His day started here at the u. N. Pope francis stood before the largest gathering of World Leaders ever at the u. N. And offered words of gratitude. Reporter in his native spanish the pope appealed to the General Assembly to spread equality and dignity to the excluded. [ nonenglish language ] no human individual or group can consider itself absolute permitted to bypass the dignity and the rights of other individuals. Reporter the pope repeated his warning about Climate Change [ speaking spanish ] any harm done to the environment, therefore, is harm to humanity. Reporter he also called for a world free of Nuclear Weapons and expressed optimism for the pending Nuclear Agreement with iran. I express my hope that this agreement will be lasting and efficacious. Reporter the pope concluded the speech by blessing the crowd and traveled to manhattan to visit the 9 11 memorialer with took part in a service to remember the victims. Let us ask that the lord the gift of returning the gift of peace. Reporter after that memorial service, the pope did take a short break. He is expected any moment to leave the residence and head to the east Harlem Elementary School where he will meet students in the inner city of east harlem. Then he will head to central park where 80,000 people are expected there to try to see the pope. They were given tickets through their parishes. We are now hearing from House Speaker john boehner about his decision to leave congress at the end of october. He shocked his Republican Caucus with the announcement during the closeddoor session. Boehner says its not about a potential floor vote looming on whether he could stay on as speaker. There was no doubt i could survive a vote. I dont want my members to have to go through this and i certainly dont want the institution to go through this especially when, you know, i knew i was thinking about walking out the door anyway. He said he had planned to resign in midnovember but he woke up today and decided to do it sooner following some emotional moments with the pope on thursday. And lets chat about that with kpix 5 political analyst melissa griffincaen. Huge historic move. Not the only historic thing happening this week but for john boehner his decision to step down right now, practically means we wont have a Government Shutdown over the debate over defunding planned parenthood. It was whether he was going to have to do the popular thingsest going to do to continue funding of planned parenthood. Now he is going to be resigning after that vote at the end of september means that he will probably go ahead and do those things and we are not going to see the Government Shutdown. So for the immediate future, thats what it means. He said his visit with the pope had an influence coming out early with the decision. Youre a catholic, john boehner and you get to meet the pope. How in the world are you ever going to top that . He decided to go out on top. So the heir apparent appears to be kevin mccarthy. Breaking news in san jose where police are at the scene of a fatal accident guadalupe and almaden park. The car rolled down a hit. No word on the condition of the people in the vehicle. Coyote attacks are on the rise in stern grove. Kpix 5s lisa chan reports the most recent incident turned deadly. I feel very guilty and responsible because we couldnt save him. Reporter peggy and her husband are devastated they were walking their dogs near pine lane in stern grove thursday afternoon around 4 p. M. When their 7pound dog named buster was killed by a coyote. We just saw a movement in the trees and our little dog took off and ran towards it and the coyote came out from behind the tree and grabbed him. Reporter the husband tried to scare the coyote to drop the dog. Since july residents have reported dozens of coyote sightings. Two cats have been killed and San Francisco recreation and park workers placed these signs in stern grove. A month ago a dog owner said five coyotes surrounded his bichon frise at stern grove and attacked him. This morning some dog owners said they were carrying their dogs instead of walking them and avoiding pine lake. Instead of going out around the lake, because i guess thats where the attacks have been, im just make a couple of loops in the other areas keep the dogs in clear sight not in the woods. Reporter but they want something done to control the coyote population. You dont have a dog park and park for children, just let the coyotes run wild. They need do something. Reporter nothing is being done about the coyotes yet. The role now is to educate people on how to keep pets safe. In stern grove, lisa chan, kpix 5. Park officials advise owners to keep small dogs on leashes at all times. The wait is finally over for apple fans. San jose police are investigating another officer involved shooting during a welfare check at the Monterey OaksMobile Home Park last night. There was a confrontation there with a man in the street. An officer shot the man at least once. No word on his condition or what prompted that officer to fire. And former 49er ray mcdonald due back in court today facing charges of allegedly raping an intoxicated woman in his home last december. Mcdonald set to be arraigned in san jose. He denies the charges and actually sued the woman for defamation. That suit was dismissed. A man is in the hospital after a suspected Hash Oil Explosion in santa rosa. Police say a lab on humboldt street exploded in a shed about 10 30 last night. It triggered a fire that led to an evacuation. The fire was isolated to an out structure and the backyard area of a house. And there was some damage to a nearby Apartment Building window was broken out but im not sure of the extent of the damage. A 23yearold man had burnings. Evacuated neighbors returned this morning. New details on the duck boat collision that killed now and injured dozens. Those killed were International Students studying at north seattle college. The crash happened yesterday when a duck boat hit a charter bus. Victims were on the way to a new Student Orientation in seattle. Several victims are still in critical condition. California drivers likely to get socked with more gas taxes. New at noon president obama met with chinese president. He jinping today to discuss his historic climate green. They met in the white house rose garden and greeted spectators. China says it will commit 3. 1 billion to help developing countries reduce Carbon Emissions. Today california regulators are set to restore rules requiring an even bigger cut on fuel emissions. That could end up costing you cash. Kpix 5 reporter kiet do explains the new regulations. Reporter later today the California AirResources Board is set to vote and very likely pass some new fuel standards that have the Oil Companies grumbling. But Governor Brown says he does not care. He says we are moving forward and doing this. If it passes, it will likely be the first in the country requiring a 10 cut in Carbon Emissions on Transportation Fuel sold in california. Now, the 10 cuss must happen by 2020. Heres the rub to the oil industry. Not only does the cut have to happen with the fuel but applies to the factories and the oil rigs. This 10 cut even applies to the tanker trucks used to deliver the fuel to gas stations everywhere. Its dub the as a cut that applies its dubbed as a cut that applies from the wheel well. They are trying to encourage greater use of biofuels and electric vehicles. It will raise gas prices by a few cents per gallon. That amounts to roughly an extra 5 to 21 a year by 201. And then by the year 2020, youll be paying an extra 12 to 48 a year. The oil industry is fighting it saying there are not enough biofuels to go around. By the way, next week, california will also introduce some new proposals to try to reduce methane and black carbon. In san jose, kiet do, kpix 5. And as kiet said in another move to curb emissions next week the state will introduce those plans to reduce methane and black carbon. Hyundai is recalling nearly half million cars to replace engines that have a potentially dangerous problem. The recall covers 470,000 sonata sedans from 2011 and 2012. Metal debris play not have been removed from the crankshaft area during factory work. That debris can restrict oil flow to key parts causing a Chain Reaction that could make the engine stall. So far there are no reports of crashes or injuries from the problem. A mystery east of redding. A lake disappeared overnight. Saturday pg e uses the water for hydroelectric power but says it didnt drain the lake. Neighbors say the thousands of fish that died could have been relocated. What a difference from yesterday 24 hours ago. Its approaching 90 in livermore, 84 in concord. This is the view from the lick observatory. The coast is clear here in ocean beach. We have clear skies looking out from sausalito to San Francisco. So nice looking day there as well as in tiburon. And we do have some Clear Conditions looking out from the university of california in berkeley. This is the Lawrence Hall of science. We have the return of the seabreeze west at 14 miles per hour. So that means its cooler at the coast and bayside. But still warm to downright hot inland. A swath of clouds moved through a little bit earlier and then you start to see the makings of a marine layer right there. So our microclimates come into play around daly city where we have temperatures in the 60s but it is in the 70s. This of low pressure is going to drop to the south and well see cooler air mass sunday. 96 at the state capital. 74 monterey bay. 80 in the high sierra. Sundown at 7 02. Marine layer is pushing into the coastal areas, otherwise bringing down the temperature in San Francisco to 75. Still not bad. A nurse at the park is a midwife so she was called in to help. She was asking if she would make it to the hospital. And i checked her cervix and i said, probably not. I said, your bag of water breaks youre going to have the baby here. The water broke and she had the baby in three minutes. The joke was she couldnt retired until she delivered a baby at the ballpark. She did that so she is done, got it. Ready. She can do it. Fall is upon us and that means its time to start picking apples. Heres tony on picking everyones favorite Red Delicious.
