Today, boats, helicopters, and dogs are searching owl creek for soldiers lost in the Flood Disaster at fort hood, texas. A truck carrying a dozen troops was overwhelmed in a flash flood yesterday. Only three soldiers have been rescued. It has been a terrible week in texas. In granbury, an s. U. V. Was swept off the road but everyone got out of this vehicle all right. At least a dozen people have died in the historic flooding. Nearly 3,000 Prison Inmates had to be evacuated. David begnaud is at fort hood. Reporter roads were closed today as personnel on the ground and in the air continue their search for the missing soldiers. Chris haug is a spokesperson at fort hood. All assets that we have, both ground, air, the dog teams, we have personnel on the ground, there are agencies from the state, all five cities around fort hood. This is a remote area of the range, its difficult to see and, as you know, the weather conditions are not theyre helping us out right now, but the water is still flowing. Reporter chris, are the soldiers trained in how to swim . Yes. The soldiers get life saving and swimming. Reporter so they all knew how to swim. Yes. Reporter 12 soldiers were learning how to operate whats called a light medium tactical vehicle, a truck like this one. According to details released today, they were in a steep, jagged, lowlying area near owl creek. A flash flood overtook them, knocking them into the water. Soldiers in a second vehicle immediately behind them were able to jump out and rescue three soldiers. Five others who were recovered died. Four more were swept away. Steve spainhouser trained in owl creek in the early 90s. There are signs posted, warning the troops about the dangers of the low water crossings. And i, as a commander, always warned our troops about the dangers of the water crossings. Reporter fort hood is the largest active duty armored post in the u. S. Armed services. This accident is a tragedy. The loss of one soldier is one too many, and i wouldnt rank it against anything else. Reporter as of right now fort hood is not ready to officially release the names of the soldiers who were killed. Scott, tonight in texas, 25 Million People are under a Flash Flood Watch or warning. Thousands of people all around the world are tweeting their best wishes tonight to muhammad ali, who is in the hospital. Jim axelrod is here with the very latest. Jim . Reporter scott, it appears that muhammad alis health is failing. His family is gathering at a hospital in the phoenix area where the champ had a home for years. The 74yearold is suffering with respiratory issues, which appears to be much more serious than previous hospital stays. Diagnosed with parkinsons in the 1980s, suspected from being hit by repeated punches during his long career, alis health has long been watched closely. There have been other scares over the years, but as we say, this seems to be different. Scott, it seems toe more serious this time. Pelley jim axelrod reporting. Jim, thank you. Tonight, in an interview with our john dickerson, donald trump says, if elected, he would pursue an investigation of Hillary Clinton for allegedly mishandling classified information as secretary of state. The f. B. I. Is already looking into clintons use of an unsecured private computer server for her state Department Emails and whether secrets might have been compromised. You say Hillary Clinton should go to jail. If the f. B. I. , which is investigating if theres no indictment, will your attorney general go after her . Okay, i have spoken to, and ive watched and ive read many, many lawyers on the subject. I mean, what she did is a criminal situation. She wasnt supposed to do that with a server and the emails and all of the other. Now, i rely on the lawyers, these are good lawyers, these are professional lawyers. These are lawyers that know what theyre talking about and are very well versed on what she did. They say shes guilty as hell. But it sounds like youre making a promise for your attorney general, that if you were elected, this is one of the things this is a commitment you are making. Thats right. Its a commitment to have your certainly very fair, but i would have my attorney general look at it. What, for you, is she exactly guilty of . Shes guilty of the server, shes guilty of, if you look at confidential information. I mean, all of the information that probably has gotten out all over the world. And then, you know what . Shes also guilty of stupidity, and bad judgement. But thats not if that were criminal, wed all be in jail. No, no, im not even saying that part is criminal, but shes certainly guilty of that. Pelley johns interview with trump will air this sunday on face the nation. Well, reaction to that, lets call in our campaign 2016 correspondents, nancy cordes and Major Garrett on the trail in california, ahead of tuesdays primary there. Nancy, there was a lot of trumpian hyperbole in that interview about putting clinton in the clink. How is her campaign reacting . Reporter well scott, the Campaign Says its just more proof that hes willing to make wild accusations, without the facts to back them up. They note that there have been no public indications that the f. B. I. Believes that a crime has been committed. The investigation is expected to wrap up soon and here in california, clinton asserted again today that there is no chance she will be indicted. Beyond that, their strategy is to just try to discredit him on as many fronts as possible, as clinton worked to do in that Foreign Policy address yesterday. Sort of ticking through, point by point, all of his inconsistencies on world affairs. They believe that if they can cast enough doubt on his credibility and his honesty that that will take some of the potency out of some of his more hyperbolic statements. Pelley and of course, no one knows what will be in that investigation until its over. Major garrett, trump had a rally this afternoon in reddington california, how did all that go . Reporter scott, donald trump threw almost everything at Hillary Clinton, responding to her point by point attack on his qualifications for the presidency. Trump told thousands gathered in redding, california that clinton should be jailed for jeopardizing National Security with that private email server. Trump called clinton weak, greedy, and a thief who used that private account to hide unspecified wrongdoing. Trump also said clintons judgment on benghazi and other Foreign Policy matters makes her unfit for the presidency. Under clintons leadership, trump said, and again we quote, scott, this country is going to die. Scott, of course all of this fits with trumps well established pattern of responding to criticism with with attacks that are twice as harsh and sometimes even more than that, hyperbolic as nancy cordes just indicated. Pelley Major Garrett, nancy cordes, thank you very much. The next president will be the fifth in a row with troops fighting in iraq. Tonight, iraqi forces are encircling the city of fallujah which was seized by isis two years ago. In an Unusual Alliance to say the least, both the u. S. And iran are helping. Charlie dagata is in iraq. Reporter today, families escaped any way they could. Crossing the Euphrates River outweighed the risks of being trapped inside fallujah as iraqi forces slowly encircle the city and the isis militants that still control it. gunfire the assault is being spearheaded by u. S. Trained Iraqi Special forces. gunfire there are also iranianbacked shiite militias, even local sunni tribal fighters taking part, all backed up by air strikes from the u. S. And its allies. Yet any hope of the swift victory has been shattered by isis fierce defense. Iraqi military officials told us, troops have run into unexpectedly heavy resistance. Mortars, snipers, and countless road side bombs have stalled the advance on the southern outskirts of the city. Isis fighters have had an iron grip on fallujah since capturing it two years ago. Now, as Iraqi Forces Edge towards the city itself, iraqi commanders told us the estimated 50,000 civilians makes it much harder to call air strikes in. And the battle will likely go street by street and house by house. The commander of Iraqi Special forces told us that isis is already using civilians as human shields, scott. He said fighters have moved on from the government buildings theyve been occupying to family homes, where snipers have taken up positions with residents still inside. In chicago today, the agency that investigates Police Misconduct released videos and audio recordings from more than 100 violent encounters with police. Dean reynolds tells us its a step toward reforming a department with a brutal past. Reporter in november of 2012, ismaaeel jamison is apparently menacing Chicago Police after allegedly assaulting bus passengers. Hes shot and tased by officers at the scene, but survives. In july of 2014, a cop breaking up a block party slammed a womans head on the hood of a car and punches a bystander to make his point. A year ago, an offduty chicago cop doubling as a Security Guard repeatedly punches a restaurant patron who refused to leave after closing time. Hes under arrest back off reporter these videos were officially released online, along with information involving 98 other Serious Police incidents an unprecedented attempt at transparency to root out cop misconduct and restore public confidence. This has been a tremendous undertaking. Reporter but the independent Police Review authority, which sharon fairly chairs, has been the object of ridicule for past inaction. All of these justreleased cases which date as far back as 2011, are still open, with no finding one way or the other by the authority yet. You almost never find the police were guilty of misconduct. Is that not true . That has been the history of the agency. Im not sure thats the case going forward. Reporter from now on, she says, relevant videos will be released 60 to 90 days after the incident. The notorious Laquan Mcdonald shooting by a white cop in 2014 came out 400 days after his death no justice, no peace reporter caused widespread protests and was the trigger for this new, more transparent policy. Craig futterman of the university of chicago, who studies Police Misconduct, says its a good start. But the question is and the real challenge is, what happens next. And chicagos policy still falls far short of whats going to be needed to build trust here. Reporter chicago mayor rahm emanuel said this is a bold and thoughtful change in policy. Thats about 100,000 fewer than predicted and the fewest in more than five years. But the Unemployment Rate fell to 4. 7 . That was because nearly half a million americans gave up trying to find a job. And when you quit looking, the government doesnt count you as unemployed. When times get tough, more americans are tapping into their 401 k retirement savings, but theyre paying a big penalty. Jill schlesinger has tonights eye on money. Who is ready to be a book blossom . Me reporter Sharon Marcus new book Club Business is turning a chapter in her financial life. Back in 2009 she wasnt working and her husbands sales income was plummeting. With a second child on the way, sharon, then 37, felt desperate and withdrew all 30,000 from her old 401 k plan. We needed rent money and we needed money for bills. And i knew that i had this chunk of money. Reporter marcus 401 k cashout before age 59. 5 is a form of leakage and it often comes at a heavy price. A tax bill on the withdrawn amount and a 10 penalty to boot. A lot of money is flowing out. Reporter alicia munnell, director of the center for Retirement Research at boston college, says the long term impact is significant. Our estimate is, and its on the low end, is that 1. 5 of assets flows out each year. That means that at retirement, your pile is 25 one quarter less than it would have been if this money had not flown out. Reporter so if i had 100,000, now i have 75,000. And now, i got to figure out how to live on 75,000. Exactly. Reporter for people like the marcus it can be tough to get back into the habit of saving. But after seven years, theyre ready to start contributing to a Retirement Plan again. Now that things are a little bit more secure, are you worried about retirement or are you just kind of psyched to get going . I feel like were in a really good place now. Thank goodness that we can start putting it away and i think im going to go to the bank tomorrow. Pelley so jill, what could Sharon Marcus have done to take advantage of her 401 k without having all those penalties . Well, the first thing is that there are a lot of alternatives. The best one would be a 401 k loan. Most people repay those loans so not the same net effect. You could also perhaps get a loan from your family obviously a lot cheaper, not so scary. And maybe a personal loan from a bank, any of those three options are far better outcome for the marcus. Pelley jill schlesinger, thanks very much. Thank you. Today the International Olympic committee named ten athletes who will compete in rio as the refugee olympic team. All fled poverty or war, including syrian swimmer yusra mardini. Last august her family boarded an inflated boat just like this one, but it took on water in the mediterranean. It was like, quite hard. Just to think youre a swimmer and in the end youre going to end up dying in the water, who you know the best. Pelley most of the other refugees could not swim, so yusra and her sister jumped in the water and guided the boat to safety in the greek island of lesbos. Steve hartman met him on the road. Reporter for years, people who live in this chicago Apartment Building have heard the music. Heard what everyone assumed was someone seducing a song out of a baby grand with two remarkable hands. But now we know that was only halfright. 78yearold Norman Malone first fell in love with the piano at the age of five back when he could use both hands. Back when a career as a professional pianist wasnt out of the question. Back at the accident injury at the age of ten. Reporter you call it an accident . Well, for lack of a better word. Reporter attempted murder is closer to the truth. Yeah. My mother and father. Reporter his dad was a very violent man. So scary, sometimes mrs. Malone would ask norman to stay up late to protect the family. But norman was just a kid. And one night he was just too tired. I was supposed to stay awake. Reporter to make sure your dad didnt hurt anybody . Yeah. I fell asleep. Reporter next thing norman knew, he was in a hospital. Next to his brothers, all three of them bludgeoned with a hammer. All three of them, partially paralyzed. And for norman, that was the biggest blow. Not having the use of that right hand meant not playing the piano anymore. Kept trying to figure out how to play now. Reporter until he learned there are actually scores and scores written specifically for the left hand. And for more than 60 years now, hes been practicing them in private. A lot of people, when they have a special gift, they like to show it off. Well, i thought i was doing that with my students. Reporter after the attack, norman went on to become a High School Choral instructor one of the best in the city, according to the former students we assembled. Yeah, hes a great teacher. I think he maybe lived his life through his students. Reporter in fact, not even they knew how good he was. Until recently when one of normans neighbors outed him to the jazz critic at the local newspaper, which led to this normans first public concert. A symphony of survival. It ended with a standing ovation 70 years in the making. As for what this moment meant to him. Like his music all those years, he kept that to himself. Steve hartman, on the road in chicago. It turns out in fact tonight we have learned that two City Council Members will go to the game this sunday for free using tickets that would go for 10,000 apiece. Mark kelly first exposed this practice and now, oaklands Ethics Commission says they will take a look at whats going on. Our commission has full independent authority to impose penalties. Since january of last year one councilman used 76,000 worth of warriors tickets for himself. Council president Lynette Mcelhaney 125,000.
