august already. can you believe that? i had a busy last couple of days including an interview with president obama. he is in atlanta today laying out his plans for the troops in iraq. the president has increased the u.s. commitment, of course, in afghanistan. i sat down for an exclusive interview with the president on friday. and we discussed a number of issue that is he and the nation are facing, including our latest strategy in afghanistan. >> it is the end of july, the deadliest month for troops since the war began in 2001. it almost feels like a slippery slope. >> if i didn't think that it was important for our national security to finish the job in afghanistan, then i would pull them all out today. because i have to sign letters to these family members when a loved one is lost. we now have a strategy that can work. we have one of our best generals in david petraeus on the ground. i have been very clear that we are going to move forward on a process of training afghans so that they can provide for their own security. and by the middle of next year, by 2011, we are going to start thinning out our troops and giving afghans more responsibility. ly tell you that i have not met a single young men or woman in uniform right now serving in afghanistan who doesn't think that's an important mission. >> why is this economy now not growing the way people in the country would want it to? >> this has been an extraordinary downturn. so that means that if you're in a deeper hole, it is going to take longer to come back. when we've lost as many jobs as we have, when -- you have seen as much hardship, people losing values in their homes and their 401(k)s, et cetera, people have every right to be scared, to be angry, to be frustrated. and i took this job because i was convinced that i could solve these problems, not just short-term, but long term. but i also knew this was going to be a bumpy road ahead, and i don't expect the american people to be satisfied when we are only half of the way back. we've got to keep on growing faster than we are currently growing. with they have to make sure we deal with the long-term unemployment that's out there, which is a huge problem. >> a federal judge backed up your opinion of the arizona immigration law. the method was wrong. is the mission correct? >> the mission of controlling our immigration process is absolutely correct. and that's why my administration is actually putting more resources on the border to the point where we now have more of everything. border patrols, more overflights, and we have more immigration agents. you name it, we've got more of them on the borders. and we want to work with arizona. i understand the frustrations of people in arizona, but what we can't do is demagogue the issue. and what we can't do is allow a patchwork of 50 different states or cities or localities where anybody who wants to make a name for themselves suddenly says i'm going to be anti-immigrant and i'm going to try to see if i can solve the problem ourselves. this is a national problem. we've got to use our comprehensive system that not only deals with our border but also deals with the 11 million undocumented workers who are here giving them a pathway so that they can be citizens here in the united states. >> bp is looking like it will take about a $10 billion tax writeoff on the moneys the expending for the gulf cleanup. should they do it? >> my priority has been to make sure that the fishermen, the store owners, the bait shop owners, those folks are made whole. we have gotten a commitment that is almost complete in terms of structure for $20 billion to help them. they are also going to have to pay for the entire cleanup down there. that includes the bills from us, the federal government. so as long as they are meeting their obligations, then my attitude is that they should be treated like other companies when it comes to where their taxes are. >> we'll have more of the interview in our 8:00 hour. something that was most interesting, the white house is frustrated to a degree, and when we ran some of the we are view on sunday, i said, do you feel like you are not getting the credit you deserve. he said yes. the truth is the gdp is going this way and unemployment is going this way, his approval is going to stay -- >> it is not going the change very much. harry, thanks. mean timing, it is day 105 of the gulf oil disaster. today could be the day the engineers start the static kill to cap the well. there are growing amount os of the massive chemicals used to break up the oil. cbs news correspondent john teague is in grand isle, louisiana, with the very latest. don, good morning. >> reporter: good morning, erica. engineers are making final preparations today to begin the static kill. it will most likely begin early tomorrow but could begin as early as late tonight. this as the slow gulf recovery continues. is seafood from the gulf of mexico safe to eat? if you ask the chief operating officer of bp, he'll tell you absolutely. >> i have a lot of confidence in the agencies and i trust their recommendations. i would eat the seafood out of the gulf here and would feed it to my family. >> reporter: he took us on a boat tour of beaches and marshes near bp on saturday looking into long-term efforts and expressing confidence that the static kill, that involves pumping heavy mud through the top of the well, will succeed. the procedure is set to begin tuesday. >> after that we still have to finish the relief well. we'll still have to go and intercept the well bore. that's on track for the middle of august. >> reporter: but while subtles praised the response events, the congressional subcommittee said bp used much more chemical dispersant to fight the spill than previously reported. despite an order from the epa to use it rarely. >> there has been an unprecedented, under water scientific experiment going on for months where toxic chemicals have been shot into toxic oil. >> reporter: still, almost three weeks after bp capped its well, some gulf beaches saw crowds for the first time over the weekend. business owners in pensacola say the worst is over. >> i think we had more tourists. i have noticed a lot of people from out of town being here. it is exciting that we do finally have business. >> reporter: there's progress on that front. meanwhile, work on the static kill is expected to begin very soon, within 24 hours or so. and as we heard, the relief well progress continues. and it could be complete within a week or two. eric snarks. >> don, because the relief well is nearly done at this point, and because this static kill is so complicated, based on the track record here, why is it so important right now for bp to do the static kill at this point? >> reporter: well, really, a couple of reasons. one, the static kill, if it works, still isn't an absolute permanent solution. they will have to continue with the relief well, but the static kill raises confidence that the relief well will work. and it actually makes it easier for that to work. also, days matter during hurricane season. we saw they lost several days of work because of tropical storm bonnie. so they have good weather right now, they are ready to go with the static kill. they want to do it while they can. >> don teague, thanks. harry? all right. turning back to washington now, for the first time in at least 20 years, two top-ranking democrats could face a public hearing over ethics charges. now, the repercussions could be heard all the way until november. senior white house correspondent bill plain has the story on this. >> reporter: bad news for the democrats on the verge of the full campaign season. the house ethics committee may announce as early as today they are charging representative maxine waters with retices violations. the california democrat is a member of the financial services committee. she came under scrutiny after setting up a meeting with treasury officials on behalf of the minority-owned bank boston bank one united. a bank to which her husband had financial ties. the bank ultimately got $12 million in bailout money. waters maintains she did nothing wrong and so far has chosen to fight the charges rather than settle. the charges already filed against charlie rangel of new york, there's now the possibility of two ethics trials beginning in september and lasting for weeks. >> count 13, conduct -- >> reporter: rangel was charged with 13 ethics violences, including failing to report income, accepting an improper group of harlem apartments and using funds to name an insty tut in his honor. this could be very bad news for democrats. >> let's remember 2006. it was a half-dozen major scandals involving republican congressmen that cost republicans control of congress. >> reporter: but so far speaker of the house nancy pelosi is confident. >> are you nervous about november? >> no, i'm not nervous. >> reporter: pelosi is noter in vouts, but she and other party leaders have pushed rangel and waters to settle rather than let this come to public trials. and the president has all but suggested it is time for ran gel to resign. so far rangel and waters say they are innocent and intend to fight. >> bill, thank you very much. the president was talking to us about rangel on are due in morning in alaska's denali national park at the site of a plane crash yesterday. smoke jumpers stayed overnight in the park 180 miles north of ang ranl. the twin-engine plane belonged to a freight company. three people all presumed to die in the crash. one escaped arizona prisoner has been captured, but two are still on the run this morning. the two escaped friday by cutting a hole in a fence. the third was arrested in colorado yesterday after a gun battle with police. a state prison authority says there may have been lax security at the private prison. >> the housing unit that these inmates were in is a dormitory. and it is a meeting and security dormitory that is alarmed. it is supposed to be alarmed. >> officials at the prison and security will be increased. in orbit this morning, the international space station is partly powered down after a vital cooling system failed. the space's six-member crew turned off electrical equipment to avoid overheating. astronauts may have to make emergency spacewalks to replace a cooling pump. jon kyl is calling for hearings into whether children of illegal aliens should automatically become u.s. citizens. kyle spoke out yesterday on arizona's new immigration law, a portion blocked by a judge last week. on face the nation yesterday, he said hearings should be held into the interpretation of the 14th amendment. >> if you were born in the united states, you are a citizen no matter what. there are limitations on that. for example, the children of diplomats and so on, so the question is, if both parents are here illegally, should there be a reward for their illegal behavior. >> kyle says the comprehensive immigration reform won't pass congress until the federal government enforces the current laws. a small earthquake in california's solinas valley. the 3.6 earthquake was centered near king city, 145 miles southwest of san francisco. no reports of injury or damage. in pakistan at least 2 million people have been forced from their homes by a week of deadly flooding. a cbs news correspondent richard roth reports a swath valley in pakistan is hardest hit. >> reporter: setoff by the heaviest monsoons in memory, the floods described as the deadliest in pakistan in more than 80 years m. the rising water that's covered villages, the government says almost 1,000 people have died. rescue agencies say the numbers at least three times higher. pakistan was heavily invested in fighting islamic terrorism in this part of the swath valley. now there's criticism authorities are responding late, and with too little to meet a growing natural disaster. the u.s. has pledged $10 million in aid and provided 50,000 meals just yesterday, but with bridges down and roads flooded, it said more than 10,000 people today are stranded without shelter, food or drinking water. pakistan says the needs are enormous and urgent. richard roth, cbs news, london. and despite promoting the city of dubai, it is a global business center, the united arab emirates plans to ban a key business tool, the blackberry. the persian gulf country says it will block blackberry e-mail, messaging and web browsing services. the uea government says the blackberry encrypting system is a security crutch because it is too hard to watch over. i thought security was a good thing when it comes to e-mails and computers. >> i'm out. i >> we should know that bipolar disorder is a very serious illness, about 1% of the teenage or young adult population. and, unfortunately, it's so serious that it has the highest suicide rate of any psychiatric illness as well as having very high rates of substance abuse. so, when you have this illness, you are periods of time, sometimes as long as two weeks, where you're as high as can be, you are hypersexual, spending too much money, and your judgment is so poor that you're putting yourself at risk. and then when you come back down to baseline or even lower, you are so, so crazed that you feel so terrible and so irritable that you start to self-medicate. these illnesses have been around for years, joshua logan, petition duke. often very creative people have these illnesses but without lithium or other kinds of medicine to keep them stable, they can't function. >> if someone needs those other medications to keep them stable but fighting a substance abuse problem, i mean, is it okay? we know she has prescription drugs going in. is that going to help or hurt her treatment for other substance abuse issues? >> so, this is going to be a long haul. so, someone who has two problems, which is often what happens with people who have bipolar disorder, they have to get clean first. basically, the first few weeks, first 28 days, so to speak, is getting someone clean. understanding why they need those medicines. can they sleep in can they concentrate? why they crave something? and being in a contained, secure are virlt. thenening their symptoms. so, do they really have this psychiatric illness that has been masked over by all these drugs they're taking. >> you mention a secure facil y facility. one of the reasons i understand she's going to the ucla medical facility instead of this other place she wanted to be, it's more secure, less cushy. how important is that to treatment in. >> it's most important to be at the best place. ucla department of psychiatry is one of the best facilities in the united states. on any one of these rankings, whether it's u.s. world and news report or any of the other rankings. what makes that happen is that they have one of the best training programs. they have secure facilities. but they also have expertise in both mood disorders as well as substance abuse. >> how confident are you that 90 days, based on what you've seen, and i know you haven't treated her directly, but is 90 days enough to set her on the road to recovery and hopefully a healthy lifestyle? >> it's fantastic. it's romantic, a love story. we have not had good news like this, an incredible distraction like this, in so long. i mean, we've just had a barrage of negative -- >> oil spill, bad economy and all that stuff. >> disappointing, disheartening news. you know, everybody loves to see a family that is really working and a young woman who we've seen since she was a gawky young child and teenager grow up. >> a little kid. >> into this highly accomplished woman and having this wonderful, wonderful wedding we would love to have ourselves. >> the pictures, when you look at these pictures, they look like they come out of "town & country" or "bride" magazine. they look so perfect. and apparently, i mean, there's no scuttlebutt out there about weird things happening or the crazy uncle who did the dumb thing. everything seems to have gone so well. and they partied till 4:00 a.m. >> yes, i love that. i mean, this wedding really was planned like a military operation. i mean, everything was thought about. the logistics went down as you guys said, without a hitch. but, you know, they -- it was a wedding that was meant for young people. and it was a very personal wedding. so, you had the combinations of their tradition, you had them married under the beautiful chuppah and you also had hillary and bill inviting those close to them. and then you had them booking a deejay, we heard, until 5:00 a.m. >> sounds like there was a traditional orchestra, and then sounded also like there was the more serious partying for the young people with the deejay that went into the wee hours of the morning. >> yes. apparently marilyn albright was one -- >> madelieine albright. that's possible. >> what we also heard is marc and chelsea actually did a tango for their first dance, which actually doesn't surprise me because they're both fitness fanatics, in great shape so i'm not surprised they took dance lessons. >> what do you think -- i mean, if -- in terms of model behavior, right, this is such a contrast to some of the other stuff we see from celebrities and everything else. they were honorable about their fai faith. they took seriously the traditions of their family and everything else. and then this picture perfect thing. did they spend too much money? >> i think they spent what was necessary in their situation. and, you know, the president -- or ex-president could afford it. it's his only daughter. and why not have the affair, the princess affair that she always dreamed of? this is the guy who just won "top chef masters," really knows what's going on. >> one of our favorite chefs on the show. >> knows his way around the kitchen. dave price, one more check of the weather here this morning. >> how are you? >> the only advice i wanted to give them was to be free to be fearless. ♪ no other road >> and when you're dealing with people like vanessa or nicole, you want them to are the freedom to explore and not feel guarded. so i wanted to make sure they felt safe in my hands. >> reporter: you sound like a great director. >> oh -- >> reporter: is this a new thing for you? >> i hope to direct a lot more. this is such a strange process, julie, because i'm -- as you can see, i'm probably more manic than usual but i'm literally having to -- what's next? what are we doing? it's not blocked but we have enough time? what's next? it's -- we have to zip through all this stuff really fast. >> reporter: actually, you seem pretty zen and in control so i'm impressed. >> thank you. >> reporter: as comfortable as he is behind the scenes he's not impifg up his day job as an actor, after including four emmy nominations. >> two emmy nominations. now i get to lose twice as much. >> reporter: no. you've done so much from broadway, television, hosting award shows. now directing. what else do you want to take on that you haven't yet? >> taxidermy. >> reporter: interesting. >> no, not taxidermy. i don't know. i love acting. it's fun. it's such a fickle business because, you know, you work, work and then as soon as the "how i met your mother's" done i'll be back looking for a job again. it's a strange business. so, directing is fun. it's longer term. i wouldn't mind doing more of it. hosting, i i think, is great fun. i wouldn't mind being ed sullivan some day, introducing magic acts and variety acts. >> reporter: you'd be great. >> i think i missed my era. ♪ >> "rent" playing for three performances only at the hollywood bowl starting this friday night. >> a lot of people have seen "rent" it's been playing for years and years and years. how is neil patrick harris putting his stamp on it? >> well, he's resizing it. hes says if you took the origil production and plunkeded it down in the hollywood bowl, it would be dafwarfed. he's adding nine or ten on stage. the hollywood bowl seats 17,000 people. this is where the beatles played in 1964-65. i'm dying to see it all over again. >> it will be spectacular. that's a very good point, too, because he's bringing this to a place that's not only large in terms of the size of the audience but historic proportion. >> i know. it's a landmark. it's been around for eight decades. also beatles, pink floyd, pavarotti. the biggest celebrities who have ever taken a stage have been up there. now this cast is going up there this weekend. >> sounds like a lot of fun. great interview with neil patrick harris. always a great guy to talk to you. julie, thank you so much. >> yes, thanks, harry. now here's erica. >> thanks. chelsea clinton's wedding is rumored to have cost around $3 million, but the good news, you don't have to spend even close to that much money to have a picture perfect wedding. here to show you how to get the glitz and glamour without that presidential price tag, carley roney with us. great to have you with us. >> yes. >> was it all you thought it would be? >> it was a bit understated, i thought. but this was high priced, not only for a presidential wedding. it was a big production. >> it was a big production but fairly understated, as you wang gown, which was beautiful. she's not speaking specifically to the dress or the bride, vera wang, i should say, but the estimates on the price tag are $20,000, $25,000. >> a custom made vera wang gown, you can see, it was just beautiful, a strapless, it had tulle -- diagonal tulle on the bottom. layers and layers of laser cut organ organza. a big, beautiful full skirt and that custom detailing at the waist. that's going to be $25,000 minimum for a custom couture gown. >> most weddings cost $25,000, not just spending it on the dress. you have a beautiful option for us which is far more budget-friendly. >> brides will be dying for this. we went right off the rack from david's bridal. this has the same diagonal on the bodice, the pleating there. the skirt is layers and layers of othrgan. >>. we went to a fabric trimming story store. overall look is $800. >> and we also have beautiful jewelry. we saw the jury on chelsea clinton, very simple, but still probably rather expensive. >> yes. she had at least, i think, about eight carats of diamond earrings and a tennis bracelet that looked pretty hefty as well. i would estimate that at $250,000. now, this look on our bride, we've achieved a fun new way -- these are real diamonds, but rental diamonds. there's adornbrides.com, you get real diamonds. she's wearing six carats of indictments here between her earrings and bracelets. you know, we have some more here. >> how much does it cost to rent them? >> she used gardenias, one of the most expensive bridal flowers. very fragile, very hard to work with. a lot of labor involved. we went to a floer desiral desi ldf, and they gave us this look where it's only $150. >> it's beautiful. i love it. >> less expensive blooms, dahlias, they're in season, roses. >> of course, that's always a good trick to saving money, go in season and go to the flower market as well. the cake, we've heard a lot of cake. apparently chelsea clinton has a wheat allergy, a gluten free cake. >> we went to sweet element and said, make it smaller, put it on a cake stand. here's the real secret, use real flowers. i think they had 1,000 hand-made blooms on chelsea's. this is $4 a slice, chelsea's $12 a slice. $12,000 verse a couple thousand. >> i'll take the savings on that. a lot of attention in the pictures released, they had a beautiful chuppah. you have another option. yours you estimated to $35,000 to $40,000. >> at least. this uses magnolia and hydrangea branches. just put them in front. >> carley roney, thanks for joining us from theknot.com. southern style food is nice for the hot summer months and chef marcus samuelsson is here with new twists on old faiths. he's the author of "new american table" and the restaurant he'll open this fall in new york, red rooster l feature some of these dishes. he's with us this morning. good morning. >> how are you? good to see. >> you one top chef masters here not so long ago, cooked for the president. >> the other day. >> dude -- >> cooking with you this morning. that's -- >> top chef. what are we doing? >> a summer dish with a little southern inspiration. we'll do shrimp with wonderful red grits. >> all right. >> i have onion garlic summer corn in there, add some tomatoes. that will make this -- this tomato sauce will make the grits nice and red. as that's simmering away, i'll add in my shrimp in here. this is a beautiful big shrimp. you know, the shrimp season just opened in the gulf right now. >> well, they opened up some fishing areas again. they say these shrimp down there are just as good as they've ever been. >> that's right. and i think that's important that we actually employ back and sort of support the gulf in terms of what we can do. when we can buy -- >> so you put a little salt on it. what else? >> paprika, chile, just a hint of heat. >> nice to have that hint in there. >> i always put the lemon straight in. when i marinate it, i put it straight in. >> right in the frying pan. a little liquid. >> this does not stay on there re long, right? >> about a minute and a half on each side. we flip them over, we'll add in some tomatoes, cherry tomatoes. i really want to cook from the season right now. you have corn just coming in right now, tomatoes are great, right? >> sure. a little more salt. >> yes. i season this. can you add cheese into the grits? >> the grits? >> yes. >> we can do that. what kind of cheese is that? >> i added -- this is parmesan cheese but it can be any cheese you like. >> you can't have grits without cheese, i'm afraid to say. >> you can't have that. that's not gok a light version. it's going to be a yummy version. look at the shrimp. they're ready to go. >> they are beautiful. >> i'll add in tomatoes and let them simmer away like this. >> wow. >> so, we have our shrimp all ready. i bought some poboy sandwiches with me. >> let's plate this. you want to start with the grits? >> let's put some grits down. they smell -- >> you've spent a lot of time down there, right? >> we've spent a lot of time down there this summer. >> is one of the places in america where people every day talk about what they're going to eat this evening. they care about their food. >> in new orleans that's -- i mean, that is -- what everybody talks about. >> so, look at this. this looks good. i'm going to give you daub this is a good breakfast. i'm going to give you -- you know what, i'm going to give you a spoon and a fork. >> that will work. >> we're going to eat before erica. because she always want to finish all -- >> that's right. let's ask you about the po boy. what are your essential ingredients? >> first of all, fried oysters. a little iceberg lettuce to give it crunch, add in bacon and nice, toasted white bread. leah cheng taught me how to do wonderful p-o boy sandwiches. >> these are grits? these grits with the tomato -- adding the tomato and xhecheese there, too -- >> isn't that nice? >> yeah. >> we have to eat fast because once she's coming in -- >> i know. she's relentless. she's going to buzz saw over here. >> i've been cooking here when you haven't been here and she just takes over. >> oh, my god. >> isn't that great? >> these shrimp are so succulent and so rich and so good. wow. so, what do you make for dessert? >> for dessert, it's summertime. you have to stay with the season. this is a peach puding with a little bit of red berries. berries and peach, right in season, with some buttermilk ice cream. >> all right. >> southern, good -- >> wait a minute. buttermilk ice cream. i'm not sure i've had that. did you make that yourself?
