This is bbc world news america reporting from washington. I am cathy kay. Europe and america urge Vladimir Putin to help save a shaky truce in ukraine. But even if he he agrees, are the separatist on the ground willing to listen . Iraqs Prime Minister rejects the idea of an emergency government to stop the advancing sunni militants, calling the proposal a coop against the constitution. And counting down to kickoff as the u. S. Gets ready to play for its world cup survival. We speak to some fans that america is finally catching futbol fever. Welcome to our viewers on Public Television in america and around the club. The u. S. Secretary of state says president putin needs to prove he is serious about piece in the ukraine to avoid sanctions. John kerry was speaking to ministers in brussels amid concern the ceasefire in Eastern Ukraine is looking fragile. Kiev says prorussia separatists have broken the truce dozens of times. Here is the latest. For the moment, a reprieve for russia. Nato Foreign Ministers medical with the possibility of further sanctions against moscow on the table. But they put these off with a warning to the kremlin to stop supporting insurgents in ukraines east. We believe it is critical for president putin to prove by his actions, not just his words, that he is indeed fully committed to peace. It is critical for him to stop the flow of weapons and fighters across the border, to call publicly for the separatists to lay down their arms. But nato did back new measures to bolster Ukraines Armed forces. We endorse a package of additional measures to strengthen ukraines ability to defend itself. This includes the establishment of new trust funds to support defense Capacity Building in critical areas such as logistics, command and control and cyber defense. Hopes that a ceasefire could stop the violence appear to be shortlived. The military here guarding a checkpoint in the east say the rebels have attacked them numerous times. This peace didnt bring any result. We just gave the guys on other side time to reinforce their positions and bring in more ammunition. They didnt accept our president s plan. Moscow claims to support the ukrainian peace plan. On a trip to vienna, mr. Putin also called for more talks with ukraine and for the ceasefire to be extended. This is a crucial week for him. He needs to be more conciliatory. Otherwise, sanctions could still be on the horizon. David stern, bbc news. For more on the confusing signals and the diplomatic efforts to stop the fighting in ukraine, i spoke with muthaura a short time ago. He is the director of the kennon institute at the wilson center. We do seem to be getting some confused signals out of moscow about how much putin is support the ceasefire and how much the separatists might be listening to moscow . I think it is both intended and unintended on moscows part. It is helpful for putin to control as much as he can control on the ground in the ukraine. But there are some things out of his control. The s the jeannie out of bottle problem. There is not necessarily a lot you can do to stop them. There is more than just a case of plausible deniability on the kremlins part. There is plausible deniability in it, no question about that. Tanks, mobile rocket systems, shoulder mounted guided missiles, this stuff has to be coming from russian armories, and denying that serves putins purpose. Even if he seals the border up tight, even if he orders all the fighters and units to come back, you do still have ukrainians in the fight who have weapons. Who may not be listening . I think you can certain that once they are out on a limb like that, unless putin says here is your manages you are going to get in southern russian, and here is your future for your family, they are still fighting. Where do you think we are standing on sanctions . The signals coming out of the stapleton and the white house with a slightly different emphasis. This is where it is messy. There is ambiguity because they dont know what the sectoral concept means. Will it be totally comprehensive. It is not going to be an energy embargo. The second ambiguity is we dont know what the trigger point is. If the russians have shot down a helicopter, they could say you have crossed the red line. It was deliberately vague all along. The western powers and europeans have worded it such that if they dont do more steps to make peace in ukraine, then we will have more sanctions. That clearly is a fuzzy line. If the real trigger is peace doesnt come to ukraine, then russia gets sanctioned, then at the end of the day we might really be punishing them for something they cant not do. It is not in their capacity to bring that about. This is a ukrainian problem at the end of the day. I am not sure anyone can solve this problem now that the genie is out of the bottle. Thank you for coming in. A look at other news from around the world. Police say 21 people have been killed and 52 injured in ashowing mall explosion in a Shopping Mall explosion in the capital of aduja. Emergency services are sent to the area. It is not yet clear who is responsible for this attack. The Prime Minister of iraq, malhal has rejected the idea of a government to combat the sunni attack. He said it was a coup against the constitution and the political process. Malikis block parliamentary elections in april. He said he is committed to forming a new government based on those results. For more on all the latest developments, i spoke with robert, who served as the c. I. A. s mission chief from 2002 to 2004. First of all i wanted to ask you about the significance of what Prime Minister maliki said today because it doesnt sound like he has any intention of stepping down. It doesnt sound like that, and it is not like that. He has no intention of stepping down. Not without the help of the other shyatt parties. It is going to be difficult for them to come up with an alternative. Right now they are going to want to consolidate together to form a common front against the sunni extremists. Everyone looking at iraq today seems to say that some kind of solution is predicated on there being a political solution and that that political solution includes getting read of maliki. It is all true, and it is unlikely to happen, unfortunately. So what happens . So what happens is you have essentially the defacto dismemberment of iraq, at least for the time being. I think the dynamic in the sunni areas is going to be a very complicated one. This is not going to be an easy time for isis to fully consolidate its hold on the sunni areas inside of iraq. Unfortunately, i think we are ethnic at a an sectarian war. What can america do in this situation . I would advocate that we should stay engaged with the government. We should particularly stay unilaterally engaged to the extent we can with the sunni tribe. At the end of the day, they will determine which way this goes. Right now they see it in their interests to follow the lead of isis, but they will think better of that later. We are already seeing a split in the sunni tribes who dont like what isis is doing. Is something america might be able to do to drive a wedge or facilitate a wedge between the two groups. Facilitation is the key. Objective circumstances will be such further down the road when the sunnis are not so much focused on trying to throw off the shackles of this shiiteled government, that isis will lose its welcome rapidly. Then we will see a situation in which the u. S. Could play a useful role. What kind of role could u. S. Iranian negotiations play in this process . There is skepticism here in the United States among some members of congress about whether that is a good thing for the u. S. To pursue. The whole issue of iran is a very complicated iraq is a complicated one here. When people raise the idea of military coordination, it is not necessary. What is important is there be some dialogue between the two. At the end of the day, the iranians accident want to see us there, and this administration doesnt want to see us there either. The way for the iranians to get us out is cooperate with us in kind of with the government that would reach out to the sunni minority. That is going to require happen. Absent an alternative to nouri almaliki, dont think they are going to do it. Thank you for coming up. As you heard, there has been a lot of discussion during this crisis about the viability of coordination with iran to defeat a common enemy. Already the easing of u. S. Sanctions in exchange for Nuclear Concessions has allowed talks. What would the reaction be to closer ties now. We have been speaking to some people from california to find out what they think. It is persian comedy night in los angeles, and he has the mic. It is the stupidest stereotype of all time. Terrorist stereotype has had them laughing nervously for years. I am not saying that everything that happens in america is right and that everything that happens in iran is wrong. I am saying together we can grow. This part of l. A. Is known as persian square. There are more iranians living here than anywhere e. M. S. Outside of iran. Close are talks between america and iran has been the focus of attention here, with many in favor and many against. We export a lot of vitamins, supplements, medical equipment, medical devices and a lot of food stuff. There is a huge market for American Made goods in iran. Warmer relations would be good for both sides in general. There is a Huge Consumer population there hungry for american goods. They are just waiting for this to happen. There are problems. A long history of bad blood and the. S nuclear am biggs is an opening for a deal. The problem is where we have the tea party and their chi party, opposing any sort of a deal between the United States and iran. I am still hoping the nuclear deal is successful, but it is by no means a certainty. One of the weighty interests is a jewish lobby, strongly opposeded to any deep with iran. You expect criticism here. What is the reporter writing about . There has been a tremendous amount of shock and disbelief at the warming of relations between iran and the u. S. Because the majority of iranian americans living here in Southern California escaped that regime because of religious persecution, lack of freedom, lack of democracy. They feel as if the administration has turned their back on the iranian community. The two sides probably wont meet in the world cup but have quietly been talking about iraq this week. First round stuff though, and way off the bigger prize. Bbc news. The view from there. Now lets go to north korea, where disagreement with the west are nothing new. This time it is a movie that is sparking controversy. Pyongyang has denounced a move a movie about a plot for assassination, calling it an act of war. Here is more. With american producers, it is a lighthearted satire. To the north korea government, it is an act of war. You are entering into the most dangerous country on earth. His people will believe anything he tells them. They star as a news team with the opportunity to interview the north korean president. When the c. I. A. Find out. They want them to assassinate him. The reviews from north korea are not just two thumbs down. They called it reckless, u. S. Provocative insanity, which has produced a gust of hatred and rage. If the u. S. Administration llows the showing of the film, a merciless counterreaction will take place. It has produced a string of viral moments. The diplomatic fallout from this could have serious implications, not the least of which that north korea is presently holding three americans in custody. It has created a cloud burst of free global publicity. North koreas state Propaganda Machine has added hollywood. Bbc news, washington. Not liking the movie there and managing to sell it at the same time. You are watching bbc world news america. Still to come, could the tide be turning in greece after years of economic hardships . It comes as the trial of 15 crew members, including the captain of the ferry for negligence has gun. Here is our report. They all arrived together, the ones who survived. For many of them it was the first glimpse of a campus that they all left together for a school trip over two months ago. While the parents looked on, some students cried while others bowed their heads as they walked through the school gates. Everything may look the same, but with nearly 250 of their school mates not returning, the first day of school comes extra hard. We will not forget them because we know that is the best we can do for them. Our memories of them may become memories of guilt, and we may feel sorry for them because there are many things we will be unable to do together. In a statement, the parents said they hoped going back to school would help the children return to their normally lives. It is frightening to send them to school when their pains have yet to heel, but we support our childrens wishes, they said. Since the tragedy, the surviving students have spent the last two months undergoing Group Therapy and psychological treatment. Many of them have complained about the public spotlight and have asked the media to stay away. School authorities have said in coming weeks, the teachers will priority easy classes to help the students adapt to school life. Seoul. Ws, sole for the past few years, there has been little to celebrate in greece. But now not only is it seen through to the next round of the world cup, the holiday makers are returning to greek beaches. Tourism is up 20 from last year, and many hotels are booked for the summer. There is even talk of recovery after six bleak years of recession. But is it premature . Our correspondent reports from the greek island of concrete of crete. This is the pristine coast and warm welcome has led tourists to flock back. They are up 20 from last year and almost double 2010 when the financial crisis hit. And crete is leading the way. A Brand New Hotel fully booked for the summer as worries of protests fading. Things here are more stable as regards to political things, the euro and everything. Now there is no reason not to come to greece. There are many, many arenas to come. Tourism is the biggest industry here. It slumped as greece drowned in six years of recession. Now it is set to help the economy finally grow this year. But talk of recovery has its limits. It was fear about greece that drove tourists away from these beaches and returning confidence that has brought them back. The government says the worst of the crisis is over with the deficit slashed. Ut for so many struggling with skyhigh unmoment, figures dont mean much. Away from this beauty, they dont see optimism on the horizon. All he sees is agony. Three months ago his wife, hit by debt and new taxes, tried to commit suicide, part of a sharp rise since the crisis. She jumped from an 18meter high wall but survived, just. Saved against her will. I lost it all from five minutes when she jumped from over there. My home, my wife, my dreams. I feel like i want to end my life, too. What stops me is my daugherty. But this life isnt worth living anymore. It is not just his family. 300 still need the daily food handouts here. They were cut by an average of 40 . We are not sure we are getting out of the crisis. We are told we are getting out of the crisis. We feel we arent. Do greeks believe that the strategy has correct . I think a great majority of greeks believe that the medicine was not correct. In some ways the julie of the mediterranean is shining once again. But beneath the surface away from the golden sand, greece is still struggling to emerge from the garkness. Bbc news in greece. As we mentioned, greece is already going on to the next round in the world cup. But here in the United States people are anxiously awaiting tomorrow as game against germany. A record 18 million americans tuned in to watch the drama draw against portugal, suggesting that the u. S. Has finally caught futbol fever. We spoke with some fans in new york who are helping to drive this popularity. I decided to pick it up in 2007. There were probably 10 members. Now we have 10,000 members in total. Now people are really into the futbol. Actually there are people that work with me, they are more into it than me. There was a stereotype associated with the sport that is wasnt a contact sport, where in fact it is the opposite. It is a very physical, demanding sport. We are at the point where i think soccer is going to make a breakthrough. I have been playing soccer since i was 4. For a very long time in the United States, soccer was looked at as a girls sport, and boys played football. It is a globble community as far as soccer goes. Some of our International Guys are surprised, other there are women here and they are very talented, which of course i am proud of. I have the unique opportunity this world cup to to oduce my boyfriend soccer. He said it is so boring. It is a rhythm of game americans not used to. With american football you get incremental wins when you move forward. You get a point here and a point there. No, the get a point after like playing for 30 minutes, maybe. A futbol game is like suffering 90 minutes and doing a goal that doesnt exist. I dont know that much about futbol, but i have been watching it my whole life. I know more than Young American guys. It embarrasses them. It is awesome. They will listen to you, and you say a statistic. America should catch up pretty soon, but now is the time they should start that history. The u. S. A. Did really well. They did solid. They have been playing fantastic. Once you get into the second round of the world cup, it is a completely different game. I think the u. S. Has a good chance.
