Today gm a announced yet another recall. This time 1. 5 million vehicles worldwide including chevy malibus and pontiac g6s because the power steering can go out. That is in addition to the recall of 2. 6 million vehicles because of faulty ignition switches that are now linked to 13 deaths. Tomorrow congress will hear from g. M. And the families of the dead. Jeff glor is following this. Im here to speak for natasha, who cant speak for herself. This is my daughter kelly erin ruddy, she died when she was 21yearsold. She was killed in a chevy cobalt. Reporter as parents of children killed in recalled g. M. Vehicles sat down to talk with us in washington, house members were looking at this background report issued before tomorrows hearings. The report asks, why did it take so long . And gives a timeline of the g. M. Ignition switch problem. 2001, a preproduction report for the saturn ion identified an issue. 2002, part supply delphi said, g. M. Approved the switch even though it did not meet g. M. Specifications. 2004, g. M. Engineering inquiry was opened. It was closed one year later, march 2005. A g. M. Report said fixes would take too long and cost too much. None of the solutions represents an acceptable business case. Four months later, july 29th, 2005, the first death linked to the defect, a 16yearold killed in a chevy cobalt in maryland. Has admitted the ignition switch on more than 2 million vehicles may suddenly move to the off or accessory position, shutting off the engine, disabled power steering, power brakes, the seat belts and the air bags. The national Highway Traffic Safety Administration or nhtsa noticed a trend in consumer complaints in 2007 but never investigated further. The first recall by g. M. Didnt come until february of this year, 13 years after the problem was discovered. Tomorrow, the acting head of nhtsa will testify before the house. So will g. M. s c. E. O. Mary barra. Laura christian also lost her daughter. Theres nothing that she can truly says thats going to make up for any of this. But you know, to be clear, mary barra needs to give us the answers. Reporter in Opening Statements tomorrow the acting head of nhtsa will say g. M. Didnt give them the full picture. G. M. Had critical information that would have helped identify this defect. Barra will say, i cannot tell you why it took years for a safety defect to be announced. But i can tell you that we will find out. At least 6 million have enrolled, but a lot have waited until the last minute. Since saturday, healthcare. Gov has had more than 4 million visits. That overwhelmed the site, it went done twice today. And places where you can sign up in person were mobbed. Vincente arenas is in miami. Reporter people started lining up in this mall in miami at 3 30 this morning. By noon more than a thousand had come here to try to sign for obamacare. When you walked in and you saw these long lines, what went through your mind . laughs i am going to be here for six hours. Reporter Odalys Arevalo is the Insurance Agent who set up this enrollment center. Her 50 agents do not work for the government. They get a commission from Insurance Companies to sell policies available and the Government Health insurance marketplace. Today, they were helping people prove they attempted to get coverage so they could try again later. Its very difficult. Very difficult. Weve had very angry people this morning. Lined up since very early and then walking away with just nothing. Reporter there are still several hundred people here tonight waiting to start the process. And scott, many say that if the web site stays down, theyll be back tomorrow. Pelley vincente, thanks very much. In the beginning the government expected 7 million would sign up by today. In an interview on friday, president obama told us its likely to be just short of that. We admittedly had just a terrible start because the web site wasnt working. And despite losing effectively two months, we are going to be reasonably close to that original projection. And in terms of the mix what weve seen as we anticipated, is that more young people are signing up late than early. But given how gloomy i think everybodys assessment was back in the middle of november, i would say that we are on our way to making sure that no american ever has to go without health care. Pelley so generally speaking if you miss todays deadline and you have no health insurance, its likely that you will have to pay at least a 95 fine in your income taxes next year. The next opportunity to enroll in the government system will be this november for coverage in 2015. In that interview on friday president obama called on russian president Vladimir Putin to pull his troops back from the border of ukraine. Well, today putin made a small step, withdrawing about a thousand soldiers out of 40,000. The white house called it a token gesture but an important one. There is concern that russia might invade other parts of ukraine now that its taken the crimean peninsula. Today we learned that the f. B. I. Has begun a criminal investigation of highspeed Computer Trading on wall street where milliseconds can mean millions. 60 minutes reported on this last night and bob orr has the latest, bob . Reporter well, scott, sources tell us the f. B. I. Is investigating those so called High Frequency traders to see if some how they are unfairly using a speed advantage to essentially game investment markets. As 60 minutes reported last night, some traders could be using information that they receive just a fraction of a second ahead of everyone else to decide what to buy and sell and when. Critics say these High Frequency traders are literally able to see the orders of other investors before those orders are filled. Then they execute trades that result in high profits for the High Frequency traders, and higher stock prices for everybody else. Now its not clear that this kind of edge is illegal. But sources say the f. B. I. Is looking into possible Violations Including things like wire fraud and insider trading. A Law Enforcement official tells us the investigation actually began last year and cautions because its a highly technical and complex probe, it will likely take many more months, scott. Today the secretary of defense chuck hagel announced a reorganization of the agency that is supposed to identify them. The joint powmia accounting command or jpac was the subject of a cbs news information that reported on mismanagement there. Chip reid has todays developments. This effort is not just a top priority for the department of defense, its our responsibility and obligation. Reporter under hagels plan too major pentagon agencies including jpac which have long been criticized for weak leadership will be coded in a single agency. Hagel emphasized what the overhaul will mean to family was have been pleading for answers. They will be communicated with, clearly, directly and it will be communications from one Central Location that has not been the case. I do my best. Reporter john eakin has been spent years trying to find the remains of his cousin who survived the brutal botan death march in 1942 only to die in a japanese prison camp. Eakin says jpacs own documents show his cousin is buried in this grave in the philippines. What has it been like trying to convince jpac that your cousin is buried in that grave . Oh its like beating my head against the wall. Reporter jpac says theres not enough evidence, but we have received internal jpac reports that say eakins cousin could easily be identified. The people that work there, refer to it as dysfunction junction. Reporter the reports were written by rick stone who was a senior official at jpac but says he quit because of how jpac treated the families. They try to slow roll the families in hopes that they will either die or become discouraged or not pursue the case any further. Reporter slow rolling, thats an expression that is commonly used within jpac . Yes. Reporter we asked jpac for an interview to respond to eakins and stones claims. In a statement the agency said that because of ongoing litigation jpac cannot comment on the case. And another issue could drop in june, scott. Thats when an internal pentagon investigation of jpac is due. Its looking into allegations of wrongdoing that include financial irregularities. Pelley chip, thanks very much. The search for Malaysian Airlines flight 370 turned up nothing today from the boeing triple 7 which vanished more than three weeks ago. Searchers are focusing here nearly 1300 miles west of australia, debris recently recovered by ships turned out to be fishing gear. Today, a new United Nations report raised the threat of Climate Change to a whole new level. The 2600 page document warns of extreme consequences to life and livelihoods, heres Mark Phillips in london. Reporter according to the u. N. Panels latest report the predicted consequences of a warming world are already with us. No single event can be blamed on Climate Change, but a winter of extreme weather in the u. S. And europe, drought in the west, they are all signs the environmental and Economic Risks are already being felt says Michel Jarraud of the World Meteorological organization. 50 years ago, the previous generation maybe was damaging our atmosphere, the earth, out of ignorance. Now ignorance is no longer a good excuse, we know. Reporter and not all the pain will be endured by vulnerable populations in far off coastal regions of asia, or the encroaching deserts of africa. The effects will be felt closer to home too, even at the corner coffee bar. Among the commodities most sensitive to even small climate variations is the drink that seems to fuel the world. Coffee only grows on a narrow band of mountainside in a certain temperature range. And in the more extreme conditions of the Climate Change world, those conditions are at risk. Even at the lower range of predicted warming, the coffee producing areas of central and south america, of africa and lately of vietnam may no longer be economically viable. And the small land holder producers which dominate the industry may not be able to simply move up the hill. Whether its coffee or any other weathersensitive commodity theres no turning back the Climate Change clock. Greenhouse gases already produced will continue to contribute to global warming. Scientists say there is a 99 chance of a strong or major quake in Southern California in the next 30 years. Heres ben tracy. Reporter the earthquake that hit just after 9 00 friday night caused moderate damage but rattled plenty of nerves. screaming the 5. 1 quake was not on the wellknown San Andreas Fault where the socalled big one is expected to occur. Rather it was on the potentially even more dangerous puente hills thrust fault system. It was discovered in 1999 and stretches from northern Orange County under Downtown Los Angeles and up to hollywood. When we put the earthquake right under the city it becomes more damaging. Reporter lucy jones is a seismologist with the u. S. Geological survey. The Agency Simulation of a major quake on the puente hills fault shows it rocking the most densely Populated Areas of los angeles, home to more than 4 million people, and causing 250 billion in damage. What does a major quake on this fault look like . 3,000 to 18,000 dead depending upon the time of day. By comparison, a san andreas was only 1,800 dead. Reporter after fridays earthquake jones was briefing reporters when one of nearly 200 aftershocks hit the city. alarm sounds now were having an aftershock. Reporter two weeks ago a 4. 4 quake struck los angeles. Earthquake we are having an earthquake reporter but for two decades the ground beneath the city has been unusually quiet. The last magnitude five or greater was in 2008. sirens and the last strong earthquake was the 6. 7 that hit Northern Ridge in 1994 killing 57 people. Here at the Seismological Lab at caltech they have been plotting the aftershocks from fridays earthquake. Those are those little red dots on the map. Scot, these earthquakes do seem well timed. Reporter japan is one of the few countries to continue the practice of whaling. Theyre allowed to kill up 850 minke whales a year, as part of a hunt, japan could catch whales and examine them for research before selling the meat to consumers in japan. Australia sued japan at the International Court of justice arguing that the country was not justified in taking so many whales. The court ruled that the research produced from the hunts two scientific papers based on the results from nine whales did not justify the number of animals being killed. Antiwhaling activists have been trying to stop the practice for years. A story for 60 minutes scott pelley met conservationist paul watson who runs a group called sea shepherd which rams whaling ships. There is no scientific basis for what they are doing. We have seen them take a whale on to the factory vessel. There is no scientist there there is nobody measuring anything. They simply cut them up, send them down below and package them, so this is not science. Reporter japan says it is deeply disappointed by this ruling but that it will abide by it.
