Higher winds, lower temperatures, but plenty of rain that kept us busy on this cold morning. Reporter heavy rains, standing water and localized flooding, the latest in a series of pounding storms took direct aim at the bay area. If you are yearning for drier days, it may be a while. I dont mean to be ungrateful but im over the rain. I could have sunshine all the time and a little bit of drought and id be okay. Reporter in the Oakland Hills steady rain started early this morning and didnt ease up until after the commute. Once the rain let up for a bit, thats when the wind got stronger making driving across bridges a little intense. It even cracked the base of this power pole in oakland forcing it to tilt. Hundreds of pg e customers were left without power in richmond for a few hours. For drivers around the bay the morning commute lasted late into the morning. Marin county has been bus. People need to slow down. Theres pooling water on the roads. The drains cant handle really heavy rain so there will be water on the road and given enough speed they will hydroplane. Reporter chp officials also want to remind drivers to check tire pressure and tread depth because those are things that are really important to maintain during a wet rainy season. Jackie ward, kpix 5. Gusty winds and soggy soil caused this giant tree to topple over in San Francisco leaving its roof exposed. It crashed right on top of a couple of cars on gough street. The damage wasnt as severe across town with the branches on a tree at 11th and mission. Cars slightly damaged there. Crews were busy removing debris. A few blocks away the stump is all that remains from a tree that crashed near the metreon around 5 30 this morning. Muni rerouted the 44 mission line until it was cleared from the road. This tree made a mess of the morning commute on northbound 880 north of bascom in san jose. Crews closed two lanes for nearly two hours. All lanes are now open. And in the new year, umbrellas have become part of the bay area uniform. We spotted several in san jose. One man we spoke to says he really didnt seem to mind. He says bring it on. Now i know i can take showers next year and i can take the brick out of my toilet. For me its all good. There you go. We spotted these dogs out on the their daily walk. They didnt mind. The weather too much. Although occasionally, they would pause under awnings to take a break from the rain. Heavy rains flooded roads in the north bay. The chp tweeted this photo of flooding along mark west station road in santa rosa. The voted closed at star road until the road is closed at star road until the water recedes. This is storm number 3 but whats so different about this one in comparison to the past couple storms . This is actually a cold front that he just got all caught up in the middle of the parade of el nino storms whipping through the bay area. This mornings activity began just after 2 30 in the morning. I want to go in. See those areas highlighted in pink and purple . That is now snow thats falling on the Mount Hamilton area. I called on a couple of cameras there at Lick Observatory and it confirmed a little bit of light snow. The cameras are fogged in and the Diablo Mountains getting light snow, as well. This is the moderate to heavy downpour outside shadow cliff towards highway 50 and 580, i should say. As you head towards the Altamont Pass on 580 it is pouring. Light snow around Cobb Mountain, elevation about 4700 feet. And also 4300 feet is Mount Saint Helena with a little light snow falling there. In addition to the snow we have rain falling. We have that Flash Flood Watch in effect until later this afternoon. We have ponding on the roads. And we have the waves slapping onshore. High surf warning in effect until tomorrow evening. Again, this is hidef doppler radar. Thats the initial front going towards lake tahoe. We have that tahoe report that does feature two feet of snow, thats coming up later in this broadcast. Okay, roberta, thank you. Pg e has its hands full as well restoring power to hundreds of customers around the bay area. About 100 customers in San Francisco are affected. There are about 140 outages on the peninsula. 520 in the south bay. About 340 customers without power in the east bay. 80 up in the north bay. At sfo, heavy rain and high winds have delayed flights for more than three hours, canceled at least 80 flights so call ahead. Oakland international airport, san jose mineta, no delays there oakland had one cancellation. The storm is bringing relief to the snowpack. Sean bennett braved frigid conditions and says black ice is a big issue for drivers. Reporter here we go again. Tons of new snow covered the sierra for a second straight day. State needs it, obviously. The more the merrier. Reporter this winter storm warning could bring an additional 5 to 10 above 4,000 feet. And at the highest peaks, a possible 14 inches of new snow. Well, you got to go slow. It doesnt matter if you have fourwheel drive, you got two wheel drive, frontwheel drive. Just go slow. Thats the main thing, go slow. Reporter good afternoon. We just got off the phone with republic services. They say they have turned over the site to San Jose Police and that they are cooperating fullly. As you can imagine, the site is huge. But the scene is in a small corner of the southeastern part of the property called the Resource Recovery park. Its where they process their recycling. The body is on the opposite side of this building. At 7 30 this morning, San Jose Police got a call of a body that was found inside a container. Exactly what kind of container be it a rolling garbage can, dumpster or cargo container, we do not know. Sjpd only saying that the case is not being investigated as a homicide. The coroner is called out to the scene. The address here says milpitas but technically its san joses jurisdiction. This investigation isnt slowing down operations. Today in sacramento the state assembly is voting on a measure that could ban bart strikes. The bill was brought up last spring but the vote for it was postponed. The measure seeks to avoid previous walkouts like the eightday strike in 2013 that meant a rough commute for thousands. But legal experts say the bill could be tough to pass with democrats dominating in the legislature. Alameda city council held a meeting last night to talk tenant rights and rent control and it didnt wrap up until after midnight. In the end the city council extended a moratorium on rent hikes over 8 . It also passed an order that says landlords must give an additional 60 days before an eviction. A 4. 5 earthquake hit Riverside County early this morning. This seismograph charts its course. The usgs says it struck by a town called banning around 6 45. Its depth was less than a mile. No one was hurt. The man suspected of buying the guns used in the San Bernardino shooting has pleaded not guilty to federal charges. Today Enrique Marquez junior answered not guilty to a five count indictment alleging he conspired to provide Material Support to terrorists. Investigators believe marquez bought assault rifles for syed farook a year ago and that they planned attacks at the time but didnt execute them. Investigators say farook used them last month when he and his wife killed 14 and injured 22. New developments after north koreas claims it conducted a Hydrogen Bomb test. The white house now says an initial analysis is inconsistent with those claims. Reporter Kenneth Craig has the story. [ nonenglish language ] reporter north korea made the announcement on state tv claiming its firstever test of a miniaturized Hydrogen Bomb was a perfect success. The initial analysis thats been conducted of the events that were reported overnight is not consistent with north korean claims of a successful Hydrogen Bomb test. Reporter the blast that registered as a 5. 1 magnitude quake quickly triggered International Condemnation including china, one of its few allies. South korea called the test a threat to the peace and stability of the world. If it was a Hydrogen Bomb that will demonstrate a technological leap forward for north korea and if they are on the verge of miniaturization, that means they are close to put it on a warhead and deploy it well beyond the korean peninsula. Reporter diplomats here at the United Nations quickly scheduled an emergency closed door meeting to discuss the developments. This is profoundly destabilizing for regional security. Reporter japan mobilized reconnaissance planes to collect air samples to test for radiation. Analysts say it could take weeks to determine exactly what happened.
