A big chunk comes from property taxes the wealthier the district the more affluent the schools, now the state has extra funding for schools with more low income students but the money is not intended for building upgrades. One aspect of funding that does not go through the formula is facilities funding or funding for school buildings. That is something that is largely locally determined and it is higher in areas with more wealth. That is kind of one aspect where it feels like it is the greatest inequities for state funding and education. Another challenge ahead for california schools, federal stimulus dollars are expected to dry up in a year or two. Local districts and the state will shift money around to save some school programs.
