The second nurse in dallas diagnosed with ebola is amber vinson, who was among more than 70 workers at Texas Health Presbyterian hospital who treated Thomas Eric Duncan, who died last week. Today, vinson in the yellow suit was put on a plane to atlanta for treatment at a specialized Infectious Disease unit at Emory University hospital. Unfortunately, this is not her first flight this week. Monday night, as she was becoming ill, vinson flew commercially from cleveland to dallas, with 132 other passengers. President obama canceled his schedule today to hold a special Cabinet Meeting on ebola. What weve been doing here today is reviewing exactly what we know about whats happened in dallas and how were going to make sure that Something Like this is not repeated. Pelley the president also said the c. D. C. Will set up a swat team to reach within 24 hours any hospital reporting an infection. T said the threat of an actual outbreak in the United States is very, very low, but he warned that if the world doesnt end the outbreak in west africa, then ebola will spread globally. We have team of correspondents on this story from dallas to liberia, and well begin with manuel bojorquez. Reporter Officials Say the nurse, 29yearold amber vinson, was isolated at Texas Health Presbyterian within 90 minutes of reporting a fever yesterday, but just the night before she was on Frontier Airlines flight 1143 from cleveland to dallas, and she boarded knowing she had a lowgrade fever of 99. 5, according to c. D. C. Director tom frieden, who spoke on a Conference Call this afternoon. The Health Care Worker number two should not have traveled, should not have been allowed to travel by plane or any public transport by virtue of the fact that she was in an exposed group. Reporter officials are now trying to track down the other 132 passengers, though frieden says their risk of infection is considered extremely low. Vinson was diagnosed just two days after her coworker, 26 yearold nina pham, increasing concerns about the hospitals ability to treat and contain the disease. Heres what state Health Commissioner david lakey said two weeks ago. You know, this is not west africa. This is a very sophisticated city, a very sophisticated hospital. The chances of it being spread are very, very, very small. Reporter but today senior hospital official daniel varga said this. Were a hospital that may have done some things different with the benefit of what we know today. Reporter both nurses cared for Thomas Eric Duncan september 28th through the 30th, a time when doctors say there was extensive contact with vomiting and diarrhea and now believed to be the period when the risk of infection was highest. Dallas county judge clay jenkins says there are no plans to quarantine 75 other Health Care Workers who were possibly exposed while treating duncan. If they have any temperature or any other, you know, loose stool or any other symptom, they immediately go to isolation. Reporter mayor Mike Rawlings indicated there could be more cases. It may get worse before it gets better, but it will get better. Reporter in vinsons dallas neighborhood, hazmat crews began decontaminating her apartment. Emily geeslin lives nearby. A little nerveracking, not going to lie. Just like, okay, is this going to keep going . Is there going to be more and more and more . When is it going to stop, i guess . Reporter the c. D. C. Says vinson was never told to stay off commercial flights. Evficials in ohio say she visited three relatives there who work for kent state university. Scott, those family members have been ordered to stay off campus for 21 days as a precaution, and tonight the first nurse who contracted the virus, nina pham, remains here in good condition. Pelley thanks, manuel. Though there are only two infections so far among Health Care Workers, nurses are reacting with alarm. Heres anna werner. This month has been a nightmare, frankly, for nurses across the nation. Reporter on a Conference Call this afternoon with more than 11,000 Health Care Workers, the Largest Union of registered nurses said the infection of the two dallas nurses showed just how vulnerable these frontline workers are to exposure. Zenee cortez is a union vice president. We dont have the background of what to look for in a patient who would walk into our hospitals, and so we as registered nurses are very much outraged with whats going on. This could have all been prevented. We are the nurses Reporter National nurses united have been staging protests calling for more training and better protective gear since the summer. The nurses at Texas Health Presbyterian are nonunion, but after 26yearold nina pham became infected, a group of them reported their concerns to the union. The nurses allege there was no specific treatment protocol in place. Thomas duncan was left in a public area with other patients for several hours. Nurses didnt have proper protective gear. Duncans lab samples were unsealed and transported through the general distribution system. And nurses who treated duncan were able to enact with other patients. The health and safety of our patients and employees remains our highest priority. Reporter the hospitals chief clinical officer dr. Daniel varga dismissed accusations of a systematic failure but vowed to find out how the nurses were exposed. Were looking at every element of our personal protective equipment and Infection Control inside the fspitals. We dont have an answer for this right now. Reporter the nurses union sent a letter to the president. Scott, they want hazmat suits, respirators and continuous ebola treatment training. Pelley anna, thank you. Half of the cases of ebola in the world are in liberia, west africa, more than 4,000. Debora patta found nurses there are protecting themselves. Reporter every morning diana sarteh prays before leaving for work. Sarteh is head nurse at monorove yess 35bed ebola treatment unit. Her fouryearold daughter anniesitu kisses her goodbye. Hospital has only limited resources, but there are still strict protocols to follow for ebola nurses. Everyone is screened before they enter the hospital. Im worried about my enter the hospital. Im worried about my children. Im worried about my children. Im protecting m so i try by all means to follow the procedure. So i try by all means to follow reporter nurses will often work up to three hours in these suits in the stifling heat. Eecolleague writes her name on her head so patients can tell who is under this double layer of protective gear. Then they enter the ebola ward. It is a corridor of misery and suffering. Nurses have some of the toughest jobs, putting in intravenous drips, taking blood, or cleaning up vomit. All bring them into contact with highly contagious bodily fluids. Sarteh still tries to encourage her patients. Chlorine is sprayed everywhere often, but the most dangerous part is taking off the gear when the virus can accidentally come into contact with skin. No, no, no sarteh is tired, but she cant let her guard down. Arriving home, the children know not to touch their mother. The family dog. Sarteh washes and showers again as an extra precaution. It is time to be a mother once again. A critical aspect of staying safe in monrovias ebola wards is that nurses team up and have each others backs. Liberias Health Care System may be dysfunctional, but Health Care Workers have had eighth months experience protecting themselves. Scott, out of a staff of nearly 150 at j. F. Have been trying to calm fears, but time and again events have overtaken their assurances. Have a look at what we mean. Were confident that we have the facilities to isolate patients, not only at the highly advanced ones like the one at emory, but really at virtually every Major Hospital in the u. S. Pelley on september 30th, Thomas Duncan tested positive in dallas. Governor rick perry said this. This case is serious. Rest assured that our system is working as it should. Pelley and there was reassurance from the white house. Every hospital in this country has the capability to isolate a patient, take the measures, put them in place to ensure that any suspected case is immediately isolated and the followups subsequently mentioned will be taken. Pelley but health care rkers werent so sure. We want to make sure we have the equipment to protect our patients and ourselves. Do you have hazmat suits available to you now . Not that i know of. Pelley duncan died october 8. Iur days later nurse nina pham got sick. Federal officials are discovering what Health Care Workers warned about. The proof is in the pudding. The training was not adequate. We have to make sure the take is adequate. Pelley the director of the c. D. C. Who in august said he was confident said this yesterday. We could have sent a more robust hospital Infection Control team and been more hands on with the hospital from day one. I wish we had put a team like this on the ground the day the patient, the first patient was diagnosed. That might have prevented this infection. Pelley now lets bring in dr. Jon lapook in our washington newsroom tonight. Jon, first of all, youve been talking to your sources in the medical industry, and i wonder, how was the nurse, amber vinson, allowed to fly . Well, one Health Official said to me, somebody dropped the ball, and i then called the c. D. C. And the agency said that this nurse, nurse vinson, did, in fact, call the c. D. C. Several times before taking that flight and said she has a temperature, a fever of 99. 5, but the person at the c. D. C. Looked at a chart, and because her fever wasnt 100. 4 or higher, she didnt fall into the group of high risk. I think whats disconcerting is you would think common sense would tell you, after the first nurse, nurse pham, became sick with ebola, you would have thought, well, out of an abundance of caution, why dont we keep her there and not have her get on the flight. Pelley this has been a week that has shaken many peoples confidence. What are the Lessons Learned so far . The c. D. C. Themselves were taken by surprise by this, by the fact that they thought this could be handled by any taergency, any hospital in the country, and it turns out there are a lot of mistakes weve seen in dallas, so theyre calling audibles. Theyre now reacting to that and theyre synthesizing new plans. Theyre sending in swat teams and turning up the heat on every hospital, every emergency room across the country saying to be prepared. Now, the question is is every hospital prepared and real questions remain about that, but this is not the time to throw out science. Ha do know that the way that the community is protected is through the Health Measures that are wellknown to protect them, which is finding somebody, isolating them, finding their contacts and doing that. Reporter ballard, a former Homeland Security agent, now heads up Operation Underground Railroad, a Nonprofit Group that rescues trafficked kids. After that first meeting, the colombians asked him to put together a sting. No men will be in here, only women. Reporter Operation Underground Railroad spent months planning, renting this house, rigging it with hidden cameras to document the crimes, coordinating with columbian authorities and negotiating. He how they find these kids is they lure them in by pretending to have a modeling agency. They target them at nine or ten years old. They say by 11 theyre ready for sex, theyre ready to be sold. Reporter what is it like looking into that kind of harsons eyes. Its horrifying, and this is why i have to smile in the face of evil. This is the table where were going to do the negotiation. Reporter less than 24 hours after the operatives landed, the suspected traffickers arrived on the island and the final deal with the Undercover Team began. 54 boys and girls aged 11 to 18 were ushered in for what had been billed as a sex party. They were given candy and drinks and told to wait in this small room. This little 11yearold boy i remember, he asked one of my operatives if they could give him some cocaine or something. He said, they usually give me something because im really scared. Reporter by the time the deal was done, the alleged traffickers were set to make 25,000. That transaction was never completed. 25 Colombian Special operatives stormed the party. They arrested five suspects, four men and one former beauty queen. They were all charged with child trafficking. The victims, 29 of whom are under 18, were evacuated, given medical exams and placed in a Rehabilitation Center where specialists are working to undo the damage.
