Things, and he did. Captioning sponsored by cbs this is the cbs evening news with scott pelley. Pelley good evening. This is our western edition. Tonight, the president says he is heartbroken. The secretary of defense calls it a terrible tragedy. At least four people are dead, many others wounded, after a soldier opened fire at fort hood, texas, late today. The gunman is among the dead. It is the second mass shooting by a soldier at the huge army post in less than five years. In chicago, a short time ago, president obama had this reaction obviously, this reopens the pain of what happened at fort hood five years ago. We know these families. We know their Incredible Service to our country and the sacrifices they make. Pelley bob orr, our Homeland Security correspondent is following the d nts. Bob, whats the latest . Reporter well, scott, two u. S. Officials now have told cbs news that the shooting suspect is dead. Hes identified to us as a soldier named ive an lopez. In addition to the other three fatalities, sources say about one dozen people have been injured and wounded, and some of those seriously. The shooting happened Late Afternoon on the west side of the fort hood base, apparently near a medical brigade building and motor pool. Were told its a spot heavily populated usually by soldiers. Immediately the base was locked town. All the personnel were told to shelter in place. Military police began responding to reports of an active shooter on the base. There were early unconfirmed report there may have been more than one gunman. Because of those reports authorities have to do an exhaustive buildingbybuilding search but a number of officials have told us they do not believe there is a second gunman involved. Sources say this appears to be a soldieronsoldier case of violence but they also say its too toon soon to make any judgments about a possible motive. , of course, fort hood was the scene of a deadly mass shooting back in 2009. Army major nanadal hasan was convicted of killing two and wounding 32,s. Officials say in this shooting, there is no preliminary information, scott, pointing at all to terrorism. Pelley bob, thanks very much. In another major story, money talks in politics, and it is about to get loudir. Today the u. S. Supreme court lifted a key limit on political contributions. An individual will now be able to give to as many candidates, parties and political committees as he or she wants. The ruling was 54, conservatives roberts, scalia, kennedy, thomas and alito voted to strike down the restriction. Liberals ginsberg, breyer, sotomayor and kagan were in the minority. Chief Legal Correspondent jan crawford has more about the ruling and its impact. Reporter alabama businessman Shaun Mccutcheon wasnt looking to contribute millions of dollars to one candidate. He wanted to contribute a few thousands dollars to a lot of different candidates. Its a fundamental freedom of speech, constitutional First Amendment issue about your right to support as many candidates, parties, and, you know, committees as you choose. Reporter today, the Supreme Court gave donors like mccutcheon the green light to spread the wealth, striking down limits on the total number of candidates and Political Parties a person can support. Federal law had prevented donors from contributing the maximum 5,200 to more than nine different candidates during an election. Chief Justice John Roberts writing the main opinion said there was no evidence that contributing the maximum amount to additional candidates or Political Parties would lead to corruption. Money in politics may at times seem repugnant to some, but so, too, does much of what the First Amendment vigorously protects, says reports. If the First Amendment protects flag burning, funeral protests and nazi parades, it surely protects Political Campaign speech. The courts four liberal justices issued a sharp dissent, written by Justice Stephen breyer saying the ruling eviscerates our Nations Campaign finance laws. Veteran Campaign Finance reformer fred wertheiner said the court was opening the floodgates for big money, much like its 2010 Citizens United decision which paved the way for massive contributions to independent Political Action committees. The bottom line is they are creating and have created an inherently corrupt system. Thats a disaster for the american people. Reporter now, todays decision could also redistrict some of that superpac money back to the Political Parties and to candidates who are challenging incumbents. Scott, one contributor told me today that donors who want to back a winner now can hedge their bets and put money on a lot of different challengers. Pelley jan crawford at the Supreme Court. Jan, thanks very much. So what does this mean for politics in america . For that we turn to Bob Schieffer our chief washington correspondent and anchor of face the nation. Bob. Reporter scott, for all practical purposes, this ruling is just one more sign that we no longer have any Campaign Laws that really matter. More and more, the very rich are taken control of our politics. They dont control it yet, but their influence just keeps growing, and this ruling will make it easier for them. Relaxing previous Campaign Laws has already changed our politics dramatically. Instead of working to form the bipartisan coalitions that once produced the compromises that made washington work, the emphasis now is almost solely on raising money to run attack ads as we saw when a parade of wannabe republican president ial candidates flew to las vegas last week to show off for sheldon adleson, the casino owner who contributed an astounding 93 million to candidates in 2012. As week in and week out, no matter the crisis at the moment, the president finds time to fly off in air force one for yet another fundraiser with the democrats big guys. The question is what are we getting for all this money . Does anyone really believe washington is work better than it used to . I dont. Pelley Bob Schieffer, thank you, bob. Also in washington today, senators accused General Motors of covering up a defect that has killed at least 13 people. Families held photos of their loved ones as g. M. C. E. O. Mary barra was questioned about why the company delayed for a decade the recall of more than two million cars. There is a problem in the ignition switch that can kill the engine, power steering, power brakes, and airbags. A cbs news investigation uncovered much of what we know, and jeff glor was in the hearing. So he has not been fired . No, he has not. Reporter today many questions for g. M. C. E. O. Mary barra were about why no one has been dismissed over the delayed recall. Senator Claire Mccaskill i for the life of me cant understand why he still has his job. Reporter mccaskill is talking about g. M. Engineer ray digirogio who is still at the company. The memo shows digirogio signed off on a new ignition switch to replace the faulty one in 2006 but the part number was never changed so there was no way to differentiate between old switches and new ones. Barra had few answers. I dont have the complete facts to share with you today. I became aware of the defect and the recall on january 31. Reporter when a key is inserted into ignition, the problem was in the back of the ignition switch assembly. This part, called the detent plunger was too short. It didnt fit into its slots. The looseness meant the key could spontaneously switch turning the car off and disabling safety features. The replacement plunger is 15 longer than the defective one. Snugly fitting into position and holding that key into place. Senator ed markey we now know that the difference between this switch and one that would have worked was the difference between life and death. Reporter we also now know at least 17 g. M. Employees, including digirogio, and the executive in charge of small cars at g. M. , lori queen, were on an email that said g. M. Was very aware of an issue with inadvertent ignition offs in 2005. No recall came until nine years later. Barra today pleaded ignorance, blaming the old g. M. You dont know anything about anything. Reporter senator Barbara Boxer you have been involved in this since you became c. E. O. Have you not looked into this . Reporter bara who said an internal investigation would take up to 60 days, was also asked repeatedly if g. M. Deceived the government in 2009 by take a bailout without revealing ignition problems. The bailout gave them immunity from accident claims. Senator marco rubio can you tell us whether g. M. Intentionally misled the government and federal regulators when they failed to disclose or fixing the faulty ignition switch. I dont know. Thats why were doing the investigation. Reporter barra says the recalled vehicles are still safe to drive as long as drivers use the key only. But, scott, on friday in texas a federal judge will hear a request that all the recalled vehicles be parked immediately. Pelley the key only and nothing else on the key ring. Jeff, thanks very much. Today, chili reported six deaths but remarkably little damage from a powerful earthquake that struck last night. A magnitude 8. 2. It was centered in the pacific about 59 miles from the city of iquique. Vincente arenas spoke by phone with residents there. Reporter the shaking lasted a minute, and forced many in the city of 185,000 into the streets. Some roads were buried by landslides but the worst damage appeared to be in the harbor, where a small tsunami destroyed part of the fishing fleet. We reached john paul dastres on the flown. He was in his fourth floor apartment. What were you thinking when this was happening . This was the end. I was absolutely scared. Reporter what were people doing around you . Running and screaming. Driving like crazy their cars. Reporter chili is on what scientists call the ring of fire, the 25,000milelong horseshoe is a location of 90 of the worlds earthquakes. The site of this quake is where the floor of the Pacific Ocean slips below south america. Shimon wdowinski is a university of miami geophysicist. The rate of motion is about two and a half inches per year. So every about 100, 150 years it is released by a large earthquake. Reporter this animation from the Pacific Tsunami Warning Center shows how the ripples from this earthquake traveled more than 6,000 miles. Tsunami advisories were issued as far as away as hawaii, but no damage was reported. People we spoke to in chili said a series of quakes in recent days had put people on edge so they reacted quickly, when the shaking began last night. There have been 40 aftershocks that have hit the area that have registered 4. 0 in magnitude, and, scott, Scientists Say that even a bigger earthquake could still hit the area. Pelley vincente arenas in our miami newsroom. Thank you. A disease that kept a lot of baby boomers home from school has been preventable for many years now with a vaccine. So the c. D. C. Is concerned tonight about a sudden uptick in the number of measles cases. In an average year there are about 60 but so far this year there have been more than 100 so we asked dr. Jon lapook what was going on. Reporter this clinic is santa ana california is offering free measles vaccinations. There have been 49 cases in the state. Last year, california had only four. Dr. Eric handler is the Public Health officer for Orange County. Its alarming because measles is a preventable disease. And part of the problem is that we have pockets of populations in Orange County that are not getting immunized. Reporter until today, that included susan ihrigs children. Susans fear of measles overcame the familys concern about the safety of vaccines. Now that theres an outbreak, my children will be quarantined from school if they dont have these shots due to the Measles Outbreak and potential exposure. Reporter in new york city there, have been 25 cases this year, 12 in children. Of those children, eight were infants too young to be vaccinated. Two children were not vaccinated because their parents refused to do so. Over the past 20 years, the vaccination rate against measles has been stable at more than 90 . The c. D. C. Says thats enough to prevent a widespread epidemic, but those who remain unvaccinated may get infected themselves and spread the disease to others. In the current outbreaks, 28 people were travelers who were infected in other countries and brought the virus into the united states. Pelley jon thanks very much.
