At a News Conference yesterday, he called for, quote, rebalancing of our countrys surveillance programs. Among the requests mr. Obama wants more transparency about our surveillance operations, including ones that collect phone records and watch internet traffic. He says hell work with congress to reform the part of the patriot act that governs the collection of data and he wants a prooivcy group to way in when he asks the federal court to approve a special request. Jeff pegues is live in washington with more. Good morning. Reporter good morning, anthony. President obama heads on vacation to Marthas Vineyard but he brought up debates on other hot topics. The president walked in the east room and announced a review of the National Security surveillance programs. He says its right for the americans to ask questions. Its not enough for me as president to have confidence in these programs. The American People need to have confidence in them as well. Reporter the debate was sparked by Edward Snowdens revelations to the u. S. Hes been granted asylum for a year in russia. Its still a sore point with president obamas relationship with Vladimir Putin. I dont have a bad relationship with him. I know the press looks at body language. Hes got the slouch like a board kid in the back of classroom but oftentimes its productive r for the first time he took questions since april. He took aim at republicans countering that the Health Care Act is dead on arrival. The idea that you would shut down the government unless you prevent 30 Million People from Getting Health Care is bad idea. The one unifying principle in the Republican Party at the moment is making sure that 30 Million People dont have health care. Reporter and that there is a preview of the upcoming bunt battle that will start in september once members of Congress Come back from their break. Before leaving the east room the president saying quote, lets get it done. Hes referring to the Immigration Reform bill thats now stalled in congress. Vinita anthony . Jeff pegues in washington. Thanks, jeff. For more on the News Conference were joined by jonathan allen, Senior Correspondent for politico. Good morning to you sfwhood morning to you. Lets talk about the pointed claims by the republicans. Listening to his speech it was hard not to hear him talk about obama care and immigration. So how are republicans responding . Republicans are saying obamas Health Care Law has been a disaster, the proof is in the pudding and the president needs to back off the socalled mandate that employers give health care to fulltime employees and that the individual mandate, sort of the big part of this in terms of making it work with insurers is something that should also be put off until next year. So theyre saying the law is a mess and the president will say that they want to deny health care to 30 million americans. And also in addition to that they want to shut down the government to make sure that happens. Perhaps the most sharp point that hes put on his view of this yet. Jonathan on the surveillance issues the president s proposed reforms, do you think that thats going to address concerns of the critics, and is there any likelihood that it could Pass Congress . Two very good questions. So far weve seen some privacy advocates a lot of skepticism about what the president said yesterday about what it really means. Is he actually going to change the way the government collects information from people or is he simply going to put in a couple of more bells and whistles that wont actually have any effect on the way the programs are done. On the other side you heard conservatives yesterday criticizing saying look if the programs are working and a lot of republicans and democrats believe, then theres no reason to start making them more trance parent. Perhaps explain them better explain the reason for them better but not give people too much of a window into that. So on that score i think hes getting a lot of criticism, at least skepticism on both sides. In terms of what hes been doing with congress he hasnt been able do anything of late so the idea that suddenly congress is going to get up and move on one of the most controversial programs that the government has farfetched is probably strong but i would raise it as low odds of that happening. Somewhere below Immigration Reform. We also heard president obama go after Vladimir Putin as well as chuck hagel and john kerry. Im curious. Could all of those comments hurt the consensus to deal with the issues right now . His personal relationship has had no effect with Vladimir Putin on those issues so perhaps if you leave it to other negotiators to try to keep deals, keep the relationship running, that may be a better and more effective thing to do. The president says he doesnt have a bad relationship with putin. Looks to me like he has a terrible relationship with Vladimir Putin and worked to make it worse by characterizing him as a petulant child. They certainly dont like each other much. Thats certainly what hes got us thinking. Americas surveillance will be on the agenda tomorrow morning on face the nation. The guests tomorrow will be the u. S. Will reopen 18 embassies and consulates that were closed due to a terrorist threat. The diplomatic post in middle east and africa were shut down last week, however, the embassy in yemen will remain closed over threats of terrorism. Lahore pakistan was closed thursday due to a terrorist will remain closed. A car belonging to man suspected of kidnapping a 16yearold girl in california and killing two other people has been found in a remote part of idaho. Carter evans has more from our los angeles bureau. Carter, good morning. Good morn anthony. On friday investigators were able to learn that hannah and her abductor were spotted. Now theyre working to make sure hannah is brought home safely. As the search for 40yearold James Lee Dimaggio and his 16yearold kidnapping victim reaches six days they have news. The vehicle was found covered in brush and license plates removed but local law enforce mnlts were able to learn through the v. I. N. Number that the vehicle belonged to dimaggio. The vehicle tested for skploes uivs was discovered in a remote back country seven miles east of boise, idaho. A person on a hoarse spotted the pair and said they looked like they were camping. Theyre obviously camping in that area. The witness also told police that dimaggio and anderson looked like they were in good health and it did not look like anderson was being held against her will but Police Maintain dimaggio is a dangerous suspect, one that planned his crimes in advance. We believe that this was a planned event. Dimaggios alleged crime spree began last sunday when he found the body of his longtime friend and hannahs mothers. A childs remains were also discovered. On friday night they were discovered as 8yearold Ethan Anderson hannahs brother. Now as state and local officials converge on the wilderness andersons friends hope they can make it out make it out alive. Hannah if you have a chance, you take it you run. Youll be found. They have not discussed a motive but they said dimaggio had an unusual infatuation with 16yearold hannah. They do know hes an experienced outdoorsman and could be prepared to survive outdoors for an extended period of time. Anthony and vinita . Carter evans, los angeles. Thank you, carter. Federal investigators are combing through a disaster area where a small plane crashed into two homes. Up to six people may have been killed on friday although the exact number of victims may still not be known. Reporter federal investigators say the crash here in east haven is so massive and complex, recovery workers have not recovered all of the bodies. Part of the plane is in the basement and some of the house. As im speaking with you now, the state police are working with the Fire Department to go through the house to look for victims. So you dont know how many people have died. Exactly. Reporter they say at least two people were on the twinengine plane known as a twin commander that fell out of the sky on approach to the airport. We seen the plane spiral down and hit the house. A whoosh of air come down i heard the ground shake and heard the explosion. Reporter the plane came down in a neat row of cape cod houses. Firefighters fought the blazes at driving range. Two houses went up. These shots were taken moments after impact. With two children thought to be dead, First Responders found the mother on the front lawn out of control. She was out of control. Her two children were inside. They said the wing of the plane was sitting on the plane . The pilot was identified as bill heddingsgard who works with microsoft. He was taking his high schoolaged son on a tour of colleges. Reporter we do know he topped off his fuel at teterboro before making trip to new haven and crashed here at such a sharp angle the trees around the homes are completely untouched. Heavy rains triggered flash flooding and mud slides near colorado springs. Three people were injured last night. Police are trying to confirm whether one person is missing. A key highway in the area was closed. Another was partially closed. Some cars were stranded in fastmoving water. At least one home was swept away. The womans house came rushing down. I saw it coming. I took my backpack off, hooked it to the bar that i was holding onto and the house came rushing through the Drainage Ditch and literally touched my shoulder. Good morning, vinita. We can tell you thunderstorms are possible in the middle part and eastern parts of the country and localized flooding is possible also. Thunderstorms in colorado have died down but more storms are possible today. So flash flooding again a possibility there. The big concern today across parts of arkansas torrential downpours. Flood watches as well as flood warnings are in effect for a good part of missouri arkansas oklahoma, and even kansas. Forecasting heavy thunderstorms once again across the areas that have already seen intense rainfall. In fact, heavy rain is possible from missouri illinois kentucky, tennessee, all the way into virginia and north carolina. So many folks once again today in the middle and eastern parts of the country could deal with some types of flooding. Anthony and vinita . Craig setzer of wfor miami. Thank you. Firefighters are making progress in the wildfire in california. Its 90 miles east of los angeles. The fire burned 27 square miles. 26 homes were destroyed. Six people were injured. Some evacuation orders were lifted. More than 1. 5 million americans now live in nursing homes. Many are well cared for. Many are not. A new report shows some states are failing to protect the elderly from neglect or abuse. Manuel bojorquez has the story and we should warn you some of the video in the story while not graphic is difficult to watch. Reporter minnie gram was a great grandmother. At 97 she suffered from dementia. She was a fine christian woman and very loving. She would do anything for anybody. Reporter gram lived in a nursing home outside of dallas for about a year when the family noticed bruises on her. She said she fell out of a wheelchair. Reporter do you believe that happened . Absolutely not. Reporter so they placed a clock in grams bedroom. She insisted on being changed. A nursing aide mocked her. Ow that hurts. Reporter pulled pushed and then what sounds like a slap. The video also caught another aide shoving her in the back and aide. That should never happen to people, ever. In nursing homes, anywhere. Reporter brian lee is a director of families for better care. Theyre releasing what he says is a First Comprehensive state by state review of nursing home care. It ranks and grades states on 2012 data staffing inspections, suvfficiencysufficiency, and aids. Getting fs, texas, louisiana, indiana, and oklahoma where this hidden video caught a nursing assistant shoving a glove in a womans mouth, in ohio which lacks staff, video caught a caregiver flinging a senior onto her bed. Senior officials need to hold them accountable and step up and providing better care. According to the report just seven stated provided care by professional nursing care. States that did the best had larger and more experienced staff. I was wondering if you could explain your actions on that video. We tried to speak to minnie grams nursing aides. They declined. They were both arrested. Their cases are still pending. As for minnie gram she died a few weeks after this video. She just gave up didnt want to be treated like that in her last days, you know. Now to the murder and racketeering trial of former boston mob boss james whitey bulger. The 83yearold bulger is charged in 19 murders and numerous other crimes committed in the 1970s and 80s. He was on the fbis most wanted list for 16 years until he was captured in california in 2011. The jury in the trial has a weekday off after a fourth day of deliberations on friday without reaching a verdict. Cbs news legal analyst ricky clee clee manns has been following the case. How are you . Im very well anthony. The judge denied that. I think the prosecution should have moved to sequester the jury. The idea that this jury gets to go home even though theyre not supposed to be exposed to social media as well as newsprint, as well as television its very hard to resist. Let alone you have your friends and spouses and relatives. They could be. I hope theyre obeying their rules and not watching anyone. Fwu reality is you want to force a verdict . If thats what the prosecution wants, a fast verdict, sequester a jury. You talk about a fast verdict. Four days in. Why do you think its taking so long that what are they actually contemplating . Actually to tell you the truth i dont think its taking very long. I think i hear and read and talk to the media in boston why is this so long why werent they back in an hour after a half we know hes the mob boss why arent they havent they convicted. The reality is theyre doing what theyre suppose dodd. I brought the instructions. Seven pages is just the verdict form and when youre looking at the verdict form yo view 32 counts involving 33 acts 19 of them murder. Take a look at this. This is in my briefcase every day. This is the indictment 111 pages. Wow. Now, we have covered hundreds of cases on court tv. If you had one murder just one murder, it might take four days. Rules of thumb, jurors come back on fridays. They didnt come back. Jurors want to think over the weekend, they come back on monday. Another rule of thumb, every week of trial means one day, that would mean seven days of deliberation. None of them are true that after all this theres a whole separate forfeiture hearing because theres a whole lot of money involved because after this theres a whole another jury that has to take place. There isnt and there isnt. The lawyers were very savvy. They decide yesterday the jury would not be back for the for fe tour hearing, which was very much at the end of the day when the jury was dismissed. Smart move because theyll let the judge go up and down the money should be forfeited. Bulger himselfl bulgers lawer wants the money to go to the victims families. Of course, the government gets to decide. Does the jury need to be unanimous on every decision here . Yes. And that is the question of the day. And that is osks, whats keeping them out. There are 19 acts. We call these predicate acts through count. What that means this. There are a number of counts that must be found in order to say this was a racketeering enterprise, and what you have here of the 19 murders plus extortion and drug dealing and other charges is the jurors only have to booe unanimous on two of those in ten years. Thats very complicated. The bottom line is this, 19 murders, 19 families. Victims families would like the satisfaction of getting a verdict which means proven just proven that their loved one was killed. And so thats whats taking a long time. We begin this half hour with a story that has infuriated officials at the u. S. Drug enforcement agency. Dea sources confirm to cbs news that mexicos most notorious drug lord is free. He was turned loose yesterday after mexican authorities cleared his conviction in the brutal conviction and murder of a dea agent. Correspondent Sharyl Attkisson reports. Be assured were mad. Reporter outrage from the dea administration. Hes shown here in 2005. He apparently walked out of a mexican prison into the arms of his family Early Saturday Morning a free man in the kidnapping and murder of a dea agent. Mexican authorities didnt know notify the u. S. Even though hes on the deas most wanted list. How can a drug kingpin walk out of a prison and not even know about it . We are beside ourselves. This man is responsible for changing Drug Trafficking patterns in mexico. Hes responsible for the death and mayhem of hundreds of people in mexico and hes responsible for the kidnap torture of our special agent. Reporter the agent was working undercover in 1985 whelp he exposed his massive marijuana operation. Carl allegedly ordered his kidnapping and had a doctor keep him alive while he was tortured. His body was found a month later in a shallow grave. Do you want him caught and extradited to the United States . We want him caught. We do not want him running free anywhere. Official told me that the Mexican Federal authorities may not have known about the state courts release and when someone like him walks free, it usually means millions of dollars in bribe money has changed hands somewhere. Im Cheryl Attkisson for cbs this Morning Saturday in washington. This is costing taxpayers millions of dollars. The zebra mussel are in more than 600 bodies of water in several states. Good morning. Good morning. So these are not the types of mussels that you eat but people dont understand how serious of a threat this is to the ecological system. Exactly. These mussels, once they get into an eek oh ecological restraints. No predators to any extent on the population so they take over. One of the major things i think that happens in the freshwater systems is they filter out the particulate organic matter. It doesnt mean a lot to everybody but thats the base of the food chain. So as you remove that youve now you have a catastrophic effect or cascading effect. Fish cant eat. The insects cant eat or theyve got reduced food supply. And also these guys in some of your pictures there with the incrustaceans that these guys do and they attach to everything thats solid, so they get into the water, they attach to every object that they can. They can get into pipes and clog them . And thats an economic another Major Economic this is costing us billions. Billions of dollar. I read billions and billions of dollars to clean this up and implement controls to control the populations inside pipes going into weather intake structures or any industries that have to deal with this. So its very costly. So how do they migrate here . How do they end up in the American Water . Most people thing and its well shown shes guys prot got into the ships that came through the great lakes and the water had some of the Zebra Mussels in it or the dellagers in the plank tonic stage and then they got into the great lakes and that was in the mid 80s or late 80s. Theyve made their way to texas 20 years later. It was a long journey, but they got there. And, you know they got there probably on boats being transferred in but also in texas we had some transfer of watt innever basin water from oklahoma. No one realized the danger of pushing some of the water into our lakes. At this point is there anything do to stop them if theyre spreading like this . We can control them in the intake structures and clean them out there, but theres no real effective control right now on the populations, and the question of eradication of these populations, thats never going to happen. Thats not going to happen. Its not going to happen. There are some really Good Research thats going on now looking at biocontrols, looking at extracts of bacteria that have the ability to kill the zebra mussel. Theres some other serotonin and chemicals that can be release thad encourages spawning at the wrong times of the year and these seem to have some promising but none of them have been proven yet and none of them have been implemented on any long scale. You mentioned the effect this has on fish but think its important for us to explain to people, this ravages the entire food chain. When mussels come into a water community, they simply take over. They cling to everything the water pipes. I mean they ravage. Exactly. And, you know fish people are concerned because people can recognize fish. The organisms we work with are near and dear to our hearts but the general population doesnt know a lot about that food chain structure, so you have these microscopic organisms that rely on the particles that are in the water that gets transferred to the insects, the insects up to the fish. And so you wipe out those invertebrates. Yes. Also, there are other mussels that live in the rivers and in the lakes called freshwater mussels, and theyre native, and many of those are endangered across the United States. And Zebra Mussels will crush them out. Take over. Yes. Its another cascadeing effect. Tim kennedy, its really a fascinating topic. Thanks so much for being with us today. Thank you. Major study finds a clear linch between rising temperatures and aggression from Domestic Violence, murder, and even war. Joining us with more on this hot topic is top magazine Senior Science editor john kluger. Thanks for having me. This brings together another study. Yes. This study looked at 16 different studies that covered history studies back 10,000 years. They look at the colapse of the mayan empires and chinese empires and something as simple as brawls in baseball stadiums and we find or scientists have found that as soon as you move off of the average of either temperature or rainfall by a certain amount you get an uptick in smallscale violence, one on one or little bar brawls of 4 and you get largescale violence increasing 14 . And thats where you talk about governments collapsing and largescale riots. Jeffrey, i hate to sound a skeptic but how do they control the other variables, other things that maybe werent causing these problems . Thats the thing. Summer has always been a time of increased crime, increased Domestic Violence increased riots in city, but how do you control tr the fact that theres more hours for day late, more time to be outside making mischief, kids are on the street and you have more kids that are out of school. And yet we also know personally that in a hot subway station were more shorttempered in a traffic jam were more shorttempered. Police officers on a shooting range shoot more precipitously on shooting ranges when its hot your sight. Theres a book called guns of august, not the guns of january. So theres something going on here. The incidence of a 2 temperature rise may increase violence by up to 50 . Exactly. By the time we get to 2050 if we dont bring back co 2 thats what well be facing and were facing unrest down the line. One of the things to keep in mind is this is worse with areas with worse economies and developing worlds because theyre on a razors edge to begin with. Talk about tropical regions where places are already hot. As you look to the future are they going to be fondly enough tropical areas are removed from it in some ways. Youre going to have increases in hurricanes but a lot of that also depends on socioeconomic structures, so haiti, for example, is again already living on that razors edge so a disruption in haiti is likely to lead to more largerscale disruption. In parts of the caribbean, even if its not the caribbean, but new orleans, we recovered from new orleans because were still a wealthy country that has the ability to step in and fix the problem. Good morning to you, alexandra. Good morning. Im interested in this because its Young Readers and its a billiondollar industry. Im interested in what you say. Audio books used to be thought of as a niche, something you did once a year on a trip. People are using their digital devices to listen to books sort of throughout the day. Its kind of changed the way people are listening in a way because if you have all your books with you on the phone all the time you listen at the gym, while youre walking somewhere, doing the dishes. You can listen to it and then find the space in an actual book. You can find the space in an ebook, so its created this synching thats allowing people to read and listen seamlessly. Theres a division between listening and reading is really evaporating. Do you think its going to change the way books are presented . It could have that. Something thats interesting is some writers are writing specifically for audio now. I talked to a ed toed to a novelist who releases his books in audio. The language is simple a clear story, something people could absorb while theyre doing something else. Investigators were able to confirm 16yearold Hannah Anderson and her alleged abductor James Dimaggio were spotted in the rough idaho wilderness. The car he was driving was discovered in a remote back area. Dimaggios alleged crime spree began last sunday here in california. Police found two bodies inside dimaggios burned out home. One was his longtime friend and hannahs mother christina anderson. The other was hannahs 8yearold brother Ethan Anderson. Someone spotted them and said it looked like the two were on a camping trip and it did not appear that anderson was being held against their will. From the accounts that weve got it appears they were both in good health. Where they were spotted was about six miles from where their car was discovered and beyond where the car was discovered its pretty much on foot or horseback. Its a true story that happened in 2009 of somali pirates taking over a boat. A blue collar every man captain phillips having to save the day. Is there huge buzz . There use huge buzz. Any time tom hanks is in a movie, it leads to an oscar buzz. Coming in november director Martin Scorsese will have a wolf on wall street. People are wondering is it going to be like Michael Douglas and Charlie Sheen . It could be. Its fun storytelling trope. Leo and Martin Scorsese are a match. Its their sixth movie together. Youve got be interested in that even though it involves bankers. Its great trailer. It looks cool through and through. What to we have . Up next weve got the hunger games sequel which is highly anticipated. Yeah. The first one was such a blockbuster. This one they got a much bigger budget for. Well see better costumes and amped up action as well as the arrival of finnic who fans of the hunger games will know as the big hunk who makes this less of a triangle and more of a love square. That sounds promising. How many sequels are they going to have . Theres going to be two more after this, so it will be four movies in all out of the three books. And well have the sequel to the hobbit. It did Good Box Office but it wasnt it wasnt a favorite. This was supposed to be Peter Jackson was supposed to make two hobbit movies and they did and Warner Brothers decided after the fact lets spread it into three movies. People are going to turn out in droves for this. And in december we have one that people are already buzzing about because of the cast. George clooney, matt damon, the monuments men. The allied soldiers taking back art. It looks super fun. And finallyone we have a secret interest in. Anchorman. Love it. Cut as little too close to the bone. Its ten years after the first one. Theyre making a sequel or have made a sequel and they show good will. It was going to be a musical at first and they decided against that and now its going to be a straightup comedy but the whole cast is back and sounds like a lot of fun. A musical. Wow. Weve got churrasco, which is pork meat. We have some black beans cooked with sofrito and Collard Greens that have been quickly, quickly cooked with chicken stock, a little butter and garlic. And the dipping sauces. We have a green chilly chury, a rhett, chilly churry and its a sauce served in the caribbean and south america and we have a red chili sauce and a yellow chili sauce. Theyre both very very sweet and not necessarily very very hot. So you started cooking in your 20s. Yes i did. How did you become interesting in cooking and what type of cooking . My background is basically french and american. I started cooking as a teen ager as the survival of the fittest. When your parents are at work you have to eat. So youd cook for yourself literally. I cooked for myself literally. How did you sort of branch out into these difference types . When you hear your restaurant it covers a lot of ground. As you said earlier, were a blend of the cuisine of japan, peru and brazil. Interesting. Our ceo owner was in brazil and he came up with the name sushisamba. Its like he he said it hit him in the head sushisamba. Your first hit was tavern on the green in central park, wasnt it . Yes it was. Quite a departure of what ive done in the past. It was a lot of fun. And myelin yaj is the caribbean so things tie in as well. You mentioned a departure. Youre now in las vegas as opposed to new york. Whats the scene like there . The scene is vibrant. We have a lots of restauranteurs restauranteurs. I love the dry heat. Its become not the entertainment capital of the world. Its become a huge restaurant destination. Exactly. Ive been there two years. As i say, i havent put a nickel in the slot machine and i walk to my car every single night. My theory is i work too hard to give my money to the casinos. You had the unfortunate fate of being on a skydiving episode. Did you know that . I did not. Theres not many people who can say they jumped out of an airplane with david burke at 13,000 feet. Its like the first time you jump off a high dive as a kid. Theres no turning back. One the door opens on the bottom of the plane, theres nothing do but jump. Ive done it before so i know what youre getting to. Im afraid of heights. The first 30 seconds are like and then you pull the chute and youre like, wow, this is beautiful. Id love to do it again. Its so peaceful and quiet. I wonder especially on chef masters, is there intimidated i dont get intimidated by many. Ive met just about everybody in the world. I did meet president clinton once and that was kind of intimidating and i did meet Michael Jordan but other than that chefs are chefs, you know. It was interesting because we all sat around. And as you know television is hurry up and wait so you sit in the green room and talk. That was the most fun part. If you could share this meal with anybody, who would you share it with . Probably miles davis, john f. Kennedy and our late friend ed bradley. Thats a great dinner table to be around. The tradition is to have you sign one of these and proudly hang it on the wall.
