You look especially lovely today, sweetheart. Im a sick woman. Dying possibly. Announcer the lady in the van. Smells like you already have. Pg13, now playing in select cities. And now bbc world news america. This is bbc world news america. Reporting from washington, i am jane obrien. A court orders apple to help toock an iphone belonging one of the San Bernardino attackers. The media giant plans to fight. An explosion rocks the turkish capital of ankara. Military personnel is targeted. The capitol dome is not the only thing broken in washington. One senator speaks about what it will take to unify those inside. Jane welcome to world news america. The battle lines are drawn between apple and the u. S. Government. Says his company will fight a federal judges order to get into one of the phones used by the San Bernardino shooters. Cook says it could create a back door that could be used on future devices. The white house says the order only applies to this one device. James cook has the latest. James it was the worst terrorist attack on american soil since september 11, 2000 one. Investigators are still trying to piece together how it happened. Syed Rizwan Farook and Tashfeen Malik died during a shootout with police. The one of the few clues was an iphone, which they have been unable to crack. The f ei seems to be struggling to figure out if the couple acted alone, or if they plotted with others who could pose a threat to the United States. What is the problem . Since 2014, you get 10 attempts theutting in a pin before data is erased. Requiring apple to get rid of that feature, allowing them to bombard the phone with passwords until it is cracked. The company will challenge of that order. The boss has warned that building a backdoor to bypass security would be dangerous, potentially exposing the personal information of millions of people to hackers. People have suggested we have a backdoor. If you have a backdoor, that is for everyone, good guys and bad guys. James some lawyers think forcing apple to write computer programs is illegal. It is likely unconstitutional. It is forcing apple to create code. We know code is speech. They are forcing apple to speak, which is contrary to the constitution and International Human rights laws. It is sending us down a slippery slope. James this is not only about the San Bernardino attacks in this investigation. Stronger encryption a personal devices is making it harder to fight crime and prevent terrorism. Increasingly blind for terrorism and general Law Enforcement purposes with new devices and the continuing secure to make them against even Court Orders AuthorizingLaw Enforcement to have access. James in the digital era, striking a balance between liberty and security is harder than ever. It is an ageold dilemma, recast for our times. For more, i spoke with an editor at cnet. Thank you for joining me. This is an argument about privacy versus national security. What is at stake . You have two parties with compelling and legitimate claims which are very opposed. The fbi has a clear reason for wanting to get into the phone and are correct in wanting that access. Apple is also correct in saying they do not have the ability to give that access now, and they should not be compelled to invent that it really invent that ability. Jane even if they wanted to do this, could they . They have not said if they have the ability or not. One would imagine they could create an offshoot of the operating system. Theoretically you could. That could never be a one time use solution. When it exists, the genie is out of the bottle. You can imagine someone coming back forward again and again. Jane what sort of information could the phone contain . What is the fbi looking for . Thingsably looking for like photos, documents, or electronic records. Any smart phone is a hard drive and you could control communications, documents, and files. You have a record of everyone you have communicated with. Jane is there a compromise . Is difficult to imagine a compromise that would satisfy everyone. The compromise the fbis offering is that we are talking about this one case. We will give you the phone, you figure out how to upload the operating system, and we will take you out the Security Code by ourselves. When is correct in saying they do that once, everyone will ask for it. Not only in the u. S. , other countries and governments. The chinese could say we want the same access. Here is a court order from us. We want the same thing. Jane what does this say about the publics mood since 9 11 . The fbi is making a compelling it could could that prevent another terrorist case. Tim cook is worried about upsetting his customers. What does that say . It is protecting integrity of personal and Business Communications around the world. When you have the ability to have a back door and give it to one government, you can imagine how short of the time it would take for that to be in the wild for everyone to use. That could have devastating consequences on people trusting Business Communications, say nothing of personal communications, around the world. Jane thank you for joining us. Satellite images show china has installed missiles on the South China Sea. Here are the pictures of woody island in the paracels. This is the northern shoreline. An empty and coastline. Images on sunday show a different picture. Of eight to batteries missile launchers and a radar system. China says it is a media invention, and it has said it has the right to necessary selfdefense facilities. I spoke an earlier time ago with my who was the deputy of the secretary of states for a east asian and pacific affairs. You make of the timing of this missile installation, coming off of the heels off of a summit that called for a peaceful resolution for these sorts of maritime disputes . Show you the will contrast in how china is approaching the issue in the South China Sea versus how the United States and other countries in the region are approaching the issue. Many countries in the region want to take a diplomatic approach, one that upholds International Law of the peaceful resolution of disputes. That was the top of the agenda when president obama met with the leaders a few days ago. China is trying to take unilateral steps to assert authority in the South China Sea. The wishes of others to address the dispute in a diplomatic and peaceful way is falling on deaf ears in beijing. Jane secretary kerry says he will have serious talks with china, but they arent listening. What else can the United States do . This is a longterm process. It will play out for the years ahead. What the United States is doing is trying to shape an environment in the region where it shows china that it is in their interest to live up to International Law and resolve disputes peacefully. One thing we might see after todays revelations is continuing a down as corridor a cycle in the South China Sea. Whereas china does more to assert claims, so do other countries. This escort tory cycle is good for no one. The United States and other countries in the region can pressure beijing to show them this is not to their advantage. Jane you have dealt with china a lot in your career. You have an inside track on how the leadership thinks. Why doesnt china think this is in their best interest . Why are they pursuing this action . I believe china believes strongly this is sovereign chinese territory, the whole china sea. Not based in International Law as anyone can tell. China believes strongly this is sovereign chinese territory. If you talk to chinese officials they will act as if their actions are in response to what they perceive as provocative actions from other countries in the region. What china is increasingly trying to do is to take steps that walk right up to the line where they know the region will not push back very hard. See what it can get away with, then continue to press on. Jane thank you for joining me. You are watching bbc world news america. Still to come, helping children overcome past trauma.
