Only through discipline and trust can we create something greater than ourselves. Mufg, we build relationships that build the world. And now, bbc world news america are co america. Brussels, we have a bargain. Greece reaches a deal to extend the bailout. There are strings attached. Monopoly has had players lying property and going to jail. This new game is also full of intrigue and questionable moves. Welcome to our viewers on Public Television here in america and around the globe. Seven days of mourning have been declared in libya after one of the deadliest attacks once the toppling of muammar gaddafi. Dozens were injured when multiple car bombs were detonated. The last took place in the city. 21 injections were murdered. A move that prompted egypt to launch airstrikes. Condolences to your country. What would you like the International Community to do now to try to help libya which is affected by more violence. There is a rising threat by isis but recently we had attacks in tripoli against a hotel and then we had this beheading, this horrible beheading of the 21 egyptian christians this past sunday and this horrendous attack of this morning. We are grieved in libya. We are feeling a sense of urgency. You would like the u. N. To lift the arms embargo so that the Libyan Government that you represent can get more weapons to combat isis. But there is a lot of reluctance in a country that has so many weapons already and there are two government spying for control to say yes, we will send arms to that country. The unity government is the International Community which i listen to in new york and washington has put up a prerequisite for further engagement in terms of insisting on the need for libyans to, up with a government of national unity. We have been proactively it is a sad state of affairs in what we would like to do is engage positively and we have done so to the satisfaction of many nations who issued a statement on tuesday praising the house of representatives and local governments for the positive roles that they have so far display. When you ask them why libya has become so chaotic since the fall of moammar gaddafi, people say watch the country closely, there are a lot of weapons in libya already. Is it a good idea to have more weapons . We would not like to have in him as quantities of arms. We would like to have the adequate weaponry that would assist libya to fight terrorism. Today, we have a congresswoman hearing in the u. S. Who has requested the u. S. Administration to provide adequate weaponry to the government of jordan and egypt. We would like to have further support from the International Community. We are relying on the support of a few arab nations but with some challenges. That is why we went to the Council Couple days ago and we ask them for further support to the libyan army. What is going to happen in libya when you see the spread of Islamic State in syria and iraq where they are being bombed by International Russian and that has already proven hard to roll than back. What will happen in your country now . [indiscernible] to achieve that end we would need the immunity to step up its effort in terms of providing the authorization that is needed to equip the libyan army with the adequate weapons and equipment which would be necessary to fight terrorism. Thank you for coming in. Thank you. The militant Group Alshabaab has carried out a double Suicide Attack in the capital of mogadishu. 10 people were killed including the citys deputy mayor and the deputy Prime Minister is among those who were wounded. Alshabaab told the bbc it carried out the attack because government officials were nonbelievers. There has been a breakthrough in brussels where eu finance ministers have reached an agreement on extending the great bailout program. It gives grace another four months to put together a longterm plan for handling into debt its debt. This was the third time that the euro zones finance ministers have sat around the table. The tensions and strange. The greek finance minister said they had gone the extra 10 miles to satisfy their creditors but the german finance minister has rejected the plan to extend the bailout. In a less pressures were building to strike a deal even if many of the details will be worked out in the weeks and months ahead. Tonights was a first step in this process of rebuilding trust. As you know, trust comes or leads quicker than it comes. The greeks had to make concessions. No rolling back of reforms. No unilateral actions that might impact on the budget. All debts to be honored. The government said that had turn the page. We stood up right to the very end. Especially when faced by immense pressure and we showed that we were committed to skillful negotiations for the purpose of achieving a mutually beneficial agreement between us and our european partners. To seal the new agreement, they will have to draw up a list of reforms by monday and they will have to be based on the existing bailout agreement. Only then will the deal be finalized i eurozone finance ministers on tuesday. It is clear that oath europe and greece both europe and greece are moving ahead very cautiously. The new radical left great Prime Minister has [inaudible] and greece stays in the eurozone. He will struggle to deliver on campaign promises. Existing austerity measures will remain in place in the new governments hands are tied over how much they can spend on social programs. For more on the impact on this deal i am joined by steve jordan forbes. Ti am not an economist but it does not strike me as a particularly convincing way to promote longterm growth, does it . You are right. It does not promote longterm growth. The sad thing is that in greece, both sides do not have the answers to get the economy moving again. Greece and germany . Whoever you want to call the creditors. They are putting most of the austerity in the private sector which is selfdefeating. The economy has gone into a tailspin again. The greek government itself, this one and its predecessor have refused to take real measures on privatizing immense assets the government has. They want to put these new wealth taxes which will be selfdefeating. You look at at both proposals and both are poison for the greek economy. Look at their neighbors such as macedonia and bulgaria and they have troubles but all of their economies are in better shape than greece. All those three countries have low income tax rates of 10 . Greece has to put in it a progrowth program or [inaudible] they have the right formula. I do not think they want to push for the structural changes to get these economies growing again and so if you do not have those structural changes, youre going to have a political problem, not just an economic one. You have radical hearties growing in strength and portugal and spain that have elections this year. You see the rise of the union in france, the xena phobic National Union and you see radical parties growing in other parts of europe. So they must put in progress measures instead of these mindless austerity measures which end up crushing the private sector which is selfdefeating. In germany and brussels, the finance ministers who word who were negotiating there so driven by the fear of contagion still that they will do whatever it takes just to try and keep greece and the eurozone. The contagion danger today is far less than it was three years ago which was very real. They have immunized a lot of that bonded debt of the greek government which is in the hands of official institutions rather than private banks and the like. I think the real threat is political. They all know that spain has got elections, National Elections they have local elections next month and National Elections in the end of this year. If you get a radical party in there, that would be contagion. How concerned is washington still about what is happening in europe . Unfortunately while there is concern in washington, the focus is on other things like the collapsing situation in the middle east and nigeria, not to mention what is happening in ukraine. So i do not think there is a proper appreciation of the dangers political and a command economic dangers that are unfolding in europe, not just in grace but spain and portugal who do have those elections coming up. Thank you for joining me. Thank you. More than 150 women and children abducted by boko haram have been reunited with their families. They were kidnapped in northeast nigeria in december. It is not clear how they were released but one report said that suggests they were abandoned in the village after they were attacked by security forces. The World Health Organization has approved a rapid test for ebola that would dramatically cut waiting time for results. Although the blood test is less accurate than in existing procedure, it is easier to perform and he can give results within 15 minutes as opposed to between 12 to 20 for hours at present. Police in britain have appealed for help to find three schoolgirls from london who are thought to be traveling to syria where it is fear they may want to join Islamic State militants. The girls aged 15 and 16 are believed to have left written on tuesday during School Holidays on a flight that was bound for turkey. And kiev today they marked the first and reverse the clashes which toppled the president and left more than 100 people dead. The struggle unleashed on the maidan continues today. Rebels are blaming each other for violating a ceasefire. One town at the center of the violence is where our correspondent now reports. After nine months of this war, the landscape is littered with its twisted remains. Here on the road, the ukraine army fought off the rebel advance for weeks. The checkpoints fell and the town soon followed. This was a ferocious assault for all their abandoned hardware. The ukrainian soldiers were simply overwhelmed. The victors scavenged through the wreckage most from the Eastern Ukraine but there is at least one russian here. The bodies of two ukrainian soldiers lie out in the cold, uncollected and ignored three days after they died in this desolate lace. Place. There is a unexploded ammunition everywhere, out in the field mines to get rid of. We move on. It has not been flattened but weeks of shelling have taken their toll. The rebels are everywhere. The town is fairly quiet eerily quiet. As you can see this street is practically deserted except for a handful of civilians and quite a few soldiers. They have not had gas, water, or electricity since just after the new year. Many are living in underground shelters and they are afraid to come out and you can still hear the sound of occasional artillery fire. This part is a bit of a ghost town. I think you can see it on my face. We are in total shock. Imagine my child, she cannot be. She is scared of everything now. After weeks of living underground, alexi has back to check on his house. A shiliques loaded right outside. His neighbors say they are tired of replacing broken windows. Every things wrong. The Ukrainian National guard hit us with shells. Who do you blame for all this destruction . The russians. It is all the fault of petro poroshenko. On the road out some of the men who took it are leaving, their job done. Theyre in a confident mood. Have they set their sights on another target . A miserable situation there no water or power since the beginning of january and a very cold winter as well. You are watching bbc world news america. And who goes home with one of those golden statuettes . A group of disabled performers from north korea are in the u k on a european tour. It is the first time that they have performed outside the secretive state. Sarah campbell reports for us now. He lost his leg three years ago in a car accident. All but one of the students is it is their first time outside north korea. I asked what they [inaudible] someone like me who is line can perform just like anyone. I will prove this in this performance. We can perform an weekend do stuff like others, like ordinary people. Discovering the correct answer is a must impossible. Foreign filming is undercover and few dare to speak out. They tell a different story to the carefully screened images. The authorities will come and try to remove that child or expel you from pyongyang to conditions where they are harder. That is disputed by the group behind this trip. A group which has been supported by the korean government. I would like to introduce the reality. You contend that these rumors are not true. All the performers have a disability and talk about their life in north korea. [inaudible] very few ordinary North Koreans would ever be allowed out of the country. Like millions of people out of in the world i grew up addicted to monopoly. My story is familiar to many. Not so for many is the origin of this game. The story was that an unemployed salesman struck it rich when he invented monopoly during the great depression. In fact, the real genius behind this much beloved game was a woman who invented it decades earlier. The history of the Monopoly Game that we all know and love that the company put out with the game for several years is not actually what we thought it was. Correct. The story that Parker Brothers told was that a man sold it to the company and he and the company were saved. This was actually days before the great depression. This was a woman in 1904. 30 years ago she filed the patent. Lizzie mcgee created a game called the landlords game. It was a protest against the monopolists of her time. The carnegies and rockefellers and things like that. It was played by a whos who of leftwing america. It was picked up by a manufacturing company. Other people tried to sell the game and they would make their own versions. Which is so ironic. You are people are bringing it back to their folk roots. If she could see the game today what would she make of it . I am not sure. Her point was to get the game out there. It is out there. More people are playing monopoly than ever. I do not know how many people think about henry george. Talk about the original popularity of the game when it came out in the 1930s. Rising slap bang in the middle of the great depression. Where people interested in a game about money then . It defied a lot of conventions of the game industry. It was thought that financial games were too wonky and laborious but that was not the case was with monopoly. It flourished when Parker Brothers started publishing it and it was a huge hit. 2 million sold in the second year. The numbers are astronomical. There are more ornate ones. Games in general and this is true for monopoly, the give us a context, the give us a place to do things and roleplay and thinks we cannot do ordinarily. In real life especially during the present the depression how many people could buy a property or throw around cash . A game that is 110 years old and still entertains us all. The oscars will be announced and every nominee hopes to go home with the prize. How much of it is coming down to performance . We have been looking at the love being that goes on behind the scenes and sends us this report from los angeles. The glitz and the glamour of the awards season is about to reach its climax. This is the theater where stars and movie moguls will find out to whom the 6000 members have decided to award an oscar. It will bring to an end months of campaigning by producers to make sure their film has had the best possible chance of winning. They are not allowed to bribe members but some behindthescenes lobbying is close. There are screenings and dinners, there is in formal get your friends together, but the academy tries to control that is much as possible. In this phase of the voting. It tries but it does not always succeed as this veteran hollywood producers producer acknowledges. There is some wining and dining. They did stop that, i would not say cold but there is less of it. It is people who will screen a movie at their house. I saw one of the movies that way. The campaigning tactics have become more subtle. Competing films should be viewed in impartial surroundings which you could argue is difficult to achieve is one of the stars is hanging about before the screening. I happened to like the movie. I saw it. The fact is i do not know that i was i would have said anything different than what i said or felt. Over the years i am a simple guy who loves hooking up people with incredible products i love. The truth is the oscars are about marketing. Three misperceptions about celebrities is that they are too rich and famous to tear care about being gifted. You are never too rich or famous to enjoy a gift or receiving are giving a gift. These are the unofficial 160,000 bags that will be given to the stars who end up going home without a golden statue. Everyone is a winner at the oscars proving the really is no business like show business area there really is no business like show business. We will be watching sunday evening here at bbc. You can find out much more of the days news and the latest on the greek deal and the runup to the oscars on our website as well. If you would like to find me on twitter, i am kattykayatbbc.
