And he reacted to a trump prediction by writing, 95 of blacks voting for him is skizo fantasy. But the leaked emails also show that colin powell sharply criticizing Hillary Clinton and her campaign for using him to justify her use of private email servers at the state department. A powell spokesman confirms to cbs news that the generals email was hacked, and says they have no idea who did it. The hacked emails reveal deep tensions between powell and the clinton campaign. In them, powell says he met with clintons advisers in august to discuss burying the email flap. Sad thing, powell writes, clinton could have killed this two years ago by merely telling everyone honestly what she had done, and not tie me to it. A rare Tropical Storm surprised millions in the southeastern united states. Tropical storm julia unexpectedly formed last night, just off the florida coast. It pounded areas around jacksonville with heavy rain and winds. Some areas could see up to a half a foot of rain. David begnaud is in Saint Simons Island in georgia with the conditions that we can expect to see. David, good morning. Good morning. Weve gotten a break from the rain here on Saint Simons Island but its the wind thats giving a bit of a kick right now. You know, it is rare for a Tropical Storm to form over land. The National Hurricane center says its never happened over the state of florida until now. Tropical storm julia. The slowmoving storm dropped up to a half a foot of rain in parts of jacksonville, florida. Wind zbusts of up to 40 Miles Per Hour whipped trees and rattled stop signs. The downpour flooded roads and sidewalks at one point the mayor of jacksonville was urging people to stay off the roads. And right now there is a Tropical Storm warning extending from near jacksonville 45 miles north to where we are here in Saint Simons Island, georgia. People have been told to expect six inches of rain, as many as ten inches in some places. And the real threat from this, were told, is going to be flash flooding. David, thanks. Three Phoenix Police officers are recovering from injuries after a suspect attacked them with his car. Dramatic Surveillance Video at the scene shows the driver ramming the officers, you can see one of the officers just flying in the air, two of them were hurt when they were hit. The third was injured while capturing the suspect. Michelle miller is here now with a crash that Phoenix Police chief called a violent, cowardly act. Michelle, good morning. Good morning. The three officers were responding to an assault call but by the time they arrived those suspects were gone. And as they stood in a parking lot, police say thats when the driver moved himself into position, and ran them over. Surveillance footage shows the driver slamming into the officers, standing in a gas station parking lot early tuesday morning. Behind the wheel is 44yearold marc laquon payne. A rookie cop on his first day is launched into the air, and crashes through the store window. The video shows the suspect watching the officers, moving his car a couple of spots in the parking lot and then ultimately, again, running them down. One officer has a broken leg. The one dloen in the air suffered a concussion. He was still able to help bring down payne, who was seen fighting with police. And was eventually subdued with a taser. Why did you run into officers . Payne faces three counts of attempted first agree murder. This is a violent, cowardly act, and its simply unacceptable. Our Phoenix Police officers were targeted. This incident is the latest apparent attack on officers. Including the deadly shootings of police in dallas, and baton rouge earlier this summer. We have all heard about officers being targeted and ambushed in communities across this nation. But this happened here. These officers could have easily been killed. And i thank god that were not plank three funerals right now. Paynes criminal history includes an arrest for aggravated assault. Now the officers suspect driver impairment may have been a factor. By one estimate, american drivers illegally Pass School Buses more than 13 million times last year. On average, eight kids with killed because of ignored stop signs. His daughter abby was killed after getting off her school bus in florida in 2010. He is pushing state lawmakers to allow School Bus Cameras to keep students face. Its not accident because its preventible and not a tragedy because we know its going to happen again. Reporter at least 15 states allow cameras to be mounted outside school buses to record motorists illegally passing. Austin added those cameras last january. We have the bus, stop signs out. Reporter every day, School Police review video of violators like this one. The fine is 300. That is probably 50 to a hundred there. Reporter in four months, they sent citations to 6600 motorists. That was a very significant number. It was shocking. Reporter why shocking . Thats a lot of violators in a very short time period. There were allegations that they made contributions to charities that now say they never received the money. So as with any of the other thousands of nonprofits we regulate, we have been making inquiries and having i have to say, have had very professional correspondence with trumps lawyers or Trump Foundation lawyers about these problems. As a clinton supporter, can you appreciate as a member of the new York Leadership Council of Hillary Clintons the optics here that this could appear politically motivated . Yeah, im a traffic cop, but im a democrat. He speeds by me, i have to give him a ticket. It is that simple. Charities have to follow the rules. You cant say i gave money it a charity and not give the money to a charity and report it on the forms you file with my office. You cant give money to a Political Campaign from a charity. We dont credit everything that we get, we look into allegations that we get, the pam bondi contribution was started let me ask you what the law is then. There are allegations that trump used his foundation to pay for personal expenses, a painting of himself. Would that be illegal . It might be. Undern certain circumstances there is selfdealing regulations, understand there is a two level system of regulation here, the irs regulates at the federal level. They may very well be conducting their own inquiry. I know members of congress requested they do so. And we enforce the new york laws on charity. So were looking into it as we have an obligation to do. We scrutinize every have you scrutinized the Clinton Foundation the same way . Absolutely. Absolutely. And scrutinizing them for what . There are questions raised about donors that access donors may have had to her as she was secretary of state. What are you look for her there . The issue raised there is why they havent been required to disclose donations from foreign governments. And the answer is very simply that the new York State Attorney Generals Office has never asked any nonprofit to disclose contributions from foreign governments. Historically in new york, the concern was with expenditures of new york state and local governments of new york state funds, concerns about graft and corruption through nonprofits. So the doctors without borders, the carter library, others that may receive money from foreign governments, we never asked anyone to disclose money from foreign governments. In this mornings eye on money, while median Household Income grew last year, many are not saving enough for their future. 54 of workers reported in a recent survey they have less than 25,000 in savings and investments. Good morning. The people that arent participating in the company plan, if one is available, should they reconsider . Absolutely. We saw that people no matter how much you made hopefully you got a tiny raise last year. Take some of that money, use the employer plan. Why . Because it is easy. It is payroll deduction, it comes straight out of your paycheck before you even have a chance to spend it. I know the limit is all the way up to 18,000 for individuals, another 6,000 if youre over 50. But any amount is really great, especially if you have a company match. There are now options for those who do not have employer plans at their disposal. What we know is most people who are not putting money away for retirement, theyre not doing it because there is no plan available. But the government has this plan around for a year or two, no one is talking about it, called the my ra. And the cool thing about this is it can come out of payroll deduction, out of your checking ktd, your bank account, out of your tax refund and the way it works is you can use a tiny amount, maybe 10 bucks at each contribution interval and it goes into a government bond. So the one downside is there is one investment, right . Like the henry ford vision of retirement, but 1. 6 is a safe investment, and it sort of acts like a roth i. R. A. You can save up to about 15 grand and roll it into a private plan, but it is a great way to get people interested in retirement and make it available to them. If you participate in your employer sponsored Retirement Savings, how can you supplement that or add to it . There is a couple of reasons why you might do that. Number one, a lot of the plans offered are kind of clunky and bad, especially if you work for a small company. So maybe what you do is you put in enough money to get the match, and then perhaps you would use a regular i. R. A. , traditional i. R. A. Or roth i. R. A. What is the benefit there . The benefit is you got the wide world of investment choices. You also have a little more control over it. And in the case of a roth, what you would be doing is put an after tax dollar into a roth i. R. A. It grows tax deferred, later when you retire, you dont pay any tax on it. With a traditional, you can put money in, get a contribution, get your deduction, up to a certain income limit, but when you do retire, you must pay tax on that. People say i live paycheck to paycheck, how do you expect me to save anything . I wonder about that . The answer is, in every survey, we look at the numbers, people say, could you save actually 5 or 10 bucks and guess what the answer is . Yes. So any little bit helps. Thank you. Im actually a wolf. I like to stay up late. I used to like to sleep in but i dont need a tremendous amount of sleep. I found i was a reluctant lion but a reformed dolphin with a little wolf in there. What is a dolphin . A dolphin are my highly intelligent but problem sleepers. These people have obsessive compulsive to them that sometimes they dont get stuff done. You said in the past people have always focused on the what and the how. For you now you are focusing on the when. The when is the key. When is the key to everything . It really is. So on if you knew the best time to do any one of the activities during the day whether ask your boss for a raise or have a cup of coffee or have sex, about if knew when was the best time to do that based our chronotype you would reach your ultimate performance. You have a whole section here. When is the best time to have sex . It depends on you. Generally speaking, when we look at sex hormones, what do you need to have sex . You need tess testosterone and es estrogen and melotonin. What happens at night . The levels are all local. The best time to have sex is in the morning. Im giving everybody the prescription. You dont have to but it works out kind of well. You tell a great story as well about a lion, someone who wakes up early and going on a date with someone, though, later in the afternoon and that person is yawning through the date. So they really dont sync up very well. So lions and wolves dont go very well together. If youre a lion and earlyriser by 8 30 youre done. If youre a wolf that is the time youre ready to get going. You can change over time . A couple of things happen. Number one, you can fiddle with your chronotype a little bit using light therapy. You can actually on what their genetics will tell us. Im 48. Time the time i hit 50, 55 i move into a lion, dolphin role. People wake up earlier . Because is there a depletion in medicallatonin as we age. You have a lot of interesting information. End with the wait thing because that is a personal issue of mine. The worst time to weigh yourself. The worst time to weigh yourself on a full stomach at variable times throughout the day. You want to be consistent. 10 00 p. M. . Probably the worst because youve eat enfood during the day and you probably have a bigger meal with dinner and its more depressing because youre going to have a higher weight. Weigh yourself right in the morning. Right when you get up. You say every day . I say weigh yourself every day because sometimes people are not consistent with their diet. They dont weigh themselves a week and then a week and two pounds higher than they thought they were. Now, gosh, i got to go back and work even harder. So be consistent.
