Classmates of a teenager accused of opening fire inside a Central California high school say that there were signs of trouble as early as last year. The attack left one student wounded. But it could have been much worse. Cbs reporter randy paige says a teacher somehow managed to talk the suspect down. Reporter i think he walked after he walked in, he pumped the gun, its a pump action rifle. He pumped it and lifted it right away and shot. Reporter 16yearold Morgan Aldridge describes what she saw in her first period science class this morning when she says a classmate walked in with a shotgun and started shooting. Didnt like he was aiming for anybody for certain at the time. But we looked back and the kid made a joke that got shot, he said, dude, i got shot. We thought it was just something fake. Reporter she says at first she thought it was a joke or possibly a drill. Then she says she saw blood on the classmates shoulder. He was kind of bloody. And everyone ran to the back of the classroom except for a few of us. We stayed at our desks. Reporter aldridge said the gunman came in intending to shoot one specific student. The kid was saying im only looking for this person, just one person. And that kid kind of popped his head up behind where he was hiding and said im sorry. And then he kept saying im sorry. Reporter she said the teacher then convinced the boy to lower the weapon and the Security Guard arrived and he was taken into custody. Several hours later tearful reunions as parents and children spoke about what happened inside. We kind of heard a gunshot but like we were it wasnt really loud. And then we heard screaming. And then our teacher told us to get under our desks and tables and like try and hide ourselves best we could. We were all just sitting there shaking and didnt know what to do. And getting walked out into the auditorium in front of everybody, really, really scary. Randy paige reporting from taft. We have gone from a 25 billion deficit to a slight surplus. Governor brown rolled out his spending proposal today. It includes a general fund of 97. 7 billion. It features an increase in spending for education, transportation, even a rainy day fund. Cbs 5 reporter grace lee joins us from the newsroom and explains how the proposal represents the beginning of this new era, we hope. Grace. Reporter we have been talking about the bad times for so long it really is a new era. This is a governor who repeatedly has talked about fiscal discipline, even when things are starting to look good for california this year. So his message today is that that deficit may be gone but we still have a wall of debt to pay back from the hard years. And the biggest winner of his proposed budget plan, k12 schools. After years of cuts, they are going to get 2. 7 billion more next year and that number continues to rise so that by 2016 an extra 2700 per student per year will be spent here in california. Now, the governor is not only adding money to public schools. Hes also returning spending power back to the local level and one big beneficiary will be perrys elementary schoo in richmond. Its one of the poorest schools in the state with every child on free lunch. More money will be given to students with high numbers of low income and nonenglish speaking students. Growing up in compton or richmond is not like it is to grow up in los gatos or Beverly Hills or piedmont. We recognize that. Its controversial but it is fair. Its right. And its just. Reporter also getting a boost is the uc and cal state system. They will each get an additional 250 million. Thats a 5 increase. Now, it is less than what the universitys actually asked for but the governor says he will urge the uc regents and the csu governing board not to raise tuition but he cannot make any guarantees. So well just have to see on those tuition hikes. While we have seen billions in cuts to state services, do not expect those to return anytime soon. The governor says, this is not the time to start spending wildly since were just getting a handle on the budget. As for pressure to spend from the legislature, the governor says he is going to use all his charm to make sure that doesnt happen at least not this year. Live in the newsroom, grace lee, cbs 5.
