The tension mounted. Protesters are planning more action. They want children to leave, along with anyone afraid of tear gas or rubble berlin rubber bullets. They fear there are going to be clashes later. The protesters dont trust the police. They think there might be rubber bullets or teargas inside the ambulance. The night was awash with anger and fear. A sudden movement as riot police were on the way. A dramatic intervention from the chief executive himself. The two secretaries will lead us to discuss the situation and developments. After days of mass protest the government finally heard their voice, but the crowd was thinning out. You mentioned in yours each this morning the trouble spots around the world, ukraine and the middle east. We see another one looming in hong kong where there have been protests. How concerned are you about the knockoff affects on the Global Economy . I am concerned about all areas of uncertainty which is why he mentioned ukraine, the middle east, and what is happening in hong kong is obviously a cause for concern and could create uncertainties that would have ripple effects. Clearly, we think it will be resolved through peaceful dialogue and to a satisfactory conclusion, but we are watching. We have not changed any growth forecasts for hong kong. You did mention in the stage that you have revised your opinion on the Global Economy and that things have gotten worse. Were you wrong six months ago, or what has changed . The financial crisis we have gone through has caused much more major scars and has left more legacies than the economies have been able to deal with. As result of that, we believe the potential for growth has been reduced in the mediumterm. That is the reason why we have reset what is otherwise a recovery. Lets not go so gloomy that we dont look at it as a recovery. There is an improvement compared with last year. Its just not as much as we had hoped for. You talked about the prospects for what you call a new economy. Are we looking at a longterm situation where the world faces low growth and high unemployment . That is the risk that we see. A longterm new mediocre where economies, particularly in the advanced economy, have to deal with the legacies of theyou are now under investigation by the french authorities for negligence. I think a lot of people want to know, what is that about . Do you think this is french politics . I think it is absolutely not legitimate, not justified, and i will make every effort to demonstrate that if anything ive not been negligent. Does it affect your position at the imf . I was delighted to come back to washington to receive overwhelming support from the board of the imf and lots of messages from any capitals to say, keep up the good work. Thanks very much. Why is turkey doing this now taking action . Partly because of huge pressure exerted on pressure by washington. President obama called his turkish counterpart from air force one last week to twist arms. The u. S. Defense secretary chuck hagel was here. Secretary of john secretary of state john kerry in turkey to put pressure on nato allies. That was part of it. 46 turkish citizens who were being held by Islamic State were released a fortnight ago. That pushed turkey towards changing its decision. Turkey thought the threat from Islamic State militants was Strong Enough that it needed to step up and potentially send its troops into battle in both countries and allow Foreign Forces to use its territory, which could mean american troops could use the big american base in Southern Turkey for airstrikes in iraq and syria. Do you think this will mean they will stop the flow of jihadis across the border . There is also concern for turkey to stop that, to tighten the control of the porous border for foreign fighters to stop being allowed into syria for the Islamic State to stop being allowed to smuggle oil back and turn into turkey. Clearly, that is what all eyes will be on whether it can stop the smuggling. Nobody expects troops to go in guns ablazing into syria or iraq. Mark loewen, thanks very much. The commander of International Forces in afghanistan has told the the that he doesnt think that militants from the islamic faith have extended their operations into afghanistan. The taliban have recently been engaged in their most intensive attacks since they fell from power in 2001. There have been persistent rumors that some are copying the tactics of the Islamic State, if not actually joining the organization. The top u. S. General and the head of the afghan army both say they do not believe is is in afghanistan. I have not seen any credible military force of is in afghanistan. We continue to look for that, as we should, based on what they are doing throughout the world. I cannot say that they are not trying to interfere or conduct some activities. There will be a lot of differences between the various groups, the taliban or whatever and isis. They will not be easily successful. The signing of the security deal with International Forces by the president s government has sent a morales to afghan troops, a morality boost to afghan troops. The Afghan Security forces have felt like theyve had handcuffs on them. Some of these policies were dictated by the previous administration. There was not a love lost in some places. The immediate difference you saw, the president is owning the afghans three forces. That will mean a great difference in the psyche of the Afghan Security forces. The security deal will mean that training programs, like this one, can go one, as Afghan Forces lead the fight against the taliban. Bbc news, kabul. Ebola is spreading like wildfire. That is the warning from the charity save the children, which says that in sierra leone alone 500 people are being inspected every single hour. Last year, there were 765 cases there. In a moment, we will have more on the patient exposed to the virus down in texas. First, this report from sierra leone. At the forefront of the fight against ebola. It is a very risky time. All of the people who have been through this training ive lost a classmate of mine. We cannot lose another person to this virus. Ebola has ripped through west africa. Families have been decimated. Treatment centers are overflowing, and patients are finding their way back into communities because of the lack of Health Workers or beds. Medics are sitting at Treatment Centers across sierra leone. A clinic, complete with a love story a laboratory, has been constructed. There will be a specialist center. The situation for ebola in sierra leone is critically serious. The challenges that the people of sierra leone have faced are unimaginable to many people. Ebola has badly affected sierra leones society. There is growing fear of contamination. All schools across the country have enclosed for the last three months. Normally on a day like this thousands of girls should be here learning. No one knows exactly when schools will reopen. Parents and teachers are worried about the effect on their childrens education. The impact is immeasurable. Two thirds of the workforce are already unemployed, but now more people are being laid off as businesses close and investors leave the country. Hope is not something you see on the faces of people here. Bbc news, sierra leone. Not a lot of hope. As nations are racing to fight this outbreak, and the United States, Health Officials have reached out to about 18 people who may have had contact with the man in texas who is also being diagnosed with the virus. President obama called the mayor of dallas, texas to make sure he had all the resources he needed to try to keep his people safe. I spoke with the director of the National Institute of allergy and infectious diseases. In the United States, theres a lot of attention being paid to this one case in texas, but i think the report from sierra leone put this in perspective. Five new infections every hour in that country. It is really devastating the region, not only sierra leone, but also beginning guinea. What you heard is representative of the extraordinary situation there, where you have an epidemic that is out of control, and it is growing at a rate that the resources that are being put into containment are not sufficient to slow it down. It is growing at an almost exponential way where the resources are increasing in a linear way. What that means is that the World Community of nations has to really stuck to the plate and markedly accelerate the response with hospital beds, with trained personnel, and with the equipment that is needed to isolate and treat people, as well as to do Contact Tracing. Otherwise, it will continue to be out of control, which would be a terrible human tragedy. Lets look at the case in texas. Presumably, some of the alarm in the medical community surrounding the case is that this could be a global threat now, away from west africa to other nations. I dont think that is going to happen for the following reason. One of the things that is fueling the epidemic in the west african countries is the dysfunctional Health Care System that is unable to cope with diseases and unable to do the kind of Contact Tracing that would stop the epidemic. We predicte it somed time ago that there would be a case that would come from a west african country, get on a plane without symptoms land wherever it could be the u. K. Or the United States, and then the person would develop ebola and might even in fact one or another person. There wont be an outbreak. The reason theyre almost certainly wont be not break is that the Health Care Systems in the United States, in the u. K. , in the European Countries are such that you can do the kind of containment that is very, very difficult to do in west african countries. Although there will be scarce like the one we are having in the United States, it is very unlikely there will be a true effort. There is a lot of focus on how many people this individual came into contact with. What does contact constitute . Contact constitutes having an interaction with the person that would put you at risk. There are different kinds of contact. In order to get infected, you have to come into direct contact with the bodily fluids of a person. That could be diarrhea vomiting, blood. That is why Health Care Workers are at such a greater risk than the general population. In texas, this person was proximal to about 70100 people. Not all of them are considered contact, at risk. What the authorities in dallas are doing is identifying people and determining if they really are a contact who would be at risk. That number came down to about 1820. Those people would have to be carefully followed for the 21day incubation period before you can say theyve not been infected. That is what we mean by contact, determining if people are a risk and if they are, follow them closely monitor their temperature, and find out if they have symptoms. Never before have so many different robotic crafts then launched into british waters at the same time. Robotic devices like this can operate on their own for weeks or months, gathering data and everything from temperature to the fish. This means we are entering a new era of constant observation of the oceans, offering insights that were nearly impossible before. The project will focus on what is called an oceanfront, where warm water meets cooler water. The current brings nutrients up to the surface. That encourages plankton to flourish, which in turn encourages fish to visit. The robotic vehicles will help understand exactly how the process works. The scientists are tremendously excited. One of these vehicles can go out and find information on dolphins, sea birds, or what the weather is doing 100 miles offshore. In the future, if you have tens or hundreds of these vehicles, they are going to be our eyes and ears in the ocean. Until now, marine robots have been used by the military and oil industry. Mr. s hope of britain can pioneer these devices for science. The robots face 300 miles of ocean over the next weeks which is a test, and no one can be sure how it goes.
