 2 hours and we are still stuck on board. Laura how destabilizing will this attack be for turkey . Turkey has been in the grip of this horrifying spiral of attacks in the past year. I have lost track of how many bomb attacks there have been across turkey, not only in the southeast by kurdish militants, resumed one they year ago, but also attacks pkk, asdish militants, and i. S. Well. There have been major Security Problems building over the past year. That has impacted tourism. I was here last week, and tourism is down by 45 across the country. It has had a huge impact on fear investments. That investors may pullout because of security threats. And turkey is a polarized, vulnerable, and unhappy country. ,plit between president erdogan those who love him and those who hate him and blame him for leading turkey into a dead end. They will plan to those divisions. Laura on an airplane at ataturk airport. Thank you for joining us. Todays meeting in brussels was more dramatic than usual. British Prime Minister David Cameron had to face leaders days after the u. K. Voted to leave the eu. David cameron has just come out of a working dinner with this to say. Prime minister cameron there were Important Messages. Economicthat the problems and challenges that we face in britain are also problems and challenges that will be faced in the rest of europe. A very Important Message that seek the best possible partnership that we can after leaving the European Union, it is impossible to have all of the benefits of membership without some of the costs of membership. That is something the next British Government will have to think through very carefully. Also, while what you may have clamor foren about a britain to trigger article 50 without delay, that was not the mood of the meeting. Those not what a clear majority of my colleagues said. Tocourse, everybody wants see a clear model appear in terms of what written thanks is right for its future what britain thinks is right for its future relationship with europe. That is something i can start as Prime Minister today in white hole. That we can examine the new possibilities in a neutral way. We can look at the costs and benefits, but the next british cabinet will determine exactly the right approach to take, and the right outcome to negotiate. Laura David Cameron speaking. It was a day full of activity in brussels. The bbc Political Editor has more on how the day unfolded. Correspondent David Cameron may have wanted to slip in the back after his plan went so wrong. He made the same grand arrival as ever, with a a lot of explaining to do. We are leaving the European Union we must be turning our back on europe. These are our neighbors, friends, allies, partners, and i hope we will seek the closest termsle relationship in of trade, cooperation, and security. That is good for us and them. That is the spirit in which i think the discussions will be held today. Correspondent he told us and them that he would not quit and start the process of leaving straightaway. He is doing the opposite. There is knows prize that the president of the commission did not want to chat. There is a genuine upset and a desire to get on with it. The vote as if someone very close to me had left our home. The brexit is not only about politics, about interests it is also about our emotions. He needs to Say Something to us. He should not wait until the conservative party has sorted its internal problems so the whole continent can wait. Correspondent nothing can happen until britain is ready to start. Sometimes these fights are all about working out body language, trying to figure out what is going on. It is crystal clear. Alone. Feels very european leaders are sad and angry, almost in disbelief. They are in no mood to make the exit process easy. So many british voters felt that the eu did not listen. Was delighted at brussels agony. Good morning. Good morning. Correspondent mutual loathing in the European Parliament was pretty clear. Funny isnt it . I came hereen 17years ago and i said that i wanted to lead a campaign to get britain to leave the European Union, you all laughed at me. I have to say, youre not laughing now, are you . Correspondent not just upset at the results, but contempt for how the referendum was won. You lied. He fabricated reality. Correspondent after 6 years, David Camerons job is not to make a deal. From the look on their faces, he blames himself and our democratic decision. This will probably be one for the album, likely his last brussels get together. There is uncertainty about the basic blocks of our future relationship. Commiseration along the deep confusion. Hard work to do tonight. David cameron is no longer here to be the one who decides. Bbc news, brussels. Laura we go live to brussels to speak with the bbcs rob adkins. You have been seeing a parade of officials. What have they been saying . Rob youre right. There is a huge pop up. Delegations go one way or the other. I have just come out of a press conference with the Prime Minister of the netherlands and the head of the european council, and Jeanclaude Juncker , the head of the european commission. Junker respects the decision and understands that Prime Minister cameron is asking for new time more time to hand over to a new Prime Minister. The next Prime Minister of the netherlands, i caught a couple of sentences. He said one that really struck me. He said the exit is a he said brexit is a fact. They want this to happen soon. They never wanted it in the first place, but now that the u. K. Has asked for it they want to get on with it. David cameron in the last few minutes has said that there is no turning back on this process. No turning back on europe either. He says the dinner with the other leaders was one with sadness and regret. That there was constructive, positive, and calm discussion. This is the beginning of a long goodbye. Everyone is focused on getting on with that. Laura the eus meet tomorrow without britain. How historic is that . It has never happened before. We have never been in a situation where the european lost a member. Greenland left in the 1980s, but that is not in comparison to what is happening now. Article 50 of the lisbon treaty has to be triggered by a member state that wants to leave. That was a new development with theEuropean Union having facility for a member state to leave. It did not hope that would ever happen. It will be symbolic tomorrow. 27, not 28 countries. The u. K. Is not invited. That will be a feeling it will have to get used to. Laura our european officials mad, sympathetic, angry with britain . Rob there is a lot of sadness. It is easy to paint brussels as full of a place with faceless bureaucrats with no feelings moving paper from one desk to the other. Any people believe in a european ideal with nations coming together with a shared market economy, social progress, human rights. And want one of the biggest most important countries in europe to be in the European Union, the u. K. There is sadness. There is also steel that the very belief in the institution means they cannot afford to let it crumble. They cannot send the message that the project is stumbling. They want to get on with restating with European Union is all about. They want to get on with that work as soon as they can. Inra to rob atkins brussels. For more on the International Reaction to the leave vote i spoke to admiral james to be at us admiral James Stavridis stavridis. Today thatouse said the close security relationship between britain and the u. S. Should not the affected by the brexit. Do you agree . Adm. Stavridis i do. Be affectednot either by in tent or practicality. I would argue, laura, that as and if we assume the United Kingdom will pull out militarily from the European Union, a pretty good assumption i am hoping the u. K. Military assets will find their way into nato and bilateral channels working with the united states. In that sense from a military perspective, the special relationship should continue. Laura britain has turned its back on the European Union. What makes you so confident it will not question the value of nato, another Remote Organization that takes up british funds . Adm. Stavridis nato occupies a special place for three reasons. Now, with the European Union under scrutiny, under strain, nato is the only game in town and a security sense. The rise of russian adventurism in the east is well understood in the United Kingdom. Third, if we look at the waves of migration from the south, only nato has military capability to deal with that. For both practical and valuesbased perspectives, they be nato will continue to regarded in high esteem. Laura the brexit seemed to be field by fears of a migration and terrorism. How do you reassure the public at a time like this . We needvridis first, to talk about our strategy. This has been lacking in a number of ways. In dealing with the socalled Islamic State we have yet to see this administration promulgate a distinct strategy for doing that. When we talk to the public in concrete terms about what we want to do and lay that alongside the atrocities committed a groups like this, there is a very real judgment aid by the public about the seriousness with which we take our responsibilities. Second, i think that it is weally important that reflect to the public the values that underpin the alliances. A marker see, liberty, freedom of speech. These are shared on both sides of the atlantic. We do not share those values with as large of a pool of partners anywhere else in the world. Those are arguments that will resonate with the public. Laura admiral, thank you for joining us adm. Stavridis . Always a pleasure. Thank you. Laura our top story, the main airport in his temple has been attacked. 28 people were killed and 60 injured. Multiple attackers opened fire and blew themselves up in the International Departure terminal after the police fired back. That brings todays broadcast to a close. You can find more on our website.
