This is the cbs evening news with scott pelley. Alfonsi good evening. Scott is off tonight. Im sharyn alfonsi. This is our western edition. The federal government fined General Motors 35 million today. Thats the maximum allowed by law for failing to tell safety regulators about a defect. Me2÷6 g. M. Knew about the ignition switch problem for a decade, but waited until this past february to recall more than 2. 5 million vehicles. Jeff glor has todays developments. Literally, silence can kill. Reporter secretary of transportation anthony foxx said today tragedy might have been averted. Together, these penalties should put all auto makers on notice. Reporter in a 67page consent order, g. M. Admitted it broke federal law, it agreed to give the national highway Traffic Safety administration, or n. H. T. S. A. , a written list of every safetyrelated issue concerning vehicles already in the fleet, and it will pay the biggest penalty n. H. T. S. A. Has ever imposed. Still, less than one day of revenue for g. M. Senator ed markey. 35 million is too low of a fine. Its a parking ticket. We have to change the law so that the fine can be five times or ten times greater than this fine is, just so a message is sent that it can never happen. Reporter markey wants information on all crashes reported not just to n. H. T. S. A. But the public. Right now, that doesnt happen. G. M. First knew about ignition switch problems in 2001 and knew as early as 2009 it could disable airbags. Today, internal confidential documents released by the d. O. T. Showed how g. M. Trained employees to tamp down bad news. These are slides from a Powerpoint Presentation given in 2008. Workers were told not to use the word defect or defective but rather, does not perform as designed. And g. M. Had judgment words that were banned, including dangerous, crippling, life threatening, hobbling, and 65 others. They agreed to stop that as of today. This is nothing more than damage control for them. Reporter Laura Christians daughter, amber rose, died in a hat coaching, all i can think is g. M. Only cares about themselves. They dont care about the safety of anybody else. They just care what the next headline is going to read, and it better be good for them. Reporter g. M. Faces civil and criminal prosecutions in the court. Today, c. E. O. Mary barra had this response jeff, senator markey pointed out here, 35 million doesnt seem like a lot. Why is that the maximum . Reporter there was a debate starting in 2010. Some in washington wanted it raised to 200 million. The industry resisted; it didnt happen. Secretary foxx is now on the record saying it should be raised to 300 million. It remains to be seen how that debate plays out. Alfonsi all right, thanks. Jeff glor reporting tonight. Now, to the battle against wildfires and hot, dry southern california. The fires have now burned more than 19,000 acres in and around san diego county. At least 11 houses have been destroyed. Damage is estimated at more than 20 million. Ben tracy begins our coverage. Reporter fires on the Camp Pendleton marine base flared up again today, prompting new evacuations. The flames came close to this large housing and office complex, but calmer winds helped firefighters gain an edge in other places. In san marcos, Keith Halseth was putting out hot spots. You see how this wasnt smoking 20 minutes ago. Its critical we find these and put them out. Reporter this front yard was still hot. The house was destroyed. That had to be really hot to do this. Reporter it belongs to david and jerry roberts. Today, they saw what was left of what they used to call their paradise. They found this car, a fathers day gift from 2003. Its beautiful. It survived. You know, its a thing, but its a memory. Reporter a sudden shift in the wind pushed the fire right into the roberts house. It appears to be the only one lost yesterday, but firefighters were able to protect homes on neighboring hillsides. They told me, they said if the wind ever changes, well be back here and well protect you. Wind changed and never saw them again. Reporter you seem angry. Im not angry anymore. Im hurt. Ive worked here since 1994 building this place. I did it all myself, and now i have nothing. Reporter we now know that one of these fires was started by a spark from a backhoe at a construction site, and two teenagers in nearby escondido were arrested yesterday for apparently trying to start two new fires. And, sharyn, unfortunately, there has been one fatality a burned body was found in carlsbad. Alfonsi all right, thanks. Ben tracy tonight. There have been 11 wildfires since tuesday. At least six have now been contained by an army of firefighters, more than 2,600 of them. Carter evans now on the aerial assault against the flames. Reporter these ch53e super stallions are among nearly two dozen marine helicopters attacking the san diego wildfires from the air. Today, they took us along for a ride to show us how they do it. Right now, were headed north up the coast to Camp Pendleton. When you look out the right side of the aircraft, you can see a huge tube of smoke rising from the fire below. The pilot lowers the chopper. The basket carries 900 gallons of water and weighs more than 7,000 pounds. You can see the rotor wash on the water the wind coming off these blades blows more than 200 miles per hour. Theyll repeat this routine every few minutes, guided to the flames by fire commanders below. Yesterday, they made 200 water drops. Every time we fly over the fire, the smoke, you can smell it. You can feel the heat radiating upwards from the flames below. Youre looking straight below through the belly of the aircraft. This is called a hell hole, for obvious reasons. This guy right here is the crew chief. He is spotting the fire. Hes looking to see where were going to drop this. Hes also the one who is going to press the button to release the water on the fire below. Drop. Reporter from the ground, these water drops may look easy, but flying with the third marine aircraft wing, we quickly realized that it requires incredible skill to maneuver these giant helicopters with such a heavy load of water hanging below, especially in this hot, windy weather. But these marines live here in this community, so its personal and they tell me, sharyn, theyre eager to help out. Alfonsi all right, thanks. Carter evans tonight. The jobless rate was 7. 8 . Thats still well above the National Average of 6. 3 . Federal air safety investigators are looking into a close call involving two commercial jet liners. It happened late last month over the pacific off hawaii. The two boeing 757s were heading towards each other at 500 miles per hour. Heres transportation correspondent jeff pegues. Reporter weve obtained this radar image that shows just how close the two planes came to a midair disaster. The blue circle is United Airlines flight 1205 traveling to los angeles from hawaii. The yellow circle is u. S. Airways flight 432, heading for hawaii from phoenix. This is what air Traffic Control heard. Reporter according to the initial report, an air Traffic Controller mistakenly authorized both planes to fly at 35,000 feet heading directly towards each other. Sources with knowledge of the investigation say the planes were eight miles apart when the cockpits alert system alerted the pilot that they needed to change course. By the time the planes were just over five miles and 800 feet apart, the united flight had made an emergency descent, and the u. S. Airways jet had climbed. When the pilots notified air Traffic Control, the planes may have been as close as one mile apart, but increasing altitude away from each other. The f. A. A. Defines this kind of incident as a loss of separation, when two planes come within five miles of each other with less than 1,000 feet of altitude between them. Sharyn, thats why the f. A. A. And the n. T. S. B. Are investigating. Alfonsi all right. Thanks, jeff. In turkey today, grief and anger over the countrys worstever mine disaster led to more protests. Tuesdays explosion and fire killed at least 284 people. 18 are missing. In the mining town of soma, Police Responded to todays protests in force, and our Holly Williams was right in the middle of the chaos. Reporter in a small town still stricken by grief, many here blamed turkeys government for allowing powerful Mining Companies to cut corners. But today, the Turkish Police were determined to shut this demonstration down as theyve done in cities around the country. Diler kocka, a housewife whose son is a miner, confronted them. Why are you here . She asked. These people havent done anything. When the protesters refused to leave, the police began firing plastic marbles into the crowd, and then blasted the demonstrators with water, soaking us as we filmed. This began as a peaceful protest, but the police are now using a water cannon and tear gas to try to force people off the streets. The gas sent people running for cover and enraged the demonstrators. This man said he was a miner. I do it to put bread on the table, he told the crowd. But maybe tomorrow, ill be the one whos killed. And narin aslan told us she also works for one of the towns Mining Companies. We wont let them take our lives, she said. We want the people responsible for this accident to be held to account. Here at the mine tonight, they are still retrieving bodies more than three days after the accident. Alfonsi alfonsi tomorrow is the 60th anniversary of brown versus the board of education, the Landmark Supreme Court decision that outlaws segregation in public schools. But decades later, studies show segregation is still widespread. Elaine quijano visited a new York City School thats trying to buck the trend. Reporter when sofia lavion arrived for her first day of sixth grade at brooklyns park slope collegiate, she noticed something different. In this school, i see a lot of blacks and more hispanic people. I was happy for the fact that this school wasnt segregated. I hate segregation. Reporter 370 6th12th graders attend this school in what used to be a minority neighborhood. In the last few years, fewer than 1 of the kids were white. The neighborhood changed. Its now predominantly white. So principal Jill Bloomberg worked to diversify and reached out to local parents. This past year, they welcomed ten white students into their sixth grade class. As a system, our schools are incredibly segregated. And i had been sort of hoping that, if you build it, they will come. When youre mixed with people, youre mixed with people that can teach you things that youd never know if everyone was the same. Reporter nyah dias is lavions classmate and friend. Its dumb for segregation. Were good friends. I never make fun of her, she never makes fun of me because of our race. Reporter in the past 30 years, diversity in our schools has dropped. Today, in a classroom of 30, youll typically find 22 white students and only eight minority student. What specifically do parents think they can get out of having their children in a more racially diverse classroom . Whats the real tangible benefit . People very much believe in integration, and the ability to create that kind of situation for their children mattered. If they hear somebody saying, oh, youre black, and youre white, like, they say its not okay because were just the same. Reporter you think thats a good thing . Yeah, i think its good because if you dont stop it at the source or the core of it, then. Its just going to spread. Its just going to keep going. And to stop it when it starts. Reporter researchers whove studied the issue say housing segregation has played a major role in School Segregation, but they also point to a series of Supreme Court decisions in the 90s that paved the way for School Districts to end their desegregation plans. Alfonsi unbelievable, 60 years later. Thanks, elaine. L. A. Clippers owner Donald Sterling says he wont pay the nbas 2. 5 million fine for making racist comments. Congratulations. Thank you. Congratulations. Thank you. Reporter this really shouldnt be happening. Statistically, as a foster kid, gina pearson was more likely to wind up behind bars than under a mortar board. And yet, here she is, graduating from Rutgers University in new jersey with a degree in social work. Congratulations to the class of 2014. Reporter with a masters ahead of her, and so much baggage behind her. See, gina didnt live in just one foster home. I would just always act out or something, and i would get kicked out of home, or i would just run away or Something Like that. Reporter and how many times would that happen . A lot, like 30. Reporter 30 . Yeah. Reporter 30 foster homes, from first grade right through high school, where freshman math teacher Cherylyn Straubmuller remembers her behavior all too well. Reporter she threw a golf ball at you . She threw a golf ball in my direction and hit me in the head. Reporter and that was just one episode. Mrs. Straubmuller had dozens of other reasons to suggest gina for expulsion, but instead, she took a different tact. She sent me an email, and she asked me to babysit the kids. Reporter wait, wait, she invited you to her house to babysit the kids . Uhhuh. Reporter why would she trust you . I dont know. Reporter you dont know . I think she saw something i didnt even see in myself. Reporter saw it and cultivated it, long after gina was out of her class. She was so consistent in sitting with me every day, even though she may have had Something Else to do. And we would just talk. She kind of helped me find myself. Reporter mrs. Straubmuller encouraged gina to buckle down, talked her into going to college, and the rest is future. Im so proud of her. I really am so proud. Shes made her own way. She realized what brain she had and she finally used it. Thats the best part about it. Reporter this graduation season, every kid under cap and gown should be able to point to at least one person who made it all possible. Congratulations. Thank you. Youre so welcome.
