The city is asking for 2. 7 million to start immediate work on the levee. Heavy rains from last months storms brought the creeks water levels to the third highest since 1930. Water went over the levees and hops and streets were flooded. This homes and streets why flooded. This will hopefully secure funding before the next big storm. We are concerned about the entire rainy season. We have a few months left. Reporter another major project is expected to start at the end of the summer. That will widen the creek and strengthen levee walls. City leaders say 49 of East Palo Alto is within a flood plain and a levee or creek breach would cause major damage in the area. A group of men walks into their apartment, started rounding them up and robbing them. Now, heres a picture of a knife that was found outside. Crime scene investigators have since taken that away. They are trying to figure out who these robbers were. Police have now cleared this scene. What we know is that around 3 00 this morning this group made its way into the students home. They were armed with guns and that knife. They stole several items cluck electronics, cash and luggage. Heres how the victims describe it. There is a total of five guys that came in with guns and they just immediately just started going knocking down the doors getting all the people basically dragged us all out into the living room. They broke down my bedroom door because it was locked. Kind of shattered it. And yeah, just went through the whole house tore everything apart. Reporter and the robbers also roughed the students up a little bit telling them not it talk to each other and when they did, one of them was kicked. Some of the girls hair was pulled. Shortly after the robbery, police were able to track a stoleiphone. They were able to track that to scott and davisadero and lost track of the phone because the robbers turned it off. A suspected gang member is to be arraigned on murder charges today in San Francisco. A witness taking these pictures of 19yearold David Morales as he was being caught on new years day. The girl is accused of drugging her foster parents. A woman in rockland took her daughter to the Police Department after the girl admitted spiking milkshakes with sleeping pills that she got from a friend. The mother noticed the shake tasted a little odd. They only had only about, you know, a quarter of the milkshake but after an hour they felt drowsy and then they ended up falling asleep. When the mother said it had happened once before, she checked the daughters internet and phone use. Authorities think the girl drugged them because they had put restrictions on her internet use. And those temperatures going to be near seasonal by the afternoon but changes by the weekend. We could see a return of some rainfall. High pressure sliding eastward now. Well see a few more clouds from this system thats sliding closer to the coast but most of the energy staying north of the bay area so keeping it dry today. And still plenty of sunshine. Out of sfo today no delays expected. Sunny skies continuing there. Temperatures if the mid50s. Around the country motorsly cloudy skies in houston and 55. 41 and clear in denver. 36 and cloudy in chicago. And 34 degrees partly cloudy in new york. Around the bay this afternoon plan on highs in the upper 50s in the south bay. 57 degrees in half moon bay. 58 in san jose. And 56 in hayward. East bay a little cooler but still not bad. Mostly sunny skies and temperatures generally in the 50s and inside the bay sunshine and 58 degrees in oakland and 56 in San Francisco. Next couple of days, it looks like it will stay dry but things begin to change on saturday. Clouds begin to gather and then by fight is into sunday, theres a chance of showers. Doesnt look like a big storm but we could see some raindrops into sunday, as well. Monday a return to some dry weather and if were lucky maybe well crack 60 by monday and tuesday, thats a look at weather. 60 sounds very nice. Especially on a chilly morning like today. Lets check conditions on the roads. San mateo bridge cruising along. No delays between 880 and 101. Peninsula north 101 no problems. 92 also looking good out of half moon bay. Just a few brake lights west wound. Northbound 280 no delays to report. We had report of black ice in redwood city near woodside so use caution. Also reported in morgan hill on surface streets so be careful. Elsewhere golden gate bridge, freeflowing looking good out of marin county no delays through marin county and, of course, the Altamont Pass seeing a few brake lights westbound as you work your way towards 680. Overall an 18minute ride. So not too bad. Usually about 25 minutes at this point for most of the morning commute. Westbound 4 also seeing brake lights, as well. Speeds dipping under 25 Miles Per Hour near loveridge. Also if you are headed along 880 no delays looking good both directions south 880 still steady. Extra volume towards hayward and mass transit is right on time this morning. Metering lights are on at the bay bridge toll plaza. Back to you. Thank you. Heres kcbs financial reporter jason brooks to find out how day two went. Reporter good morning. It turned out to be a nice start to the new year. Best day for the stock market in over a year thanks to the fiscal cliff deal. Now, we still have other fiscal cliffs ahead. This thing isnt done. But really a relief rally by the market with the dow up more more than 300. Labor department is reporting this morning that first time weekly claims for unemployment rose by 10,000 to 3 72,000. Tomorrow the Labor Department reports its totals for the month of december. Economists are looking for a gain of around 150,000 jobs. Private payroll tracker adp said this morning that they saw a gain of 215,000 jobs. Obviously that would be a lot better than expected and would be very much welcome news. There have been a lot of dire reports on retail sales for last month which is critical given the Holiday Shopping season. But the number of major chains reporting some strong numbers this morning. They include San Francisco based gap and pleasantonbased ross. Ross saw its sales up 6 . Gap across its three chains including old navy, Banana Republic and the flagship gap up by 5 . Strong numbers. Their stocks reflect that this morning. Overall taking a breather on the market after a big gain, down 41, nasdaq down 7, s p down 3. Shares in ross up 8 right now. Gap is gaining 1. 5 . Back to you. The carrier says it will ship morning a half million Unwanted Gifts back to retailers. By the end of the week, u. P. S. Estimates it will have transported more than 2 million returns to stores. Ill be one of them. Youre one of many. 6 50 now. Subaru is recalling more than 600,000 cars and suvs because of a potential fire hazard on the car. The lights under the door can overheat and apparently, it can catch fire. The recall is for the outbacks and legacy cars from 2011 to 2010. Tribeca suvs from 2006 to 2012. A forrester from 2009 through 2012. They were recalled. The recall is expected to begin next month. Starbucks is rolling out new cups today. The reusable cup will cost you a buck. Customers will get a dime discount every time they use one for refills instead of a paper cup. They will clean the cups before they refill them, too. So thats a bonus. In 2008, the seattlebased coffee chain said it wanted to serve 25 of all their drinks in reusable cups by 2015. They have reduced that goal to 5 . Also starbucks is headed to vietnam. The company will open its first store in ho chi min city next month. The move means starbucks will have stores in 62 countries. I think there are 150 here in San Francisco. I know. One on every corner. Taking over. In health news, language classes may be starting early for babies. A new study from the university of washington shows that babies are listening and learning during the last ten weeks of pregnancy. Doctors say babies can tell the difference between their native language and foreign ones. They may be hearing vowel sounds, even before birth. Aw. Well, in other baby news, some mothers say giving birth can be sort of a blur. A blah. Okay. But theres one photo of an arizona newborn thats Crystal Clear and getting a lot of attention online. Of course it is. Nasa is hoping to sell or lease facilities of Floridas Kennedy Space Center and they are not being used right now, now that the Space Shuttle program is history. If you are interested, here you go. Those facilities include a 15,000foot landing strip, a launch pad, Rocket Assembly building and the all important parachute packing plant. Nasa wants to find a buyer or renter by the end of the year because thats when all their federal money to maintain those facilities runs out. The holidays end in a crash. In atlanta a treetopled after a crane removed it from the top of a mall snapped. You can see the 60foot tree dangling off the side of the macys building. Firefighters moved in to help remove it after the crane broke. The tree fell into the roof of the store causing damage inside, as well. Nobody was hurt. This mornings top stories, a violent Home Invasion in San Franciscos Richmond District. Officers say five armed suspects broke into a home on 40th avenue before 3 00 this morning. The students who lived inside tell cbs 5 the suspects dragged them out of bed and one smashed a bedroom door. Officers say the suspects took off with a lot of cash, wallets, electronics and some luggage, as well. East Palo Alto City Council is expected to decide tonight to proclaim an emergency that would lead to the city asking for millions of dollars from the state to shore up a levee on the San Francisquito creek. There was some flooding damage last month when the creek went over the levee into a neighborhood. Some live pictures right now back to class today for all those students at Sandy Hook Elementary School in connecticut. Thats the Newtown School where a gunman went on a deadly rampage almost three weeks ago. 20 days ago. For now, classes are set up in a town of monroe, thats six miles a way at the site of a middle school that closed two years ago. They have fixed it up. It seems soon but life goes on.
