>> reporter: well, dana, ken, last week cbs5 exposed tap water contamination in some of the homes behind me that environmental experts described as straight out of dickens. contaminants so severe the alameda county district attorney sat down and watched our story and, now, has opened an investigation against the landlord. >> well that's off the charts. >> reporter: in 30 years of fighting for tenants rights attorney bill symptom page has never seen anything hike it. >> i can only think of a couple cases where the district attorney has gotten involved involving landlord's actions against tenants. >> reporter: but in the case of harvey avenue. >> what happens here is so rep risk hencible it illustrates the gravity tee of what this man did. >> he is talking about landlord richard thomas. >> i'm going to ask you to leave. >> reporter: we found him in oakland. >> we're going to have to say good-bye. >> reporter: he wouldn't talk about what was in the water. >> grit, more grit and sand. >> it was yellow, had a smell. >> reporter: six families in the heart of haywood drinking and bathing from a well that had no clear nation system instead but, was occasionally blasted by cupfuls of bleach, poured into this corroded pipe opening. so we sent tap water samples from two of the houses out to a professional lab and one tested positive for coliform bacteria. >> this guy literally was poisoning them by not telling them they weren't hooked up to the municipal water supply. >> reporter: what's more, the tenants were in the dark. >> i had no idea. >> reporter: reno randall and ra shone andy's lease made no mention of well water at all. initially the couple was too afraid to appear on camera. >> i was worried about gettingy victorinoed. >> reporter: that changed after they saw our initial report and the positive test results. >> i'm very upset about it. >> reporter: because they'd been drinking and bathing in the tainted water for three years. >> a lot of times there was a lot of sand in the bottom of the water and the water was brown. but that's what's here to drink, you know, that's what's here to baste in so that's what we did. >> reporter: each complained of chronic stomach pain, hair loss and more. >> my eyes are blurry, my eyes are always stinging. >> and my skin is killing me in the palms of my hands. >> reporter: the possibility that these illnesses are coming from the tap leaves this couple sick with worry. >> he probably would be feeling secure, you probably feel like you get home you're safe. and this person is endangering your kids and your health and there's nothing you can do about it. >> reporter: but after cbs5's investigation the county is now doing something about it. in fact, alameda county environmental health issued this rare notice to boil the tap water before using. but it brings little comfort to tenants still under lease to thomas. >> he is just another person living somewhere paying rent in one of my places and i really don't give a crap about you. >> reporter: and with more than 200 previous lawsuits involving thomas, attorney sipich believes this is a landlord that fights compliance with the law. so -- >> this should go to the da. >> reporter: and the twist continued. late this afternoon we received this letter from the city of hayward saying that they found coli form, feke al coli form, andy cole i in the water and they are warning tenants not to drink it. but the tenants tell me within 1 hour of receiving the city's letter they got this letter from the landlord, richard thomas, saying that the water tested clear of any e. coli and that it was safe to drink and baste in. but at this hour there has been no change of perspective. in fact, thomas has been under instructions by the county to provide those living here with bottled water. so i asked them tonight if they had seen the landlord if they had received bottled water. one of the tenants told me they hadn't seen him since sunday, that's when he dropped off a package of water this size. they say they haven't seen him since and this is the only freshwater that they've had in four days. and dana, they tell us this amount of water does not go far, especially when you have a family. >> no. now the attorney you interviewed said this should go to the da. is it possible we could see a criminal complaint come out of this? yeah well, dana, what we're learning is that the district attorney's office can handle this one of two ways, either as a criminal matter or as a civil matter. they are telling us at this hour this investigation is still in its infancy so they won't comment on whether they are pursuing a criminal avenue or the civil direction. >> all right. well i'm glad you're on the story, i know you'll stay on it. robert liles, thank you. some big developments tonight in that ongoing union fight in wisconsin that the entire nation has been watching. it looks like, at least for now, public workers have all but lost their battle. the protestors flooded the capital in madison after the state senate voted to strip nearly all collective bargaining rights away from the public workers. democratic lawmakers had fled the state to keep the vote from happening but republicans took the spending measures out of the proposal, eliminating the need for any democrats to vote. it was done within half an hour. in. >> this is a violation of law. this is not just a rule, it's is law. there must be -- no, mr. chairman, this is a violation of the law. it requires 24 -- at least 2 hours notice. and will consider it >> well the republican- controlled state assembly previously approved the original proposal and will consider it again tomorrow. and just a couple of hours ago the daley lamb a announced he is stepping down as the political leader of the tee bet an government in exile. the 76-year-old made the name on the anniversary of the 1959 tea bet an uprising against chinese control. he says he wants the government based in india to have more power. next week the community is expected to elect someone to take the reins. the dalai lama has said in the past that he would like to live as a simple monk. think gasoline prices are already too high? watch for yourself. the blackhawks, in white, never took a shot at their opponent's goal and, in some instances, just dumped the puck away. when san diego took a shot, it appears as though the blackhawks goalie just stood there and let the puck go by. the california amateur hockey association has now suspended the entire blackhawks coaching staff because they say there's credible evidence there was a plan, scheme, or design to intentionally lose the game. >> it's that first step. you suspend somebody, have an investigation, you get to hear both sides of the story, you death to hear the whole story. >> reporter: team president mark kyle says there's an ongoing investigation and no one should rush to judgment. >> guilt is when there's evidence of guilt and again, i mean, just like the analogy, we have no proven guilt here. >> reporter: at practice today in san jose, neither the parents or the players were talking. so why throw the game? so a rival team would have a tougher time in the playoffs. on facebook someone has started a page called "i hate the santa clara blackhawks" with more than 120 members and threats of violence. >> i think this particular story has been blown way out of proportion. i truly believe it's a lot bigger story than it really needs to be. >> reporter: other hockey moms said it sends the wrong message to the kids. >> i think it's a shame for the coaches, you see know, who are supposed to be role models. >> reporter: substitute coaches have been called in and the hockey association did not suspend the team of 15 and 16- year-old boys and, in fact, said they deserved to compete in the upcoming playoffs despite what happened with san diego. in a statement the hockey association president wanted everyone to take a deep breast and brett and deep breathe and start over. >> they refused to shake the hands of the san diego team. the player on that team is the son of a cbs news staff member. a community gathered to remember the people killed and those whose lives have forever been changed by the san bruno pipeline explosion. joe vasquez on the teenaged victim who showed up at that gathering and spoke publicly for the first time. >> i'm just reminiscing, on me and my girlfriend walking up and down these streets, summer love basically. what we had was really special. >> reporter: six months ago tonight joseph regomez, 19 years old at the time, was sitting down to watch a football game with his girlfriend jessica. at 6:11 paymah gas pipeline blew up just yards away and changed his world forever. jessica morales died instantly, she was one of eight killed in the explosion. joseph suffered burns on his face and midsection and has been receiving treatment at st. francis hospital ever since. he has never talked publicly about it now. >> just for that to be stripped away is, it's worse than any injuries, i don't care about any of the injuries i have right now, nothing about that. all that's on my mind is how much i miss my girlfriend. >> reporter: joseph and about 100 neighbors and friends gathered at the blast site at 6:11 this evening. >> i'd like to take a moment of silence for our neighbors that cannot be with us here tonight. >> reporter: to reflect and remember. it's hard not to remember. the last 6 months have been filled with federal and state investigations as well as congressional testimony. >> frustrated.ed off, you know. it's like i want to get this over with. i want to start a new life. >> reporter: a preliminary investigation shows the pipeline blew up along a fall seem seem. >> i still got a lot of clean- up. >> reporter: san bruno has visible scars but doing its best to heal. joe sesses cbs5. it's a small price to pay for the health of a baby. why the price for a drug pregnant women get has skyrocketed. >> why a sticky button at the atm could be a clue that ,,,,,,, . thieves are creating a rather sticky situation for atm customers, here is how it works, you insert your card, enter your opinion and choose how much money you want. hiddenter. but the environmentter key doesn't work because the crook has glued the environmentter button as well as the clear and cancel buttons. the thief waits for you to go into the bank and ask for help. san francisco police have made one arrest. there have been four other such instances in richmond in the past two months. >> the price of a drug therapy that some expectant motors rely on is about to go up. way up. 75 times more. grace lee shows us it's all because of a decision from the feds. >> reporter: want a baby? well it may cost you a lot more to have one. for the past eight years objection city transmissions have injected high-risk women with the hormone progesterone to improve the chances of going full term. with no patent they would typically have injections 7 days for 20 weeks. before, one does cost $20 for a total of 400. now that the fda has approved the commercial version it has skyrocketed to $1,500 a does, a whopping total of $30,000 per patient. kv pharmaceuticals has the patent to make the progesterone and sit now called mckenna. >> i thought it was sad because these are women at risk. >> reporter: dr. george horizon wits has practiced objection set rick's for 30 years and says the company has a government-approved mop on the product. >> not only can they charge with the market would bear, they will also try to use all their efforts to stop other come pointing pharmacies from making it claiming they are not fda approved to do so. so it's almost like a selective advantage over their competitors. >> reporter: he also points out it's the difference between buying brand name prescription drugs versus generic. the worst part, we'll all pay the price through our insurance premiums. >> i can't believe that they would sort of hold a drug hostage hold a drug hostage. >> it's atrocious. i can't believe -- i guess i don't have a hard time thinking a pharmaceutical company would do that. >> reporter: $30,000 is a lot of money but nothing compared to the care of a premiumy. the costco rise into the hundreds of thousands of dollars, even millions sometimes and that doesn't even include the long-term costs for birth defects, so it is expensive, people who get long- term care a lot, you can't help but think "what's going on here." >> the argument that we need health care, would that cover some of this, would they bring down precipitation prices maybe and control some of this crazy cost?
