Pelley good evening. This is our western edition. Just a day after canada raised its Terror Threat level, a terrifying scene unfolded in its capital today. Police say a canadianborn gunman identified as a convert to islam, michael zehafbibeau, opened fire in the Parliament Building in ottawa after gunning down a soldier standing watch at the nearby National War Memorial. The soldier was 24yearold nathan cirillo, seen in a photo taken by a tourist this past sunday. The motive for the attack is not clear. We do not know yet whether the gunman had any ties to any terrorist group. We have extensive coverage of this stilldeveloping story. First, well go to jim axelrod in ottawa. Reporter the halls of parliament exploded with gunfire after Security Forces spotted the suspected shooter. Kevin vickers, the sergeant at arms, shot and killed the gunman. Vickers has a ceremonial role but is also a former Police Officer. Prime minister steven harper, whose office is nearby, was unharmed. Canadian politician john mckay was inside. I had just taken off my jacket to go to caucus, i heard pop, pop, pop, pop. Possibly 10 shots, dont really know. I thought it was dynamite or construction rather than anything else. Reporter politicians were holdings caucus meetings and doors were barricaded for protection. Politician kyle seeback tweeted the attack started at the National War Memorial in downtown ottawa. Police confirmed the suspect drove up in a brown toyota and shot the soldier standing guard at pointblank range way long rifle. And all of a sudden, i heard a shot, turned around and there was a guy with a rifle just around on the back corner, and just pow. Reporter multiple eyewitnesses described the man as dressed in black with a scarf over his face. Onlookers performed c. P. R. , but the soldier later died. Police rushed to secure the area and warned people to clear the streets. Move back reporter it was unclear how many gunmen could be involved. Residents were told to stay away ndom windows and off roofs. And much of downtown ottawa was on lockdown. Reports of shots outside a nearby Shopping Mall turned out not to be true. But fears this could be a coordinated terrorist attack left the city on edge. Two days ago, a radical jihadist deliberately ran down two canadian soldiers, one of whom died yesterday. The suspect was shot and killed following a police chase. The sergeant at arms who shot and killed the gunman today is being hailed as a National Hero tonight, and were learning more about kevin vickers. You can see him here in a Photo Holding the mace and performing n s ceremonial duties. But he is also the man in charge of security for parliament, a job hes held for the last eight years. Before that he was a Royal Canadian mounted Police Officer for 29 years. And interestingly enough, mr. Vickers has been a vocal critic of this governments approach to security on parliament hill. Scott, you can bet his views sell be taken quite seriously that security is insufficient up there after todays events. Pelley and still no word on whether the killing on monday is related to todays events. Jim axelrod in ottawa, thanks. Covering this story all day long has been peter mansbridge, the anchor and chief correspondent for canadian broadcasting. Peter, how does this strike canadians . Well, i think, scott, this is the day that kind of changes everything in terms of the way canadians look at the issue of homegrown terror. I mean, think about it this way if a gunman walked into Arlington National cemetery, went to the tomb of the unknown, and shot one of those guards standing guard over the tomb, then went into the Capitol Building and got in a shootout with guards there thats what happened here, went into the kind of soul of our remembrance, or tomb of the unknown, the National War Memorial. Then went into the heart of our democracy, the Parliament Building, and got involved in a shootout there. You have these two incidents happening in quick succession over a matter of minutes on this day, two days after there had been an incident attacking soldiers in quebec. You put these two together, this is the day that if anyone had any doubt that this wasnt an issue, today that doubt has been erased. Pelley one of the things canadians are proud of is the essentially wideopen nature of parliament hill. Is that over now . Youd have to think its going to change. There are going to be many questions about how somebody with a largesized rifle could run the you know, about 60 seconds to two minutes across one of the most secure areas in the sense that there are lots of Security Forces stationed on the Parliament Buildings grounds and then heading up, you know it was some time before they stopped him. Pelley this is a new kind of event for canada, and i wonder if you could give us a sense, in these early hours, of the national mood. A lot of people coast to coast to coast are, obviously, in shock because of this. We have people crying in the streets on the west coast, on vancouver island, at this news. Because it strikes so close to home in the sense of two Major National symbols, where Something Like this has occurred, and people just said, you know, this is canada. This doesnt happen in canada. Well, today it happened in canada and the consequences Going Forward now are still to be determined. Pelley peter mansbridge, chief correspondent and anchor of the cbc, thank you so much. After the attack today, norad, the north American Aerospace defense command, went on a heightened state of alert, and since canadas National War Memorial was a target, security was beefed up at Arlington National cemetery in virginia. Here is what president obama had to say today. Obviously, were all shaken by it, but were going to do everything we can to make sure that were standing side by side with canada during this difficult time. Pelley also in washington, our Homeland Security correspondent bob orr is following the investigation. Bob, what do you know . Reporter scott, Law Enforcement sources tell us there is no intelligence at this point suggesting the shootings today in ottawa are connected in any way to a broader plot or to any threat against the u. S. Homeland. The f. B. I. And intelligence agencies, of course, are in touch with their canadian counterparts and are all looking to pin down a motive for tee shootings. Were told some of the evidence suggests the attack may have some kind of domestic link, but investigators have not ruled out at the same time the possibility, the real possibility that the gunman may have been inspired by n rrorists. Terror groups have called on sympathizers to attack soldiers, police, and other western targets, essentially whenever and wherever possible, and in fact its already happened. That deliberate hit and run that killed the canadian soldier near montreal earlier in the week was clearly a terrorist act carried out by one radicalized man who struck out on behalf of isis. With u. S. Airstrikes continuing now against Islamic State targets in iraq and syria, the f. B. I. And the department of Homeland Security are out warning local police to be on guard, potentially for more retaliatory attacks by lone wolves, attacks, scott, that look very much like what weve already seen in canada. Pelley bob orr in our washington newsroom. Thank you, bob. We will go to dick brennan. A man has just jumped the fence at the north lawn of the white house. Chief White House Correspondent major gator is in dc. What happened . Good evening, dick. The u. S. Secret Service Confirms that man jumped the fence and on to the north grounds of the white house about 7 30 p. M. Eastern time, with a white house lock down. Secret service and guard dogs subdued him without incident. The suspect attempted to kick the attack guard dog but to no avail. The secret Service Recently added new fences and posted additional agents outside of the north grounds of the white house in hopes of deter terring fence jumpers. Use of attack dogs in this case differs dramatically from the tactics the secret service used during the september 19th incident at the white house in which army veteran Omar Gonzalez climbed the same fence and made it deep inside of the white house complex before being tackled near the greenroom. Gonzalez resisted arrest and faces numerous federal charges related to the fencejumping crime. He was recently declared not mentally competent to face trial. A trial date for gonzales has not been set. Now the lack security methods deployed by the secret service led Julia Pearson to resign as the first female in agency history. President obama replaced her with james clancey, a veteran of the secret service that led the president ial protective detail. A separate outside panel was appointed to study secret Service Management and policy changes to improve morale staffing and security of the white house and the president. Throughout president obama said he remains fully confident in the secret service and its agents. Dick . Thank you major. We now return you to scott. Yet another big story today, an investigation of academic fraud at the university of north carolina. Has found that it was much more widespread than first thought. Turns out more than 3,000 students, nearly half of them athletes, were enrolled in classes that did not exist and got credit just the same. We have more now from mark strassmann. There you have it. North carolina is the 1993 National Champion reporter in 1993, when the university of north carolinas Basketball Team became national champs, investigators say academic fraud was also in play. A report released today says deborah crowder, an Office Administrator in the department of african and afroamerican studies, started a scheme to enroll students in classes that never met and had only one minimal requirement they didnt take notes, have to stay awake. They didnt have to meet with professors. Thd the only course work they had to do was write a single paper. Reporter kenneth wainstein, a former u. S. Attorney, was hired by the university to lead the investigation. Deborah crowder graded the papers and handed out liberally high grades regardless of the quality of those papers. Reporter investigators say the Department Chairman julius nyungoro was also in on the scam, which kept hundreds of athletes academically eligible to play. Its estimated more than 1,400 athletes benefited, but their head coaches say they had no idea. The scam ended in 2011 when nyungoro stepped down under pressure. Carole folt says four employees have been fired in this continuing investigation. How many others potentially could fall under an employee review . You know, i actually dont know a number. Reporter but the number potentially could grow. It could grow, yeah. It also could be the more we look, the more we find people really werent culpable, but then we also know we have to do a heck of a lot better training about responsibility. Reporter crowder and julius nyungoro both cooperated with the investigation which reviewed more than one million emails and documents. Among the reforms on this campus, more oversight of academic departments and student athlete transcripts. And, scott, coaches have been told they need to pay more attention. Pelley and the really remarkable thing is it went on for nearly 20 years. Mark strassmann reporting. Mark, thank you. Today, the c. D. C. Issued new rules for people coming into the United States from the ebola zone in west africa. Starting monday, all travelers will be monitored for 21 days for symptoms of the virus. President obama said that he is cautiously optimistic about the ebola situation after meeting today with the new Ebola Response coordinator ron klain. And the family of dallas nurse amber vinson says she is now virus free. Vinson is being treated at emory hospital in atlanta. Pelley an american held captive in north korea for nearly six months is back on u. S. Soil tonight. Jeffrey fowle was reunited with his family after a plane carrying him landed at an atrbase near dayton, ohio. Foal, who visited the communist country on a tourist visa, was arrested last may after leaving a bible in a nightclub. Pelley today, the government urged still more owners of vehicles with potentially deadly airbags to bring them in immediately for repair. Three million more vehicles were added to the list, bringing the total to 7. 8 million. Also today, the wall street journal reported that the japanese maker of the defective airbags, takata, is being targeted by federal prosecutors. Heres jeff glor. Reporter it seemed to be a minor accident in florida involving a 2006 dodge charger. But when the airbag went off, it exploded, sending shrapnel into the drivers leg. The car had a takata airbag, but the vehicle is not on a recall list. List. Jason turchin represented the victim. The only difference between this piece of shrapnel shooting him in the leg and the heart was inches. It was just a small difference, and luck. Reporter flying metal from takata airbags has been linked to at least four deaths and 30 industries. The airbags contain a canister filled with a chemical propellent. In an accident, the propellant explodes with excessive force, rupturing the metal canister and sending shrapnel out. So far the recalls have mostly been in Southern States because takata believes humidity increases the force of the propellant. The national Highway Traffic Safety Administration was first alerted to this problem in 2008, and now a growing chorus of legislators is asking why more isnt being done. Florida senator bill nelson i have no patience for federal regulators not being entirely up front, forward leaning, and aggressive to stop these defective products. Reporter chrysler settled that case in florida and told us tonight theyre investigating the performance of certain airbag inflators. Takata told us previously one accident is one too many. But, scott, no new statement from takata tonight. Pelley many more than one. Jeff, thank you very much for that. For more about the airbags and the recall, go to our web site.
