Alfonsi good evening. Scott is on assignment for 60 minutes. Im sharyn alfonsi, and this is our western edition. The white house today announced a surge of spending to deal with the surge of illegal immigration. Just since october, the u. S. Has picked up 52,000 unaccompanied children crossing into the United States from mexico. Most are from central america. The u. S. Will spend 93 million to, among other things, repatriate them and help Central American countries fight the violence that is driving young people here. Anna werner begins our coverage. Reporter Border Patrol officials in texas Rio Grande Valley catch as many as 1,400 Illegal Immigrants crossing every day. The white house now plans to speed up processing by bringing in more immigration judges, moving more quickly to deport those not eligible for asylum, and expanding detention space. The white house blames the surge of border crossings on what it calls a deliberate Misinformation Campaign by Central American smugglers. Raul ortiz is a deputy chief Border Patrol agent. Were hearing through some of our intel sources that theyre telling the population down there, if you come to the u. S. , perhaps youre going to get released, which is not the case. Theyre not going to be afforded any new benefits right now than they would have received a month ago or two months ago. Reporter police in south texas arent convinced the new measures will work. Sheriff t. Michael oconnor heads a Sheriffs Association there. Do we have enough time to wait and see if these programs work . We do not. The local sheriffs within our region are maxed out in our efforts that were not going to be able to sustain this much longer. Reporter the Administration Says it is working to increase capacity for housing adults with children, but, sharyn, so far, officials have not said how much space they will add or where it will be. Alfonsi all right, thanks. Anna werner tonight from dallas. Vice President Joe Biden was in guatemala today asking Central American leaders to help dispel the notion that Illegal Immigrants will be allowed to stay in the United States. Most come from el salvador, honduras, and guatemala, and cross first into southern mexico. Thats where manual bojorquez followed the path many take. Reporter the river along the mexicoguatemalan border is the gateway north. Once on the mexican side, theyre a step closer to the u. S. Enrique pena left honduras because of rampant gang violence. He is 15 and traveling with nothing but the clothes in his plastic bag. He hopes to get to his sister in houston. A better life . Yes. There are no official numbers regarding how many have crossed illegally into mexico so far this year. But migrant advocates told us its clear theres a surge. They include people like victor sanchez, and this group of women and children who traveled nearly 500 miles from honduras. Theyve heard a rumor, he says, that theres amnesty in the United States. The trip across can cost just a few dollars per person. Border control along the river is practically nonexistent. Weve been able to cross twice, no questions asked, on either side. When they reach mexico, many immigrants board these vans for the next stop tapachula, hoping to get into shelters. Blanca gutierrez is in one of six shelters in the city run by charities. She made the difficult decision of leaving two Young Children behind in honduras to look for work in the United States. She hopes her fouryearold daughter will ensure their entry into the u. S. Supposedly, theyre letting people with children in, she said. Ive heard it since april. Well see if we get in. Back on the border, 15yearold enriques trip stalled on the guatemalan side. He said he doesnt have enough money to cross on a raft. On this day, the better life he seeks remains far away. Manual bojorquez, cbs news, tapachula, mexico. Alfonsi turning now to the crisis in iraq. Government troops were seen massing north of baghdad today in an attempt to stop the progress of sunni extremists known as isis. Their rapid advance led president obama to send military advisers to iraq. Clarissa ward is in baghdad tonight. Reporter as clashes rage across the country, Prime Minister nouri almalikis leadership continues to be called into question. At fridays prayers, the countrys top shiite cleric called for a new government to be set up quickly to remedy past mistakes, a statement interpreted by many here as a thinly veiled criticism of maliki, who has been accused of pursuing an antisunni agenda. We traveled across town to visit a Sunni Community in baghdad. Getting into this neighborhood, like many sunni neighborhoods, is incredibly difficult because the entire area is surrounded by these large blast walls. And theres just one way in and out, and that is guarded by a major checkpoint. We met taxi driver ali and his wife and daughter. They told us that shiite militias have recently begun a campaign of intimidation. I swear, he said, the situation in sunni neighborhoods in general is not good. Why is it bad . My brother was arrested a month ago and we cant find him, ali told us. The day before yesterday, they dropped a dead body on the highway near our neighborhood. Ali says he and his family are trapped. If they had enough money they would leave the country. What will happen to iraq . I swear, he said, there is no future in iraq. If the Iraqi Government is going to win the battle against isis, it will need to regain the trust of people like ali and his family. And, sharyn, that means more sunnis in the government and fewer sectarian militias on the streets. Alfonsi all right, thank you. Clarissa ward in baghdad tonight. Isis wants to establish an islamic government in parts of iraq and syria, and has fought the assad regime to a bloody standoff. In an interview today, president obama told Norah Odonnell isis has exploited a power vacuum in syria to amass arms and resources. Reporter would that vacuum exist had we backed the moderate rebel forces in syria . Yes. I think this notion that somehow there was this readymade, moderate syrian force that was able to defeat assad is simply not true. We have spent a lot of time trying to work with a moderate opposition in syria. But as i said yesterday, when you get farmers and dentists and folks who have never fought before going up against a ruthless opposition in assad, the notion that they were in a position suddenly to overturn not only assad but also ruthless, highly trained jihadists if we just sent a few arms is a fantasy. Alfonsi norah will have more of her interview with the president this sunday on face the nation, and monday on cbs this morning. The c. D. C. Today raised its estimate of the number of lab workers who may have been exposed to live anthrax bacteria to at least 84. The white house said president obama was briefed about it today by his Homeland Security and counterterrorism adviser. But vicente arenas tells us what happened may come down to a simple failure to follow procedures. Reporter the centers for Disease Control said the scientists in the lab were using a method they hadnt used before to deactivate anthrax. During that process, researchers failed to wait the required 48 hours to make sure the bacteria were not a threat. Dozens of workers were potentially exposed when the anthrax was sent to other labs. Ileana arias is the cdcs Principal Deputy director. Was this human error or system failure . We dont know that yet, and those are the questions we will be asking. Reporter the c. D. C. Is investigating every decision made during the handling process. Weve had missteps in the past. In every one of those situations, weve identified things that could be changed. We have placed those fixes into account. And we dont see those things happening again. Reporter the c. D. C. Handles diseases far more deadly and contagious than anthrax, and Deputy Director arias called the mistake incredibly worrisome. Sharyn, the c. D. C. Says it will conduct its own investigation. Thats expected to last at least a couple of weeks. The u. S. D. A. Will conduct another, and that one will take much longer. Alfonsi all right, unbelievable. Thanks, vicente arenas tonight from atlanta. There were fireworks on capitol hill today as House Republicans grilled i. R. S. Commissioner John Koskinen about lois lerners lost emails. Lerner is the former i. R. S. Executive at the center of an investigation of whether tea party and other conservative groups were singled out for scrutiny when they applied for tax exempt status. More now from Congressional Correspondent nancy cordes. I dont believe you. This is incredible. Reporter republicans like wisconsins paul ryan were not in the mood for explanations today. Ive had a long career. Thats the first time anybody has said that you do not believe me. I am actually. I dont believe you. Thats fine. We can have a disagreement. Reporter John Koskinen took over the i. R. S. Last december and has worked for president s from both parties. He said lois lerners hard drive crashed in mid2011, well before the investigation began, and read emails from i. T. Staffers at the time to prove it. Unfortunately, the news is not good. The sectors on the hard drive were bad, which made your data unrecoverable. I am very sorry. Everyone involved tried their best. Reporter but Committee Chairman dave camp was not convinced. What i didnt hear in that was an apology to this committee. I dont think an apology is owed. Reporter republicans have long suggested lerner was urged by the white house to hold up applications for taxexempt status from conservative groups before the 2012 elections. Democrats like Lloyd Doggett of texas mocked that as just another conspiracy theory. How about area 51 out in roswell, new mexico, where all those space aliens allegedly came. Have you ever had any responsibility for that . No. Reporter koskinen noted that the i. R. S. 9 through other employees emails and retrieve about 24,000 emails to and from lerner from that questionable time period. Republicans argued koskinen should have given them a heads up when he first learned of the gap earlier in the spring. Sharyn. Alfonsi all right, thanks, nancy. Severe thunderstorm watches are up tonight in parts of the midwest, which has already experienced serious river flooding. The Big Sioux River crested overnight in iowa, but the worst may not be over on the Mississippi River. Jamie yuccas from wcco is in minneapolis. Jamie. Reporter good evening, sharyn. This area is poised to set a record for the wettest june since Record Keeping began 140 years ago. Minnesota is expected to ask for federal help after torrential rains that have caused flooding and landslides around minneapolis and st. Paul. The army corps of engineers has opened locks on the Mississippi River to lower the risk of flooding in downtown minneapolis. Sharyn, the water from that release can fill an olympic sized Swimming Pool in just three to four seconds. Alfonsi wow, i believe it. Jamie yuccas, along a very angry looking Mississippi River tonight. We have an update on the explorer who was rescued after nearly two weeks in a cave. And a young girl makes history at the u. S. Has been practicing for its next opponent, portugal, ranked number four in the world. This tournament has showcased the best of soccer, but also the worst in forms of racism. Elaine quijano is in brazil. Reporter the world cup began with a multicultural celebration, but it didnt take long for the ugly side to appear in what fans call the beautiful game. Two argentine fans were arrested for taunting brazilian fans as little monkeys, and mexican fans screamed gay slurs at the opposing teams goal keepers. Its shocking how much racism exists, public racism, especially in european soccer. Reporter sports journalist grant wahl points to past incidents that include nazi banners in the stands and bananas thrown at black players on the field. American Jozy Altidore was the target of insults in holland. Weve seen racist chants. Weve seen players walk off the field in response to those racist chants. Reporter brazils danny alves won praise in april when he nonchalantly took a bite out of a banana thrown at him. A defiant Internet Campaign called, we are all monkeys followed. But there is frustration that fifa, the sports governing body has not done more. Jeff webb heads the new Antiracism Task force. I dont think any of us have gotten it right, perhaps, in the last ten or 15 years, to be honest with you, so i think we need to look at it from a complete new perspective. Reporter they passed a resolution that would deduct points from teams with offensive fans or issue fines. An american subjected to online racism while playing in europe was skeptical. That money is nothing to them. They pay their fine and do their Due Diligence in terms of trying to find the culprits and maybe they issue them a ban, and then life goes on. Reporter one more severe sanction is taking away home games or forcing teams to play in empty stadiums no fans, no ticket receipts. Sharyn, thats exactly what was ordered last year against bulgaria, hungary, the ukraine, and peru. Alfonsi unbelievable. Thanks, elaine. Today, the u. S. State Department Said its relocating some of the staff from the embassy in kenya to other countries because of security concerns. Kenya, in east africa, has hit by a wave of terror attacks. This past sunday, islamist militants shot and killed at least 50 people, including a group that had gathered to watch a world cup soccer tournament. Today, doctors in germany said the explorer who was rescued from a deep cave is doing well, but a full recovery will take months. 52yearold Johann Westhauser thanked his rescuers from his hospital bed. Steve hartman met him on the road. Reporter 46yearold Richard Renaldi is looking for someone two someones, actually, two total strangers who were meant to be together. This is dominek, right . Reporter . If only for a moment. So you guys are going to be a couple. Theyre not exactly sure what theyve just signed up for. And people are a little nervous at first. I just need you a little closer, like okay, good. Reporter richard is a new york photographer working on a series of portraits. Okay, good. Reporter for each shot, he grabs strangers off the street, like jennie wood, an Airline Employee from virginia, and dominek tucker, a College Student from brooklyn, and poses them like adoring family. Beautiful. One, two, and three. Reporter richard calls the project touching strangers. He started shooting it seven years ago, and now has hundreds of portraits of these unlikely intimates. Some of the photos youd never know theyd never met, while others capture quite well the inherent awkwardness of cuddling some random dude. Even when the subjects seem eager, their body language often concedes a certain hesitance, at least at first. Ten minutes later, though, its like thanksgiving at aunt margarets, and thats the really weird thing. Oh, thats great. Reporter yes, richard puts the people in these poses, but the sentiment that seems to shine through is real. At least so say the subjects. It was sort of awkward, but then sort of not. You guys were so good. We are probably missing so much about the people all around us. This is reiko. Reporter at first, brian sneeden, a poetry teacher, saw no rhyme or reason for posing with retired Fashion Designer reiko ehrman. Can you just come in a little more . Okay. Reporter but eventually, he, too, felt a change. I felt like i cared for her. Reporter cared for her. Yeah, i felt like it brought down barriers. It was a good feeling. Pretty much everyone shared that same sentiment. It was nice to feel that comfort. Everyone seems to come away with kind of a good feeling. Its kind of lovely. Its lovely. Reporter most photographers capture life as it is. But in these strangers, Richard Renaldi has captured something much more ethereal and elusive. He shows us humanity as it could be, as most of us wish it would be, and as it was, at least for this one fleeting moment in time. Steve hartman, on the road. In new york. Alfonsi and that is lovely. Renaldi has published his photos in a book called touching strangers. Dont try that at home. Thats the cbs evening news. Scott will be back on monday. Im sharyn alfonsi.
