i'm dana king and the news starts now. it's friday night. right now, police are keeping an eye >> this is cbs5 eyewitness news. troubl >> good evening. i'm ken bastida. it's friday night and right now police are keeping an eye out for troublemakers heading to the clubs. a couple blocks in particular are costing san francisco a bundle. we're talking about broadway between columbus and montgomery in san francisco with there are a number of hotspots. policing the area costs the city around a half million dollars a year. joe vazquez shows us that some city leaders say that has got to change. >> reporter: 11:00 and broadway has come alive. you can see a lot of folks out to have fun. there's also an army of police officers out here to keep the peace. now that kind of security is expensive for taxpayers. city leaders are hoping a proposed new ordinance will inspire club owners to share in that expense. >> this is a 360 camera. >> reporter: alfonso castro, the new owner of the impala nightclub on broadway, said he has spent thousands of dollars beefing up security including the hiring of a dozen security guards. he said it's in his business interest for his patrons to be safe. >> i have to do this for the safety of the community. >> reporter: the broadway strip struggled for years with violent street crime outside of its nightclubs. in these tough economic times the san francisco police commander reported this week that increased police patrols in north beach and other entertainment areas are costing the city about $10,000 a week or more than half a million a year. now a new proposed legislation is before the board of supervisors to give the city more teeth in its dealings with nightclubs. in february gunshots rang out at club suede. one person died, four wounded. in the aftermath the city realized it had very little authority against the nightclub. in that case the entertainment commission could only recommend a music license be pulled for 30 days. within months the commission got the power to suspend licenses for up to 90 days. now they could end up revoking the license, taking it away if the new order gains goes through. >> our police department is stretched ex -- goes through. >> our police department is stretched extremely thin. >> reporter: the chief said the city is now requiring the clubs to beef up the number of security guards and give the security plan to police. he said the new laws could encourage businesses to do a better job of taking care of the problem themselves. >> we need to make sure that the clubs are doing their part to maintain security. the city is having to pay for security activities that the clubs are making a profit off of these nightclub activities. >> reporter: that proposed ordinance goes before the board of supervisors tuesday. interestingly enough, some club owners out here are kind of worried the city might go too far. for example, in some cases they're trying get some club owners to shut down at midnight instead of 2:00. the club owners point out for the most part people are out here having fun, the incidences of violent are rare but when they happen, they get a lot of people's attention. >> and they're very expensive. we know that. thanks, joe. a soccer tournament will go on as planned tomorrow at a concord park where a potentially deadly pipe bomb was found today. somebody discovered it near the soccer fields at newhall community park. kit doe says it is the third explosive to -- kiet do said it's the third one to turn up at the part in days. >> reporter: you're looking at the third pipe bomb turned up since wednesday at the same park. the item found friday afternoon was said to be a cylinder shaped device. the bomb squad blew it up here and say if it went off on its own, it could have caused extensive damage and death. >> based on three devices within 48 hours caused some concern on our part that there might be more devices out there. >> reporter: bomb sniffing dogs searched for more devices in newhall park, a vast 126-acre property. back on wednesday two pipe bomblike devices were found nearby. have have no motives or suspects yet. the timing is also worrisome. there's a big soccer tournament scheduled here this weekend. >> that does heighten our concern that there are going to be hundreds of kids out here playing soccer. that is why we've gone to the length of calling in our allied agencies to come out and help us to search for additional devices. >> angry, angry. this is my home, my community. >> reporter: neighbors were furious and worried. >> why would somebody do something like this? >> there's always a bad apple out there. >> it's a little assemble i've got little kids and we bring our dog -- scary. i've got little kids and we bring our dog out here and walk around the lake. >> reporter: whoever found the device on friday was lucky since they picked it up and walked it into the maintenance yard. police say if you find anything suspicious, leave it alone and call 911. in concord, kiet do, cbs5. a $10,000 reward being offered in connection with a robbery at an oakland restaurant. last 90 two gunmen entered mr. green bubble on piedmont avenue. customers were robbed of their purses, wallets, electronic devices, you name it. the robbers may have also stolen money from the cash register. he and the man believed to have set a fire in front of a berkeley market is under arrest tonight. police identified travis eugene churchill from a surveillance video. the fire that he is accused of setting was one of nine authorities say were deliberately set around berkeley in the past week. they say there appears to be a definite link. a concord family is devastated by the loss of their 2-year-old. little jacob bisbee was mauled to death yesterday by his step- grandfather's pitbulls and tonight his grandfather is in jail and admitting his responsibility. linda yee spoke with him and jacob's father who is also feeling responsible. >> i lost my son. and now the loss of my father. he's a good father, you know. lost two in one. >> reporter: michael bisbee clutches his 4-year-old son as he mourns the death of 2-year- old jacob. the little boy was killed when the family's three pitbulls attacked him. the child's step grandfather glees in his jail cell. >> he was -- grieves in his jail cell. >> he was only 2. just the day before he was giving me a hug. >> reporter: hayashi is charged with child endangerment and possession a malicious animal and he blames himself. >> it's hard for me to sleep knowing that what -- speculating what, you know, a 2- year-old boy was killed. this is my grandson and my life is ruined. >> reporter: no one new jacob wandered into the garage until it was too late. >> that's why i asked him, i said it would be a good idea if we got rid of them just for my safety of those kids and i guess he never got around to it. >> reporter: hayashi said his first pitbull was pregnant after he got her from a shelter several years ago. he had five of them by the time of yesterday's attack. he never got rid of the dogs even after one attacked and killed his chihuahua. >> i did mention to my wife that she could get rid of them but i don't want no part of it because i don't like to hear about my animals getting put to sleep. i kind of love my dog and it's kind of hard to get rid of a dog that you love. if i knew something like this would have happened, no more dogs ever. >> reporter: after yesterday's attack hayashi allowed the shelter to destroy them. >> i tried to help my stepson. he's separated from his wife and he's working, single father. so i know how difficult it is. i guess this is the price the dogs pay, pay me back. >> reporter: his stepson said he forgives hayashi and takes some blame himself. >> he loves animals and, you know, he just got too many animals, couldn't handle it and i gave him too much responsibility with the kids. giving him that while i'm going to work, that might have been a little too much for him. he has his own family to raise, you know. i hope he knows that i still love him. >> reporter: state law forbids shelters from adopting out pregnant dogs. the contra costa county animal shelter said it has no record of ever adopting out hayashi a pitbull. linda yee, cbs5. a local anti-communist activist accused of squirting a singer with pepper spray says that he's ready to spend some hard time in prison. lee tong's bail was reduced from 100,000 down to $75,000 during a hearing today. sunday the self-described freedom fighter dressed as a woman to get into a concert in santa clara by an entertainer from vietnam. youtube video shows tong spraying the singer in the eyes. tong believes the vietnamese government sends entertainers to the u.s. to soften anti- communist sentiments in the community here. >> why did you choose to assault another person rather than another method?
