We are grateful because Governor Newsom came to Half Moon Bay and we spoke to him about the conditions of housing. He saw the images and the photos. Reporter now the Governors Office has announced 825 million to build affordable housing, including for farmworkers. About 58 communities across the state will receive funding to build nearly 10,000 homes as part of a new funding approval process that eliminates the need for a developer to submit multiple applications. This includes roughly 700 million in funds from multifamily developments and 125 million funds for development. It is part of the statewide housing plan focused on building at least 1 million Affordable Homes by 2030. Since the shooting, San Mateo County has implement to the task force aimed at improving Living Conditions. Repairs are underway at capitola wharf after the storms that left the damage landmark completely unrecognizable. The city says the goal is to make it more resilient against future weather events. The closure of the wharf is still affecting the community, which is heavily reliant on tourism business. It was not quite as busy as it should have been. I think that a lot of people from outside the area thank the beach is still close. But it is not. The repairs are fully funded. Safety concerns over robotaxis have lawmakers asking companies to turnover data to federal regulators. The push is coming from nancy pelosi and san mateo congressman kevin mullen who wrote a letter to the national Highway Traffic Administration requesting detailed data operations from crews based in san francisco. That includes picking up riders, how they respond to emergency vehicles or unexpected situations and how often they actually block lanes. There have been several incidents where Autonomous Cars have blocked emergency responders. We reached out to crews and waymo. The Federal Reserve is not raising Interest Rates this month and it keeps trying to fight inflation. The current benchmark shortterm rate is the highest in 22 years. You probably noticed if you tried to buy a car or home recently. The fed also says that it expects to raise rates one more time this year and is projecting fewer cuts next year. Inflation has also slowed but is still above the fed goal of 2 by the end of the year. Today marks 12 years since the military repealed its dont ask dont tell policy for lgbtq servicemembers. This morning the pentagon took a major step towards helping veterans who are still carrying less than Honorable Discharge because of their sexuality. Anne makovec spoke with one veteran who has been hoping to see this change for decades. Yeah, this person is part of a lawsuit brought against the pentagon meant to force changes like this. The department of defense is vowing to make the review process more accessible and efficient for lgbtq veterans, conducting a review of their records. Those who served are recommended for discharge upgrades, taking the burden off the veteran and putting it on the military. They are launching a website dedicated to helping veterans through the process. We reached out to the lawyers representing former servicemembers today and they say they welcome this news but that much work lies ahead. We come from a very proud family of heroes. Reporter joining the navy was something that the veteran always knew they wanted to do. When i was a little kid and in cub scouts i loved having a uniform on and i loved the flag and all the things that all the telltale signs that somebody would join the military. Reporter lilly joined the navy and at 19 years old they were stationed on the uss Abraham Lincoln in virginia. When i first got there, people knew that i was they knew that i was an lgbtq person. It was just not spoken about. Which is the old way that things were done in the navy, was you just dont talk about it. Reporter until they were flagged. We had commissioned the ship and we were getting ready to go on a world tour and there was a shakedown and they wanted to kick all the people out of the group that were undesirable. So that would have included me. Reporter one year after joining the service, lily was discharged with other than honorable status. Their military papers, known as dd214 identified them as homosexual after finding magazines in their locker advertising lgbt clubs. I had somebody from above me in the chain of command telling me that i am not worth anything. That that did not make any sense to me. Because i know i am. Reporter it is estimated that 1000 lgbt servicemembers were kicked out of the military between world war ii and the repeal of dont ask dont tell, and that other than Honorable Discharge status can deny them benefits they have earned. Less than 2 have had their discharges upgraded so far. We are redoubling our outreach to lgbtq veterans discharged under dont ask dont tell to encourage anyone who might be eligible to apply for corrections to their military records, including to their discharge paperwork. Reporter in a statement, lawyers say that the lawsuit still stands and that until every veteran is discharged under dont ask dont tell and they receive the justice they deserve, we remain committed to advocating for the rights and dignity of lgbtq veterans who have been affected by this historic injustice. There is a hole inside of me that is still not filled because it is a place where i lived close to my heart for my country. As of today, lilys other than honorable status has still not been upgraded. Before today they found the process overly complicated and emotionally taxing, but these changes promised to make things easier. A bit of vindication. All right, anne, thank you so much. Reporter on a recent visit to the Donation Center in fairfield, Dennis Walter marked giving blood 300 times. It saves lives. People who need blood need it now. It is easy for me to do, so i do it. He can no longer give platelets but still comes in once a month to give plasma. I have asked that question several times, and they say that as long as i am healthy i can keep coming. Reporter year after year of donating, the needle never bothers him, but because it can discourage others from giving, he says it is nothing to be afraid of and enjoys the experience spending an hour catching up on his favorite shows well in this chair. I know it is helping somebody and i know that whenever they need it, they cant go out and solicit it. It has got to be there. It has got to be on the shelf. Reporter in fact, they have a goal of storing up to five days of blood on shelves but it has already seen the supply go well below that level this summer. The need is constant. As fast as people are donating, it is going out to hospitals. There is always somebody in need of blood. Reporter so many donations over so many years has added up from the blood bank. Dennis has likely helped to save thousands of lives and had an impact on many family and friends grateful to see their loved one survive. I have been very blessed in life and i need to get back. This is one way to do it. About half the population can give blood but only 3 of all eligible donors do so. They want to remind you that it is free and only takes an hour to complete. It is the lightning complex fires, the annville fire, and it has been drifting straight down the coast and collecting in the bay area. Again, the westerly winds begin to kick in on friday and will be more noticeable saturday. You see how much of that gets squeegee it out of the bay area and by the time sunset rolls around that is when we are into the good category. That will not be the case tomorrow. Unhealthy for sensitive groups air quality at least and there will be times when we have red dots on the map indicating unhealthy air quality. Restrict outdoor activity, specifically anything that requires you to exert yourself and breathe a little harder. You want to be prepared to deal with a couple more days of this. Hopefully we get through the next 24 hours without a fire starting but the new fire threat will be elevated for the north bay mountains in particular. Take a look at the arrow pointing to the south and the red showing up in the higher elevations, indicating 30 to 40mileperhour wind gusts and northerly winds. The direction means the humidity levels do not recover very much, so lower humidity means gusty winds. It will continue through much of the day tomorrow for the north bay mountains but then late in the day the onshore breeze returns and that is going to mitigate the fire threat. The red flag warning expires at 5 00. It will be nice to add moisture to those fire fuels and we have a chance to do that, especially by monday night of next week. Rain chances potentially arrive before sunset but more than likely monday evening and monday night, mainly along the coast and for the north bay but it is the first shower chance of autumn and we will be very happy to see it if it continues to shape up that way. Always a big if in september. High temperatures were still around 80 with low 70s for santa rosa and fremont. Very similar temperatures in store for us tomorrow. You see the haze as we look out towards the santa clara valley. A cool start tomorrow morning but still smoky. High temperatures still a few degrees below normal. Mostly 70s inland with low 80s in the trivalley and the delta. Temperatures run pretty steady over the next several days. There is the rain chance on monday and it will mainly be monday evening into monday night with lingering cloud cover on tuesday before we clear things out by wednesday. Temperatures are at their coolest when the rain chance arrives, especially for the north bay with highs only in the upper 60s to start off the first full week of autumn.
