good morning everybody. thanks for joining us. i'm betty nguyen. mitt romney heads into the belly of the beast today trying to win over conservative activists who have so far failed to support his candidacy. members of the influential conservative political action conference are holding their annual convention in washington. most don't think romney is conservative enough. susan mcginnis is in washington with details on that. good morning, susan. >> good morning, betty. the thousands of conservatives that are here in washington right now for this huge conference may not be rallying around mitt romney right now, but they are unified in their goal of defeating president obama and their latest rallying cry, the president's policy on birth control. it's one of the biggest events on the conservative calendar. >> we must outsmart the liberals. we must outsmart the stupid people that are trying to ruin america. >> this morning, thousands are expected to pack this ballroom in washington, d.c., for day two of the annual cpac conference. conservatives from around the country will hear from three of the four gop contenders, including front-runner mitt romney. romney's ability to rally conservatives came into more question after rival rick santorum swept three gop races. in oklahoma thursday, santorum cast up his attacks. >> governor romney's campaign has been about serially tearing down opponents without offering any kind of vision for what he wants to do for this country. >> santorum and newt gingrich will also speak at today's conference. all three candidates are expected to go after president obama and his new birth control policy >> there's been a lot of talk about the obama administration's attack on the catholic church. >> the healthcare law requires faith-based organizations to pay for contraception coverage in their insurance plans. the controversy is already a hot topic at the conference. >> the federal government does not have the power to force religious organizations to pay for things that that organization thinks is wrong. >> the cpac conference wraps up tomorrow when the thousands here will reveal their presidential pick in a straw poll. >> also this weekend, the main caucuses, and betty, we hear the romney campaign could be bracing for another possible loss there. susan, thank you. this morning, consumer advocates say the $25 billion settlement reached with the nation's biggest mortgage lenders doesn't help enough homeowners. the deal reduces some mortgage loans and awards money to those who were improperly foreclosed upon. but as wyatt andrews reports, the president believes the measure is long overdue. >> we have reached a landmark settlement. >> the president calls it a great deal for homeowners. $25 billion will come from the nation's largest mortgage banks. $10 billion goes to loan reducks for homeowners facing foreclosure. $3 billion will help refinance loans at lower interest rate. and there will be payments of roughly $1500 each to 750,000 people who lost their homes to foreclosure. >> this isn't just good for these families, it's good for their neighborhoods, it's good for their communities and it's good for our economy. >> the deal might also be good for una palmer. for two years she's been fighting to reduce her loan with bank of america. the settlement gives her hope see can win. >> one day you'll get up off your knees. that's where i am. >> in exchange for the money, the banks will be cleared of state charges of mortgage fraud and misconduct. when the banks foreclosed on some four million homes, they engaged in the mass forgery of documents called robo signing to falsely claim they owned the mortgages on homes they wanted to sell off. >> some of them didn't read what they were signing at all. that's your stake, your claim on the american dream. and the person signing the document couldn't take enough time to even make sure that the foreclosure was legitimate. >> despite the $25 billion in this settlement, there are weaknesses to the deal that everyone admits. it only applies to loans that the banks hold themselves and not to loans held by fannie mae or freddie mac. roughly one million homeowners will be helped when almost 11 million mortgages are in trouble. then there's that $1500 payment to the victims of improper foreclosures. >> i felt like i got screwed. >> for jesse hen began who lost his home as he applied to refinance, $1500 is not justice. >> we kicked you out of your house but we've sold your house again now. so here's $1500 for moving out. that's terrible. >> but supporters of this deal say the biggest deal here are the loan reductions the banks have promised. if this works and a million homeowners are saved from foreclosure and resume a lower mortgage payment, the theory is everyone wins. wyatt andrews, cbs news, washington. the no child left behind education law may be headed for a permanent recess. yesterday the obama administration granted exemptions to ten states. but another 28 have signalled their intention to try and leave the plan. the law was designed to use annual testing of children to improve math and reading skill. critics argue the 2014 deadline is unrealistic. the president says the law needed to be fixed. >> we've offered every state the same deal. we said, if you're willing to set higher, more honest standards than the ones set by no child left behind, then we're going to give you the flexibility to meet those standards. >> no child left behind was specifically designed to target poor and minority students, but many educators complain the law is too rigid. overseas, the crisis in syria is spreading. this morning state tv reports two explosions in a northern city. there are reports of deaths and injuries. meanwhile, the unrelenting government assault on the city of homs continues. government forces are trying to crush opposition forces with what's described as indiscriminate killings. there are shortages of medical supplies and food. mexican army troops have made the biggest methamphetamine bust ever in a raid near guadalajara. they got 15 tons of meth. it could be worth up to $4 billion if sold on the streets here in the u.s. the builders of the nation's first nuclear reactors in 30 years hope to have them up and running by 2016. federal regulators approved the construction of two reactors in eastern georgia yesterday, two others in south carolina expected to be approved in months. there are currently 104 commercial nuclear reactors in the u.s. coming up on the morning news, a to activists at the political action conference in washington. critics say yesterday's $25 billion settlement with the nation's top mortgage lenders won't help enough homeowners. a million will see relief but almost 11 million are in trouble. the fbi released a long secret file it kept on steve jobs. the late apple co-founder drew the bureau's attention more than 20 years when he was named to a white house advisory panel. here's the story. >> when the fbi began interviewing friends and co-workers of steve jobs, agents got an earful. one worker at apple computer called jobs a deceptive individual who is not completely forthright and honest. another colleague disagreed saying jobs possessed high moral character and integrity. a third took a middle course describing jobs as a man of integrity providing he gets his way. the critics and backers agree, the apple founder was a driven, hard working visionary. the comments are part of a 191-page fbi file which centers on a 1991 background check of jobs. ordered after president george h.w. bush appointed him to a export council. the two dozen plus people universally said jobs was worthy of that position of trust. multiple colleagues warrant he was a stubborn man with a tendency to distort reality in order to achieve his goals. the fbi investigation revealed there were troubles in his personal life. one colleague noted jobs mistreated a daughter he had out of wedlock but initially failing to support her. he was a mediocre high school student with a 2.65 grade point average and jobs told the fbi he used drugs in the early '70s saying he experimented with marijuana, hashish and lsd. jobs assured agents he never sold any drugs and was never convicted of of a crime. it revealed one more surprise. in 1988 he was given a top secret clearance at the pentagon while he was the pixar. that was revoked in 1990 when his work with satellites was done. washington, cbs news. in tennessee, the case of a facebook defriending that led to murder. jamie lynn kurd and marvin potter are charged with killing a couple who deleted a daughter from their friend's list. last month, the couple were shot in the head. the couple defriended 30-year-old janelle potter on facebook after she harassed them. the woman may also be charged. a north carolina woman accused in a baby snatching case is expected to plead guilty today. ann pettway is charged with kidnapping a newborn from a new york hospital in 1987 and raising the girl as her own. the girl is 24 years old today. white was reunited with her birth parents last year. three canadians including a nine-year-old boy are safe in hawaii after a dramatic high seas rescue. sailing from mexico, wes james and his father and uncle were caught in a storm that broke the mast of their sailboat. a cargo ship was sent to help but then the sailboat sank when a wave slammed against the ship, plunging the two men and the boy into the water. >> we are going to die. >> i spent the first 20 minutes in the water trying to calm him down. and then we kept talking the whole time. look, the boat is right there. it's not going anywhere. it's coming to get us. we're going to reports. james mcmanus snores when he sleeps but his wife wakes up exhausted. i would wake up some mornings and realize that laura spent the entire night on the couch. >> it startled me awake and i can't go back to sleep. so it's disrupting enough. >> so mcmanus decided to get a detailed analysis of his sleep in the privacy of his own home. no doctors, no hospital lab. just this small device at that measures his pulse rate, oxygen intake, breathing and brainwaves. the recorded data will tell his doctor whether his snoring is a sign of a more serious sleep disorder. >> 25 to 30% of the population snores and out of that subset of patients, i'm sure they have some degree of sleep apnea. >> a person stops breathing or has low air intake during sleep. they can wake up tired even after eight or nine hours of rest. a sleep study where you're monitored in a lab like this one can cost up to $2500 and you're away from home. but home studies are becoming more popular. they usually cost less than $600. >> certainly not as comprehensive as an actual in-lab study. but for patients that you suspect may or may not have mild or moderate sleep apnea, it's an appropriate test. >> for james, testing in a lab would have stressed him out. >> i sometimes have trouble in hotels for the first night or two sleeping. >> now he's looking into treatments that will allow him and his wife to get a good night's rest. manuel gallegus, cbs news, new york. british soul singer adele will be the big story at the grammy awards. not only is the chart topping artist up for six awards, she will be performing for the first time since undergoing surgery on her vocal cords. adele discussed her recovery with anderson cooper in an interview to air on "60 minutes." >> you had to have the surgery? >> yeah. i had laser surgery, yes. >> what did they actually do? >> put laser down your throat, cut off the polyp and laser it back together. >> she was also ordered not to speak a word for much of november and december. >> that's got to be hard. >> it was really hard. >> i sense you like to talk. >> i love talking. >> how do you communicate. >> by pad. i had an application on my phone. you type
