Reporter news of the threats is no surprise to anyone who worths at the port of San Francisco. A lot of time and money has already been spent to plan for worst case scenarios. The director of the port says being on the list reemphasizes the call to action. The embarcadero is one of the most iconic places in San Francisco whether youre running, walking dogs or riding alongside it during your commute. Its a place that a lot of people appreciate. Its a fantastic sort of um view on the city all the people of the city whats going on. You have the view of the bay, the view of the buildings. Its always busy. Some tourists they said, like, um, oh, youre lucky to live here i said yeah, you think so . They said this is amazing. This is a magical place. I says, oh, thank you. I live in a magic place reporter its hard to imagine what this city would be like without this treasure. The National Trust for Historic Preservation just named the embarcadero one of the most endangered Historic Places in the country. It means this is an important Historic Resource for the people of the city and county and of the state to enjoy. Reporter Elaine Forbes is the interim director of the port. She says the threemile seawall sits on mud meaning the embarcadero will fare worse than once predicted in the case of an earthquake. And we are working on a planning studymake significant investment in this infrastructure to improve its seismic stability. Reporter and according to the 2012 National Research Council Study by the year 2100 the tides may be 66 inches higher than they are today. Its not just the San Francisco bay. Its entire bay area region that needs to come together to address sea level rise. Reporter prior to being put on this list, the city had already budgeted 8 million over the next two years to assess the seawalls condition. In San Francisco, jackie ward, kpix 5. Reporter about twothirds of kids who live in california live within walking and biking distance of their schools. Thats within two miles. But more than half of them are driven to school. So this morning, mayor sam liccardo and other city and county and School Leaders held a press conference for International Walk to school day. They also pushed for measure b. Now, if voters pass that this november here in Santa Clara County, that means 250 million to make sure there are paths for kids to walk and bike to school safely. The mayor explained. We know we need more of the flashing beacons. We need more of the crosswalks. We need better signals. We need better designed sidewalks and roads. All that costs money. And thats why measure b is so critically important on novembers ballot. Reporter but thats not all measure b would do. It would also reduce congestion by improving highways as well as complete the bart extension from san jose to santa clara and repair streets and potholes in 15 cities. So the big question is, how much will this all cost us here in Santa Clara County . It would be a half cent sales tax increase over the next 30 years bringing in billions of dollars and creating thousands of jobs. In san jose, maria medina, kpix 5. Some East San Jose residents are hoping to get their water back this afternoon. A construction crew hit a gas line last week while fixing a road in the hometown eastridge mobile home park. It ruptured a water line earlier this week, as well. Some residents are using Swimming Pool water now to flush their toilets. But Hometown America management told us that they are on track to get the water back on this afternoon. New at noon, it looks like some californians have stopped conserving water. We saved less than 18 in august according to the state Water Resources control board. Thats with the drought emergency on yellow alert. Last winters rain and snow prompted water officials to relax the rules leaving it up to local water districts. But regulators may bring back the state mandated restrictions. This afternoon marin county will launch a new program aimed at helping more people afford housing. The Landlord Partnership program will offer financial incentives and other benefits to work with the county and the marin housing authority. The details will be unveiled at an event in san rafael a little more than an hour from now. Thousands of floridians are fleeing as Hurricane Matthew moves closer. It lashed out over haiti 24 hours ago then barreled over cuba and then it went out into the open waters and had lost a little bit of strength over the land but now over the warm caribbean waters, gathering some strength and momentum as its taking a direct aim towards the state of florida with waves in excess of 20 feet. Strong storm, 10 of rain anticipated there. Emergency alerts posted for four states now with hurricane warnings extended. If florida does take a direct hit, it will be within the next 24 hours.
