now as homicide investigators here on the scene of the 1600 block of kirkwood at newhall, the coroner van just leaving a couple of minutes ago. police say that two teenaged boys were shot inside a house at around 1:30 this morning. one died, the other taken to the hospital with life- threatening injuries. the boys aged 15 to 16. officers say they don't have any suspects. we don't know if the boys are related or if they lived at the house here in the bay view. we don't know if adults were in the house or what the motive may have been of the shooter or if this was gang-related. still many questions at this hour. we are waiting for a public information officer to arrive at the scene and answer more questions for us. meantime, the homicide unit continues to be here to investigate this crime. elizabeth. >> okay, sharon chin live for us this morning in san francisco. thank you. well, today divers will be back out searching a canal near patterson for any signs of a 4- year-old boy missing now for a week. stanislaus county sheriff's crews pulled five stolen cars out of the delta mendota canal last week in the hunt for juliani cardenas. investigators say there has been no activity on the suspect's cell phone or credit cards and no other credible sightings of the suspect or the boy since he was snatched. spider dan's trial wrapping up in san francisco today. dan goodwin is facing misdemeanor charges for climbing the millennium tower on labor day. goodwin decided to go on trial instead of making a plea deal to get his message out. he says american skyscrapers aren't secure enough and fire departments aren't able to fight fires in high-rise buildings. while we are in the middle of a budget crisis california lawmakers have a perk that most drivers would love, free gas. sonja shin is in emeryville reporting that that privilege racks up more than a quarter billion dollars in bills for the state every year. sonja, good morning. >> reporter: good morning. that is right. a report in today's "chronicle" has revealed that state lawmakers in california have a unique perk. they are spending thousands of dollars each year taxpayer money on state issued unlimited gas cards. it's a perk that's unique to california. last year, california tax dollars covered more than $200,000 in gas credit card bills for the assembly and nearly $90,000 for the state senate according to documents requested by the "chronicle." that amount may be small compared to california's $25 billion deficit. but this spending is happening at a time when cuts are being made across the board including those to programs for the poor and the elderly. legislators can fill up their cars or have them maintained with the state-issued cards that are supposed to be used for legislative purposes only but there is no limit on these credit cards. in 2010, the top three gas spenders in the assembly were jim neilson of tahama county spending more than $10,000, isidore hall of los angeles county spending more than about $6,700, dan logue of yuba county spending about $6,400 and in the senate, dean florez of kern county spent more than $7,000, dave cogdill of stanislaus county spent more than $6,000 and leland yee of san francisco spent about $5,300. santa monica-based consumer watchdog group says that these types of unlimited credit cards are just unacceptable at a time when parks are degrees for fairfield but otherwise quite nice. look at pacifica and san francisco. 52 and 51 degrees and that's nothing. it's going to get a lot warmer today. in fact, we're expecting temperatures up to 15 degrees warmer than average. santa rosa usually stands at 57 degrees this time of year. expected high today 72 degrees. that is a 15-degree spike. traditionally 59 in san francisco? 67 is the expected high today, an 8-degree increase. and while this warmup is happening, hold on! a cooldown is on its way. and can you hear the possibility of some rain? say it ain't so. i'll have much more mile. travis and fairfield are seeing fog. there is fog along the delta, as well. that's keeping temperatures somewhat mild at this hour particularly inland. 45 the chilliest of temperatures. but inside the bay and at the coast mostly clear skies and quite mild. 52 at the coast, 51 inside the bay. i talked about a warmup? it is going to be spectacular. some of the warmest of areas could see 72 degrees, some of the temperatures could shatter records setback as far as 1948. look at inside the bay, 69 degrees. 68 for the coastline. mostly sunny skies. and plenty of warmth out there. it is all because high pressure remains deeply entrenched out over the pacific. this will continue to control our weather for at least the next three days. but keep in mind, this high pressure system, although it's been a fire at and dominant, this low pressure -- although it's been a fighter and dominant, the low pressure system is going to be stronger. so by the end of the week it's going to bring in some clouds. get this, even a very slight chance of some rain. that's expected in the north bay. today before we get to that, we are talking about temperatures that feel far more spring-like. 72 milpitas and los gatos. we'll see 71 in cupertino, even 65 degrees for daly city. 68 in half moon bay. push back into the east bay, the upper 60s dominate, as well. 68 danville, 65 antioch and brentwood, 69 in livermore. north bay warms up quite well, as well. 67 to 72 degrees the expected high in santa rosa. i mentioned the heat holding on. it lasts through thursday. friday a slight dip in temperatures. but by sunday, we see mostly cloudy skies and temperatures return to seasonal averages and again a slight chance of rain. in a slight chance of for a look at what's going on on the roadways, here's gianna. >> to the bay bridge we go where traffic is very light. metering lights off. no delays to report. across the upper deck reports of construction -- excuse me, on the lower deck, on the eastbound side of skyway to the tunnel left lane blocked until 7:00. southbound 880 between 66 and hegenberger they have various lanes shut down until 6 a.m. not too much going on, traffic good in both directions. 680 between alcosta and sycamore valley road construction, as well. 680 both directions also various lanes could be blocked there. san mateo bridge off to a good start. 13 minutes between 880 and 101. no delays on 101, earlier construction near belmont is cleared. golden gate bridge problem-free and nice ride 8 minutes south 101 from 37 to 580. and if you are planning on taking the great highway later on today there is a closure planned. it will be shut down between lincoln way and sloat boulevard in effect from 9 a.m. to 3 p.m. today so plan for delays. mass transit always jobs tonight when he gives his second state of the union address. there will be a change in the house chambers for tonight's speech. democrats and republicans will sit together rather than on separate sides of the aisle. an islamic group faces opposition to its plans for a mosque in milpitas the focus of a public hearing planned for this evening. the group says it's outgrown the dar es salaam mosque and wants a new larger one three miles away on montague expressway. the property is right next to a condominium complex. many who live there in the housing development are concerned about parking and traffic. they say they have nothing against the religion but they are concerned about those who do. >> they will see this mosque and, you know, they might do some stupid things like graffiti or tear down the windows or hassle people. and this could spread over to the neighboring community and i don't want to see that happen. >> mosque leaders say the facility has drawn no complaints in 16 years at its current location. tonight the san jose city council will get its first look at complete plans for development around the diridon train station. the historic downtown station will have to be upgraded for california's high-speed rail system. the city also hopes the as will be able to build a new ballpark adjacent to the station. the "mercury news" says other plans include 5 million square feet for offices, stores and restaurants and more than 3,000 residential units and hotel rooms. supporters of a college radio station trying to bring it back to life with a rally today at a san francisco supervisors meeting. the university of san francisco's kusf went off the air last week after a series of ownership changes affecting stations in san francisco and san jose. this rally is set to begin at 1:00 this afternoon at san francisco city hall. it is 5:21. from a social network whiz kid to a tongue tied king, we're just minutes away from learning this year's >> not sure. that's why a gang task force is assisting to find out exactly what happened. we don't have the motive. we don't have suspect information at this time. >> reporter: you don't know if there was one person, more than one shooter? >> i don't have any information about the shooter. >> reporter: do we know whether these two men who were shot, were they related in any way? did they live at the house? >> i don't have any information on whether they were related and it's still under investigation on whether they live at the house or not. >> reporter: is this house on this particular block that's had particular problems here in the bayview? >> i don't know of any particular problems here in the bayview. it looks like a residential neighborhood here on kirkwood so i don't know of any particular problems. >> reporter: okay. so we have two adults then, shot. one of them multiple times. the other one as well? patchy fog particularly in the north bay, we are seeing santa rosa about a quarter mile visibility, fairfield fog as well as the carquinez. so watch out for those areas. otherwise relatively mild with the exception of inland. 37 degrees being detected in some areas but inside the bay, 51 degrees. we are even seeing 51 degrees at the coastline. we are talking about a warmup today anywhere from 8 to 15 degrees above average. so in the inland areas expect temperatures to get up to as much as 72 degrees. 69 inside the bay. 68 degrees at the coastline, mostly sunny. what is happening? well, high pressure continues to dominate our weather and it will remain firmly locked in place but only until friday. that's when this low pressure system starts its descent, it's really just going to muscle out this high pressure system. that means that by saturday more clouds begin moving in. by sunday, it's mostly cloudy and we're even looking at, get this, a very slight possibility of some rain showers. but before we get to the weekend, we know that we're going to have a phenomenally warm day today. 70 degrees from redwood city all the way to san jose. 72 expect in los gatos. move back into the east bay, temperatures equally as warm, the upper 60s hold on. 68 degrees for danville and dublin. the north bay will see the warmup, as well. the warmest of temperatures is expected in santa rosa, 72 degrees. that could be a record. we are going to watch that throughout the day. mostly sunny skies today through friday and as mentioned the clouds move in by the weekend. and temperatures return to seasonal averages, 61 degrees by sunday. here's gianna with a look at the roads. >> reporter: let's head to the bay bridge to get a bridge check this morning. so far, so good. metering lights are still off and you can see a nice ride approaching the toll plaza. only 18 minutes now from the carquinez bridge to the maze. our other bay area bridges also looking very nice this morning. here's live look at the san mateo bridge where it's 13 minutes between hayward and foster city. no delays along 880 or 101. golden gate bridge also problem-free. no delays on the waldo tunnel or across the span. 680 both directions between alcosta and sycamore valley road we have roadwork that will in effect until 6:00 various lanes shut down through that portion. same for 880 southbound between 66 and hegenberger. things will wrap up in the next few minutes. not affecting the freeway too badly. here's live look at 880 in the area where traffic actually looks good. raffic actually very light this morning. no delays to report. across the span on the bay bridge into san francisco traffic light. now eastbound on the lower deck we do have construction in the left lane between the skyway and the tunnel. so give yourself some extra time. great highway also a closure in effect for later on today. it will be shut down between lincoln way and sloat boulevard from 9 a.m. to 3 p.m. so use an alternate. to the south bay we go, traffic light no delays on 101 or 280. here's a live look at 880/237 through milpitas. traffic actually looking very good there. if you are taking mass district. both victims are between 18 and 20. the man who survived was shot multiple times. so far no arrests. taxpayers, yup, you're picking up the tab for state legislators to drive around california. the "chronicle" checked those bills and found that state lawmakers charged more than a quarter million dollars on their state issued gas credit cards last year. the search resumes today in a stanislaus county canal for a 4-year-old boy. juliani cardenas of patterson has been missing for a week. authorities are look for a car belonging to a suspect who they say snatched cardenas from his mother's arms a week ago. new this morning another reason to kick the habit. a new study suggests women who smoke are more likely to have breast cancer, especially if they become smokers early in life. the risk is about 6% higher compared to women who had never smoked. with more health news, here's betty nguyen. reporter: the price of treating heart disease in the u.s. is expected to triple in the next 20 years. the american heart association says the cost will climb to more than $818 billion by 2030. treating high blood pressure accounts for almost half that. doctors say lives and money
