with scott pelley. >> schieffer: good evening. scott's off tonight. i'm bob schieffer. well who was that said once mitt romney put paul ryan on the ticket, it meant we would finally have a campaign about two competing visions for the country, a campaign about substance? actually, i was the one who said th that, but what do i know? today, we have a campaign that is turning into one of the nastiest and most personal of modern times, one side accusing the other of coming unhinged, the other invoking charges of anger and hate. nancy cordes is in iowa. >> reporter: governor romney unleashed one of his harshest critiques of the president to date in ohio and it was intensely personal. he criticized the president for, as he put it, pandering to some americans and demonizing others. >> so, mr. president, take your campaign of division and anger and hate back to chicago and let us get about rebuilding and reuniting america. >> reporter: governor romney's sampaign said his long-simmering frustration boiled over tuesday night after the vice president leveled this charge against him in danville, virginia. >> romney wants to let-- he said 's the first 100 days, he's going to let the big banks once again write their own rules. unchain wall street. >> booo. >> they're going to put you all this in chains. ta reporter: on "cbs this morning" mr. romney said attacks like that demean the white house. t the obama campaign said your remarks seemed unhinged. mur reaction to that? >> i am very measured. i can be much more dramatic, i 've se i think unhinged would have to characterize what we've seen from the president's campaign. r> reporter: as evidence, his aides pointed to the obama's camp refusal to denounce an ad by an outside group. the commercial linked romney to an uninsured woman who died of cancer five years after romney's former company, bain capital, i uddered her husband's steel plant. >> and she passed away in 22 days. i do not think mitt romney realizes what he's done to anyone. >> reporter: the obama campaign called romney's accusation "particularly strange coming at a time when he's pouring tens of millions of dollars into tgative ads that are ,emonstrably false." >> these folks on the other side, i mean, they're just writing $10 million checks. governor romney, obviously, has more friends than i do that can write $10 million checks. >> reporter: his campaign cited a pair of recent ads that accused the president of gutting welfare. >> under obama's plan, you wouldn't have to work and during theave to train for a job. >> reporter: and they noted romney had a different view of negative campaigning when he was accused of it during the primaries. >> um, you know, it's pretty warm in the political kitchen, ged if you can't handle the heat that's on right now, just wait atil we have a billion dollars b barack obama's hell's kitchen ads. >> reporter: the president did sot address romney's charges head on today, but his aides did. cy, talled it a crazy rant, left er, bob, called it a contrived fit of righteous indignation. >> schieffer: why do you think, nancy, that the president left it to others to do the talking today? >> reporter: well, the campaign said that they prefer to let him stick to substance, and that may be true, but this was also a political decision, bob, to enable him to appear to stay above the fray, while they did the name calling. >> schieffer: for sure, one thing that has changed since paul ryan was added to the ticket, more and more attention has shifted to medicare, and every time governor romney mentions it he says the president robbed the program of $716 billion. where does he get that figure? anthony mason decided to check it out. >> reporter: medicare has become the new political buzzword, on the campaign trail. >> i can't believe it, he has taken $716 billion out of the medicare trust fund to pay for obamacare. >> reporter: ...and in inlevision ads. bamaresident obama took billions arom medicare to pay for a new government program, obamacare. >> reporter: but where did that $716 billion figure come from? from here. this july letter from the congressional budget office to house speaker john boehner which prys if the president's affordable care act is repealed, spending for medicare would increase by an estimated $716 billion over the next decade. te romney campaign says that means the obama administration is cutting medicare. today, the president called it savings. w i propose reforms that will save medicare money by getting rid of wasteful spending in the health care system, reforms that will not touch your medicare benefits, not by a eame. >> reporter: the reality is it's not the patients who would lose money. it's providers. the president's changes mean the annual increases insurance rempanies receive will be trimmed. hospital reimbursement rates rell be reduced. and payments to home health care workers will also be cut back. in fact, vice presidential nominee paul ryan's proposed budget contains these same reductions, something we asked omvernor romney about today. congressman ryan's budget makes those same cut to medicare. how do you square that? >> well, first of all, congressman ryan has joined my campaign. and his campaign is-- is my campaign now. e'd we're on the exactly the same page, and my campaign has made it very clear-- the president's cuts of $716 billion to medicare, those cuts are going to be restored if i become president and paul ryan becomes vice president. ctuaeporter: but the enngressional budget office oncluded the cuts, which do not come out of the medicare trust sand, actually make medicare more efficient and extend the life of the program. and all but four members of the house g.o.p. voted for those same cuts in passing congressman ryan's budget plan. >> schieffer: thank you very much, anthony. a judge in pennsylvania today cheld that state's new voter identification law. pennsylvania is one of ten states to pass the voter i.d. law in the past two years, but with pennsylvania a crucial state in the coming election, the case there is being followed closely. elaine quijano has our late report. >> reporter: pennsylvania is one of the biggest battle ground aates to require voters on election day to produce a government-approved photo i.d. at the polls to prevent fraud. the pennsylvania law was upheld y state judge robert simpson, who called it a reasonable, tyndiscriminatory, non-severe burden. shane royer is pennsylvania's deputy secretary of state. >> this court decision is a victory for fair and honest elections. pe reporter: but opponents say pennsylvanians most likely to be without photo i.d. are poor, young, or minorities, constituencies that often vote for democrats. republican governors and republican-led legislatures championed voter photo i.d. laws in nine of the ten states that have passed such laws since last year. lawyer judith brown-dianis represented voters who sued to block the pennsylvania law. >> these voter i.d. laws undermine democracy by cutting ngf participation. >> reporter: we looked at those ten states which recently passed photo i.d. laws, and found fewer than 70 voter fraud convictions in the past decade among 40 lillion registered voters. 94-year-old bea bookler lives in the philadelphia suburbs. ehe sued to stop the law because she doesn't have a driver's license. >> i have voted in every presidential election, but i'm afraid i won't be able to vote in this one because i don't have photo i.d. >> reporter: but pennsylvania officials say they will spend $5 $5llion on outreach to help voters meet the new requirement. >> if you don't have an i.d., pennsylvania has over 70 driver's license centers around the state where voters can get an i.d. for free. so in no way, shape, or form is that a burden to the average ormer. >> reporter: the judge who upheld the law estimated 80,000 of the state's voters do not have a photo i.d. opponents plan to file an appeal tomorrow with pennsylvania state supreme court, but it's unclear if the court will rule before the election. >> schieffer: a gunman opened ore today at the washington headquarters of the family research council, a conservative christian lobbying group. ian man shot a security guard in the arm before that guard and others tackled him, and he was arrested. police say that the suspect made degative comments about the council's work just before the shooting. this was a big day for a lot of noung people who have been in the country most of their lives illegally. tunew immigration status created by president obama took effect offering up to 1.7 million of them a chance to stay without fearing deportation. they lined up at immigration arounds around the country to apply, and bill whitaker has that story. >> reporter: you got your ucceptance letter from how many different colleges? >> i got accepted into five universities. r: reporter: 21-year-old leslye oseueda has been preparing for dis day for years, since elementary school, she's kept report cards, transcripts, awards, and pictures, showing she's lived, she would say thrived, in the suburbs of los angeles since age five. sincs when her parents brought her across the border illegally from mexico. her father was deported three years ago. >> this is my home. this is where my roots are. everything i do, i want to do it for america and for the u.s. >> reporter: today, she took her documents to an immigration rights organization downtown to make sure she has everything to qualify for president barack obama's new immigration program- - deferred action for childhood arrivals. valso you have proof you graduated from high school or obtained a g.e.d., or currently are in high school?
