"."â its very true. the music a last stand at alamo. about to lose him home he is going to barricade himself in the garage. >> tonight one bay area rapper is telling us why he's forced to denigrate women. the rain doesn't want to let up. the santa cruz mountain with 9 inches of rain since tuesday this. is the result. so much water the san lorenzo river is taking a bit after detour tonight. it has crews scrambling to keep the water from causing too much damage. as elizabeth cook shows us the overflow is threatening the santa cruz board walk amusement pork. >> reporter: usually the san lorenzo river rains straight through here into the ocean but because of the heavy rains it took a sharp right turn straight next to the santa cruz board walk up to the retaining wall. crews spent most of the day building up large sand piles of rocks like this one trying to prevent the water from getting any closer to the board walk but what they're worried about is that water coming underneath the structure and starting to erode the board walk itself. according to officials it's not unusual during the heavy rain season for this river to get run parallel next to the board walk but today it was the closest it's ever been to the structure itself. >> and it is still a dicey situation there. it's still raining and it's expected to rain for more than a couple more hours. roberto joins us now and says this is just the beginning. >> and this is the end of the first storm. the beginning of the second storm making tracks in this direction. 4:35 tomorrow morning is high tide for the san lorenzo river. that's when we could see problems of overflowing. but after that, all this rain is now beginning to wind down in the santa cruz mountains where over 9 inches has accumulated since this began 36 hours ago. a tenth of an inch of rain in san jose. still picking up light precipitation in the peninsula. and light rain showers past the golden gate bridge while the east bay has rain as well. we'll pinpoint the second storm, straight ahead. we noticed something different about this storm. some neighborhoods got a lot of rain, while other neighbors just a few miles away hardly got any rain at all. roberta was talking about it and now we look at the rain shadow effect. >> reporter: call these kids crazey but when it comes to rain it is the south bay that has a split personality. in the santa cruz mountains the rain came down in buckets. >> we decided to make the most of the rain. >> reporter: at the same time a few miles away in san jose. >> sprinkly. >> reporter: you could only measure it in drops. >> it should have been worse but it's getting better. >> reporter: high def doppler pictures shows what's happening. the rain literally goes away. >> we have this empty area where there is no precipitation. >> reporter: they call it a rain shadow. and san jose is going through a big one. >> some of the radar images i've seen in the last 24 hours are some of the most dramatic that i can remember showing this rain shadow effect. >> reporter: it happens when clouds coming off the pacific are forced higher into the sky by the santa cruz mountains causing them to condense and create rain. then they dry out again when they hit the lowlands of the santa clara valley. the angle of the recent storm is just about perfect for creating the shadow effect. it's the difference between slipping and sliding in santa cruz and going through one of the driest years on record on the other side of the hill. not every storm that hits this part of the bay area creates the shadow effect in san jose but in this winter of little rain, south bay water officials would definitely like to see san jose step out of the shadows and into the wet stuff. . what about where you live? this doesn't make sense. >> reporter: the great recession hit goreski's construction business hard but he was able to survive off savings for a while. but the money ran out, so he stopped making house payments to you years ago. he's been trying to get wells fargo to modify his loan ever since. >> we were in a loan modification process for the better part after year and a half, they said they're going to help you, but they had no intention of to do so. >> reporter: they worked for two years to work for home ownership. they were unable to reach a conclusion. >> you need to be outside. >> reporter: the deputies arrived like clock work with guns drawn and warned goreski that the s.w.a.t team to be on their way. >> they're on the way. we don't know all that extra, extra excitement. >> reporter: after a brief negotiation, he comes out peacefully. but the wells fargo employee hiding behind the umbrella, he changed the locks of the home he built with his own two hands. with most of his belongings in storage, goreski has moved in with his in-laws. >> this is my new room. >> reporter: at 51 years old he's gone from living in a 3,000 square foot home to this. >> so now what? >> oh, you know, i don't know. i mean, i'm just going to put one foot in front of the other, get up in the morning, put my pants on one leg at a time and go out and give it hell. it's not the same. a florida woman is receiving a $18 million reward after uncovering a massive mortgage fraud scheme. lynn simoniac said she noticed inconsistencies. the same name was signed multiple different ways. she will get park of a $95 million settlement paid out by bank of america, jpmorgan, chase, wells fargo, and sitigroup. transit agencies are struggling with budget problems. in san fransisco it is particularly bad. so now muni wants to pass some of the pain to people who never even ride buses or trains. and at the same time, muni wants to let thousands of people to start riding for free. the san fransisco municipal transportation agency will operate with a $53 million deficit this coming year. despite the money crunch, there is a growing push to offer free bus passes for children under 18. in a town hall meeting, muni passengers pled their cases. this woman spoke for a spanish speaking family. >> i am a mother of five children, i have a disabled son, and it's difficult for me to pay for my transportation and the transportation of my children. i don't think it's fair because of the deficit the weight of the deficit is being put on the backs of low income riders. >> reporter: muni estimates is would cost $8 million a year to offer free bus passes to the city's youth. they argue student fares make up 1% of the revenue. it's negligible. >> 1% is not a huge number, and there are strong policy arguments in keeping in line with our transit first policy to making sure that youth and others have access to the muni system. >> reporter: but at the same time muni is looking to close the gap by making it more painful for drivers. some proposal including extending parking meter hours, including sundays, and adding up to a thousand more meters on city streets. >> the two things are really separate. even if we were not considering or contemplating reduced or free fares for youth, we still have a gap to close, and we're looking at some of those revenue items such as eliminating the -- such as charging for parking on sunday. >> reporter: well the muni chiefs says they are looking for outside money to help pay for these free muni passes, it is a two-year pilot project that they want to start by summer but there's already criticism. same say this creates a dangerous category of people which is a dangerous precedent for muni. . >> we want to give you fair warning for the next couple of weeks, worker productivity will be going down in your office. sick calls will be going up. and people will be glued to cbs 5 and cbssf.com. it's an ailment known as march madness.
