We've done a great job for more on where the Trump administration stands we've got Steven Groves on the line he's deputy White House Secretary good morning Mr Gross good morning thanks for having me on we're happy to have you so we can break up yesterday's testimony into 2 big parts one was about the question of whether the President obstructed justice but the other the other was about Russian interference into the 26000 election I want to talk about that Robert Mueller said it was sweeping and systemic curious talking yesterday when the single attempt they're doing as we sit here and expect to do it during the next campaign how does the White House interpret that Mr Gross is the president concerned about interference in the 20 twentieth's action the president's concerned he's he's address it on multiple occasions he's had his Department of Homeland Security go take the lead on election interference since he came into office and I think almost from the beginning by way of executive orders and other actions that are part of Homeland Security has reached out to state and local election 'd officials the f.b.i. Is in gauged they are on the watch they were tracking things during the midterms last year and it is going to be a whole government approach in 2020 the president is concerned I do wish that maybe President Obama. Little bit more concern back in 2016 when these things were coming out and let the American people know about it they made a decision to not make announcements about Russian interference in our election I wonder if I could listen in those races if we're going to be prepared in 2020 yes let's talk about the specifics how are you preparing for 2020 because you mention the midterms those are localized elections 21 is a different situation can you give us some insight into what you were doing to protect against what the White House is doing to protect against foreign interference. Well 2020 is not going to be any different from now $2800.00 and still it's still the same polling places it's still the same election officials. You know the now all have presidential candidates on it. But the the systems and protections that are designed to prevent her parents are still going to be in place remember the Russian interference back in 16 when it came to the actual polling was was limited it was about I think they hacked into some voter voter databases. And so forth but there was no there's no indication that any single vote was was changed by you know a lot of it was a hacked into the wall they hacked into Democratic e-mails and they you know they interfered I'm not talking about something different than the part where they require they try to like find out voter rolls in various precincts they didn't go into voting machines and try to change votes you know you know the interference of them all it was going to was social media and the hacks into the d.n.c. Place get them embarrassing e-mails and publish them through Wiki Leaks very real and we have nonetheless let me ask you though there's been several election security bills that have been put forward relatively recently none of them has passed and it often comes down to partisan differences do you worry that election security for 2020 is becoming a partisan issue. I hope not it shouldn't be I mean every every American will want to go to the poll and know that their vote counts that it's been cast for the person that they support and it should be on a completely bipartisan basis the problem is is that elections are very decentralized and I don't know if that's you know a problem that's kind of a feature of our system we've got 50 states and everyone kind of does it their own way and some 3 paper ballots from some 3 machines and there's no uniform way to do it so it's it's elusive it's. In the federal legislation that would be kind of a dick that would be nationwide so in it really would be a partisan issue I want to I want to turn to the 2nd part of yesterday's testimony Robert Mueller said yesterday that his report had not exonerated the president for its obstruction Here's a quick exchange he had with Terry Mather chairman of the House Judiciary Committee well. The findings here in the case of. The president. Was not. That the president was not in school thinking. Exculpated. For the actually he allegedly committed in fact you were talking about incidents in which the president sought to use his official power outside of usual channels unquote to exert I'm do influence of your investigations is that right that's correct sir just briefly is the president still saying that the report exonerated him. When he is well within his rights to saying the report exonerated him though I don't think that we do the discussion about reports that rises fall on the term exonerate I mean when you've been investigating No charges are brought against you you can rightfully feel exonerated but exonerated in a light collusion doesn't have any real meaning under the law and it's sad that we're kind of oil exoneration is the collusion of 20 I hear you here you know David why do you think you're going to. Yeah thanks so much for joining us and I want to turn now to N.P.R.'s White House correspondent Tamara Keith who's been listening and hey town hey so what struck you about what we just heard about obstruction this this is the same argument we've been hearing right well a President Trump is the one who used the term exonerate it when when the report came out of course that Robert Muller in his report in his testimony said that the president couldn't be exonerated but the reality is the president can't be prosecuted while he is a sitting president of the United States under Justice report Department guidance and and the Attorney General determines that that the president shouldn't be prosecuted for obstruction of justice that does not affect what Congress does that that is another matter entirely but there are also political calculations there and 10 in the seconds we have left the state are concerned that election interference is becoming a partisan issue. Absolutely there is a concern and in fact though we met much of this legislation that you talked about has been bipartisan legislation that there's been push back and Mitch McConnell the Senate majority leader has been someone who's been resistant to bringing those measures to the floor in the Senate n.p.r. Announced a settlement in a separate privacy investigation and a record $5000000000.00 fine. 9 as well as new oversight of Facebook's privacy practices f.c.c. Commissioner Noah Phillips is in our studios this morning thanks so much for coming in thanks for having your actual So I want to start with the newest development here the antitrust investigation that is now underway and really the central question which I will put to you is Facebook a monopoly Rachel I'm afraid because there's an ongoing investigation which we can now confirm there's and little I can say about that can you confirm that that is the question that is at the heart of the investigation other than the existence the investigation I'm afraid I can't confirm anything here's what I can say the social media companies in particular a few of them. Are ubiquitous in our economy there is something that all of us notice and we're taking a close look at the f.t.c. And we have been for the last year since all of us came in through a series of public hearings that we've been having and through a technology task force focused specifically on competition issues in the technology sector. Can you say what prompted this investigation again I can't speak to the specifics of the investigation let's talk about the privacy settlement that the f.t.c. Announced yesterday can you speak to what made the f.t.c. Act in that regard absolutely Facebook made a series of commitments in 2012 about leveling with consumers about what it was doing with their data the control it would have over their data and it obligated itself. To have a reasonable privacy program to protect the privacy of its users Facebook broke those promises and that's why we're here today so what we've done is 2 very important things The 1st is that historic 5000000000 dollars fine that you mentioned but the other thing that we've done which is equally important if not more important is to restructure how the company approaches privacy including oversight from the board and from the outside a whole new corporate restructuring of Facebook built around privacy as well as substantive privacy protections. Can you talk about the the personal nature of the accountability because Mark Zuckerberg himself is on the line with this development yes he is Mark Zuckerberg and others Mark Zuckerberg and other designated officers at the company who deal with privacy are going to have to certify that the company is complying with its privacy program and also with the terms of the order that we've promulgated that certification is on pain of both civil and criminal penalty . The $5000000000.00 is a record amount but you know yesterday Facebook reported $48600000000.00 in cash and cash equivalents what is to stop it from just building this into their budget to just assuming that they're going to have to pay fines and that it's worth it in order to circumvent these new rules sure it's important to remember that 5000000000 represents approximately a quarter of Facebook's annual revenue from 28000 that's the kind of money a big company doesn't like to part with but this isn't just about the money the penalty does matter they're not going to want to pay that kind of money again it's also about trying to prevent the bad things were happening in the 1st place and that's why what we've done is set up a whole new system of privacy governance at Facebook and the real point here is that we've strengthened the hand within the company of those who care about privacy when the question is making money versus privacy now those who care are empowered and they have a much stronger voice what kind of precedent are you setting here I mean there will be other companies of course Facebook is unique in so many ways but there will be other people who look at this and say this is a dangerous precedent that maybe we felt that this was the kind of remedy that was warranted by the facts of the case it's not clear to me that every company is need that is going to need this kind of governance structure but one thing not one thing I think Congress ought to take a very careful look at is what are the things that they are upset about that they worry about and should we take what's been done in the settlement and map it on to the whole economy. These protests kicked off after some offensive text messages that the governor exchanged with his inner circle became public N.P.R.'s David wellnigh is in San Juan is on the line Good morning David good morning to hell so what else did Governor Rosales say in this statement where he said he's he's resigning so he said he had fully intended to serve out the remaining 2 years of his term in fact just a few days ago he said he would do just that but not seek reelection but that he now saw that all he's accomplished during his 1st 2 years as governor could be damaged if he remained in office Interestingly he did not mention the fact that Puerto Rico's Congress was planning to begin impeachment proceedings against him this afternoon if he did not resign or that he'd been served with a search warrant this week and that many of his cabinet members as well as his chief of staff had already stepped down and as as for his plan to step down next Friday it's not clear how that delay is going to go over with all the folks here who are demanding that he leave office immediately eliminate ask you about those folks because these protests these been kind of protests were unprecedented for Puerto Rico they were they were colorful They were loud there a lot of people what was their reaction when he made this announcement well they reacted as people who had just won a big fight they rejoiced when the governor confirmed what had been rumored throughout the day yesterday that he had to have a change of heart and had decided to step down there been a lot of anxiety earlier in the evening after Roe c.e.o. Failed to make a promise announcement about his plans late in the afternoon and things look like they could get. Quite nasty when squads of police in full riot gear appeared outside the fortress as the governor's palace here is known but once it became official he's leaving people danced in the streets and people honk car horns throughout the night there celebrating what was really a grassroots driven uprising that had no clear leaders and no party affiliation either this is the 1st time in modern Puerto Rican history that a governor has resigned and had he stayed it would have been the 1st impeachment ever undertaken by the Congress curiously it was on this day 121 years ago that the Us invaded Puerto Rico during the Spanish-American War It's now known as Constitution Day and it's being celebrated today by a lot of people who feel that by winning this drive to push out this governor who was a big proponent of statehood they're finally taking charge of this island's Destiny Now that's some very interesting timing David it was the offensive text messages that lit the match but there was some other stuff going on in Puerto Rico too that made people upset with the governor right yes one of them is corruption just 3 days before these chats were leaked to have Rosales former cabinet members were charged by federal officials with pocketing money through contracts but this island has been through a lot more travails in the past dozen years or so it's had to file for bankruptcy it was hit by 2 devastating hurricanes 2 years ago and even though the u.s. A type of textured breast implant linked to a rare type of cancer has been of recall to around the world and the f.d.a. The company to pull the implants from the American market N.P.R.'s Allison Aubrey reports the f.d.a. 1st reported a possible link between textured breast implants and a rare type of lymphoma back in 2011 now the agency has new information it is that sound that specific types of textured implants manufactured by the company Allegheny appear to be directly linked to the harm and to some deaths Daniel Lamont is a plastic surgeon in New York he says given the risks linked to these textured implants taking them off the market was a prudent and the right approach every year about $300000.00 people receive breast implants in the u.s. Many surgeons like mon only use smooth round implants that textured ones are less commonly used to year compared to Europe in Asia now worldwide the f.d.a. Has documented 573 cases where people who got the implants developed a rare type of lymphoma and among those 481 cases are attributed to allergens textured implants in addition a dozen women with the allergen implants have died from the rare cancer I personally have not used a textured implant in at least 5 years because of this exact reason that they were taken off the market as. Scary as this may sound the f.d.a. Says overall the incidence of implant related lymphoma is relatively low given the hundreds of thousands of implants performed each year and in a statement allergen says it's taking this action to recall its products as a precaution now it has not been clear whether texturing is responsible for the cancer or just associated with a higher risk but the latest thinking is that the texture on the implant has a physiological response and interacts with surrounding scar tissue that forms after the implants are put in and it's that response that is believed to cause the formation of this lymphoma as for people who already have the textured implants the f.d.a. Does not recommend removing them unless there are symptoms or problems but surgeon Daniel Amman says it is possible to take them out removing implant is really not a big deal at all but surgery surgery any surgery has its inherent risks so heavily dependent on the patient and the circumstance the f.d.a. Your information to open up a bank account or a brokerage account in your name tax refund fraud or even other countries buying up that stolen information for themselves line says credit monitoring isn't necessarily harmful but it can give you sort of false sense of security. So this week you're looking at a story where someone doesn't agree with their parents financial choices tell me about that yeah so we're looking at a story this one woman her name is Hayley and she's in her thirty's and she tells the story of growing up and getting this college fund from her grandfather before he died and there's about $20000.00 in there and so when she's a teenager she goes to access that money and she finds out that her dad who had been laid off had spent almost every single penny so now she had to take out student loans and it causes this huge rift between her and her dad even years later and for the story I talk with both of them but because it's such a thorny issue they don't even want to talk about it in the same room together that sounds really messy and. Uncomfortable but I guess that's the whole idea behind the podcast about how money influences so much of our lives but it's not something people actually want to talk about what have you learned so far in this process during this podcast Yeah I mean to your point people do not want to talk about it they feel weird about it and I think that's because you know.
