This is Public Radio It's Morning Edition from n.p.r. News I'm Steve Inskeep and I'm Noel King good morning this country's top Democrat and its top Republican are each claiming a win on an important trade agreement there is no question of course that this tell you the image is much better than NAFTA but in terms of our work here it is infinitely better than what was initially a pope proposed by the and then it's strange but honestly it's an incredible deal for a country took too long it waited in Congress for too long a time incredible deal that was House Speaker Nancy Pelosi and President Donald Trump talking at separate events about the u.s. Mexico Canada agreement or u.s. M.c.a. They've announced that they've reached an agreement to move that trade deal forward it will replace NAFTA with the which has been in place for 25 years so what is the deal and is it a done deal let's ask Peter Navarro he directs trade policy with the trumpet ministration and he had a key role in shaping the u.s. M.c.a. Good morning sir. Noel how are you today Very well thanks so Speaker Pelosi and President Trump seeing eye to eye on something what is in this deal that has made the 2 of them agree. The key part of the deal that I think is great for America is a provision that will bring back. Manufacturing to the United States it's called domestic content rules 75 percent of the auto has to be made in the u.s. M.c.a. Zone and then to ensure that American workers get their fair share there's a really strong provisions on the environment and labor so that we don't have jobs market grading south and that giant sucking sound in Mexico for cars to qualify for tax breaks still need to build more of the vehicle in North America where workers make more money than they do in other places like Asia for example that has led to some concerns among the comment among economists that cars will become more expensive you're if you're paying people $16.00 an hour to make a car rather than $8.00 an hour the cost was passed on to consumers what do you think of that. Well a couple of things 1st of all what this is going to do is spark a tremendous amount of new investment from car companies around the world on u.s. Soil and what that investment does is give the State of the art production higher productivity a higher productive American worker can get paid more without raising the cost of the vehicle so $1.00 really shouldn't worry about that the other thing is if you go back to the days ahead Rick Ford paid a good wage back in those days because he wanted his workers to be able to buy their own cars trucks and ministration loves when wages go up which has been happening in his in his economic boom we don't we love that and we don't worry about other issues you've raised Ok Ok no worries then that the cost of cars might be prohibitive for no one none whatsoever let me yesterday on your show and I thought that the Cato institute these guys never never love anything other than to ship our jobs offshore All right fair enough I take your point let me ask you some Republicans are worried that the administration gave too much to Democrats Senator John Cornyn of Texas said anything that gets the a.f.l.-cio endorsement could be problematic and Senator John Thune the Republican whip said if they got the unions My assumption is they're going to be a lot of things that were change from last time we've seen anything on this can you explain briefly why they're worried what they're worried about. David's shouldn't be worried and they won't be worried when they see the deal this is a great deal for America it's basically a state of the our camp led it as good we did messed the content rules but it also updates the digital trade so that we have strong copyright protections for that there's some really innovative things on currency manipulation in state owned enterprises which are designed to defend American markets in this hemisphere from China so I'm sure this will go go quickly and well once this is been held for a year by Speaker Pelosi. That's a shame as we go out into dollars and thousands of jobs well just. Want to ask you about another hold up Senate Majority Leader Mitch McConnell says the Senate won't vote on this until next year presumably because of impeachment Republicans you're certain are behind this. Yes Ok this will pass overwhelmingly in both the House and the Senate and it's literally been sitting on Speaker Pelosi desk for a year well I made what are essentially small changes around the edges in constructive consultations but they it should not have taken this long this goes back to 2015 June the president probably trumped by knaves candidate promise to renegotiate NAFTA we signed the deal in 28 team member and when a Jerry's I was there the presidents of Canada Mexico and the u.s. Signed it and we just stand in holding mode I imagine and lead to that end you've got some reason to celebrate what has turned advisor Peter Navarro thank you so much Also with us is N.P.R.'s chief economics correspondent Scott Horsley Good morning Scott good morning Noah so Mr Navarro a couple quibbles about how long this took but overall sounds really optimistic What did you hear there well I do think this deal is going to win bipartisan support now that the apple c.e.o. Has given its backing that's a green light for a lot of House Democrats to go on board they did win important concessions changing the deal that was initially negotiated by the trumpet ministration Robert light hisor the u.s. Trade representative worked very hard with Democrats throughout this process he said he wanted to have Democratic support for this deal Peter Navarro himself is a former Democrat so they they wanted this to have. Support across the aisle and I think it's going to have that we should keep in mind though Noel this is more of an updating of NAFTA than a wholesale rewrite it does cover 21st century products like digital trade which barely existed when NAFTA took effect in the mid ninety's but it's not. An overwhelming rewrite of the deal it is a tweak at the margin that will make some changes and some improvements but the estimates are that it's going to boost g.d.p. By about. One 3rd of one percent so it's not a it's not going to be a huge economic shot in the arm what it does do is avoid the calamity that would have happened had President Trump made good on his threat to scrap NAFTA with nothing to take its place so bit of Disaster avoided here potential disaster going avoided N.P.R.'s Scott Horsley thanks so much Scott good to with you know when the c.e.o. Of Boeing testified recently before Congress he faced criticism for the crashes of 2 Boeing 737 Max planes today it is Steve Dixon's turn the administrator of the Federal Aviation Administration is testifying before the House Transportation Committee that committee is looking into the crashes the f.a.a. Is accused of overlooking Boeing's design flaws when certifying the plane N.P.R.'s David Schaper reports Well many are travelers say they won't fly on a $737.00 Max if and when the plane returns to service j. Home and God will let the London resident says only after regulators in Canada Europe and other countries certify the plane since he no longer trusts the f.a.a. . American federal agency didn't actually do its job to stop that kind of push to something that shouldn't put in place to another traveler recently passing through Chicago's O'Hare Airport was on Bernard of Washington d.c. Says he too was concerned that the yet that he a seems to have failed to provide adequate safety oversight when you have influential players in the marketplace like Boeing in essence you can't have Boeing checking itself right and or you can have Boeing putting pressure on the relationships that they have at the f.a.a. To get things passed that over the last decade and a half many aviation experts say that's exactly what's happened we're now in a situation where 98 percent of all the regulation of Boeing is done by Boeing itself with its own employees Paul Hudson is with Flyers Rights dot org and sits on advisory committees to the f.a.a. The level of quality has gone down dramatically at Boeing as the oversight. Has been reduced to a recent report by Hudson's group details how the increasing delegation of oversight responsibilities has compromised safety the f.a.a. Has to take back control from Boeing there to no longer be self-regulation as the investigations into the 737 Max crashes in Indonesia in Ethiopia find evidence of Boeing downplayed the risks of a new flight control system on the Macs and that the f.a.a. Failed to catch those flaws the regulatory agencies reputation around the world has taken a hit for decades the f.a.a. Established a high benchmark for aviation safety globally and built a strong relationship with its regulatory counterparts in other countries and that actually mean he created a rift in that relationship that's Marisa Garcia an aviation writer an analyst based in Denmark who notes that aviation authorities in Canada Europe India South Africa and elsewhere are now pushing back in doing their own reviews of Boeing's fixes and revisions to the $737.00 Max individual regulators are not comfortable doing at cosigned now represent the f.a.a. . And in recent weeks the f.a.a. Has been flexing more regulatory muscle over Boeing f.a.a. Administrator Steve Dixon has said the agency will not be rushed into recertifying the 737 Max repeatedly telling employees they should be thorough in their testing and analysis and take all the time they need points that Dixon will likely highlight before Congress today also appearing before the House Transportation Committee is a Boeing whistleblower Edward Pearson he says as a senior manager at the $737.00 factory outside of Seattle he complained disappearance about safety risks created by the pressure to ramp up production for months before the 1st $737.00 Max crash the Dow retired Piers had told N.B.C.'s Today Show that overworked and exhausted employees made mistakes while putting the planes together describing the assembly. The plant floor is dangerous and chaotic at Pearson says he wrote to company executives telling them the safety of the flying public was at risk you know I say that all mine are oh my internal warning bells are going off and they're you know 1st time in my life this isn't about put my family on the Boeing fine Pearson says he thinks the production problems contributed to the max crashes in a statement Boeing says the company took his concerns seriously but that Pearson suggestion of a link between his concerns of the recent Macs accidents is completely unfounded Meanwhile the f.a.a. I'm Brian Watt tonight the Oakland Unified School District Board will get an update on an estimated budget shortfall of at least 15 $1000000.00 for next year that's up from the $10000000.00 originally forecast and the board will see a forecast for continued declining enrollment both issues are fueling the district's plan to close and consolidate schools over objections from angry parents over the past few weeks board members have held community meetings to try and reassure parents they will have a say in future closure plans Julia McAvoy went to one. Or. At Fremont High on a Wednesday night board member Rosie tourists stood before some 60 parents students and teachers seated at circular tables in the school cafeteria it's one room to do the right to do this is where it will never be part of a tour is was there to gather input on how to shrink the district she handed the mike to parents and moderator Sam Davis who knew he had to address the issue of trust a lot of the more is down about it community is I mean against terror everyone is still feeling a bit raw here parents have successfully shut down and disrupted several past board . Meetings and parents were actually arrested by I.O.U.'s de polies at October's meeting since then the district told the board fan out across the city and listen to parents who want more input and more transparency especially now when families are already in rolling their kids in schools for next year while the next round of closures and consolidations is still to come I don't want to have to have that chaos I have to of course Olivia Univac worries her daughter's elementary school Manzanita seed for you to pick also teaches could be next do I want to continue to send my children to schools where there is that insecurity my daughter's middle school's also been mentioned as the meeting broke into smaller discussions parent it wider Jiminez joined a group talking about how to increase in Rome and in this neighborhood schools which have lost a lot students to charters maybe schools could stave off being closed if they could attract more students so Jimin is made a pitch suggesting parents get involved and help make their schools better before boarding going to come and save if they're not going to be flush with money and just write checks at the back of the room set the district's head of innovation charged with implementing school closures and mergers Yvette Renteria listened as parent after parent asked to see the list of schools being considered for closure next year we don't have a list like the intention of this is to actually figure out what people are saying I want to share and our frustrations and at the start of the rectory I wouldn't say exactly how the parent and teacher input at these meetings would help shape policy but she did say if Obama does nothing at all it's not going to solve the problem I'm Julia McEvoy k.q.e.d. News close to a quarter 1000000 California children under the age of 6 experience homelessness each year some are on the streets others are crowded into a room with multiple family members trying to make it work these are children who would really benefit from childcare programs rip. Order's 80 Staveley from Ed source has written about this problem and what San Francisco in Alameda County are doing to address it she joined me recently to talk about it she told me 1st about a mom named Ava Morales who is homeless for 2 years ever has 2 kids she has a son who is 4 and a daughter who is 2 and especially for her son being homeless and going from place to place was really causing him a lot of anger issues he was really impatient with his little sister he didn't want to eat food almost at all and she was really worried about him and then she finally got him into a preschool program and it made a huge difference for her and then. And then. She told me when her son started going to school he was more energetic he started to relax he had more patience with his sister he started eating better and he would come home happy he would come home singing and he would ask am I going to go to school tomorrow it's interesting because you might think that someone would want to stay by their mom but he was excited to go to school that's right it was a stable place for him it was one stable place where he didn't he knew he was going to go back there every day well you know childcare is a hard question for families that have homes and jobs but if you were out looking for both of those things and child care I can just imagine that it's just a complicated maze that's right Bryan and fortunately San Francisco and l.a. County's both have programs to help parents find child care center at Cisco's program has been around for more than decade the county's program just started about a year ago and basically they help families go through the whole process filling out applications going to visit the centers and figuring out whether they are eligible for a subsidy or not and actually giving them vouchers for child care if they're not eligible for a state or federal subsidy did you talk to someone who actually worked in one of the search. I talked to Tina fleet one of the people who helps families find childcare in Alameda County through the nonprofit bananas and she said it's been really hard to follow up with families it's just getting off the ground but she met this one little boy who just gives her a lot of hope for what she's doing so this little guy came in and he kept the musical toys and he was just banding with them then he got the blocks and start drawing him so he was trying to add in a fire an area of comfort so then he went over to the kitchen area and he set the table and he was preparing something on the stove and then he went to table and sat on a folded his hands like this and I was like it was like so soothing to alarm and I told his mom I say wow he found something that he like she said to me. When I'm cooking dinner he's always in the kitchen with me so this little boy was really craving a homer and that's what she saw there is that he was remembering what he had had when they had had a home so how did this all work out for Ava who we talked about earlier so once her kids were in childcare and I was actually able to find housing through this transitional housing program in San Francisco and it's going to pay her half of her rent for 3 years so she told me that when they went to visit the apartment for the 1st time her kid said Ah who's apartment is this Are we going to live here and we don't have to leave again. Education department were on their side they took out student loans they said for profit colleges fleeced them they would like their loans forgiven and internal Education Department documents obtained by n.p.r. Argued that the loans should have been forgiven so why did the education secretary say no N.P.R.'s Corey Turner got his hands on those documents he's in our studios Good morning good morning what's this fight about so you'll remember a few years ago during the Obama administration a handful of big high profile for profit colleges essentially collapsed right Corinthian Colleges i.t.t. Tech were too big names and this left hundreds of thousands of borrowers with big debts and degrees that they say are basically worthless so the student started protesting saying they deserve to have their debts erased and you have to remember because we're talking about federal student loans the decision of what to do about those loans is really that up to the u.s. Department of Education So ultimately the Obama administration urged these students to file claims under an old rule known as borrower defense which basically says if you think you were defrauded state your case and maybe you'll get your money back you obtained documents then saying what Education Department officials thought of those requests for forgiveness that's exactly right so in early 2017 this is just a few weeks really before Betsy De Vos is sworn in as secretary a bunch of career staff at the department write these memos after reviewing Fallon's of these bar or defense claims and they basically say yeah Corinthian and i.t.t. Schools misled borrowers making promises about things like job prospects after graduation and the transfer ability of credits they just weren't true and so these department staff say in these memos we agree with these students the value of an education from these schools is quote each. There are negligible or non-existent so the memos even quote defrauded borrowers one of them says I cannot find a job using my degree people just laugh in my face so these memos officially recommend to the department a sweeping approach to relief all of these borrowers they say deserve to have their debts wiped out I guess we've got to take that present tense and put it in the past tense you said these memos recommend these memos recommend did almost 3 years ago that these loans be forgiven what happened they did in this fight has been playing out ever since because secretary comes in and over the course of the past 33 years has made it clear she does not like this for this full relief approach to borrow defense she has called it easy money and so instead in fact just yesterday she unveiled a new approach to grant students essentially partial relief her reasoning is even if students were lied to with the department still doesn't dispute if they're working now and earning a respectable living why should they get their money back that's what the department now argues in a statement to n.p.r. Department spokesperson said quote full relief sounds nice to force taxpayers to provide blanket forgiveness that would be abandoning our duty to be good stewards of tax dollars. The department they say will provide student loan relief to those who qualify and we should say you know this fight is going to play out on a very big stage tomorrow device is scheduled to testify before the House Education Committee will be listening Corey thanks so much and Steve That's N.P.R.'s Corey Turner. Problems in Richmond on 580 eastbound heading away from the Richmond Bridge before Canal Boulevard a crash there looks like a modern well the westbound side of course is Pax solid at the toll plaza from well before canal and before Harbor way 580 Castor Valley right near cast available of our craft still reported there although looks like at the lanes are clear still slow flare up through Oakland because of an earlier crash but it's a little better job McConnell for k.q.e.d. And traffic support comes from play Piper dot com this morning now a perspective at 843 Americans are known around the world to be quick with a hug but Richard Leavitt is an embracing that habit my mom was a hugger she hugged us she hugged her friends she hugged my friends she hugged every data I brought by at the time was a little overwhelming but sweet one of my childhood friends sent a note on what would have been mom's 81st birthday he looked back with fondness and affection and how she used to hug him every time he came over but it left me a little cautious and today's huggy culture makes me squirm I'm afraid hugging has lost its intimacy worse I think it's created a weird awkwardness about shaking hands and frankly out in the world I prefer a handshake countless personal and business connections start with a handshake and just as many of history's most important relationships agreements and deals have been sealed that way we've been shaking hands since the 9th century b.c. Some say it began as evidence that 2 people or an armed I've read the up and down motion was meant to dislodge hidden knives or daggers and since it's been an act of trust respect and friendship of alliances pledges greetings and farewells in my own experience it creates an important moment of. Connection take someone's hand and gain an instant understanding of who you're with you can tell if they're confident or hesitant aggressive or passive fully present or distracted it's fascinating and revealing hugs I prefer to save them for family loved ones and good friends recognition of an important moment shared comfort to someone who is grieving or suffering today's bro hug that handshake which leads to strapping pats on the back that's an Ok synthesis but still meet me in business at a party or on the street and please give me that moment of full attention and your hand assuming there are no hidden weapons we can let things progress from there with a Perspective I'm Richard Levitt Richard Levitt is a nice bear a writer who teaches martial arts yoga and creative problem solving share your thoughts on his commentary on line of dot org slash perspectives and support for perspectives today comes from Comcast dedicated to serving California communities with access to technology voluntary in time providing financial support and connecting people in need to high speed internet at home more of california dot com Cast dot com on Morning Edition next N.P.R.'s know well King talks to Georgina write a researcher at a think tank in London about the effect Rex It has had leading up to tomorrow's general election in Britain and saw Gonzales from Los Angeles with a California report on k.q.e.d. News. I'm Steve Inskeep and I'm Noel King good morning in Britain people will vote tomorrow in what's being called an election that could define a generation at stake is the United Kingdom's relationship with the European Union basically the question of Bracks it if and how it will happen prime minister Boris Johnson is hoping his conservative party gets a majority in parliament because that would give him a better chance of getting a break proved Georgina Wright is a bricks researcher at the Institute for government which is a think tank in London good morning good morning Ok so to what extent has dominated this national campaign Well I certainly think this has been the election I think it's really important to remember the context of this general elections we know that in October the prime minister went back to Brussels renegotiated the day of but he simply didn't have the votes implement to pass that deal so the prime minister really wanted to call this election to increase his majority and then that way break the brags that so absolutely brags that has been at the forefront of the general election but I think that would have been other concerns as well people are thinking about education thing people are thinking about health service so it will be really interesting to see how people cast their votes tomorrow let's talk about this slogan that conservatives have been using get Breck's it done Boris Johnson seem to be taking a gamble that if he could get a majority in parliament it would be that simple or hopefully more simple than it has been for him will it be that easy if he gets that majority look I mean I think his the catch really the prime minister is certainly needs a majority to be able to policies brags that legislation 3. But this breaks the legislation only concerns that. We haven't been negotiating a fee to deal with the trade relationship security partnership all of that still needs to be negotiated now the e.u. Have said look you can you can remain part of it this would avoid a cliff edge while we negotiate but that. That window for negotiations. And if you consider that the e.u. Took 2 years to negotiate the divorce will 11 months be sufficient to negotiate what will be a formal complex negotiation that's interesting I mean you know one of things it's notable here is that Boris Johnson has failed to deliver on his promise of getting out of the e.u. But he's still ahead in the polls against his main rival the Labor leader Jeremy Korb and we should note the polls are not always accurate but how is Corbin handling the issue of Bracks it during this campaign I mean that's an excellent question there was a poll last night that shows that actually the sort of the difference between the Conservative Party is now. To see actually the outcome of the election tomorrow but I think. The Labor Party's position and brags that is interesting now they think that the so-called divorce deal is a bad one and they have said if you put us in power. With the. Deal in the next 3 months and then we will give you the vote has the option to vote on this deal that we renegotiated or the e.u. Could choose to remain the same they would renegotiate a deal and then there would be a 2nd referendum and of course the problem is that huge brags that fatigue and then message isn't as clear as the message of the Conservative Party which is we will get drugs that done. When we hear that people in Britain just want Bracks it over with that that has some truth to it absolutely and I think you know there's not just. It's a huge moment for the they have a new commission and there's still lots of uncertainty about what's going to happen everything remains to be seen tomorrow Turgeon are right with the Institute for government in London thanks so much for being with us. This is n.p.r. News. Here's. Joe on k.q.e.d. With a problem in San Bruno now $380.00 eastbound heading towards one of one it looks like a stalled car pushing back traffic from all Camino and one on one northbound is packed solid from s.f. 0 Still once you get into South City it starts to get better just pocket the heavy traffic now and San Francisco there are pockets but they're just kind of routine and slowest traffic is up to about Cesar Chavez also we've got to Rob is 80 south out of Davis Street a report of a stall there Southie Daily also slow from an earlier crash near to 37 and we've got the capital quarter train 531 back in service but it will have to terminate in Emeryville because of mechanical issues Joe McConnell for key committee support for k.q.e.d. Through discriminatory practices and programs in mom or Ellum Ian was one of 2 dozen faith leaders who gathered outside of city hall before going inside to raise the issue at the board of supervisors meeting we believe that if damage is done to individual or to a community or to our house or to a structure then there should be some repair advocates want the funds to go towards education and housing for black residents as well as the revitalization of the historically black Fillmore district supervisors Hilary Ronan and valley Brown say they support the reparations movement but have no plans to draft legislation for the California report I'm Kate Wolf there are a lot of ads from personal injury lawyers on social media like this one my office is filing lawsuits on behalf of victims who took Truvada or to many. Public health groups say these ads targeting some pharmaceutical companies that produce anti each of the medications are misleading now the groups have sent an open letter to Facebook the Mandan they be removed cuties Rachael Myrow has more the ads argue medications like Truvada can have serious side effects true but not for newer treatments and in the open letter 58 groups argue Facebook is ignoring their concerns that these ads put people's lives in imminent danger because they scare them away from meds that prevent HIV transmission there are many many many people who aren't honored as should u.c. The Everything was it is damage the working class family spent about $40000.00 on the renovations and then came a huge penalty from the city we didn't know what to do the fire was 200000 and the house is worse about that much that's because the city of Sacramento holds property owners responsible if a tenant is busted for an illegal pot grow even if the owner can prove they didn't know about it renters usually get off with little punishment in this case lease tenant was detained the police didn't pursue charges he's not in jail for it and we are the one who suffer we didn't do it and then we got a fine for it. That that right that is totally wrong Sacramento City Attorney Susanna Akala would says responsible landlords should be able to stop a tenant from cultivating marijuana she says such grows promote criminal activity it's creating a lot of havoc in the neighborhoods in which these activists. Are going to do everything in our power to protect any of us Defense attorneys argue that it's unreasonable to expect landlords to monitor the renter so closely because it could violate tenant privacy rights lawyers like Malcolm Siegel who has represented several property owners claim the city is targeting homeowners because they're the ones with money or at least equity they go after the homeowners $1.00 as a revenue tool and 2nd to be because the homeowner is an easy target of opportunity but so far Sacramento has only collected about $6000000.00 of the $94000000.00 in fines issued that's because the majority of homeowners have challenge the penalties Lee and his mother in law whose name is on the deed appealed their fine when that didn't work they took the city to court their case is one of more than 40 legal actions property owners have filed against Sacramento over its cannabis and Foresman program defense attorney Scott Radcliffe says the fines are just too big for a civil violation that a landlord wasn't even aware of for the city to hold a landlord responsible for the acts of a tenet and find them several hundreds of thousands of dollars in fines is grossly draconian and a clear abuse of government power the judge threw out the fine against Lee's family and her ruling criticized Sacramento's handling of the case despite the legal costs least says in the end he emerged with something invaluable a renewed faith in government and the justice system the law is the law is justifying it is a food relief at least now we believe in the law again since the ruling the city has rushed to 0 out at least 10 fines that are being challenged in court but a Sacramento City spokesperson noted that the judge commended the. City for at least trying to eliminate residential marijuana grows for the California report. A production of public radio line sold in solace in wherever you are in the Golden State or a great day. Old it'll be road as extra slow heading south towards Washington Street because the signal lights are not working so things are backed up to that intersection at the biggest problem we have but it's one of many and south when I went through Nevada was one of the heaviest areas because of a couple of earlier crashes but they are all clear northbound to many San Francisco bound from Daly City slow from before Westlake up on the want to one and southbound slow from about East Moore and down to 380 but that's fairly routine just a little heavier than usual Joe McConnell for support for k.q.e.d.
