Welcome to our viewers on Public Television here in america and around the globe. Today the Canadian Parliament looked more like a war zone as a man opened fire inside. A canadian soldier standing guard at a war memorial nearby was shot and killed just beforehand. Police say one gunman is now dead, and he has been named in the u. S. Media. We have complete coverage, and we start with the bbcs north american editor. The Canadian Parliament this morning. A lone gunman has got through security, and the police are in pursuit. Then this. The gunman was killed in the exchange. The Prime Minister was usher away by his bodyguards to a secure location. Those m. P. s who could get out, did. Many orioles were ordered to stay inside their offices. I heard this poppopepop, sounded like shots. Suddenly the security guards come rushing down the hallway and ushered us out of the back of the building. I started talking to another woman, and she was apparently inside the library of parliament, saw the fellow wearing a hoodie, carrying a gun. And then the implications of this start to sink in. Everybody out. Out in the fauria. All building went into lockdown this. Is the chaos inside, and replicated outside the parliament, too. We need to leave. Those on the street take cover where they can. At this stage there were fears that another shooter was on the loose. What is clear is the time line of how it all started. A gunman drove up to the war memorial on Parliament Hill and opened fire on a uniformed member of the Armed Forces Standing guard at the too many of the unknown soldier. Despite efforts to revive him, he died. I just heard a shot and turned around, and there was a guy with a rifle around on the back corner, and just pow. At a news conference, the police conceded they hadnt anticipated the attack. You can tell from our reaction it caught us by surprise. How is that possible . Again, it is too early to get to the bottom of all the details of what transpired. It is an Ongoing Police operation. Up until we have had a better chance to investigate and determine exactly what happened, it is too soon to answer that question. This despite canada raising its threat level after another soldier was killed two days ago in a hitandrun attack by a muslim convert. This despite the Parliament Voting two weeks ago to join the campaign against the socalled Islamic State. Which leaves the deeply troubling question for canada. Is this two separate unrelated terror incidents or the start of a Terror Campaign . Bbc news, washington. One of those who was on the scene today was a member of the Canadian Parliament from vancouver. She joins me on the phone now from ottawa. Thank you for joining me. Where exactly were you today when the shooting broke out . I was walking up Parliament Hill to join the caucus in the caucus meeting. So by just a few minutes, the shooter was ahead of me by two or three minutes. Otherwise i would have walked right into him. When you got to parliament, what did you find . They didnt let me go into parliament. It was immediate in the sense that they closed off the Parliament Hill. It was swarming with m. P. And security officers. There were cars all over the place. There were tactical teams in place. I am so proud of our Security Forces in that they responded so quickly to the issue. They ordered me off the hill and back into lockdown to my office. Was there confusion . There was maybe about so seconds where of course you are saying what is going on. They said there is an incident here, you have to be off the hill, it is not safe for you. They were extremely professional and quick, and i have to commend our Security Forces that they did an excellent job. Not just with myself, but with the public. They cleared streets. They took people even from the bus stop into government buildings so that everybody was safe, and the whole downtown corridor was cordoned off and cleared in a matter of minutes. You were put into your office on lockdown. Where are you now . I am still in my office, and they have just given me the high sign a short time ago that i am free to go home. So the lockdown has been lifted . They are going through all the different buildings, and they have been clearing buildings as they go. My building was the next one cleared. Given the recent vote in parliament to join the campaign against Islamic State, the raising of the taylor alert a couple of days ago, do you think canada now needs to be own a heightened stay of alert for some kind of a possible terror attack . I think canada has been blessed by such a peaceful, open and democratic country for so long. However, we do live in the 21st century and the incidents of attacks or terrorism are worldwide, and we have to contend with that. That is something our government has been responding to. Do you think this is related to events in syria and iraq . We dont know at this time. We dont know if this is an isolated incident or not. It is something i am sure the Security Forces will be doing an investigation and looking into. We need to give them that time and space to do that. Thank you for joining us. I am so glad you can now go home. Thank you so much. Earlier i spoke to a retired colonel, the former advisor to the chief of the Defense Staff and the coauthor of the strategic outlook for canada. He described how this attack has taken the country by surprise. This has really been a shock for the country and the military. These are things that canada has always felt happened elsewhere, not particularly here. And having come on the heels, 48 hours after the First Military person was targeted, it is it has really shocked both the military and the country. People are talking about this in terms we dont know the details. But to what extent would you now start looking at the situation in syria and the situation in iraq with relation to what has happened today . Well, there are surface links. I would remind everyone that the Islamic State issued its threat to your country and to the United States, and to canada, australia and france weeks before canada had actually decided to participate in the mission in syria. But the events of today do add or underline the potential danger that the Islamic State represents and certainly our cousins, the australians, have discovered that with a couple of incidents that have happened on their soil recently. It is interesting. We think of britain and the United States as really being the primary focus of Islamic States ire, but i think people around the world would be shocked and of course we dont know what happened today in canada but that canada, too. Any country that joins this mission is potentially a target. And it is not necessarily joining this mission. There are other countries that are not involved militarily or have just contributed humanitarian aid that are just targeted because they are western nations. The underlying or the foundation of belief for the Islamic State is that there are apostates and nonapostates, and we fall into the category of something to be targeted. You have written about this. Is the threat of homegrown terrorism in canada something the canadian government is looking at closely . It certainly is, as all Coalition Members are. There was testimony in parliament, in fact, yesterday and the day before yesterday 100odd out some people we are tracking, let alone the fighters that have gone overseas that we are also trying to track. That is a tremendous amount of resources required to adequately surveil them 24 7. So it is something we are taking seriously, as every other country in the coalition or any other western nation is. Colonel, thank you for joining me. My pleasure. In a country that is as peaceful as canada, it comes as a shock. Canadians reeling from the events today. For more, i spoke with clark kent irvin. He served as the Inspector General at the security depart. We talked about the athlete to security. There is no question but that the United States is at the tip of the spear. We are the primary target for isis in particular and for terrorists in general. Next in the hierarchy is britain. If this turns out to be a terror attack and there is evans indication it is. Yes, coming against the back op of a couple of days ago someone who was radicalized by ivan killed a soldier, and joining the campaign, against called that isis has on its followers to use cars to run down people. This is your analysis and has not been confirmed by the canadian police. That is right. We have to be clear about that, but we have to draw reasonable informed infernoses. If you look at this, this is not the kind of thing that generally happens in canada. That is right. Canada is a very close ally of the United States, needless to say. Canada has had a very liberal immigration, as has britain and to a lesser degree the United States. There is a subset in canada of muslims that have been canada ralized. There are a number of people, is00 or so, that have gone to iraq and syria from canada and the United States. There are ,000 or so westerners there. It is a problem in canada and the rest of the western world. If you are sitting in the white house today, what are the questions you are asking yourself . Is this a terror attack . What more can we expect . What can we do here in this country to keep ourselves safe. What are we doing at the borders . What are we doing at the airports . What are we doing at iconic american targets . This comes after the troubling incident that happened at the white house, where a crazed man was able to get on the grounds. People think god forbid that would be a terrorist or multiple terrorists. Even our most iconic installations around the world are not as safe as we think they are. If you are sitting in isis at the moment, whether or not this has any link to an organized terror group in the middle east, you are watching. This is part of a britishfunded Training Exercise for an ebola burial team. It is a grim and dangerous job. Bodies are particularly contagious. Bourls are absolutely important. We are getting estimates that tom nation rates are caused around 70 by burials and management of dead bodies. A major part of the contamination chain are people that have died and still in the communities contaminating neighbors, families and friends. On the outskirts of the capital, this britishfunded Ebola Treatment Center is days away from being completed. This facility cant come soon enough, and there is no doubt here the medics here will save many lives. But with cases doubling every month, the sad truth is that these beds are likely to be full in days and many who come here for treatment wont survive. Britain has pledged 125 Million Pounds here for these times of Training Exercises and for equipment for medics. It is a huge effort. But sierra leone remains overwhelmed by the virus. Bbc news. The head of the u. S. Led coalition against Islamic State extremists, tells the bbc that the air campaign against isis has been a success so far. His comments come despite criticism from turkey which said that recent air drops of supplies into cobani was a mistake because some of the u. S. Weapons had been seized by the militant. Owe sat down with us earlier today. General, thanks for being with us. Let me start specifically with the military strategy. We have had weeks of bombing, and yet isis has made gains aroundcobani. Is it working . I think it is. The purpose of the air strikes was to buy time, ultimately to begin the process of refurbishing and regenerating the iraqi Security Forces and to buy time ultimately to get those forces into the field to be able to confront the chrysler forces and push them back. This has created an opportunity to have that time. You had arms drops to kurdish fighters. There is video showing that some of it may have gotten into i. S. Hands. How concerned are you that you have ended up arming the very people you are fighting . It is a very small amount. It may have been one bundle out of 28 bundles. And if any of those weapons or any of that material got into their hands, it would have been a relatively small amount. We have a very accurate method of delivering that system and delivering those weapons, and we think the vast majority of that got into the hands of the defenders of kobani. The strategy you outlined is space, s to degrade the and battle them on the ground. What happens if they cant do that . I wouldnt attempt to comment on a negative pipe thesis here. What we seek to do is give them the capabilities of doing it. It is not something that is going to happen tomorrow or in the next several months. But we do expect over time with the right time of training, equipment, advisory and assistance capacity and building into the capabilities of the ministries, that we can provide you said that for so years before america left iraq, and we saw the iraqi army turn and run. If the second part of that equation doesnt happen, and given the threat that has been outlined by your president , if the second part doesnt happen, it has to come back to American Coalition boots on the ground, doesnt it . Well, at this point, we believe that it will happen. We believe that we have the capacity over time working with the iraqis to rebuild the capability of recovering the territorial capability of iraq and ultimately sovereignty. That doesnt sound like you have a plan b at all . We dont need a plan b. We believe we have the capability of building up those forces over time. We have had a political break through. The Prime Minister has taken very important steps to form a government. It is the first full cabinet that has been formed since 2010. But these are all homes, arent they, about what they might lead to . Well, it is planning. It is not hopes, it is plan. We expect that as we commit the kinds of resources necessary to the training and equiping of the iraqi Security Forces that those forces will be able to accomplish the objectives of the Iraqi Government and the coalition. Scientists say more than half the coral has been destroyed in the last 30 years. An aggressive starfish called the crown of thorns has killed much of it. The starfish have flourished because of fertilize arers seeping into the ocean from farm runoff. Tropical storms are also to blame. Rising sea temperatures are damaging, and increased carbon in the atmosphere has made the water too acidic. There is another threat, coal. Queensland is australias biggest coalproducing state. Each one of these wagons contains around 80 tons of coal. We havent got long enough to way long enough for the whole train to pass, but they are rolling down these tracks 24 7, 3675 days a year. Every day australia exports around a million tons of coal. And a got portion of that heads out through the Great Barrier reef. Environmentalists say dredging shipping lanes so bigger boats can pass through is also damaging the reef. But the coal industry says its here to stay. While the rest of the world, particularly asia, demands our coal or owl gas, we will supply it. If we dont, one of the other hundred countries in the world that produce coal will supply the coal. The Great Barrier reef is one of australias most precious treasures. It brings in more than 6 billion a year in tourism. But coal exports account for 40 billion a year.
