Secretary of state john kerry said today the evidence is screaming at us that chemical weapons were used in syria and he said president obama believes there must be accountability. It is the latest sign that the administration is preparing a military strike against the assad regime. Kerry said that he had looked again at the pictures that we all saw last week of the victims of the attack many of them children and he cant get them out of his head. Here is some of what have the secretary had to say. What we saw in syria last week should shock the conscience of the world. It defies any code of morality. Let me be clear the indiscriminate slaughter of civilians, the killing of women and children and innocent bystanders by chemical weapons is a moral obscenity. By any standard it is inexcusable and, despite the excuses and equivocations that some have manufactured, it is the undeniable. Pelley we asked david martin at the pentagon to tell us more about the military operations. Reporter the words secretary of state used and the force with which he delivered them left little doubt the u. S. Will soon strike syria. President obama believe there is must be accountability for those who would use the worlds most heinous weapons against the worlds most vulnerable people. I i four u. S. Navy warships are already in position in the Eastern Mediterranean ready to launch cruise missiles within hours of receiving the order from president obama. A british submarine is also reported to be in position. They would almost certainly fire their weapons in the middle of the night the time when the u. S. Military prefers to strike and when most civilians would be off the streets and less likely to be injured. An attack limited to cruise missiles would fall well short of the shockandawe campaign on the Opening Night of the iraq war. But officials said it would be large enough to damage the syrian militarys ability to launch future chemical weapons attacks. The u. S. Has a huge military advantage, so there is little doubt cruise missiles could destroy targets ranging from command senters to launchers used to fire chemical weapons. President obama wants to send a message about the consequences of using chemical weapons, but the Syrian Regime is playing for much bigger stakes than that. It is fighting for its life. Pelley david, thank you very much. Let us remind you how we got to this point. The family of the dictator Bashar Alassad has ruled syria with an iron fist for 43 years. Two years ago, there was a popular uprising. Now about 100,000 people are dead and more than a million are refugees. The uprising has turned into a religious war between the two major branches of islam. The Obama Administration considered some of the rebel groups terrorists linked to al qaeda. Syria, of course, shares borders with israel, lebanon, jordan, iraq, and turkey. Today inspectors from the United Nations went to the scene of the gas attack but they immediately came under fire. Heres Holly Williams. Reporter the inspectors came under fire as their convoy sped towards rebelheld tart parts of damascus. The Syrian Government and the opposition blamed each other for targeting the u. N. Team. The convoy finally made it to the scene of wednesdays attack on the outskirts of damascus. The inspectors were take on the a makeshift hospital where survivors are being treated and they were able to take blood and tissue samples. In videos posted on the internet of the aftermath, many of the victims are children. Im alive im alive screamed this girl who appeared to be in shock. Opposition groups say both of her parents were killed. The u. N. Inspectors jobs is to determine whether chemical weapons were used, not who used them, but time may be running out as evidence is lost or degraded. Dr. Ghazwan bwidany works in one of the areas the inspectors havent reached yet. He told us his medical unit treated more than 900 victims of what he believes was a nerve agent and said he has blood samples to prove it. We have to deliver the samples to investigation as soon as possible because chemicals in these samples may get less and less with time. Reporter the weapons inspectors were supposed to be in syria for two weeks to investigate three earlier alleged chemical strikes but wednesdays attack appears to have been much larger in scale, scott, and we dont know when theyll release their finding f. Pelley Holly Williams reporting from neighboring turkey. Holly, thank you very much. President obama called his National SecurityTeam Together over the week end to talk about the next move. Major garrett is at the white house, as always, for us tonight. Major, what can you tell us about that meeting . Meeting. Reporter scott, the director of national intelligence, james clapper, led off that threehour white house meeting with a Detailed Analysis about the evidence of the chemical weapons attack, the disposition of victims and what the administration now believes is an airtight circumstantial case that the Syrian Regime was behind it. President obama then ordered up a declassified report be prepared for public release before any military strike commences. That report, scott, top advisors tell us is due to be released in a day or two. Pelley major, is there much debate in the administration anymore about whether to launch a strike . There was not at that saturday meeting, scott, and there is not one now. As a matter of fact, president obama has ordered up legal justifications for a military strike should he order one outside of the United Nations security council. That process is well under way and particular emphasis is being placed on violations allegedly of the Geneva Convention and the chemical weapons convention. Pelley major garrett, thanks very much. Also in the news tonight, thousands of firefighters are continuing their battle against one of the biggest wildfires that california has ever seen the rim fire in and around Yosemite National park has burned 234 square miles and its now threatening san franciscos main water supply. Bigad shaban is on the scene. Reporter more than 3,000 firefighters have battled gusty winds and dry brush to contain 15 of the massive fire. This weekend, the governor declared a state of emergency for san francisco. Though the rim fire is about 130 miles east, its burning closerr to a reservoir which supplies 85 of san franciscos drinking water. Glen stratton is Operations Section chief and says the danger now ash getting into the water. How soon could bit before the fire creeps right to the edge of the reservoir . Probably a couple days i would say at the rate its been moving. Id say two or three days. Reporter are you confident in the meantime youll be able to keep the reservoir safe . Yes, yes, i think so. Reporter about 20,000 acres are burning in the park which pumps about 400 million into the economy. A major attraction are are the majestic groves 206, 000yearold 2000yearold sequoia trees. Don newbacker is s pt of the park. A low intensity burn around the bases wont be bad. Some of the seedlings need fire to regenerate. So if we can keep it to low intensity burns then we could help the sequoias. Reporter so in some aspects youre welcoming the fire. Yeah, well i think were going to use the fire to to potentially enhance the groves and we have to ensuring that we dont get a high intensity catastrophic fire. Reporter right now the winds are continuing to push this fire to the northwestern side of the park which is actually good news as it continues to move in that direction it will continue hitting rock and granite and so the fire will just simply die out because it doesnt have any more fuel to burn. But, scott, the blaze may not be completely put out until the winter. Schieffer bigad, thank you. We lost a member of our cbs news family today. Correspondent Bruce Dunning who retired in 2005 died of complications from a fall. He was 73. In his 35 years at cbs, bruce covered thousands of stories, including the historic last flight from da nang, vietnam. Thousands of people were roaming da nang airfield. Pelley it was march of 1975. The south vietnamese city of da nang was falling to the north vietnamese and Bruce Dunning was aboard a 727 when it arrived to airlift refugees. As soon as the rear stairway was lowered the stampede of terrorized people tried to storm the plane. From the cockpit, the pilots reported by raidy this the situation was out of control. Pelley the mission was intended to rescue women and children but dunning, cameraman Mike Marriott and the sound man captured the chaotic scenes as desserting members of the south Vietnamese Army tried to escape. The heavilyarmed men were menacing. They left their wives, their children, their aged parents on the runway while they forced their own way on board, a rabble of young enlisted men. The stewardess dragged people on and rushed them to seats screaming all the while where are the women and children . Reporter dunning watches add flight attendants took a head count. 268 people were on board. Among them five women and two or three small children. Reporter and he listened at the flight crew, with the help of an escort, examined the plane damaged in the mad scramble. Two years after the tsunami, fukushima is still leaking large amounts of radioactive water. The region nearby is a nomans land. But seth doane went back with a man whose home is now in a radioactive ghost town. Reporter when home is inside a Nuclear Danger zone, returning there is about checkpoints and protective suits. Only residents are allowed in so we asked this man to be our guide. Homeowners can make just ten trips a year no more than five hours each. These are streets you drove through your whole life. What goes through your mind driving to your old home . It used to be a very beautiful place, he told us. It makes me very, very sad. Vegetation has reclaimed the roads near his home of 50 years. This is your house right here. The only sounds were insects and the eerie ticking of our radiation meter. Nearly two and a half years later, bills sat unopened in this house occupied only by animals. Theres a newspaper here from 2011. Is this march oh, my gosh. March 11, 2011. This was the day of the disaster. Reporter he and his family thought theyd be gone only a few hours. Pictures of his three kids laden in radioactive dust hang in the living room. I want people around the world to understand what fukushima is facing he told us and how were still suffering. With so many reminders he told us it was hard to move on. The train hasnt rumbled through here in years. Laundry sits unfinished in the local laundromat. There were around 11,500 people here in the town of okuma who fled when a cloud of radiation engulfed this area just about two miles from the Fukushima DaiichiNuclear Power plant. He still waits for a decision from tepco, the company that opens the plant, regarding compensation for his home. Ive passed the stage of being angry. What would change if were angry he told us. I feel like im just giving up now. Wherever he returns to okuma, its to honor his ancestors. He was the sixth generation to live in this place. He wonders if hell be the last. Pelley weve unmasked seth doane and hes joining us on the set. Seth, what is the government doing about cleaning this up . Reporter a number of things, 275,000 people are still living in temporary housing. He is dying to get into a permanent home and hes working paid for by tepco, about 6,300 other people every month working to scrape the soil, the contaminated soil. I thought to myself if i was ever going to run so hard to where my lungs lit on fire and my chest exploded from my heart going out this would be that day. Reporter but in war, courage is not always rewarded. Stephon mace died on the operating table. The fact that either i didnt get to him in time or i didnt do the right thing made me believe that i had failed fully and completely. Reporter you could havent tried any harder. You dont think about that when its happening. Reporter thinking about what Sergeant Carter did doesnt make it easier to understand where he found the courage. Reporter thats when theyre going to have this ceremony. They also let it be known that the bridge itself could open up a couple of hours after that if they clean up and if the weather cooperates. Two big pieces of news. They also today said that the tests on the bolts that were of concern on the new span appear to be going fine. Heres the story. Absolutely, we are opening on time and we feel very safe. Reporter for the last couple of weeks, this parking lot just off the bay bridge toll plaza has been turned into a makeshift laboratory where officials have been trying to gauge the strength of hundreds of bolts on the new bay bridge span whose strength was brought into question when 32 bolts on a key anchor snapped after being tightened. Its not a fancy operation. The threaded ends are submerged in saltwater and one end is held in place and the other slowly tension and every two days they slowly increase the tension a little more and more. Reporter this weekend, the bolts youre seeing here snapped. Oddly enough, officials are actually happy that it broke. Why . We took them to the highest possible level of tension that they could be under and that is a higher level than any of the bolts are at on the bridge.
