The president S National Security adviser, Michael Flynn, suddenly resigned late last night and this follows his conversation wz russia during the president s transition. He admitted he did not tell mike pence and other officials everything about those discussions, and he is the shortest serving staff. Reporter questions swirl about his potentially illegal contacts with russia, whether the president knew about them, and if they impacted u. S. National security. After just 22 days on the job, general Michael Flynn abruptly stepped down from his top National Security post. In his Resignation Letter flynn blamed the fastpaced of events during the president ial transition for causing him to, quote, inadvertently leave out key details with the Russian Ambassador prior to the inauguration. Yet evidence surfaced monday that the Justice Department warned the white house last month that flynn had deceived them about his contacts with russia. However, flynn was allowed to continue advising President Trump on sensitive National Security matters. . As of today we are officially putting iran on notice. Early yesterday the white house was sending mixed signals about whether his job was in jeopardy. Yes, general flynn does enjoy the full confidence of the president. And an hour later press Secretary Sean Spicer released a situation, quote, the president is evaluating the situation. And it was mike pences anger that caused the president to look at it. The president will have to find a new National Security adviser in the face of global risk, including provocative actions by north korea and iran. And kellogg, a National Security adviser to the Trump Campaign will temporarily takeover flynns position, and hes a candidate to permanently fill the job. Along with retired robert harward, a former cia director, david petraeus, who will visit the white house later this week. Less than two hours before the high profile shakeup, mr. Trump praised his staffing choices during the swearing in of his treasury secretary. With the support i am following through on my promise to appoint only the very best and the very brightest. Trump adviser, Kellyanne Conway, told us that the president and Vice President felt that flynns account was either the product of misleading information or forgetfulness, and neither was sustainable in the long term. At 4 00 in the afternoon, Kellyanne Conway says that he has the full support of the president , and by the end of the day hes out. What does this say to you . What do you think happened behind the scenes . In some ways the white house cant win. They get notified by the Justice Department that there has been a conversation that flynn might have misled him, and if they acted they might have been accused of obstructing an ongoing white house investigation, and sometimes its a nowin situation. I dont think, you know, you had the canadian Prime Minister there yesterday and netanyahu offiof i israel there tomorrow, and with all of this in the press now, it becomes a huge distraction and its unfair to the president , frankly, and i dont think they had much of a choice to let flynn design. But the white house was warned about this weeks ago by the fbi, and the specific concern that was relayed was that flynn could be open to blackmail on this very issue. What is the significance of that . Oh, look, this is a huge its a huge significance. But, as i say, look, the fact is that the Justice Department and the fbi clearly notified the white house to let them know this was an ongoing investigation, and he may have deceived them. I will tell you, its hard to imagine that mike flynn would have intentionally deceived them, though. More than 30 years in the u. S. Military and most of it in the Intelligence Community and he would have known there were transcripts of this, and you have to assume he did not remember all the details of the conversation, but even allowing for that, assuming the best, you know, if you are the Vice President and the president , you cannot have somebody working for you, advising you, that you have to question their trust and credibility. Theres no room for that. A pretty big detail not to remember. Yeah. Democratic congressmen are calling for a classified briefing on what happened here. From your perspective, what do you want to know at this point . I have to assume members of the hill want to read that transcript for themselves. We are reading a lot into it because we are getting reports second and third hand but if you are on capitol hill and in an oversight role, you want the fbi up there conducting the investigation briefing you. We want to talk about the escalating situation in north korea. Last night the Council Condemned north koreas ballistic test, and china signed on and the country is one of north koreas lifelines, and we are following chinas reaction. Good morning. Reporter good morning. North koreas says sundays launch was for self defense, and it becomes at a sensitive time for beijing, just as the relations with the Trump Administration were starting to thaw. And they are still trying to get a read on the new and unpredictable u. S. President. The missile tested on sunday was a new type, using solid fuel, not liquid, and its more stable and allows for less advanced warning. Analyst say the achievement is a dangerous step forward in north koreas pursuit of a deliverable nuclear weapon, and its a first test for President Trump. Obviously north korea is a big, big problem, and we will deal with that very strongly. It also potentially pits the newest administration against china, north koreas only major ally. Less than a week after President Trump smoothed things over in a phone call with the chinese president. China and the United States have fundamentally different approaches of dealing with north korea. China, we have to encourage north korea to liberalize its economy to open up to the international community. 93 of north koreas trade is with china, leading western oficials to accuse beijing to prop up the dictatorship. But china has fully implemented the Relevant Security Council resolution. China fears any further action could destabilize the already shaky regime and turn north korea into its enemy. Now the western countries want china to take the consequences of provoking north korea. China doesnt want to get caught in the middle . Yeah. The u. S. And south korea will hold their annual largescale military operations in march, and just this morning north korea said those operations could seriously undermine peace and security in the region, and they could also close the door to any direct engagement between north korea and the u. S. , and push north korea to test even larger and more powerful missiles. Anthony . Thank you. I want to bring Fran Townsend back in. How does the trump what are the options for the Trump Administration to respond to this . The u. S. Has been frustrated over a decade with north korea, and the Bush Administration tried and the Obama Administration tried and there will be meaningless statements of condemnation out of the u. N. Like we saw yesterday and thats more of the same and has not been effective. This must be an engagement with china, but there in lies the problem, right, anthony, because you have to get your chinese allies, and we have a much larger agenda than just north korea with china, and we have to get china to focus on using they are the oxygen that allows north korea to continue to operate, and we have to get them to use that leverage to apply real pressure on the North Koreans to dial back. Its not an easy problem because the Trump Administration doesnt have direct leverage itself. Thanks. The Senate Confirmed two more of President Trumps cabinet nominations. Minuchin was sworn in last night for the secretary of treasury, and then minuchin is expected to play a key role in overhauling the tax code, and also the secretary of Veterans Affairs was confirmed in a unanimous vote. Nearly 200,000 people evacuated from their homes in Northern California and are still unable to go home. If an emergency spillway at the orville dam continues to erode, their homes will be in the path of catastrophic flooding. The Evacuation Order covers several towns and John Blackwell is at the dam looking at whether officials failed to fix a problem they knew about since 2005. Reporter as water releases from the dam there is no word on when the roughly 180,000 people will be allowed to return to their homes, and meanwhile the federal agency that licenses the dam wants answers on what caused the problems and how they can be fixed. As billions of gallons of water rush out of lake orville, officials are rushing to fix the dams two spillways, both the main and emergency back one. So far its holding and thats why the evacuation is still in place because theres uncertainty, and the norm is better be safe than sorry. Governor ground says hes unaware of a report from 2005, a motion warning if the emergency spillway was used it would cause significant erosion. On monday the department ordered an independent panel to determine the cause of the spillway failures. Those evacuated say they want answers too. I am no engineer, and most people dont think it was handled right at all. Reporter meanwhile, emergency workers are taking measures to shore up the spillway, and they are trying to minimize the damage using stone by letting out lake water faster than its coming in, and storms are anticipated later this week. We will be able to make a decision in the near future, but the bottom line is i want to make sure the decision i make keeps people safe. Reporter the sheriff said he has the final say on lifting the Evacuation Order but he adds he is taking plenty of advise from those who are fixing the dam and those studying its safety. Usa today says the nations dams are posing a risk highlighted by the spillway at oroville. 20 of dams are considered high hazard. And that means at least one person could die if the dam were to fail. Faced with a barrage of questions on this, the white house is denying that President Trump and hiS National Security team did anything that posed as a security risk. In a statement, the white house says thats not what happened insisting that the president was briefed on the north korea situation in a classified setting both before and after the dinner. But democrats on capitol hill, including Senate Minority leader Chuck Schumer called what they saw in the photographs a security risk. If Foreign Services are paying attention and im sure they are, they are paying attention to all of the individuals who potentially have access. All the types of devices that are there. Mark phillips shows us how ocean dwellers facing the effect of cliements change. Reporter good morning, welcome to palmer station. One of the Biggest Research stations in ants artic icctit antarctica. Not all of the answers theyre getting are happy ones its the National Geographic explorer is a different kind of adventure cruise ship. Shes on a whale hunts. Cutting through the packed ice near the antarctic circle the good ship explorer is not here for sightseeing, throw theres plenty to see. Although nobody shouts thar she blows this time in open waters people do jump into small boats to chase them just like in the old days. This hunt, though, isnt about killing whales, its about saving them. Its about giving them a health check. And the prognosis isnt particularly good. One of the reasons we study stop predators and killer whales are top predators. Reporter theyre modern hunters who use the latest tools. They use a drone fitted with equipment to monitor the whales condition. With a small drone, we can fly it just a little over 100 feet. The whales dont know its there. And fly a camera much lower. The quality of the images are so much better. Reporter better pictures but it turns out not better whales. The images of this pod of killer whales are not encouraging. Particularly for the adult female, the mother of the family. Shes very, very stunned. You can see this following her. Her whole body profile. Shes lost all of the fat along her entire body. Reporter shes dieing . Yes. And she has a depentent off spring. Reporter its not just the size of the whales that john and holly are looking at, you wouldnt think you can sake a sample of the whales out here in the ocean, but you can. The team has developed a technique, here theyre using it in the pacific to actually breathlize whales. You can tell by going through the whale breath, the ex hhalatn of the whales youre picking up the whales . Uhhuh. The droplets here, from that, we take them back to the lab and use genetic techniques to identify the micro organisms here. Reporter its early in the program and john and holly are just building up a database of what comes out of the whales blow hole. But if the whale is unwell, the theory is youd effectively be able to smell it on their breath. In the meantime, they can only take an educated guess on why their finding sick whales here in these Pristine Waters which like edge else are getting warmer. The packed ice around which the whales normally hunt is not as abundant as it used to be. Neither is the food that they hunt for. Hypothesis is theres hunting for food. Reporter fewer seals . Another retired general, joseph key kellogg will replace him temporarily, a key adviser to the Trump Campaign. The Justice Department had warned the white house last month that flynn had, indeed, misled officials about the nature of his contacts with russia. In particular, a phone call with russias ambassador to the u. S. Before President Trumps inauguration. The white house has repeatedly defended flynns original claim that he and the ambassador did not discuss sanctions. Thats a potential violation of u. S. Law. General flynn wrote in his Resignation Letter, quote, i inadvertently briefed the Vice President elect and others were incomplte information regarding my phone calls with the Russian Ambassador. White house counselor Kellyanne Conway was asked about flynns status earlier in the day. General flynn does enjoy the full confidence of the president and its a big leap for general flynn, point of contact for many of these foreign visits. A little more than an hour after conway defended flynn, White House Press Secretary Sean Spicer said in a statement the president is evaluating the situation. Several hours after that, the president accepted flynns resignation. The New York Times reports that because flynn had not told everything about his conversations with the Russian Ambassador, quote, the Justice Department feared that mr. Flynn could be vulnerable to blackmail by moscow and that this had been communicated to the white house last month. David sanger of the New York Times, National Security correspondent, joins us now. Given that the Justice Department had warned the white house about this late last month how long was the white house planning to keep a Security Threat as the head of the nse . Its a great question. These questions have been swirling around general flynn for at least a month. What started all of this was the imposition of sanctions against russia by president obama in return for their interference in the election. So the question here is, if President Trump knew about this and knew of the Justice Department concern, which appears to have come from sally yates, the Deputy Attorney general who he fired not long ago for her unwillingness to enforce the immigration restrictions, was he planning to just ignore this piece of evidence until it became public and he couldnt any longer . David, is your reporting that general flynn was acting on his own when he discussed these sanctions with the russians, or was it an authorized discussion, which suggests either the chief of staff or the president knew about it as well . Well, theres nothing unusual in talking to foreign diplomats during a transition. Almost every president ial transition does that. And general flynn made that point in his Resignation Letter. The problem would come if he actually made a promise in this case that the sanctions would be lifted or taken care of once President Trump came into office. And its not clear that he did that. And, in fact, weve had some people tell us that the actual contents of this transcript, because apparently the conversation was being wiretapped by the nsa or the fbi. Probably the fbi. Is ambiguous. You asked a very good question. What were general flynns instructions and he said himself in a tweet this morning while he was responsible, there were others who were responsible, too. That tweet has not yet been verified from a verified account. Im glad to hear you make that point. Im glad you corrected me on that. We dont know yet. I think you raised the right question. Was he acting uninstructed. Was he acting alone is the question today. You wrote about the ongoing turmoil in the president S National Security council. Where does this leave the Security Council now, flynns resignation . The council is in considerable disarray right now. The disarray comes from the fact not only that general flynn was under this cloud, but also from the fact that they had not filled out many of the key positions that it was unclear who was responsible for what. You had a lot of anxiety from the career staff, who had stayed around and was not yet feeling as if they were involved in the conversations. And weve had some decisions made. You mentioned one earlier, including north korea. There were others, particularly that raid in yemen we discussed weeks ago. It wasnt clear, clear pathways to making decisions in a sort of regular order with the right kind of advice and legal council. This morning, david, senior official suggesting the decision for mr. Flynn to resign or be fired, whichever you choose to believe, was meant to damage the relations between the u. S. And russia. I even heard the phrase russiaphobia. Does that make any sense to you . Compared to what weve learned in the past few months, gayle, about what the russians did during the course of the election, the disinformation campaigns, the russian intelligence agencies stepping in to steal emails and then make them public, it strikes me that this would be a pretty small contributor to the overall relationship. Just quickly, david, you write about north korea and the New York Times, why this recent missile test is significant, in part because these types of missiles provide little advanced warning if we, the u. S. , wanted to attack a preemptive strike. Correct . Thats right. These missiles use solid fuel. That means that they can be rolled out and launched really in a matter of minutes.
