By the time all said and done, it looks like well pick up a half inch to as much as 3 inches. Temperatures are beginning on the mild side. To sum it up, what were expecting is the rain to come in, to spread south and really push east quickly. It will be windy, gusts up to 45 miles an hour, and theres the potential of an unstable system. The latest proposal for our water bond money calls for spending money on federal strategies on many issues. California is getting 50 million in federal funds to fight the drought, but this money will not likely provide immediate relief from the drought. The only person that can produce water is mother nature. The money will help to find ways for california to store as much water as possible throughout the year. Water storage is controversy as far as where its going to be stored and who has the rights. Which pushes for conservation. The governor says despite the drought hes not ready to order mandatory reductions and still says california is doing a good job in reducing water consumption on our own, even though it hasnt hit the guidelines he was hoping for. The under tone is going to be one of these debates. The urgency is getting more pressurized when it comes to that. This morning support of oakland and all west coast ports are closed. No ships are being loaded or unloaded, producing a massive backup at the port. The closures are a product of a labor dispute thats been dragging on for nine months leaving local businesses at a standstill. So much cargo is piling up that the docks could become overwhelmed putting them out of business. Were getting to a breaking point where the system is collapsing under its own weight. Were experiencing significant delays and back logs and weve reached the brink. They really need to get back to the bargaining table and get it settled because the consequences for americans and workers are too big. If its not settled sometime soon, the maritime could shut down operations for an undetermined period. Thats not the only labor dispute which could affect us here in the bay area. We also have the martinez shut down since last week as workers go out on strike. Experts warn that an extended strike could drive up gas prices. There was a big vote to decide whether a landfill in the south bay can expand operations and neighbors have been causing a real stink about the smell. They say that the landfill is ruining their quality of life and forcing people to stay inside because the smell is so bad and even having to close their windows. Complaints are coming in from 10 miles away, and neighbors say expanding it would make it worse. Six months ago we bought the house, and it was not bad at the time, but now every day we feel like we need to move out of the area. It is noticeable especially when walking or running out here. Its probably not healthy. The Parent Company denies any link saying there are multiple sources of air emissions and that it uses advanced odor management technology. The Planning Commission set to vote wednesday on the landfill plans to expand. I cant imagine that they would pass the plan given the uproar. Its got to go somewhere. We keep using garbage and its got to go somewhere, and sometimes youre living right next to it. Theres also a lawsuit pending against the landfill. Back back to basics, changing the personal belief exemption could be changed for parents who dont want their children to be vaccinated. Well discuss that in the next halfhour. Some schools, including one in berkley, have threatened to quarantine children not vaccinated. We usually dont have to go to that point, but certainly can and certainly have. The system and new policy kicks in for the 2017 school year. The cost of driving may be going up significantly. Pushing for higher fees and we have a live in studio interview coming up. California drivers may be asked to pay a price to simply drive on the road, proposing something called a road user charge that would be a 52 annual fee for drivers that would generate 800 million bucks a year for road repairs, and an extra 1 billion put back into the states general fund. Joining us now is Assembly Member and congratulations on your new post. Now were going from local issues to state problems. One of the biggest is the condition of our roads. What is your view . Well, anyone who rides on the roads know that youre bumping over pot holes and sink holes. Our roads, bridges are in dire need of repair and we havent been investing in our streets in years. We have about a 60 billion hole that we need to get ourselves out of and need to figure out how to invest in the future. The state Assembly Speaker has proposed this idea of one dollar a week basically the average that you would either pay possibly when you registered your car or some other time, but 52 a year. Why this instead of a gas tax increase or mileage fee. The reality is, in recent years because cars have become more fuel efficient and we have a lot of electric cars, what weve been collecting from the gas tax has dropped dramatically. If people pay just a little bit based on how much they use the roads. This is not that much when youre talking about as much as we need repairs. When they get into committees, they Start Talking about, well, maybe we have an exemption for low income people or maybe seniors should be exempted or maybe cities should pay more than country areas, and that fee can change to where you wind up paying more. Im new to the assembly. What i can tell you is, over the last decade weve lost about 4 billion a year, money that used to come from vehicles to go fix the roads. Again, 60 billiondollar hole that we have right now and every dollar that we dont invest in our roads today is going to mean in a few years we have to spend four or five dollars. Its an investment we have to make. A tiny pothole today becomes a huge sinkhole tomorrow. The tiny pothole was there a few years ago, and it is growing in part because the state has opted to use our gas money for other things to balance the budget. What kind of guarantee would we have that if we agree to pay this, that it would actually go into paving roads and not just something else. We have been getting about 1 billion a year in fees related to the weight of trucks pounding on the roads. All the money did get diverted to other needs in the budget, and our folks were asked to pay an additional dollar a week to start to pay down. Lets put it a different way. Right now 60 of the roads and highways are in dire need of repair. Were ranked 49th out of 50 states when it comes to the quality of the poor roads. We know the repairs due to the poor quality of the roads. Weve got to do better. Its interesting to note the governor said he wanted the money put into infrastructure at the state of the union address. He didnt say where the money was going to come from. He didnt, and frankly its incumbent upon us to put the details into where this is coming from. We do have to make choices, and i think these are choices worth making. They said they didnt want to impose new taxes, but this is a fee. And what fee would have the least amount of impact on peoples pocketbooks, and i should mention how important it is, were creating jobs. For every billion dollars, were creating 18,000 good paying middle class jobs and ensuring that people dont have to spend as much as 800 a year to fix their cars because theyre bumping over the broken pot holes. Its all about an argument. It will be interesting as we go forward because i think the biggest problem is not just a problem with pot holes, but credibility and whether or not the money actually goes there. Do you think there will be guarantees written into this . Im learning about the budget tricks that have been played by past governors and legislatures, and weve got to ensure that were dealing fairly for folks using the roads. If not chances are youll have to have your car realigned soon. Now back to ann. The president offended a lot of people with his comments on christianty. Our political. He talks about the crusades, slavery, and many think president obama may have gone too far. He offended many, and some say he offended christianty. I think that goes too far, but maybe a bad judgment call. Keep in mind, president obama is a college professor. Thats level his continuous thought processes. It reveals itself when theres an opportunity to engage in intellectual dialogue. Some of this is a reaction to the administrations refusal to speak about radical islam at the root of terrorism. I think the republicans go too far in the criticism. The governor says it shows obama doesnt have American Values or doesnt believe in america, but thats just racist and ridiculous. Obama has spoken about radical islam and also says that you cant judge millions of people based on the actions of a few crazy radicals. It who are doing it in the name of religion inconsistent with the true leaders of the religion. Keep in mind, almost everything obama ever says is going to generate a negative reaction from somebody. According to the transportation commission, a 3 overall transit ridership increase over the past two decades, but during the same time a 14 decline in per capita transit ridership factoring in population growth with the region becoming less dependent on public transportation. Railway lines like bart and cal train are experiencing dramatic increases, but bus services are dropping more dramatically. The overall effect, fewer people getting on mass transit. Im not too surprised. Buses are kind of annoying stopping at every intersection. They say that may be two of the key reasons why were not hopping on. It doesnt go where our jobs are and on a bus its not as reliable because it gets stuck in traffic with everyone else. Ferry service, heavily subsidized, but we still take to the roadways in record numbers, and it doesnt look like its going to change in the near future. Weve got great access to healthcare, and we thought this would not come back to bite them, but were realizing that more people opt out and measles is a real threat and a threat to children in the schools that their Children Play with. Its not just measles. This is what were seeing because we have an outbreak of it. On the evolution of this, we had schools, your School District saying get immunized or not. How does the opt out evolve . Are we changing rules back basically . There was a lawsuit many years ago that said that we could require vaccinations, but there must be an opt out system. New york has a much tighter opt out system. We see fewer exemptions being used in new york state. This is a lesson for california. Do we want to see how other statements are implementing these that lower the number of people that opt out. I think this is a time to do that. I found it interesting or ironic, when you say you have a personal belief to opt out, a lot of people think that would be religious, but its not just religious. Its just you dont believe in vacines. Unfortunately its much broader than that. Vacines are safe. Vaccines save lives and we really need to encourage parents to vaccinate their children. Lets take the other side. Why not eliminate the opt out . Theres constitutional protections that allow for opting out, so we need to look and see how do we implement that in a way that protects lives here in california the way other states have done and so theres a proposal for a bill. We need to look carefully and make sure we craft it in a way that protects our children. What are you hearing from your constituents . We do have a higher opt out rate than the rest of the state. There are a number of counties that are actually much higher than us. Most people are concerned about the safety for children. They want to make sure if theyre sending their children to school that theyre not going to be suddenly exposed to viruses. We have headlines like this and a call for action, and then what happens, six weeks or so passes and things start moving in sacramento, the nature of the process. Then in the hallways the opponents start materializing. In this case you have sort of an interesting mix of opponents in the counties. Some are sort of liberal, new age type. Others are very conservative. Both have reasons. Do you think Something Like this will pass or get modified and die in the hallway. When we actually can review it and make amendments, i think it can pass. We had a bill in 2,012 that made sure that parents who opt out get the information about the vaccine. That reduced the dropout rate by about a point in the state of california. The more information that parents have, mort likely to vaccinate their children. An interesting balancing act to go to peoples personal beliefs versus the good of all. It will be interesting to see this. Theres a social compact to protect each other. Well see how it goes. Like i said. We look at the latest on the High Definition doppler. We had a massive band of showers really power through the bay area quickly this morning. You should never put yourself in a position where youre only appealing to one segment of the voters. Youve got to appeal to all of the voters or youre dead. Is that his selling point . Remember, he is more moderate on financial issues. Were talking about a top two primary here. He could have a chance if he gets in here. Youre talking about a woman, talking about a person that is the attorney general now and going to be the attorney general afterwards. Youre not about to get too far out there when somebody already has power, and she has power. There is only one person from the south whos in the whole mix, and thats the guy whos secretary of state, a latino. All the other statewide Office Holders are either sacramento or the bay area, San Francisco, period. Thats the way it is. Thats because thats where the vote happens to be. 19 votes last time around. They dont turn out to vote and the bay area does. And do latinos turn out to vote . That is a concern. A younger electorate. In some ways they dont particularly trust the democrats on issues like abortion. Interestingly enough, however, on the legislative side, latinos are racking up like you would not believe, and race after race after race they have great techniques of reaching people, and they dont say that. Republicans trying to reach out as well. It is a very important sector of the california electorate. If you get that, youve got a shot. You do, but youve got to get it and get them to the polls, and thats what politics is about. It can be about power that really comes at the ballot box. If you don.
