The whole thing comes out the house just completely start over that's Kentucky Republican Senator Rand Paul he's part of a trio of senators that includes Ted Cruz of Texas and Mike Lee of Utah who are threatening to take down the legislation in the Senate unless major changes are made they argue that refundable tax credits are just another entitlement program that means more federal spending for Ted Cruz it's a nonstarter we should not focus on ideas that divide us and pull us apart we don't have a big enough majority to be divided we have to be united Paul in South Carolina Congressman Mark Sanford have a competing health care proposal that also includes a tax credit but it's not refundable their plan would let individuals pay less in taxes but not get any additional money back from the government it may sound like a small difference but not to conservatives like Sanford and there is a world of divide and I think this is a good vibe that strong within the conference Sanford's a member of the house freedom caucus that same group of conservatives that has repeatedly clashed with party leaders over the agenda with narrow g.o.p. Majorities in both chambers these conservatives have the power to block a health care bill if they hold together the speaker's office as the White House is on their side and most Republicans believe the party will ultimately rally behind whatever President Trump supports his Georgia Senator David produce We're going to have a position you know we're going to have position that the White House will sign and that's when we may when the White House weighs in on that I think you'll see us all I know because we know how important this is to get this the Republicans like North Carolina congressman Mark Walker say conservatives are confronting the new reality of governing it's a lot harder to oppose a Republican president that with a Republican ministration there has to be some consideration that there is some leniency is 1st of all typically how do we partner how do we move forward as opposed to just putting up a roadblock but conservative activists don't see it that way and I'm Brandon is the president of Freedom Works a Tea Party aligned group that wants to see Congress pass a bill more closely aligned with Rand Paul then Paul Ryan. In the law giving us citizenship to people born on the island that citizenship has limits though Puerto Ricans can't vote for president in the general election they don't have voting representatives in Congress and there are other ways Puerto Rico is treated differently namely island feel that separate treatment is unfair in June Puerto Ricans will vote on statehood in a non-binding referendum N.P.R.'s Greg Allen has just returned from the island and joins us now from Miami hi Greg how big a deal is a senator story today on the island will people in Puerto Rico certainly aware of this of the governor signed a proclamation there's a special session in the legislature the day but the same time there's demonstrations of people out there saying that after 100 years it's enough we want something else than statehood in these last 100 years there have been votes on whether to become a state much like the non-binding vote coming up in June why hasn't it happened until now I think the easiest answer is that there's really never been a consensus that Puerto Ricans want statehood there's 3 different points of view one group wants statehood one group wants independence and one group wants to keep the status quo comma while status and for years the commonwealth status has been sold as the best of both worlds we can be close to us but keep your own culture your own autonomy and so that's where we stand today as you spoke to people in Puerto Rico during this reporting trip what do they tell you will support for the idea of statehood remains strong there there's actually less support for independents now in Puerto Rican than there once was and I think that's in large part because so many Puerto Ricans go back and forth and many live course on the mainland in the last decade we've seen a half 1000000 Puerto Ricans move to places like New York and Florida so I think that's one reason for that there's growing support for something called free association which is kind of like independence lite enables Puerto Rico to make some of their own trade deals and keep charge of their finances but also it would enable them to have close ties with the u.s. The status quo actually coming while status has started to lose some steam in part because of some things that have happened over the blast year we had some Supreme Court decisions and also this debt crisis which forced Puerto Rico to hand over financial control to an oversight board. Appointed by Congress I talked to our Puerto Rico's governor Ricardo will say oh last week and he said it shows that the island's political structure has to change seeing this economic downturn seeing this fiscal problem seeing this debt crisis there are just symptoms of 2 underlying cause one you know you can say bad government but also an underlying political structure that just doesn't work it's not compatible with the 21st century and so the governor is partially behind this nonbinding referendum happening in June where the status quo is not on the ballot explained that well this is something we've seen before the governor is with the state and party so he in the face and his supporters and legislature got this passed and put on the ballot They've not put Commonwealth as an option if you choose a 2nd option you will then decide later whether you wanted to be independent or free association but the party that supports com Will stats will say that this undercuts the legitimacy of the vote and that's where we'll be when we get that vote happens given that this vote is non-binding what would it actually take for Puerto Rico to become the 51st state or if Washington d.c. Becomes the 51st the 52nd yes exactly and it's similar with Washington d.c. It's up to Congress and you know there's many things that go into that decision one would be Puerto Rico with its population would of course automatically get 2 senators and as many as 5 members of the house would Congress be willing to give 7 members of Congress to a state which everyone mostly speaks Spanish and which in the past has leaned Democratic in national politics although who knows and in the future that would be one issue and then there's also the issue of the debt they've been somewhat of an economic basket case over the last decade and they've got a technical term. And it's they've got a $70000000000.00 debt that they're wrestling with right now and whether Congress would take that on is making it a state so those are all issues that will be up in the air and for Congress to decide N.P.R.'s Greg Allen thanks a lot You're welcome. And I treasure it but it's a very complicated feeling I am a descendant of people who were conquered not once but twice in 1st by the Spaniards we render their rule for about 400 years and then under the Americans after the 8098 Spanish-American War and sometimes I'm an angry but a Reagan and they and sometimes I am a grateful Puerto Rican it's a very difficult relationship that I have with the United States because nobody asked us Do you guys in the important go do you want to be American citizens because you know we're just offering it and they know so. They're being in there the ask but are it's a painful experience that's I think the bottom line this is a lifelong painful experience it's a heartbreaking experience that we live with every single day so far and yet so close to home.
