People cannot come through. It is very hard to walk. It is very hard for us. Reporter Rolando Moreno works at this coffee shop at union and fillmore streets, one of several businesses affected by the water main break that created this sinkhole sunday and closed several roads. We came in a couple days ago and it was really hard because of water coming inside the store. Reporter rolando says three days after the water main break caused massive flooding, they are still left to clean up all the damage left behind. He took us down to the basement. This part is very damaged, especially on this corner right here. You can see they already sucked the water. So all of this i guess you can see the water go through there. Fixing this will cost money, so even though there is no parking outside, because of these trucks, rolando was just happy to see regular customers like joseph show up. After the shutdown and gradually, since 2020, everything has been slowly picking up. Now this is another stop to this area, this section. Reporter he comes here every day and says he will continue to do so. We both support each other. We will still come. I will climb over the mountains. Reporter the San Francisco Public Utilities Commission Crews will continue to work here, but so far there has been no estimated timeframe for the work to be completed, so for now rolando will keep growing coffee here, waiting for things to return to normal. And rolando tells me he is grateful to those customers but he hopes that more people can come here and support them as soon as possible. And a revival for a historic space in San Francisco. It is now set to reopen next year, most likely with a new name. The city announced a new 20 year lease at the property. The operators say they will discuss with the public and the chairman the look and feel of the restaurant. The cliff house was built in 1909 but has set vacant since late 2020. Crews are still cleaning up a hazmat situation. Take a look at this. This is after a big rig carrying some type of corrosive liquid flipped over. It happened in this remote part of Alameda County on the edge of the regional wilderness. Alameda county fire Officials Say the big rig was carrying ammonium sulfate for the Water Treatment plant, but none of that leaked out. They say the only liquid that leaked was coolant from the truck. Crews are expected to be out there for another five hours or so while they drain the ammonium sulfate from the truck. The driver was injured but only slightly and refused to go to the hospital. So tuition is going up next year for tens of thousands of california state students and the year after that and even three years after that. Anne makovec joins us now to break down the controversial decision this afternoon from the csu trustees. Anne . Yeah, bad news for students but all Nine Trustees voted in favor of the hike. They say there is no other option because the csu system is facing a deficit of 1. 5 billion. The increase is 6 every year for five years in a row. What does that mean to students . By the 202829 school year, tuition will be nearly 2000 more. That applies to less than half of all students, those who either qualify for grants or waivers or those with higher family incomes, but still, that is nearly 180,000 students. We caught up with some in san jose and San Francisco who were not happy about the news. It is very expensive. I hope the money is going to the right people compared to what we were paying. Hanging over all this, federal student loan repayments resume october 1st. They have been on hold since the pandemic started in march 2020. Loan debt interest has already begun accruing this month and the Biden Administration says more than 4 million borrowers have already signed up for a new incomedriven repayment program. All 27 teachers in the Sausalito Marin City School District have voted to authorize a strike. The union says they have been working without a contract for the past two years. They want a 16 raise over two years, including this school year. The district superintendent has said they are offering an 8 increase over the same timeframe. The district continues to not really change their position with regard to salary. We entered into an impasse in june of 2023, and during the impasse process we went to mediation, mediation failed and now we are at the factfinding process. During that factfinding process, a panel of three people will look at the proposals. No word on when a possible strike would happen. Now turning to san jose where the city Council Voted to ratify all city labor contracts. The mayor says the city cannot afford them. The council supported a 14. 5 raise for thousands of workers, but mayor matt mahan says that is creating a 2. 8 million budget shortfall. Tran is sharing this video of the crash as part of his call for caltrans to change the rules of the road. The oncoming driver was entering opposing traffic with a dotted line, legally allowing a driver to safely pass and oncoming lanes. In this case the results were deadly. This is the location of the crash east of stockton. A spokesperson for caltrans confirmed the crash led to a safety investigation. Tran and his family were on their way home from a trip to yosemite that is routine for many family vacations. I hope that caltrans is able to at least do an audit of how they do the errors on the safer side. As it moves up the coast, the counterclockwise circulation will result in a significant surge hitting the coast of new england from maine down to the little part of New Hampshire that borders the coast and also massachusetts. Even though the center of circulation stays off shore, they will still have a small storm surge. Then it makes its way into this body of water which is called the bay of fundy and has some of the wildest title swings in the world. It may coincide with high tide which would be a bad combination, even though it will be weakening down to less than Tropical Storm strength, becoming posttropical, as we call it, at that point as it gets swept up in weather across the northern hemisphere, but a close call for the east coast and they will have coastal erosion issues as they head into the weekend. Around here, near normal high temperatures on thursday and that will shift a little bit. We will see this little ripple that is way off shore getting close enough to kick in a cooling trend that will be most noticeable for inland parts of the bay area as we head into the weekend. I have been in and out of Juvenile Hall a lot of my teenage life, so i learned a lot about this from one of my friends. I really just came for the money because you get a 50 visa card. But as i came to the center i kept coming every week. Reporter now the 4. 0 graduate says that hearing that her second home could lose funding has her worried for other teens. It is like people taking away from your family. That is how it feels to me. The center is my family. Due to public demand, the committee voted to approve 28 million and funding towards the violence prevention programs. Jasmine fry, the site director at the Oakland Young womens Freedom Center, says she feels like the city was listening. S. 31 years ago, movie critic discovered that films outside of his native philippines were just plain miserable. So the writer and journalist decided to change the narrative. He founded and directed filipino arts and cinema international. He organized the Film Festival 30 years ago, for and about the Filipino Community. We are a rare group of people with a certain history and culture and traditions and we have our own dreams and aspirations. Reporter this started as an exhibition of 60 films at the firstever filipinoamerican arts exposition. Three decades later, it is now held over several days at the roxy theater, drawing hundreds of people and filipino filmmakers from around the world, featuring works ranging from documentaries to animation and music videos.
