Sb53, just introduced would apply the same regulations to bullets purchases as to guns. Currently you can buy ammunition in most parts of the state without anyone reporting sales or requiring an id. What we have seen if the local level in california is that cities like sacramento and los angeles have done local recordkeeping ordnances on ammunition and when they looked at the records, convicted criminals were walking into shops buying ammunition no questions asked. Thats a serious Public Safety issue that needs to be addressed in california. Theres no id check for bullets. People who sell bullets dont have to be licensed. So we need reasonable safeguards. Reporter assemblywoman Nancy Skinner is introducing a companion bill. It would require the state to maintain records in order to track people who buy ammunition. She believes that will keep ammunition out of the hands of criminals and the mentally ill. Her bill would also alert Law Enforcement if someone buys a large amount and be able to trace it if a crime does take place. We can have a registry and that way, its those prohibited persons who are prohibited now from buying a weapon somehow have a weapon they bought illegally and then they are buying bullets, Law Enforcement has the ability they can get a search warrant and even confiscate the weapon. Senator lee would require californians to use gun locks when storing firearms. Ben houghton believes this is just beginning. He foresees a lot more bill tightening gun laws this year. A san jose mothers frightening story of a kidnapping attempt was made up. Police sprang into action tuesday after the woman reported a man had tried to grab her twoyearold daughter right out of her arms. Police canvassed her neighborhood, releasing a sketch of the suspect. Today the mother came clean and admitted she lied. Obviously, this was deliberate. She knew that it was a lie. There were some statements that she made that were maybe contradictory to what she had originally said. Police are not saying why the mother made up the story but will press charges against her am she faces 6 months in jail and a 1,000 fine for filing a false police report. A routine traffic stop led Law Enforcement to a treasure trove of guns an drugs in santa cruz county. Authorities found the stash of meth in a home on watsonville. The street value, 70,000. They also found two handguns and 3,000 in cash. Authorities obtained a warn to search this mans house after he was pulled over yesterday. They found drugs in his car and he was driving without a license. He is in jail and Homeland Security has placed an immigration hold on him. Bay area headlines, no one seriously hurt when a car plowed into a Grocery Outlet store in vallejo. Firefighters say an elderly couple was in the car and the driver inadvertently hit the gas instead of the break. The store is closed until the repairs are made. A couple of days ago a man called in on hold with 911 as he looked across the street watching his neighbors house burglarized and the thieves then shot at him. The bell wasnt answered, they started kicking on the door. Reporter he says he couldnt believe it when around 1 40 tuesday afternoon in oakland he saw three men across the street trying to burglarize his neighbors house. He called 911 and waited on hold as the men tried but failed to get inside. Im on the phone and they are coming across the street there getting in the car and the guy took a shot at me like this and the bullet just right in the wall over there. You see that black mark . And i could hear it, it was a report and i could feel the air as the bullet went by, a little breeze. And then my neighbor came running out and said did you hear the gunshot . Reporter he said it felt like he was on hold with 911 for 10 minutes. Not quite. Not even close. In this particular case it wasnt 10 minutes. It was about 2. 5 minutes. But 2. 5 minutes can seem look a very long time. And we understand that. Reporter Oakland Police spokesman Joanna Watson says one frazier got through to a dispatcher cops were sent immediately. There might be people who think wait a minute, 911, i expect somebody to answer right away and not to be put on hold. Absolutely. The system that we have in place our number one preference would be when you dial 911 immediately you go right into a dispatcher and we can start gathering that pertinent information to help you. The reality is, depending on call volume, you go in a queue. Reporter thats the key up there. Right now there are no cause on hold. A little while ago there was one. They say in busy times you can be three deep, people just waiting to get to the dispatcher and then those calls have to go out and im looking over at this computer now, there are 78 calls right now that are holding waiting to get to an officer. Grace, thats how understaffed the Police Department is as well as the dispatch corps right here. Joe, is the problem worse now because of budgets cuts . Reporter absolutely. There are over 600 cops on the streets. The dispatchers here tell me they are understaffed waiting for another academy of dispatchers to come out, as well. So what happens is it is a reality in oakland. You will call 911 and you will often have to wait on hold until you can get through to a human being. All right. Joe vazquez in oakland, thank you. You know, a lot of diners like to go to the yelp website to get the lowdown on a website before going out. Diners now in San Francisco are getting extra information when they go to the yelp site. But as cbs 5 consumerwatch reporter julie watts reports, some Restaurant Owners are expressing reservations. Reporter when it comes to eating out, clean is just as important as the cuisine. Its definitely important to me how clean a restaurant is. Very important. You dont want to go in a restaurant and end up with ptomaine poisoning. Reporter yelp will now post the San Francisco Health Department inspection results next to their reviews and star ratings. So your standard search will also include the numerical grade begin to the restaurant from 0 to 100 on its last inspection. Anything from the Structural Condition of the restaurant to if theres actually any type of vermin there to how they handle the food. Reporter this womans restaurant has an 86 restaurant from the health also has a beef. Some inspectors are very picky. Some are very lean. So depends on who you get to get inspected. Reporter but that may not matter to San Francisco foodies who have plenty of places to choose from. If i were choosing between two restaurants and one had a higher score, i would absolutely choose the one with a higher score. Reporter now, the San Francisco Health Department also posts the citys restaurant scores on its website and you can ask the restaurant to show you its latest inspection report. They are required to show it to you. The average score in San Francisco 88. 70 and under is considered a poor score. These are dangerous waves that can just creep up on you as they lap onshore can cause people on the beach looking at the high surf to fall down and tumble into the waves and injure themselves and possibly even experience death. So the National Weather service has issued that beach statement, also in addition to that we have a also, in addition to that, we have a High Surf Advisory in effect saturday and sunday. This does include mavericks. And thats why we have the green light for mavericks this sunday. But again, these waves could reach 20 feet in height on that beach. The hoax involving notre dame allamerican manti e girlfriend now at 6 30, it is the most talked about story in the country, the hoax involving notre dame all american manti teo and his online girlfriend who neve existed. Tonight we are learning about this hoax and the Southern California man who may have masterminded it. Kristine lazar is in palmdale. Why did you do that . Reporter a man closed his door on us this morning at the home of a 22yearold palmdale man posted on the website deadspin. Com accused of being behind the bizarre girlfriend coach involving notre dame football star manti teo. The kid probably didnt think he was doing any harm. Theyre nice people. Reporter neighbors havent seen the family since news of the hoax broke. According to a story by deadspin he used a photo of a former classmate here at Paraclete High School in lancaster to create the fictional girlfriend the woman the linebacker stole his heart and died of leukemia in september. Teo often spoke of her in interviews. Every letter she sent me would be say be humble, gracious and always remember that i love you. Reporter its unclear if and how teo and the other man know one another. Deadspin say they are close family friends. Teo claims he is the victim of a sick joke during what he thought it was an internet and telephone romance. Neighbors say tuisasopos father is a minister. Seen on facebook there are comments urging his son to come clean. We may never know how the hoax was concocted and who knows the truth as one neighbor put it. The computers are wonderful. But they do cause a lot of problems. Reporter the father titus put a statement on his Facebook Page reading in part, i know so much has been splattered all over the media about my son and my family. Tonight we are hearing from the woman in the photo. Apparently she is works in Southern California a photographer with our sister station caught up with her in torrence today. Not commenting. She said she had no idea she was the face of teos fake girlfriend until a few days ago. Well, in the hawaii hometown where teo grew up there is a mix of support and surprise. Really shocked because we were watching him as he was booing a candidate for heisman trophy. We know manti and we know he wouldnt do that. But whatever comes out of this, we still love manti. Teos family is asking for privacy. New tonight the investigation in a murder in the trivalley has led to an arrest in oregon. A man is awaiting extradition to the santa rita jail. Livermore Police Believe he shot and killed an acquaintance last month. A jogger found the body at the springtown golf course. A motive for the murder is unclear. Have you seen this man . Police say this man tried to kidnap a woman near the Fruitvale Bart station on december 17. The victim tried to drag her to a car. She got away. A woman returned to work after christmas and discovered someone stole her computer. Thats not surprising but its how she got it back that makes this such a great story. Cbs 5 reporter linda yee shows us how the computer was returned. Reporter after bashing through the window it wasnt the artwork the thief was after. Raced in, grabbed the computer, dragged raced back out. Things were a mess. Reporter a computer that stored Important Information gathered over years. Art consultant Melissa Buckner was desperate. She hoped to get back the data remotely by launching a program that allows her access to the computer wherever it was but the computer had to be online. So it took days. Every couple of hours. Reporter midnight two days after it was stolen, buckner found it. Heres how it looked from her laptop at home. I could tell this is my computer. Reporter you knew exactly this is your computer from work . Mmhm. Reporter because of these programs . Mmhm. Reporter buckner felt exhilarated and scared. It was a window into this world that i was afraid to be in. Reporter she turned on the camera. I knew that if someone was sitting there that i would be able to see them. She was obviously confused and she looked it. Reporter the user panicked. Buckner captured several photos. The family is disguised because it turns out they were victims too. They paid 800 for the computer at a flea market in oakland. A recent cbs 5 investigation showed how stolen computers and other items end up here for sale. Back then, ken bastida confronted some of the sellers of what appeared to be stolen clothes. You know its a felony to sell stolen merchandise. All i know is i work here. Reporter buckner emailed the picture to the user and demanded she return the computer. It worked. She said she spent the morning crying because she was so upset. Reporter the family is out the 800 they paid for that stolen computer. The gallery owner here offered to pay half saying all of them are victims but the family said no, thank you. We learned a tough lesson. It was too good to be true. Police say they just doesnt have the resources to monitor what goes on at these flea markets. Reports say hundreds of hostages including some americans are free tonight after a rescue operation by the algerian military. Four americans were rescued and one was injured. The details still sketchy but it appears some hostages were killed. It all started yesterday when a group called the masked brigade stormed a natural gas facility to protest a crackdown on militants in mali. In colorado, six months after a gunman killed 12 people and injured dozens more inside a movie theater, the multiplex is reopening tonight. The theater where the shooting happened now has a new screen, seats and carpeting. Tonights reopening is only for survivors, victims family members and officials. The theater opens to the public tomorrow. The woman known as dear abby died yesterday following a long battle with alzheimers disease. The assistant public works directors tells us about a Pilot Program voted on by the city council and starting in april to eliminate the black garbage cans. We are trying to head toward zero waist. Reporter compostable items will be together in a two bin system. On a pilot basis well have residents bag their kitchen scraps and put them in with the yard trimmings in their green cart. Reporter Everything Else will go in the blue cart. There are two main goals behind this project. One, to save resources and eliminate greenhouse gases. And two, to save money by reducing the number of garbage collections. About 700 households will be involved. As of now, an estimated 6,000 tons of food scraps from palo altons are sent to landfills each year. Marshall smith who lives in palo alto says he likes the idea of increasing composting. It might be more work than its worth. Reporter he explains because humans arent perfect that recycling any way we put that through a processing line and have to sort out garbage from recyclables in the blue can now anyway. When it is completed in about eight months, 400 students a year will come here to serve their aprint it is ship in all aspects of the heating and air condition business. This is where everybody is going to learn the trades how to be wart tight, a foreman, bid, detail. This facility will incorporate all of that. As sacramento argues about how much more money to give the university system, only 18 of High School Freshmen end up with a fouryear degree. They are taking away metal and wood shop and they think everybody is going to go into a fouryear school. Its just not happening. Reporter the new facility is funded almost entirely with private money. And the students who complete the fiveyear apprenticeship will graduate free of debt with a well paying career. In fact, they will be paid as theyre learning. Even state schools chief tom torlickson realizes thats not something thats offered at cal. December, you had nearly a foot of rainfall triple the normal amount. Now lets fast forward to january where you are right now. First half of the month less than one half of one inch of rainfall. So you had 20 times more rain in december than you have had in january so far. Will the pattern change . The pattern with us will be with us throughout the next seven days. Its a huge bubble of High Pressure. Storm track stays north of the Canadian Border far from the bay area and with High Pressure not moving we are not going to see any systems moving through until the middle of next week and even that one looks like its going to pass by just to or north. So we stay mild and dry with High Pressure the big h over my shoulder not moving much for the next several days. So watch out inland with ice around sunrise. Each morning temperatures around freezing. Well warm up throughout the day. Highs in the low to mid60s and mainly dry weather thats going to stick around for a while.
