This is our western edition. Forecasters tell us Tropical Storm arthur will become the first hurricane of the season by tomorrow. Warnings are up along the coast of north carolina. Residents of Cape Hatteras have been ordered to evacuate. Governor pat mccrory urged folks ep be prepared or as he put it, dont put your stupid hat on. This is the view from the space station. Arthur is expected to head up to the east coast as july 4th oaproaches. Fireworks may give way to waterworks. Eric fisher is chief meteorologist at our cbs boston station wbz. Eric, whats arthur up to . Reporter well, scott, good evening arthur has been intensifying throughout the day, just shy of hurricane status, winds at 70 miles per down, pressure down to 992 millibars just off the coast of northeastern florida. Here is the important track of arthur over the next couple of days. Now as we head through tomorrow afternoon right about 2 p. M. Located just offshore of wilmington, north carolina, by the overnight hours likely making landfall over the outer banks as it works its way off to the north and east an begins to curve. Now as we head toward friday night into saturday, a very close path to new england passing just about 50 to 100 miles to the southeast of nantucket before it races off toward the Canadian Maritime as a category 1 hurricane. In terms of rainfall this will be an impact. Heavy rainfall near the coast and north and South Carolina an as well across much of new england, parts of new york state and new jersey flash flooding a threat there. In terms of storm surge, this is tmething else to watch for, up to three feet from the georgia coastline up through much of South Carolina, and the same type of surge here across eastern north carolina. People say sometimes its only a category one storm, and scott we say dont focus on the category, focus on the impact. If a local official tells you you need to take action please listen to him and respect the nature. Pelley and hurricane status reached at 74mileperhour winds. Eric, thanks very much. We learned late today that Airline Passengers headed to the United States will be seeing tighter security soon because of a rapidly emerging terrorist threat. Potentially involving american terrorists. Jeff pegues has details. D potentially involving american terrorists. Jeff pegues has details. T reporter intelligence sources say the increased security will be on flights from europe and the middle east to the United States. Officials would not release specific details about the changes. In a statement Homeland Security secretary jeh johnson said udiation security includes a number of measures both seen and unseen. The threat is not based on specific intelligence. Sources say it is the result of an overall evolving threat picture which includes concerns about an explosive being smuggled on to an airplane. For over a year u. S. And western intelligence officials have watched as large numbers of westerners travel to syria to fight in the civil war. Militants have even celebrated the westerners who have joined them. Intelligence Officials Say there are as many as 7,000 foreigners in syria, and now possibly in iraq. The number of americans is believed to be near 100. The concern has been that westerners sometimes receive less scrutiny when traveling making them attractive to al qaeda in the arabian peninsula. A. Q. A. P. Bomb makers have been responsible for past bombing attempts on u. S. Bound planes. The underwear bomber on a detroit bound airplane in december of 2009, and there were explosives hidden inside printers on two cargo flights bound for the United States in october of 2010. None of the bombs were detected by airport security. The new security measures are not expected to disrupt domestic air travel, scott. Overseas there may be delays as the security measures are put into place. Pelley jeff pegues in our washington newsroom, jeff, thank you. As jeff mentioned this terrorism threat stems directly from the chaos in syria and in iraq. An Extremist Islamic Group called isis holds part of Northern Syria and a large section of iraq. Isis is of the sunni branch of islam. Its fighting iraqs government which is dominated by shia muslims. A kurdish ethnic group in the north is also seeking independence. Yesterday, the Iraqi Parliament failed to form a government to reconcile these factions and today the Prime Minister announced Something Else has to come first. Charlie dagata is in baghdad. Reporter this is iraqi Prime Minister nouri almalikis top piority, defeating isis militants, he said today, must come first. Politics will come later. There will be no new government as he had promised until the fighting was contained. Theres been no sign of that. While sunni insurgents and largely shiite forces fought for control of parts of the country, in the north the kurds have drawn their line in the sand too. Kurdish troops known as the peshmerga have been reinforcing defenses and raising their own flag outside the city of kirkuk. The peshmerga quickly took over this oilrich city in the wake of the isis advance when iraqi troops abandaned the city. And kurdish president Masoud Barzani has announced the kurds inll hold their own vote for independence. The kurds live in a relatively prosperous and stable region in Northern Iraq built on oil money. Their relationship with the Central Government in baghdad has never been a close one. Now they would like to separate all together. Today, almaliki said that would be illegal. Pelley Charlie Dagata is in baghdad tonight it was just ten days ago that maliki told u. S. Secretary of state john kerry tat he would form a new all inclusive government by now. Reporter yes, scott, this is essentially a 180 degree turn. Its just about the opposite of what u. S. Officials were hoping for or even been promised. Now they had repeatedly insisted that any Major Military support would be dependent on almaliki at least taking the first steps toward forming a new inclusive government first. Pelley Charlie Dagata in baghdad, thank you. The isis forces attacking the Iraqi Government have declared their territory a new country under strict islamic law. Their leader is becoming, in effect, the new osama bin laden. Elizabeth palmer has learned more about him. Reporter in this elaborately produced video released by isis may there is a glaring omission. Among the fighters and the isis faithful, we see not a single glimpse of their leader, abu bakr al baghdadi. In fact, there are only two known photographs of the man born in iraq in 1971 who now controls the most extreme Islamist Army on earth. And thats no coincidence says firas abi ali, a middle east analyst. You dont survive for a very long time in this kind of business if Everybody Knows your name and knows your face and knows where you stay. Reporter in 2005 during the u. S. Occupation of iraq, american soldiers arrested al baghdadi. But when the military closed its camp bucca prison baghdadi was handed over to the iraqis who let him go. F the five following years, here is what he built. A fighting force that joined syrias civil war and took over hundreds of square miles. Here al baghdadi honed his skills as a commander with violence so extreme that even al qaedas leader Ayman Al Zawahiri cut all ties to isis. That was fine with baghdadi Whose Organization says he is the new Global Leader of extremist jihad. And even cataloged its accomplishments in, believe it or not, an annual report. It listed among other things, 1,083 assassinations and 537 bombs in parked cars. You could see a tendency to try to gloat and to try to appeal to recruits by showing them the kind of power that they would have if they joined isis. Reporter and its working. Thousands of young men from across the muslim world have offered their allegiance to a leader whose face they will probably never see. Elizabeth palmer, cbs news, london. Pelley well, we have seen the face of the prime suspect in attack on the u. S. State department compound in benghazi, libya, Ahmed Abu Khatalla appeared in court today. Two weeks ago, a team of u. S. Special forces troops and f. B. I. Agents grabbed him in libya. Khatalla is now charged in the 2012 assault in which ambassador Chris Stevens an three other americans were killed. Heres chip reid. Reporter under extraordinary heavy security khatalla arrived in washington. Inside the courtroom khatalla wearing a prison jump is out but no handcuffs listened to an arabic translation as government lawyers argued he should be detained pending trial. In an 11 page motion prosecutors said khatalla participated in the attack and afterwards supervised the exploitation of material from the scene. They described khatalla as a commander in an extremist Militia Group who was fully committed to causing death and destruction to american personnel and property. Adding that he could continue to communicate his plans for additional deadly attacks to other extremists, if not detained. The Justice Department also said khatalla gave voluntary statements collaborating key facts while being interrogated on a navy ship. To the surprise of no one in the courtroom after a 30 minute hearing khatalla was ordered to remain behind bars, even his Court Appointed attorney agrees that continued detention is appropriate. At least for now. Khatalla is charged with only a single count of conspiracy which carries a maximum penalty of life in prison but scott in the coming weeks additional charges pe expected that carry the death penalty. Pelley chip reid at the federal courthouse in washington d. C. Chip, thanks very much. Early today police in hong kong arrested more than 500 protestors. Part of a group that led a massive street demonstration to mark 17 years since britain handed over hong kong to china. Seth doane reports the protestors want one thing, democracy. Reporter the arrest followed an overnight sitin organized by students who plan to occupy part of hong kongs financial center, but were swiftly removed by police. Organizers claimed more than half a million filled the streets. Police said that number was closer to 100,000. But theres no disagreement on the why. The target is beijing. They ask us to call them the Central Government this protestor said. But actually they act like a mafia. Anger, particularly among young people, is pouring out over what they see as increased chinese interference in hong kong. The former british colony has an unusual setup called one country two systems. Which allows hong kong a high degree of political autonomy and its own legal system. The annual protest march was bigger this year as it followed a symbolic referendum that saw nearly 800,000 people take part in a prodemocracy vote which beijing denounced as illegal. Protestors yelled, we do not fear chinas pressure. Teachers said he came to demand justice in democracy for the next generation. Hong kong protestors are looking ahead to the 2017 election of its chief executive. Currently beijing hand selects the people for that ballot. The protestors want to be able to put their own people on the ballot. Scott, as you might imagine, that idea is dismissed by the Central Government here in beijing. Reporter at a sometimes emotional Town Council Meeting residents of murrieta complained that federal immigration policies are a threat to health and safety here. I feel like were were being destroyed because of the administration. Reporter murrieta suddenly became a focus of the National Debate over immigration when demonstrators yesterday blocked three buses from reaching the Border Patrol station. The buses were carrying 140 undocumented immigrants, mostly women and children. The demonstrations came after allen long, murrietas mayor raised questions about plans to bring busloads of migrants here for processing. Did you unleash forces that you didnt expect to . No, not at all. What you are seeing is, youre seeing a community, and i think a general population at the boiling point.
