President Trump wrapped up a tumultuous appearance at NATO in Brussels within unscheduled press conference this morning so I think we're going to be ultimately treated fairly on trade we'll see what happens but I can tell you that NATO now is really a fine tuning machine people are paying money that they never paid before and that happy to do it and the United States is being treated much more fairly trumpet earlier called NATO allies delinquent for not spending enough of their g.d.p. On defense N.P.R.'s. Political Correspondent Mara Liasson has been following this NATO summit she's with us now good morning Mara Hi Noelle what was so remarkable about this press conference was it that it seemed to stray very far from how the president started the summit he seemed to make a threat that the u.s. Might withdraw from NATO that's right in a closed door meeting we are hearing from reports he threatened to go it alone if the NATO countries didn't immediately start spending 2 percent of their gross domestic product on defense and then it's almost as if he said never mind and he took finally took yes for an answer and came out and said he had succeeded in getting his demands met but until we know all the details it sounds like all NATO has agreed to is what they already had which was to meet the 2 percent threshold in a certain number of years maybe they'll get there and at a slightly faster rate but if you look at this in terms of political theater which or producing a reality television show The president goes over there he blusters he threatens and he succeeds in just 24 hours a kind of reminds me of North Korea he went over there he had one meeting and then said there's no more nuclear threat from North Korea but it doesn't seem that he got anything more than what he was already getting and he even signed a NATO communique that condemned the annexation of Crimea something that he had left up in the air so this was not a replay of the g. 7 meeting where he left with a lot of broken crockery and bad feelings let's hear what the president had to say about NATO allies agreeing he says to up the amount of their g.d.p. The amount that they spend on defense the commit there was a 2 percent ultimately that will be going up quite a bit higher than that Ok so we do not know that for a fact at this point but I want to ask you Were you surprised by the president's tone in this press conference it went from feeling or seeming like a meeting or a president who was very confrontational to a president who then comes. This is not everything's great I was very surprised and the big question is what happened over the last couple of hours maybe he had no real negotiating strategy he threatened and bluffed and blustered he got himself into a corner he kind of called his own bluff and then capitulated because that was the only way he could come out and declare the meeting a success and that he got the credit for NATO spending more money even though they had already agreed to do that even before he was elected Yeah quite quite a lot of questions still there but I can I get it this is certainly better than him leave it leaving NATO saying I'm going to pull troops out of Europe which is one of the things that he threatened before and to me what was an interesting moment in the press conference was you know you have to wonder what's the bottom line here he comes out still committed to NATO but with a big cost to the he looks unpredictable and unpredictability is something you supposedly say for your enemies not your allies and does it mean that his threats will be taken seriously in the future we don't know but at one point he was asked Is this an effective way to deal with your allies and he said Yes I think it's very effective Let me bring in another voice here it's for Bruce protease He served as NATO as Director of Policy Planning he's been in a lot of NATO meetings like this and was has been following what we heard from President from today thanks for coming on the program we appreciate it Ramani So if you are another NATO leader if you're among your McCrone from France or uncle America and you're watching this press conference the president of the United States sounding very upbeat declaring victory saying that NATO is stronger than it was just a day or 2 ago because of what he did in terms of these meetings how are you reacting to that. Well I would say that he's just hosting the charm summit when the real summit the official was taking place outside the press conference room and I think that's what your correspondent just said very well that you know it's very much about so many cheap and and driving home the message that he's defending what he considers the u.s. Interests and the unfair treatment of the u.s. So this is mostly about domestic politics and u.s. Midterms and actions and it seems actually that there was indeed an emergency session but there was no will how could become a tall hot agreement we would have to see each day something but it seems that far as a president might call just say that there was an old note you commitment and we're sticking to 2 percent that's very important to point out here I mean the President Trump I mean seem to say that 2 percent we should say this is 2 percent of g.d.p. Being spent on the military which is the demand that has been made of NATO countries the president said we're 2 percent and then we're going to start talking about 4 percent but the French president is basically saying that the president was was not accurately depicting what happened in these meetings those commitments were never made where they might be both right. You know the French president might be right in a formal way because I don't see days in the new place coming out of that emergency session they still are 24 to play just 2 percent but there might have been a kind of informal agreement that we should accelerate the pace of 2 percent and then we should have a discussion about what's next in terms of new targets that could be you know what's in the air but the question is going to be whether there's going to be a real you put a sea return here after the summit on whether it was just to satisfy tribes so much IP Well the question of showmanship aside if President Trump came and is saying that that NATO countries should commit more to military spending and there are other NATO countries who. Agreed at least you know in theory to maybe talking about 4 percent at some point is take the showmanship sort of question out of it what was this is success in many ways that the country is the United States and all the other NATO countries coming together and making this commitment to to a bigger military commitment in years out I don't think there is a bigger commitment than what was already planned before the summit so I think we should not overstate defy the east but 4 percent of the agenda is obviously any member state can do that especially the u.s. . But that doesn't mean the other allies agreed with it I think what they probably the the atmosphere is more let him have his way at least in terms of rhetoric so that he can drive hold me to say edge and get on with it and get on with the concrete work and the real commitment let me just ask you looking forward. President Trump is going to be in Helsinki meeting with Russia's pleasant President Vladimir Putin in a few days and the president was asked at this press conference might he consider at least hearing Putin out on a possible demand that the United States stop military exercises with the Baltic countries that would be a huge deal would it not I mean these are NATO countries right on Russia's border that rely on support from the United States to defend them against you know a possible hypothetical attack from Russia is that has to be something that NATO is going to be watching very closely. Yes I think this would be a real point of contention between the u.s. And the European allies and not just the Eastern Alliance but the whole of the a large because there is a commitment to maintain the pace of exist size and training days a big exercise planned for the Full of this year so did this would be seen as really touching on a red line and the question is whether he's laid the ground for that during this discussion with the heads of states or whether is going to again take them by surprise but that would be a major concession and if you read the communique that the u.s. Has agreed and the 28 other allies also it doesn't say anything about reducing the pace of exercise and to communicate is actually pretty robust and it says more or less business as usual says 2040. Supreme Court in question abortion rights advocates are beginning to prepare for a future they hope never to see one without the protections of the Roe versus Wade decision the confirmation of President Trump's nominee for the court Judge Brett Kavanaugh would not necessarily mean that decision would be overturned but we have new reporting this morning about how some abortion rights groups are in fact already preparing for that to happen it comes from n.p.r. Sarah McCammon who is in our studios morning I Sarah good morning so remind us I mean so many headlines about this in the possibility of Roe v Wade being overturned and what that could mean what exactly could be at stake here with with this changing court right I mean if Cavanagh is confirmed which isn't a foregone conclusion yet there's no guarantee that Roe versus Wade the 973 decision that legalized abortion would be overturned but a lot of legal experts think it's very likely that it would be or at least substantially weekend and that would give the say back to the states letting them have a lot more latitude to restrict abortion which has reproductive rights advocates worried I talked to Leslie Gorman with neighbor out Pro-Choice America. About this this is a new time this is certainly an all hands and back business certainly like red alert whatever the phrasing for our mergence seem a come up with like we're in that state right now so neighbor Al and other groups are trying to do a couple of things one they want to block Kavanagh's nomination but 2nd David they're also looking ahead to state legislatures to try to prepare for this possibility that abortion rights could eventually end up left to the states Ok this is actually it's really important to underscore that if Roe were to say overturned it's not immediately that abortion would be illegal throughout the United States of America this would go to the States it would be given a real process so if you're preparing for that process if you're a group like Mira What are you doing exactly Well they're looking at state laws right now more than 20 states have laws on the book books that could ban abortion altogether or in most cases if were to go away activists want to remove those laws they also want to take proactive measures to protect abortion rights narrow has some model legislation to that effect that they'll be putting out also talk to this Center for Reproductive Rights one thing they want to do is make it easier for health care providers like Nurse practitioners to provide abortions so that if there is a greater demand say and more liberal states for women coming from more restrictive states those providers could meet that demand and I suppose abortion rights opponents I mean even if they are feeling like this is a good moment with the court changing in their direction if a lot of these battles are going to move to the states they must be gearing up as well right and they've been fighting these battles for a long time those would intensify Malory quickly as the anti-abortion rights group Susan b. Anthony lesson she says they're ready I think that that is where it's going to be very important where I think both sides are likely to be extra engaged because this is really going to set the tone for the future of our nation so you would likely see a lot of debates about where to draw the line when to restrict abortion and a lot of these states as I guess were. Parents to tap into their social security benefits to fun time off now this plan was formed by the Independent Women's Forum which is a conservative political group and that group's president Carrie Lucas is with me now good morning Ms Lucas good morning so what is the paid family leave program can you walk us through how this would work it's a real simple concept people who just had a baby or adopted a child would be given the options it's important voluntary it's just an option to take care of their Social Security benefits to help finance time off from work in exchange for delaying their retirement eligibility so this would be about if you take 12 weeks off the expectation is you have to delay retirement eligibility far by about 3 months so it's almost a week for week to offset those costs your idea has a lot of supporters it also has some critics who say Look employers might see this as an added burden because it's going to encourage workers to take time off and to take more time off what would you tell a worried employer who says this might not be good for me well most employers are trying to do right by their employees we've seen a growing number of players trying to offer benefits on their own when they can even for hourly workers and part time workers and that's a trend we really want to have continue this program wouldn't create a new burden in terms of new costs but of course to the extent that people are able to take more time off and that doesn't impact employers most employers I think recognize that women particularly who have babies are going to need to take time off anyway and are able to deal with that and our hope would be that this would also they would recognize that this will encourage those employees to come back to their jobs and stead of Possibly I'm quitting their jobs I've got to ask you about Social Security this plan would be funded through Social Security Social Security is not an on troubled program and there are people who say listen. This is just going to further damage it further eroded what do you think about that is there a way to do this so that it doesn't end up hurting social security yes 1st it's really important I think to keep this in perspective because you're right absolutely lawmakers should be thinking about Social Security's long term financial imbalance and that's important and it needs to be addressed but the important thing when you think about this program or this set of reforms is that this doesn't change Social Security's overall liabilities any benefits that you're taking that someone would take today will be offset by reduced benefits in the future all right so if you retire when it comes time to retire you have 12 fewer weeks or 6 fewer weeks of Social Security payments I must ask you one more question president from called for family leave during the Republican primary but historically this is not an issue that we associate with Republicans in the last couple seconds that we have left why now.
