The downtown connector was a solid sheet of ice as motorists were trying to make their way through the city. It was gridlocked. They couldnt go anywhere. Plows couldnt get anywhere. They couldnt salt the roads. This was a severe problem that caused motorists to be stranded. Children were stranded in school buses and couldnt be reached until early this morning. This all happened around noon yesterday when the first snowflakes fell, and then everyone went home at the same time. 30minute trips turned into commutes to nowhere after a rare mix of snow and ice slammed into the south. This is absolutely positively ludicrous. Reporter drivers captured video of bumpertobumper traffic in atlanta where many were left stranded for hours. Some fled to makeshift shelters at local home depots. But jacob ivy, who got into his car at 11 00 a. M. Tuesday was still stuck in his car when we spoke to him early this morning. Its like no food no water. The closest gas station to walk is 18 minutes away by car. People are running out of gas. Just abandoning their cars. Reporter the Georgia State patrol reported nearly 1,000 accidents and the states governor pleaded with everyone to stay off the roads. We need to keep the roads as clear as possible of people and of traffic so that we can actually treat the highways. Reporter icy conditions made it impossible for school buses and parents to get the kids with no way home hundreds of children slept in their classrooms. The storm brought much of the region to a standstill. Not moving at all. Reporter on a backedup highway in alabama, a local Grocery Store handed out food and water to trapped drivers, but some abandoned their cars altogether. We couldnt even get that far. People were blocking the intersection and getting out of their cars and walking. Reporter it was a similar scene all the way to texas where our austin station, k. I. Caught one crash on camera. Traffic is a problem on 183, and it doesnt look to show any signs of oh, my gosh, and a car had a wreck right here. Reporter this google map shows the realtime traffic in the area. Every piece of traffic you see that is red, that is a symbol of a car. The Georgia Department of transportation is continuing to salt and plow this road and all of the interstates in and around downtown atlanta. But they are fighting a battle against the weather, as well. Were learning that were probably not going to get above freezing temperatures tonight. That is a huge problem for this area. Last year the president asked for movement on immigration, and, in fact as everybody said no, this is dead on arrival. This year, it looks like we may get something done. So the president will take action where in fact he thinks it will spur action in the states and federally, and with the congress. Or where, again, we have to where we can make some progress. Were just not going to sit around and wait for the congress if they choose not to act. But it seems to me that last night the president , including the remarkable portrait of sergeant remsberg trying to capture the spirit of america and build a kind of identification with this cando attitude. Relative to the rest of the world, charlie, and you know international relations, youve travelled the world, were better positioned than any nation in the world to lead the economy in the 21st century. We have and so, this is about taking advantage of the assets that we have and lets move. Thats why the president put me in charge of this new task force thats going to gather all of the forces including companies and universities and Community Colleges to do the things that the American People say, look every initiative the president puts forward, the polling data you have done and everyone else have done shows the American People agree with us on it. Part of this is making the case repeatedly, to the American People, and in turn make the case to the congress. So this is like we did before charlie, on energy. We said, all of the above. We went out and we did renewables. We went out and did oil. We went out and did gas. We went out and at the same time did its the same thing, all of the above, man. Weve got to move. The middle class needs access. Mr. Vice president , i know last night the president called for Immigration Reform again, but i notice that he left out the phrase pathway to citizenship, which is a pretty big omission. He used that specific phrase last year. Does that mean youre willing to cut a deal with republicans that would just provide legal status to Illegal Immigrants in this country . No, it doesnt mean that. We still think by far and away the preferable route to go is citizenship. We dont want twotier people in america, those who are illegal but not citizens, and citizens. And so what we are saying is and i said to john last night, pass something. If thats what youre going to pass, pass it and lets use the wonkish term let the congress get the conference and let the Congress Battle it out and key side what the route is and well decide whether we think its good enough. Citizenship is the pathway. Mr. Vice president , youve had a long career in the congress, and were chairman of the Senate Foreign relations committee, and now you have former secretary of defense bob gates writing a book in which he said you were wrong on almost every major decision in the last 40 years. Well you know, bob and i like each other. We both acknowledge each other possess integrity, as he said in his book but we have disagreed for 40 years. I thought we should end the war for vietnam. Thats why i rant. He didnt think that. I thought iran contra was a disaster. He thought it was a good idea. I thought gorbachev was an agent of change. Remember, he encouraged reagan not to view him as an eth a of change. I thought we should have war crime tribunals in bosnia he thought we shouldnt. I thought we should end the war in afghanistan, after taking care of al qaeda, he didnt. The president said last night its time to end the war in afghanistan. Thats not bobs position. Mr. Vice president , can i ask you, then, on afghanistan, as we draw down our forces military forces have said they like a force between 9,000 and 1,000 12,000, and are you calling for a much smaller force. Why . That is not true, by the way. I read the reports of what ive called for. How many troops would be did. My counsel to the president privately, and thats why i think that bothered bob a lot that the president listens to me a lot. I have taken no public position on that. So thats not true number one. Number two, there is a position within even the military as to how many troops should be left behind. You know, the militarys united on one thing except im not sure bob is that is in fact if there is no security agreement, where our troops are guaranteed certain rights if they stay the military says we shouldnt stay. So karzai has to sign this so called bsa, basing agreement, in order for anything to happen. The president s in the process of making that decision now. I keep my counsel to him and keep it private. And he will make a decision shortly. Heres the deal. We went there for an explicit purpose, to defeat and dismantle al qaeda and prevent them from returning. We did not go there to nation build. We did not go there to occupy. And the president said this war is coming to an end, well prepare to continue to train forces in afghanistan of the Afghan Military and have a small ct operation there. That is a decision to be made by the president after consultation with the military. I dont know whos putting the numbers out. But ask anyone. No one has heard me say in the situation room offer any specific number. I do that privately with the president. Youre saying the president was listening to you and not the secretary of defense in. No i didnt say that. I said bob gates in his book laments the president listens to me. And let me ask you about your own future. Does your wife dr. Biden, think you might want to run for president . This morning an Fda Committee wants a new label for pain relievers that they believe contains na proxen. Theres incredible evidence that na proxen carries a lower category of heart and vascular risk than any other category. Dr. David agus a contributor to cbs joins us this morning. Good morn good. Why would the government be essentially doing a 180 on this . It was initially a warning on a whole class of drugs but now looking at the data, we can go back and tees out each drug showing naproxin isnt as at risk as the others. People need to take pain meds. Why is naproxin safer other than it is . What makes it safer that others dont . House is it different from aspirin . Its great question. Aspirin is a different class. Motrin advil, they hit a certain avenue. Naproxin is different in that it doesnt cause clotting caution heart attacks. What do you use . I try to stay away from pain meds as much as possible without getting hurt. You do take your aspirin every day, we know. Youre right. Youre not suggesting that people who have certain cardios should. Use these drugs, are you . No. What were indicating is low dose a couple days use doesnt cause a problem. Chronic use of higher dosages. But people with heart problems should switch or consider naproxin and have a discussion with your doctor. Next week or two weeks theres to be a meeting of the outside panel that will review this data and make final conclusions that the fda may or may not accept but this was an unusual statement that the fda said listen weve got to take warning hire. I looked through your speech and i didnt see specific policy proposals. I did see that you acknowledge you want to work with anybody, democrats, republicans to alleviate poverty in this country. What do you think is the cause of that poverty . You know i did have the one specific thing. Its a big idea. And this is Economic Freedom zones. And this is proposing lowering taxes in economically depressed areas. For detroit, it would leave 1. 3 billion in detroit. The main difference is pretty big philosophically between the president and myself. The president wants to bring money from detroit, bring it to washington and his people will decide who to give the money to. Government picks who to give the money to. Most times, they give it to the wrong people. I want to give it back to the people who are earning it. In detroit, if theres a successful building cafe welding shop i want to give it back to that business. If they have 10 employees they may as well have 12 employees. Its hard for government to pick the winners because its hard to know who will be the successful business person. Can you comment about your recent comments about bill clinton and the Monica Lewinsky affair. I know you didnt bring it up and responding to a different question. But what good do you hope will come of that conversation . People keep asking me. If you ask me a question ill most likely anxious the question. But what i would say, theres been talk about a war on women. And i am very concerned that we treat and that women be treated equally and fairly in the workplace. One of the worst things that can happen is if your boss takes advantage of you in the workplace. So really for all of these people who stand up for bill clinton, say hes the greatest thing since sliced bread. He was a serial philanderer. But hes also someone who took advantage of women in the workplace. And thats an oldfashioned thing from a long time. Only 15 years ago, Many Democrats of today still defend him and thing hes the greatest thing. But he was a person who took advantage of a young girl in the workplace and thats inexcusable. What do you think has to happen if Hillary Clinton runs for president . Its hard to separate them. Its not her fault. Shes had to tolerate the same problems with him i guess over time. But i would say its more a question of the entire Democrat Party who will says theres a war on women, and that somehow the other partys committing this. And yet, they support and defend the guy who really in the workplace was doing something that was inexcusable. Should not be tolerated. So really theres a question of hypocrisy. We have long delays now on the nimitz. The funeral motorcade for bart Police Officer tom smith has made its way along the nimitz through the oakland area. We are looking at delays now for both north and southbound 880. And as that motorcade made its way through the hayward area into Castro Valley, it also created major delays through there so expect backups on Castro Valley city streets. As we move on to the bay bridge commute, getting into San Francisco, no problems at the toll plaza westbound traffic just backed up from about the end of the east parking lot so a lot of those delays have cleared out quite nicely and the 880 237 interchange no longer backed up. A touch of slow traffic at 237. Heres lawrence. All right. A lot of clouds around the bay area. A little broken in spots as we take you to our mount vaca cam. Still we are going to watch things thicken up. We have seen scattered showers around the bay area. This is about 3,000 feet. You see some low clouds down below and fog. Its time to do away with pollicyies that belong in a mad men episode. Lets all pull together. From wall street to main street. To give every woman an opportunity to deserve because i believe when women succeed, america succeeds. You can really see that. Why did that resonate . Theres a message there where instead of the rhetoric of war on women which becomes very partisan and very quickly, why not approach it that way . Bhie not approach it position actively than negatively and talk affirmatively about the rights that should be available to everyone in america. Republicans looked at that and they were applauding and it makes sense and so its one of the things that i brought to this table from time to time is that i dont understand why the political people always go for the negative always try to find a way to divide when that is a perfect example of language that unifies and makes people feel more positive. That would be much better for the president. Right. Instead of starting what we agree on. And be hopeful and optimistic and assertive in a positive way rather than a negative way. You have another example of that, that did better with both parties. Lets take a look at that one. What i believe unites the people of this nation regardless of race or region or party, young or old, rich or poor is the simple profound belief in opportunity for all. The notion that if you work hard and take responsibility, you can get ahead in america. Thats not exactly a new message. Both Political Parties are trying to capture it. The ones that are respecting hardworking more anytime you link opportunity to hard work youre going to connect. The president is trying to get to a narrative. Yes. Hes trying to define it. Otherwise its going to be republican versus democrat. What about healthcare . It was not as successful. I dont know if we have that clip. He broached the subject. 40 minutes into the speech.
