continuing a cut in payroll taxes, a cut in what they pay into social security expires in december. a similar tax cut could be given to employers. a $5,000 tax credit for businesses who hire new employees, a tacts credit for those who hire veterans, job training for the unemployed and continuation of 99 week long jobless benefits that now cost taxpayers $12.8 billion a month. president obama's critics say there doesn't appear to be anything new in thursday's speech. they say how can you criticize a speech that has not been delivered, let alone still being written. shirl atkinson, the white house. a fire that broke out at a house under construction in concorde quickly spread to two others today. it started on skyler court in concorde about 4:45 this eveter noon, firefighters quickly got it under control but damage was extensive. what neighbors saw and heard. >> they are coming already, i called. >> reporter: fire erupted quickly in a new home under construction and winds carried it around the skyler cul de sac. joe hoared saw the flames, called 911 and took these pictures. winds that spread the fire spared the house next door, blowing flames away from the home. >> all of a sudden we heard a loud bang. there were two consecutive ones and then i thought there is something wrong, is i was running towards the back to see what it was, and then i heard another big bang and then i looked out of our window, the house, which is under construction next door, it was completely engulfed in fire. >> reporter: in all, three houses were burned. one under construction was destroyed, another heavily damaged while a third received minor damage. everyone got out safely. >> i told madson what's up. it started getting really black and we started hearing pops like popcorn. >> reporter: these boys were swimming in a back yard pool above skyler court. they saw the smoke and came out to face flames. >> when i came out i could feel the heat from the porch. it just was really intense. >> reporter: firefighters say the fire was so intense nearby houses and fences just burst into flames from the heat. adults on march view circle higher up on the hill credit the kids for warning them. >> they were in the kitchen just cooking and we came in, like, rushing in and we told them to look outside because we just saw fire everywhere and they ran out and they told us to go in the car and we left. >> reporter: investigators remained on the scene towards evening and several pg&e crews were on hand. several neighbors seem to have heard the popping sounds. what was the source. >> reporter: i have no absolutely no idea. but they were loud and intense. >> reporter: they have not determined the sounds of the fire but they will be looking into the popping sounds many neighbors heard about the time the fires broke out. don knapp, cbc 5. people in half moon bay say their quiet beach town is becoming a gang war zone. mostly sent leah group of teenagers shot a rival gang member. children were playing nearby. fortunately none were hurt. they say the gang problem steams to get worse every day. >> there has been an unbelievable outpouring of frustration and fear. not so much fear but just like shock. >> you can't really walk in the neighborhood curing the day because of the gangs, you know, fighting for stupid things. >> the sheriff's department has made arrests in the case. parents say gangs are recruiting kids as young as 11 years old. other news around the bay area, san francisco police are investigating a gang related murder in the mission district, the third in a week. it happened at around 2:00 this morning on guerrero street. the victim was shot in the head and the chest. witnesses say they heard an argument before the gun fire. and the menlo park company where a worker was killed friday remains closed. adrian martin was mixing methane, helium and nitrogen in a lab at membrane technology and research when there was an explosion. martin died at the scene, a second worker was treated and then released. fire investigators and cal osha will be reviewing the company's records and calls to the facility this week. now to a story one east bay family is going to be telling for a long long time. the mccarthys, we talked to cc and dillon today. they were staying at their west lake tahoe cabin but, in the middle of the night, they were awakened by a honking horn. they looked outside. they saw a bear inside their car, apparently searching for food, but what he found instead was the car's parking brake. >> all of a sudden we look out the window again and the car is gone and the bear is down the drive, we have this steep driveway coming out of our cabin, down the driveway across the street. >> the bear totaled the toyota prius. he did get out and run away. top, this is a new prius parked in their garage, and, well, that's their cat. no word on whether he is looking for a joy ride. >> i think the cat was going far away from citizens must undergo a background check. combined with new fencing and a watchful eye, geiger says it would not be easy for terrorists to get a plane. is it a perfect system? >> no system is perfect. says he has figured out the system and he has written a book called decoding air travel. i have decide. >> i've decide dollars there's nothing i could do about the system, i can learn about it, and try to use the system to my advantage. >> reporter: in general, he says the cheapest days to buy tickets are tuesday, wednesday, thursday, that's when the airlines publish their most discounted fares. but the cheapest days to fly are usually tuesday, wednesday, and saturday. at least most of the time. >> reporter: i often compared the air fare game to english grammar, always exceptions. >> reporter: other tips. go to the gravel websites, do your research. they are basically all the same. but buy your tickets directly from the airline. it's much easier if you need to make a change. and kralev says always select your seat when you make your reservation. if you don't like what is available, then choose anything, then go back and check the seat map every couple of days. he says it's almost certain something better will open up. now when it comes to fares, if you see a good one, grab it. he says fares can change as much as three times a day and very low fares don't stick around. he also believes airlines test a customer's willingness to pay by tracking online activity with cookies and other tools. according to the book, you may be able to out smart the system by logging off and then rebooting your computer. and finally, if you call an airline and you don't like what the agent tells you, try again. there is a decent chance you'll get a different answer. >> the training of mountainview. now today in livermore, it was 86 degrees, tomorrow 96 degrees. warmest location will be well east to antioch, tracy, oakley, discovery bay, also brentwood. north of the golden gate bridge, 63 in stinson beach, a little bit warmer than that the further north to know votto. here is the peak performance again on wednesday and then we begin to bring down those numbers ever so lightly by thursday/friday with the deepening marine layer. the weekend is up for grabs. the tropical moisture wants to come in, we'll keep an eye on that, with potential thunderstorm over the sierra
