Police in concord investigating shots fired at two buses. Both shootings happened yesterday on clayton road. The windows on both buses were damaged. Luckily, in one was hurt. It happened about 4 00 this morning on 680 north near berryessa. The driver of that bronco was taken to the hospital. The chp investigation continues. People have been doing this since 2010, since the tolls started to be based on traffic congestion. You are looking at the bay bridge. Traffic is moving smoothly. Just before 10 00 a. M. , cars can be seen as pulling over. They are wait for the clock to go from 9 59 to 10 00 because the toll goes down. But the chp says this can be dangerous. There are a handful of commuters around 9 45 will start to pull over to the side somewhere or slow june traffic long enough until the clock says 10 00. There was an earlier crash right at the 880 interchange at the shoulder. There have been a lot of fender benders, but the more serious problem at 101 and mckee was in the lanes for a while. They finally cleared it. But traffic is backed up into southern san jose. Lets take a look at the bay bridge toll plaza. Right near where brian is standing. Its about a 25 to 30minute wait getting into San Francisco. No major problems on the bridge itself. The fog is not as low as it was the other day. We can see all of the toll plaza here. A gunman suspected of shooting six people in upstate new york has himself been killed by police. Police were in a standoff with 64yearold kurt meyers since yesterday. They say he set his apartment on fire, then drove to a barber shop and shot four people, killing two of them. Then he went to an oil chain shop and killed two more people. Police then cornered meyers in an abandoned building. There was no apparent rational motive, to the best of our knowledge at this time, to provoke these attacks. Police went into that building this morning. They found meyers in the basement. They stay meyers shot a police dog. Police fired back, killing him. Well, senator Dianne Feinsteins assault weapons ban will probably be approved today. Its expected to go through on a Party Line Vote but it will have a tough time when it comes to the senate vote. This morning, authorities in Solano County are searching for a man with a gas can. He was spotted along interstate 80 yesterday afternoon starting small fires. The series began at redhill road in fairfield. There was no damage and little there was little damage and no injuries. Fire investigators in antioch are looking for the cause of a house fire that caused an estimated 200,000 in damage. It happened at 4th streets. Firefighters arrived to find smoke and flames poring out of the victorian home. They say the fire started in a rear bedroom and say an elderly woman who lived at the home was not there at the time. 8 05. Alameda county Sheriff Deputies arrested a who tried to escape from them by jumping into the oakland estuary. This started around 5 45. Deputies spotted a stolen car in the oakland aquatic center. They say the driver took off, leading them down a chase on a chase down the embarcadero. Then the driver got out of the car, jumped into the oakland estuary and swam away even hiding on a boat before he was arrested. Well, this morning, the police are busy investigating an exchange of gunfire in east oakland. It happened about 8 30 at seminary and bromley avenues. Police have given us very few details so far but say no one was hit by the bullets. Streeted were closed down. The streets were closed down. A helicopter was overhead during the investigation. 17 suspects during the crime sweep in oakland last week have been charged. The charges range from assault on a Police Officer to conspiracy to commit murder. Prosecutors filed 30 felony counts against suspects who police say are members and associates of the east oakland kang case boys. Police say gang case boys. No major problems on the upper deck of the been. Its fallen into a pattern where you wait for a halfhour and then you are off into San Francisco. That takes about ten minutes. Thats the better part of an hour of trying to get in unless you are in the carpool lane and thats much faster. 880 northbound, some of that fog in the bay is beginning to move onshore or inland if you will. The visibility is not as bad. Yesterday, we couldnt see any of this until about this time. Today, the visibility is a little bit better than that. Marin county between novato and san rafael, slow traffic from 37 to central san rafael, its slow. No major accidents there. The south bay, i think unfortunately has not had a food day. We had an earlier crash on 101. That means that 102, 208 and 85 all took the brunt of this traffic. Its slower than it normally is getting into cupertino, Mountain View and sunnyvale. Lets go to mark. Here is our live camera looking at the fog. We talked about the fog otherrer the past couple of mornings. Theres theres the golden gate bridge. Very low visibility. Whats happening typically, what happens, you get the fog that rushes onto the bay and it targets these areas, richmond, albany, berkeley, and emeryville. The Treasury Department tells me its financial crimes enforcement database includes banking information of some americans, not all, and others who bank in the u. S. By law, banks have to report any suspicious activity to the federal government so it can be filed in this database. That includes, for example, any cash transaction of 10,000 or more and other activities the feds believe could be linked to terrorist activity or financial fraud. The reuters report says the fbi is the only u. S. Spy agency with full access to this database. It goes on to say, the Obama Administration wants other agencies, like the cia, and National Security agency to also have unlimited access. Some privacy experts think the database would be too inclusive. Others say the average american is not going to ping the interest of the fbi or the cia. What they are looking for is large cash transfers, suspicious activity coupled with other suspicious actions. Country of origin, strange travel, other large money transfers that might indicate something funnys going on. Reporter she says expanding access to this financial database for these other agencies would be legal under the patriot act. Damage is estimated at 5,000. 8 34. Some bay bridge drivers have found a way to avoid the higher tolls on the bay bridge just before the price goes up at 10 00 a. M. Ktvus brian flores live at the bay bridge, youve been out there since 4 30 this morning, you know how the chp is warning those drivers, brian. Reporter hi, dave. Its a growing problem but by no means is it a new problem. Its been going on since 2010 since planners introduced tolls based on the time of day and traffic congestion. As we take a look at traffic congestion, traffic through the bay bridge toll plaza is moving very slowly right now. Just before 10 00 a. M. , about an hour from now, some cars can be seen pulled over or even stopping traffic. It has nothing to do with car problems. Everyone to do with saving money . As they wait for the clock to go to 10 00 a. M. Thats when the toll goes down from 6 to 4. The chp says this is dangerous. They say there are a hand full of drivers, some handful of drivers that at 9 35 in the morning will either pull over the side somewhere or slow down traffic long enough until the clock says to be and thats when they will pay 2 left. The chp has pulled over hundred of cars. The best thing, patrol the area and inform people. Not a lot of people know its illegal to park on the shoulder unless its an emergency. So put more signs. Reporter the chp says that they give out hundreds of tickets on a weekly basis and they are out here every day. The officer that you just heard from said they would be out here. Officials with the bay bridge, say theyve been aware of the problem but theres no clear cut solution to the issue. Back out here live, theres a spot about a fifth of a mile away where cars pull over. But theres no clear numbers of how many violaterses there are. They say if you are caught, you could pay upwards up to 150 to 300. Traffic is moving again nicely through here through the bay bridge toll plaza. For more on traffic throughout the bay area, lets go to sal castanedo. Thank you, brian. But the traffic there is backed up for a 20minute delay. It was improved. It was 25 to 30 minutes earlier in the morning. Also on the san mateo bridge, westbound 92. That traffic is moderate. The fog is not nearly as dense here on the bridge. I got a tweet from someone saying its dense in other spots. Livermore valley, we have an accident westbound 580 near north flynn being moved from the righthand side. The fog bay moving around the bay. Locally dense, especially coast side out towards ocean beach, pacifica, down towards watsonville and santa cruz. The fog returning, not as widespread as yesterday. But still somewhat of a factor. In the middle of the bay, a dense fog advisory in effect. Also out towards the immediate coastline. Reports up towards ocean beach but the fog advisory begins out towards the San Mateo County coastline extending all the way down towards santa cruz and watsonville. It is in place until 9 00 this morning with visibilities coming down to onequarter of a mile. Temperatures are in the upper 40s to the 50s. San francisco right now, 48. Santa rosa at 45. Napa, 47. San jose, reporting 54 degrees at last check. High pressure in command of our weather somewhat. But it begins to weaken. As a result, temperatures were gonna save off a few degrees for today and some high clouds. So we had the fog this morning, high clouds working their way into northern california. We have new information this morning about allegations a sex offender was on a bus with south bay High School Students. Janine de la vega joins us live now to explain how it happened and what police just said about the accusations. Good morning, janine. Reporter good morning, tori. Thats right, police have confirmed that a sex offender was on a school bus with High School Students from the east Side Union High School District. Apparently this happened on february 13th. It was a field trip to Deanza College involving students from silver creek as well as andrew hill high school. Police say on the return trip back, a parent volunteer apparently let an unauthorized person ride on the bus with the students. Heres what police had to say. That person that was on the bus was a registered sex offender. Now the school did not authorize this person, did not authorize the person to ride on the bus to or from the event. Students were talked to by officers and each of the students did not say that they had any contact with this person at any time during their trip, either at the campus at deanza or on the return trip home. Its unknown if the parent volunteer knew the person was a sex off fennered. Police say his registration was up to date as far as being registered as a sex offender but we dont know if he violated any of his teres by weeing on. School bus with the children. Now terms of probation. How are you handling this . Were doing our investigation. We are making sure that we have no holes in the policy so that in the future, this type of situation does not happen again. Reporter how did it happen . Did that parent know the individual was a sex offender . I dont have that information. You have a parent who is wheelchair bound and it was was escorted by this adult and our staff allowed both to return back upon the bus which is a violation of our policy because they were not scheduled to be on the bus to begin with. Okay. So this person who is a sex offender was only on the bus a return trip or longer . Only on the return trip. They sat in the front seat with the volunteer parent with our staff behind them and then the students behind our staff. So at no time did this person, based on the preliminary investigation, have any contact with our students. Reporter how much of is a concern is this to you even though there was no contact with students . Its a concern there was a breach of our policy. I understand the context why our staff member allowed the parent and this adult on the bus because of her handicapbation situation, but again it was a violation of our policy. Its a chance for us to make sure that we do not have any further holes in the policy and a chance do reeducate our staff. A group of surfers are suing the landowner of Martins Beach for blocking access to the beach and closing the only road into the site. Attorneys for surf rider say that they are going to sue.
