Today, a very optimistic president obama predicted that 2014 could be a breakthrough year for the economy. But he conceded hell have to deal with some Unfinished Business from 2013, too. Including the surveillance programs exposed by Edward Snowden. On monday, a federal judge said the collection of phone records of millions of americans is probably unconstitutional. Then on wednesday, a panel appointed by the president said the Program Needs to be reigned in. Today the president signaled that hes ready to do that. But is he ready to cut the fugitive snowden any slack . Snowden, granted asylum by russia, is charged with stealing and spreading classified information. Major garrett asked the president about all this at the News Conference today. Major . Reporter scott, the idea of the Obama Administration granting amnesty or negotiating a plea agreement with Edward Snowden was first raised by rick leggett, hes the head of the Government Task force on the snowden leaks. Under what circumstances would you consider either a plea agreement or amnesty for Edward Snowden . And what do you say to americans, sir, who believe Edward Snowden set in motion something that is proper and just in this country about the scope of surveillance and should not be considered by this government a criminal . The fact of the matter is that the United States is a country that abides by rule of law, that cares deeply about privacy, that cares about civil liberties, that cares about our constitution. So i think that as important and as necessary as this debate has been, it is also important to keep in mind that this has done unnecessary damage to u. S. Intelligence capabilities and u. S. Diplomacy. But i will leave it up to the courts and the attorney general to weigh in publicly on the specifics of mr. Snowdens case. Reporter but, sir, if i could follow up, mr. Leggett is setting this in motion, at least raising this as a topic of conversation. You, sir, im certain would be consulted if there was ever going to be a conversation about amnesty or a plea bargain with Edward Snowden. I think thats true, major. And i guess what im saying is reporter can you rule it out forever that you would never consider it. Im saying theres a difference between mr. Leggett saying something and the president of the United States. Reporter given numerous opportunities, the president wouldnt rule out a future negotiation with snowden, that doesnt mean its going to happen, scott, but it does mean the door remains open. Pelley major garrett, thank you. On the subject of his Health Care Law president obama said today obviously we screwed it up. But he noted that after a rocky start more than one million americans have enrolled for insurance. The administration also announced last night that it will make good on a broken promise for those people who had their insurance canceled because of the laws new standards. Heres Wyatt Andrews. Reporter its an attempt by the administration to solve the problem of millions of people like kathy wagner, people who lost individual insurance policies despite the president s promise that everyone could keep their plans. Wagner, a nurse in colorado, supports obamacare but felt let down by the president. President obama, this is not what we hoped for, its not what we were told. Reporter the new regulation lets people with canceled insurance apply for whats called a hardship exemption from the individual mandate to buy insurance. The exemption will now apply if your Insurance Plan was canceled and you believe other plans are unaffordable. The exemption will allow buyers to purchase lowpremium high deductible catastrophic insurance that was not available to them before. But the Insurance Industry reacted with alarm. Robert zirkelbach represents most of the Nations Health insurers, said thousands of Healthy People needed to finance system can simply escape the mandate. If the mandate starts going away or being its effectiveness is taken away, you know, that really undermines the fundamental structure of the law. Reporter the president down played that risk today. He predicted the rule will help more consumers buy insurance. This is essentially a additional net in case folks might have slipped through the cracks. Reporter but this is the second time the administration has relaxed its rules governing the individual mandate. Large Companies Already have a oneyear delay and, so, scott, politically this has revived the republican argument to delay the mandate for everyone for one year. Ice caused power line fires in Salt Lake City that knocked out electricity to thousands. Towards sunday the heavy rain to the east coast and ice across Northern New England and up into southern canada. Huge amounts of rainfall with this. Charlie dagata had the breaking news last night and hes back with the latest. Reporter when a 100foot chunk of ceiling fell on the packed house last night it dragged down a part of the balcony with it. Pieces of plaster and wooden beams crashed down, sending theater goers racing for the exits. One witness seated in the balcony said it was like watching an avalanche. Police commandeered three london buses in the rush to get the wounded to the hospital. As far as we know the roof collapsed above us and i think i just obviously got a bang sharp bang on the head. The next thing i know i was in the foyer. Reporter today, city officials inspected the theaters roof and found it intact. The theaters health and safety records were also up to date. Investigators are looking at whether an intense rainstorm an hour before the play might have caused the collapse. Several witnesses report seeing water dripping from the theaters ceiling and britains Weather Service reported that five days worth of rain had fallen in just one hour last night. Were told inspections took place at all 52 theaters in Central London today to assure audiences that buildings are safe. The producers of this show have canceled performances through january 4 but, scott, in a city that hosts 32,000 theater goers every night, for everywhere else, the show must go on. There are three russians, two americans, and one japanese aboard the International Space station and early tomorrow morning the two americans will make the first in a series of space walks to try to fix a problem with the cooling system. In walnut kriek, a surplus of money has helped build a multimilliondollar Aquatic Center at one high school, and as shows us, a shortage of funds in oakland is forcing one school to close. Students walked home with donated gifts and a big smile this afternoon, but the start of winter break is the end of this school for many students. The 100 black men of the bay Area Charter School will close next month. Our problem is purely financial. The Elementary School opened 18 months ago in the east Oakland Hills with lesson plans geared toward African American boys. The school went from 120 students in september to now 75. The chairman of the board of directors for the school says they couldnt get enough private donations to keep the doors open. Many of our students have high needs, and in order to address those needs, we needed significantly more resources than we had. Parents are saddened
