On new yorks long island, visibility was so poor a woman collided with a train after unknowingly driving her car onto the tracks. Exiting to the north and east finally giving us a bit of a break to clean up but dropping about 20 plus inches across parts of the blue ridge mountains. Ice was a huge factor down to the south and many of our major cities did pick up very high snowfall accumulations for this total. What we see future cast wise, this area of moisture will work towards the east coast, drops one to three inches across ohio valley and new york city, parts of the midatlantic as well. As the storm system works up the coastline, there is the potential for it to deepen once again and impact new england with more snow. Six plus inches possible by the end of the weekend there. Two big items for the president , first of all, survey drought damage in california and provide about 200 million in immediate federal assistance. About half of that Disaster Assistance for ranchers and farmers immediately affected by the drought. Almost from the beginning local and federal investigators believed this was an isolated incident with no larger terrorist connections. Yesterday Police Arrested Richard Parker, the soninlaw of the couple that was killed charging him with first degree murder. At the blast site crime scene technicians sift you through debris searching for evidence as well as a motive. On monday investigators say 74yearold John Jon Setzer picked up a package and was almost back to his house when it exploded killing him instantly and blowing out the windows in a nearby home. His wife marion, also in her 70s, was critically injured. She died at a nearby hospital yet. Although we do have the suspect obviously in custody, this remains an ongoing investigation. In a press conference yesterday federal investigators said the package was hand delivered. People should know it didnt arrive by the mail or any other shipping services. The suspect 49yearold parker lived behind the setzers in a rural area 30 miles east of nashville. Police would not say if he was still married to the couples daughter or how they linked him to the bombing. But parker has a criminal record and was convicted of arson in 1993. William gavin, a former fbi assistant says with the suspect in custody, Law Enforcement will focus on the device. Everybody kind of thinks you can go on a website and figure out how to make a bomb. Its not easy. They will also try to determine why he decided to use a bomb in the first place. Gavin said it may come down to psychology. When you send a letter bomb, you kind of remove yourself from the reality of the whole thing. You send it to them. They open it up. You some hugh say they are responsible for their own death. National security correspondent david martin on assignment for 60 minutes looks at the most expensive Weapons Program in history. Hes in washington with a preview. David, good morning. Good morning. The pentagon is counting on the f35 to give american pilots control of the skies in any future conflict against the likes of china and russia. But it is seven years behind schedule and 163 billion over budget. Or as the man in charge of the f35 told us, basically the program ran itself offer the rails. Hes in charge of the f35 and every morning starts with problems that have to be dealt with asap. This morning its a valve thats been installed backward and has to be replaced. How long does it take . Its about a sevenday operation. Now you know what im going to say next . Yes. What am i going to say next. Were not doing to pay for it. Long gone is the time were going to continue to pay for mistake after mistake. When he took over the f35 program a year ago it was behind schedule, over budget and reces with the planes manufacturer Lockheed Martin bordered on dysfunctional. How would you characterize the relationship between pentagon and Lockheed Martin . Im on record after being in the job only a month standing up and saying it was the worst relationship i had seen in my acquisition career. Reporter these planes coming off the Assembly Line in ft. Worth cost 115 million apiece. A price tag he has to drastically reduce if the pentagon can ever buy the 2400 planes they want. I know where every plane in the production line is on any given day. You know why thats important . Because Lockheed Martin doesnt get paid their profit unless each and every airplane meets each station on time with the right quality. So this plane doesnt get from that station to this station on time with the right quality, they are going to lose some of their fee. Youve got to perform. They must love you at Lockheed Martin. I try to be fair, david. If they want what i call winners profit, they have to act and perform like winners. And thats fair. Although the f35 wont begin to Enter Service until next year at the earliest, pilots are already conducting test flights and Training Missions at bases in california, florida, maryland, arizona, and nevada. Its supposed to replace virtually all the jet fighters in the u. S. Military. One model for the air force, another for the navy designed to catapult off an aircraft carrier, and a third for the marines, which seems to defy gravity by coming to a dead stop in midair and landing on a dime. After pumping an extra 4. 5 billion into flight testing, the pentagon believes the f35 program is under control and plans to start increasing the number of planes it buys each year. Still, the planes software is behind schedule and thats a huge problem because the f35 is basically a flying computer using 24 million lines of software code. David, its incredible when you talk about the pentagon trying to trim its budget, all the budget cuts people in the military face with benefits. How do they justify whats essentially a half trillion Dollar Program . They believe the f35 is a game changer. Einarial combat the plane that shoots first wins. So it all comes down to detecting the enemy before he detects you. We had a marine general tell us in one of our interviews that an f35 pilot would be able to detect an enemy aircraft at up to 10 times the range it could detect him. David martin. Thanks, david. With the Obama Administration wrestling over reforming the nsa surveillance program, state lawmakers across the country are taking measures into their own hands. This an incredible story. As John Blackston reports one in utah would draw up support for the nsa. Sprawled across 1. 5 million square feet of land in salt lake city, this massive data storage warehouse is the National Security agencys largest such facility in the country. If one utah state lawmakers gets his way, it will also be the driest. The federal government can spy and collect all this data if it wants. As a state we dont have to support it. The new nsa data center in utah requires 1. 7 million gallons of water every single day. Mark roberts is drafting a bill that would cut off state water to the facility which needs it to cool its huge banks of computer skerveers. It would limit State University from working with the nsa as long as it continues to collect phone records and data on millions of americans. The policy in the state would be we wouldnt provide any Material Support or assistance in any way to the data center. Utah is just one of 15 states considering bills to deny local resources to nsa facilities. The nonpartisan think tank wrote the model legislation most of these proposals are based on. The legislation basically says, hey, the state is not going to participate in helping the federal government spy on people in the United States or around the World Without a warrant. Reporter last month president obama laid out a path to reform for the nsa Data Collection program. The reforms im proposing today should give the American People greater confidence that their rights are being protected. Yet state lawmakers are still trying to impact the agency at their level. The bills are all in the early stages and their chances of passage are uncertain. But their authors messages are coming across loud and clear. Turn it off. Its important to learn how to take criticism seriously but not personally. And to do that you have to be willing to hear what others who are your critics are saying and to evaluate where they are coming from. There is that old saying that your critics can be your best friends if you listen to them and learn from them but dont get dragged down by them. Once again, clinton did not say anything about running for president in 2016. But if she does, she will need skin like a rhinoceros, as all men and women do running for president. Trying to put the brakes on the growing use of medical marijuana. Two doctors argued the laws are getting ahead of silence. They say the truth is we lack evidence not only for the efficacy of marijuana but also for its safety. Doctor, good to see you. Happy valentines day, guys. Happy valentines day to you. Lets talk about this. Theres an implicit understanding that these laws suggests that marijuana is safe. Yeah, theres a major problem here. In the 1970s, the assistant secretary of health argued that marijuana should be class one which is the highest classification for a drug, right next to heroin and above cocaine which is class 2. There is no medical benefit at all, and there is a high addiction potential, and he did it because there are trials going on, and it has not been changed over 40 years, which means nobody can study it. If people cant study it we dont know if it works and its safe. That classification has to change. For a lot of people, people think of marijuana as a joke, and i think of cheech and chong chokes, or people need doritos or brownies, but what are the side effects we need to worry about . I cant emphasize this enough, the human brain develops until 25, so if anybody under the age of 25 uses marijuana theres a dramatic increase in psychiatric and cognitive problems as you get older. Thats number one. In everybody there is a compound that is called thc that goes to the brain and causes that high, and it changes reflexes and personality, and we have to worry about these problems, are people going to drive with it, and how is it going to affect your performance at work. The marijuana on the market today is significantly more potent than the marijuana on the market in the 70s. There are 400 to 500 different compounds of marijuana, and they change based on the oil and the temperature and etc. Its getting more potent and were trying to breed things in there and we dont understand the ratio and how the compounds work together. You have prescribed it to your patients . In my patients, what i do is use the standards drugs whether its nausea or pain, and if they dont work as a last resort i have used marijuana and it has worked in some patients, and certainly not all. The restaurants out there are first class, and gorgeous california cuisine, and then for lunch its easier to get a reservati reservation. Thats what happened when we came across these photos of a husband and wife team camping thousands of feet in the air. Tommy and rebecca caldwells actual home is in colorado. But they feel more comfortable in places like this. The routes they climb are so difficult they cant be finished in a single day or even a week, so they have to camp out on the face of big walls, 3000 feet of vertical remark in yosmite park. There arent luxuries on the wall, but there is wifi. But still, its a long way down. The first time i went out there, its one of those things where you went, whoa, not many people do this. Tommy has been trying to complete the don wall route on elcaptan for seven years. The wall is a difficult climb. Some of the holds are so tiny, only the tips of his fingers and toes keep him on the wall. Sometimes if you are climbing something that is a dead vertical, you might end up trying to grab stuff that is like this hold, as small as that. By the way, tommy has a light handicap. He cut off a finger in an accident ten years ago. People think i am good at suffering. At suffering . Yeah. Thats a skill . Yeah. Tommy has been climbing since he was 3 and is one of the best in the world, but bekka is a newcomer. She did amazing and she was not scared, and she had fun in the midst of heavy wind storms and ice falling on us, and i would look at her and think, wow, what a woman, you know. Sweet camp.
