The bridge around 6 30 yesterday afternoon. Visibility as a quarter mile with fog. No signs of a spill, everybody was safe. Caltrans engineers responded but found no significant damage to the bay bridge. This is just a scrape to the bridge. Reporter the fender acted like a bumper and caltrans says they will replace 40 feet of it but the question is, how did this happen in the first place . Coast guard will be meeting with the pilot in a few hours. The San Jose Mercury news identifies him as guy kleess of San Francisco. According to the merc, state reports show in 2009 kleess ran aground a 550foot cargo ship in sacramento. That same year he crashed a 600 foot cargo ship into a catwalk in stockton. And in 2010, he was at fault when a tugboat ran aground in the richmond inner harbor. That pilot tested negative for alcohol. The coast guard says preliminary findings at this point show that the cause was probably human error. The investigation is expected to go on over the next few days so it could be a while before we know what happened. Reporting live in Treasure Island, cate caugiran, cbs 5 a man accused of setting his girlfriend on fire over the weekend in San Francisco now under arrest. 22yearold Dexter Oliver will be charged with attempted murder and arson for sundays attack in the bayview. Oliver was arrested yesterday at an oakland hotel. The victim, 25yearold starr lamar still in the hospital with lifethreatening burns. Dna technology has prompted an arrest in a 28yearold Mountain View murder case. It was january of 1985 when the body of 21yearold saba girm april. Was found in a dumpster behind a safeway on North Shore Line boulevard. Friday Police Arrested a man on suspicion of murder. His dna was matched to skin under the victims fingernails. The search for victims of a socalled speed freak killers is taking a new turn. The feds are going to dig another possible burial site in San Joaquin County for victims of westly shermantine and lauren herr son. The fbi is focusing on a 50 foot well near where 1,000 bones were found. This well is approximately 50 feet deep. As i said earlier, we may only be able to excavate 5 feet each day. So we are going to do a very methodical and careful search. The feds took over the investigation from the San Joaquin CountySheriffs Department after it was criticized for mishandling the operation. The man accused of killing 7 people at Oikos University last year is not fit to stand trial. Yesterday, a judge ruled that this man, 44yearold one goh is mentally incompetent. A psychologist said he is a paranoid schizophrenic and cant understand court proceedings. The criminal case is on hold indefinitely. His lawyers say he will be sent to Napa State Hospital for treatment. And some other bay area headlines. Teenaged boy is oaklands first homicide victim of 2013. He was found shot to death in a parked car near hegenberger road and hamilton vote yesterday afternoon. So far no arrests and no word on a motive. A plan ran out of runway in san carlos. The small plane ended up nose down in the pond in the mud. The pilot and passenger walked away unhurt. The plane did have damage. Sheriffs deputies say the pilot was going too fast when he tried to land. The incident closed the airport for six hours. This morning, here in San Francisco, the California PublicUtilities Commission has a hearing on the San Onofre Nuclear power plant in southern california. The plant has been shut down for nearly a year after a radiation leak. A number of groups that dont want that plant to be started back up plan to protest at todays hearing. Dont start a fire in the fireplace today because this is another spare the air day in the bay area. Its the third already this year. That means you cant burn solid fuel either indoors or out. You can get fined if you do. Air quality Officials Say to drive less to reduce air pollution. 6 06. Another check of traffic and weather. We kick it over to Lawrence Karnow on a day where a little snow up in the mountains . Not today. Not today. But as we get into thursday i think it will be cold enough to see that. I think the big concern today will be that dense fog in the east bay valleys. Visibility down to a quarter mile so dense fog advisory until 9 00 this morning. That should lift. Hazy over the bay, fog along the coast. Temperatures 30s and 40s at this hour. Some of that patchy, dense fog. Hazy sunshine this afternoon, 60s in much of the south bay. 63 degrees in san jose. 62 and dry in cupertino and 63 degrees in santa clara. Into the east bay those temperatures up into the 50s and low 60s by the afternoon. And in the bay well find sunshine and a little bit of haze outside, 60 degrees in alameda, 61 in oakland and 58 degrees in San Francisco. More on that chance for rain and maybe even some snow, too. And once again, our hotspot this morning is commuting down the eastshore freeway. Westbound 80 we still have what sounds like the outer lanes blocked because of this likely injury crash overturn accident. Several vehicles involved. Its approaching San Pablo Dam road and look what its doing to our drive time sensors. These are live sensors and its backing up towards pinole. So it is slow going and you see that drive time there at the top of your screen westbound 80 in the yellow up to a half hour now on westbound 80 from the carquinez bridge to the maze. Typically at this time of the morning its only about 18 minutes and we have seen that drive time slowly creep up. Other hot spots, not quite a hotspot but a problem spot this morning at the bay bridge. They turned the metering lights on early so we are already seeing some good sized delays. Its because of a stall on the upper deck. Its on the incline section of the bridge. It is starting to stack up now beyond that first overcrossing. So again they turned on the metering lights just before 6 00 when they typically turn them on 15 minutes later than that. Delays in all languages. And we have chopper 5 up. They are cruising around over hayward near the 88092 interchange and everything looks good across that stretch. Thanks, chopper 5. All right. Back to you guys. Thank you. The san mateo bridge now lets go to this problem spot. San mateo bridge looks okay. Lets get to the problem spot right now on our maps and we can show it to you, westbound 80 coming down the eastshore freeway. So right there approaching San Pablo Dam road, this is the scene of a multivehicle crash. Outer lanes are blocked, fire and tow crews out there, as well. Sensors show backups extending to highway 4. Richmond parkway towards san pablo avenue that might be your best alternate to get around this mess. So this is a good sized delay for this time of the morning. Drive times creeping up, 32 minutes just in the westbound lanes from the carquinez bridge to the maze. And once you get past San Pablo Dam road things look good towards the berkeley area. Once again if you are going towards the bay bridge toll plaza, we have good sized delays once again approaching the pay gates. Westbound 580 just kind of a hitormiss brake lights right now from 20 5 from 205 towards the dublin interchange, the usual commute across that stretch. Westbound 4 busy this morning. Also, a the although of fog reported. Chp very early this morning before we got in the door issued a fog advisory between antioch and the pittsburg area. So yeah, really slow. We are seeing a pretty good long line of red sensors meaning a lot of speeds are under 25 miles per hour. Elsewhere heres a live look outside across the Golden Gate Bridge. No delays, marin county looks great all the way from san rafael towards the Golden Gate Bridge heading into San Francisco. Nothing to note on mass transit, everything is on time for bart, ace, muni, caltrain and ferries. That is a check of your timesaver traffic. Looks look it will continue that way into the evening hours. Late tonight well see high clouds from the next storm system that could bring a couple of scattered showers to the bay area. East bay temperatures up into the 50s and the 60s after dense fog this morning. And then inside the bay well see temperatures as high as 61 degrees in oakland. 58 San Francisco. 60 novato. Next couple of days bigtime changes as a storm system comes in bringing a chance of a few showers tomorrow. Not a big system. But the cold air thats going to come in on the back side of this will drop the snow level. If we see any precipitation we could see snow down to about 2,000 feet on thursday. And cbs 5 reporter cate caugiran is on Treasure Island in the sight of the tanker that was in the collision. Reporter that pilot will face tough questions today. As you can see that tanker the overseas reymar is staying put as coast guard continues its investigation which were told could take days. But today they are going to be looking for answers from the pilot in just a few hours. Take a look at the accident from our chopper. The tanker was on the way to sea after unloading fuel cargo in martinez and just before 11 30 yesterday morning it hit a fender on the bridge. It was foggy and low visibility. Engineers say they found no significant damage. But there was some to the tankers right side. Theres not a gash in the hull whatsoever. There is a i would characterize it as a crushing of the hull where it hit the fender. Reporter caltrans says there was no damage to the bay bridge. A man from Scotts Valley in santa cruz county, 23yearold alex fossgreen was last seen walking away from his home on lockwood lane on friday morning. Sheriffs deputies believe he took a backpack, clothing, his passport, and drivers license. A searchandrescue team has been concentrating on an area near his home where he has been known to hike. A bicyclists accused of hitting and killing a pedestrian in San Francisco is due in court today. The bicyclist is charged with felony vehicular manslaughter for last aprils accident. Todays Court Appearance is to set a date for a preliminary hearing. Two officers are being defended who shot and killed a 22yearold man last month. Police say Anthony Banta had a 10 knife in his hand when officers responded to the diablo upon the apartments. According to the police chief, banta charged toward those officers with that knife in hand before police opened fire. Its a classic rock and a hard place situation for owners of two properties, one each in san jose and oakland. A federal judge issued an order yesterday saying they cannot force a medical marijuana operation to stop selling pot on the properties. The irony, both landlords face federal seizure of their properties for renting to Harborside Center because selling marijuana violates federal law. Hm. Thats a conun drum there. A bit. Okay. 6 35. A little bit of fog out there causing the commute and people to have a few issues i guess, right . Yes, theres a bit of fog outside around the bay area. A wee bit of fog. Yes. Indeed. We have some patchy fog especially in the east bay valleys early on. Visibilities down to a quarter mile right now in some of the east bay so watch out for that. This afternoon, hazy sunshine coming in our direction. Right now numbers in the 30s and 40s. The latter part of the day well have sunshine and probably the warmest day of the week. After that things cool down. Yesterday highs in the 50s and low 60s. Today going to be a little warmer as much as 5 degrees warmer in san jose and 63. About 58 in San Francisco. And about 63 degrees in santa rosa. All right. Lets check the roads with elizabeth. Thanks, lawrence. We have a couple of problem spots we are watching in the east bay. First the eastshore freeway. Westbound 80 by San Pablo Dam road is where chopper 5 is. You can see that sea of brake lights. So this accident has been going on for a while. It was a multicar crash, just one lane blocked now. They were able to reopen one lane but look at that. Chopper 5 zooms back, were picking up slow speeds on the sensors as far back as coming off the carquinez bridge and right now the drive time on westbound 80 from the carquinez bridge to the maze is almost 40 minutes. So yeah, be prepared to sit and wait this one out for a while. Tow crews just got on scene. Elsewhere this is our other hotspot this morning. This is the nimitz also in the east bay. This is oakland, northbound 880 approaching high street a stalled out bus was smoking. We understand that tow crews jus arrived. Two lanes are blocked off. The backups are growing at this hour. Southbound 880 looks okay. Delays are just in the northbound lanes. Again, this is all because of a stalled bus approaching high street. Lets check the bay bridge where they turned the metering lights on early because of a stall on the incline section of the bridge. That stall is cleared. Unfortunately, the delays continue to grow extending for nearly a 15minute wait beyond the 880 overcrossing. So busy morning here in the traffic department. Back. What really causes traffic jams . A small group of bay areas drivers often end up making the commute much more difficult. Cbs 5 reporter Elissa Harrington is in san ramon to explain the gridlock game. Good morning. Reporter good morning. Well, have you ever been in a traffic jam in the bay area and looked around and wondered, where did all these cars come from . Now a new study by ucberkeley and mit answers that. They track about 350,000 bay area drivers using cell phones and gps signals and found most traffic jams are caused by drivers who come from outlying areas but all head in the same direction around the same time clogging up the roads. Some of those areas that cause traffic include san ramon, san jose, hayward, dublin and san rafael. Caltrans plans to use this information to reduce traffic in the future. One idea, more metering lights. They want to spread out those drivers to keep traffic moving smoothly. Another asking drivers in those outlying areas to leave an hour earlier or an hour later. The study shows that by reducing the number of cars on the roads by just 1 , it would save another drive 8 minutes of drive time per hour. Again, were live in san ramon taking a look at interstate 680. Traffic is moving now but give it another hour or two its going to look different. It gets very congested here but with this new study they hope to change that in the future. Reporting live in san ramon, Elissa Harrington, cbs 5. Thank you. A new look at the numbers confirms what san jose firefighters suspected. Its taking them longer to get to fires now that there are fewer firefighters. The nationwide standard for getting to a fire is 6 minutes, 90 of the time. But the goal in san jose is 8 minutes 80 of the time. In the past couple of years 50 firefighters have been laid off in san jose and half dozen fire engines removed from service. The report indicated response times were not impacted. Now it turns out a computer was to blame for the false reports. The truth is, san joses response times are among the slowest in the nation. Were not looking for i told you so. Were looking to save lives and property. Thats what we really want to do. And if the numbers come out that say were not achieving what we should be, then we need some investment into this organization so that we can do better. Help is on the way. And Elizabeth Wenger is joining us now to help you navigate around the mess. Reporter we are going towards chopper 5. This is our biggest problem spot right now. It is westbound 80 coming down the eastshore freeway approaching San Pablo Dam road. So within the last few minutes they just reopened all lanes. Its going to take a while for the residual delays to clear up. We are seeing slow sensors beyond the highway 4 interchange beyond hercules. So yeah, expect to hit some slowdowns once you get off the carquinez bridge to the maze down towards San Pablo Dam road. So if you want to find an alternate, richmond parkway cut over towards san pablo avenue. The drive time is creeping up to about 40 minutes on westbound 80 from the carquinez bridge to the maze. This is our other problem spot this morning. It is 880 in oakland. As you past the oakland oakland, actually just north of the oakland coliseum, we had a stalled out bus. Apparently its blocking two lanes of traffic now. So we are talking about this area right here. Just north of where our camera is, again the bus was smoking for a while, cars were having to go around it. And now the backups extend it looks like possibly into san leandro at least definitely beyond the oakland coliseum. But unfortunately, these delays continue to grow as well so once the tow crews got out there they blocked the second lane of traffic and again thats in the commute direction. So well show you some drive times right now. 35 minutes thats the very latest from the carquinez bridge to the maze. But again, expect it to be probably a little more than that. Westbound 580 just a few brake lights through livermore. This is the latest drive times through the nimitz we just saw the stalled out bus northbound 88024 minutes between 238 and the maze. And westbound 24 actually looks good right now from the caldecott tunnel out towards oakland. So we have been watching a lot of fog all around the east bay not sure if thats contributed to any of these accidents but it is an issue on the roads this morning. With more on that, heres lawrence. I think its something to watch out especially in the east bay valleys. We are seeing dense fog out there visibilities down to a quarter of a mile. So if you are heading out this, mo, be careful. Just hazy skies over the bay but getting thick in the valleys again. Now, by the afternoon, it will be hazy sunshine for everyone. The temperatures are going to be milder today. And then some major changes coming as we head in toward tomorrow as it looks like High Pressure gets out of the way but for today, its going to hang around for a bit bringing you lots of sunshine and mild temperatures. The area of low pressure drops in out of the gulf of alaska ushering in colder air. We have big changes in the next 24 hours. Today patchy fog beginning early on into the east bay and then begins to break up as we head throughout the morning then overnight tonight well probably see maybe a little bit of both. Well see some tule fog from the valleys and invection fog from the coastline spilling inside the bay and more high clouds on the way. And wouldnt you know it . A chance of showers returning to the bay area for tomorrow. For today, though, we are looking at so far just some patchy morning fog and no delays reported at sfo. So are headed across the country though thunderstorms could cause some problems into houston. Should be dry into denver 59 degrees. Partly cloudy in chicago 41. 50 and sunny in new york. Reporter this may be the case of biting the hand that feeds you. Aig just fresh off paying back its 182 billion in bailout money that it received from the feds is now thinking about joining a shareholder lawsuit for 25 billion against the federal government. The feds did make a 22 billion investment off of their or profit off their investment based on aigs shares moving higher. Shareholders say they were deprived of those profits. It also claims that the federal government broke the fifth amendment which says that the federal government cannot take private property without just compensation for public use. It will be interesting to follow what happens there. Tough Holiday Season for gamestop videogame chain. Sales were struggling over the past year. At gamestop, they say its holiday sales were down 4. 6 from the year earlier sending its stock and other Companies Involved in the videogame industry down. The stock market overall flatow start. 4th quarter earnings season kicks off today with alcoa after the closing bell not expecting a great quarter. The dow is down 23. This is what folks think of as tablets and phones and tvs. Carmakers are big here, ford, lexus, toyota, audi, several of them showing selfdriving or semi selfdriving cars. Thats the same technology thats going to tie apps into your cars. Its about connected technology that helps the car drive itself to some degree, or bring in apps to your dashboard and thats a big trend here. Apps in cars will be very big this year going forward. Were told 22yearold Dexter Oliver will be charged with murder and arson for the attack sunday in the bayview district. He was arrested last night in an oakland hotel. The 25yearold victim is in the hospital with life threatening burns. A new study finds that a small group of drivers can often cause major traffic jams. Researchers from ucberkeley and mit tracked more than 350,000 drivers through their cell phones and gps signals and when a group came from outlying neighborhoods to travel long distances it clogged up freeways. Caltrans and local agencies are reviewing the data and they may put up more metering lights. So i guess the outoftowners are causing problems. It makes sense.
