seven with a classic over the san antonio spurs. captioning funded by cbs >> this is the "cbs morning news" for wednesday, june 19th, 2013. good morning. good to be with you. i'm anne-marie green. well, president obama is in berlin this morning where he will call for a major reduction of american and russian nuclear weapons. the president's one-day stop in germany includes a meeting with the german president. mr. obama will make his case for reducing the number of nuclear weapons during his speech at berlin's brandenburg gate. he'll call for a one third reduction in the u.s. and russian nuclear arsenals. as the president targets nuclear proliferation, the focus in washington concerns the program. the direct of nsa returns to capitol hill today. general keith alexander says he'll provide lawmakers with details about the dozens of terrorist plots national security officials say were disrupted because of widespread phone and internet surveillance programs. yesterday alexander and other officials defended the once secret operations. bob orr has the story. >> general alexander said the recent leaks have stopped more than 50 potential attacks since 9/11. potential attacks since 9/11. >> these programs are critical to the intelligence community's ability to protect our nation and our allies' security. they assist the intelligence security efforts to connect the dots. >> at least ten of the disrupted plots, alexander said, involved homeland-based threats. u.s. officials had previously revealed two of them. nsa intercepts terrorist communications led the fbi to arrest a colorado man, na zee beulah zazi plotting to bomb new york subways. similar intelligence nabbed chicagoan david headley who was responsible for the attacks in mumbai, india, and a plan to bomb a newspaper company in denmark. sean joyce revealed two other plots disrupted by u.s. intelligence. a san diego man was arrested for planning to send money to a terrorist in somalia, and a terrorist in yemen led to a kansas city man and plan to attack new york's financial center. >> this was a plot that was in the very initial stages of plotting to bomb the new york stock exchange. we were able to disrupt the plot. we were able to alert some officials in the u.s. and effect their arrest. edward snowden's leaks now make the counterterrorism challenge more damaging. >> how damaging is this to the national security of the american people that this trust was violated? >> i think it was irreversible and significant damage to this nation. >> has this helped america's enemies? >> i believe it has, and i believe it will hurt us and our allies. >> both alexander and joyce repeatedly said they're trying to strike a critical balance between defending america and protecting privacy. no one in the congressional hearing seemed to challenge them. bob orr, cbs news, washington. well, google is challenging a federal gag order concerning its participation in the federal surveillance program. the tech giant was identified as one of nine u.s. internet companies that gave the nsa access to information on its customers. google has filed a motion with the secret foreign intelligence surveillance court. the company wants to divulge how often it was asked to turn over customers' data in the name of national security. and in afghanistan, the taliban agreed to hold peace talks with the u.s. and afghan government and then claimed responsibility for killing four u.s. troops. the taliban opened a political office in qatar yesterday. preliminary peace talks could begin as early as tomorrow. speaking in northern ireland yesterday, president obama says the talks will not be quick or easy. >> we anticipate there will be a lot of bumps in the road, but the fact that the parties have an opportunity to talk and discuss afghan -- the afghanistans' future, i think, is very important. >> the four americans were killed during a rocket attack on the main u.s. base outside kabul. now, the white house says a vote by the republican-controlled house to ban most abortions after 20 weeks is a direct challenge to roe v. wade. susan mcginnis is in washington with more on this. susan, good morning. >> anne-marie, good morning. this is considered a big victory for conservatives in their long battle against legalized abortion. democrats call it one more example of the republicans' war on women. but for many, the question lingers. with this bill having no chance of going any further, why would the house bother to pass it? >> the bill is passed. >> the house of representatives with mostly republican votes approved a bill that restricts nearly all abortions after 20 weeks of conception. now it moves across the capitol where its fate has already been sealed. >> it is dead on arrival in the senate. the white house and the president will veto it. >> despite the bill's inevitable defeat, republicans say this man is the reason they moved forward on a vote. >> it is indeed an appropriate response to kermit gosnell's house of horrors. >> dr. kermit gosnell was convicted of murdering three babies after they were born at his philadelphia abortion clinic. >> he is a monster. >> democrats say the current law works and gosnell is behind bars as a result. one person conspicuously absent from the floor of the house during the bill's debate is its sponsor arizona's franks. franks responded last week when he said rape results in few pregnancies. they made sure female representatives were front and center during the debate. >> the republican man who brought this bill to the floor despite the parade of women in the house today do not represent the voices of america. >> republicans hope it lays a ground work for the challenge for roe v. wade, the law that legalized abortion 40 years ago. meanwhile some say the vote could alienate more women from the republican party. anne-marie?
