Bike share, the company hasnt been able to expand at all, but now a new company is stepping in to fix their problems. Were going to talk about that and what they hope to do to change the bike share system. In but first, lets check in on the weather forecast. Did you see the sunrise . It was gorgeous a look from the roof cam. Not a lot of fog, but there are low clouds, temperatures in the upper 40s, to lower 50s all around the bay area. The warm spot is San Francisco, 56 degrees. So were going to see partly cloudy skies around the bay. Mild afternoon, a mix of sun and clouds, and rain will be returning for the next workweek. Ill have a closer look in a few minutes. Mark . The coast guard has a big mess on the hands at the important of oakland, three shipping containers fell off a cargo vessel. There was nothing hazardous in them. They contained kitchen ware clothing and smoke detectors. A tug boat has been hauling them to the station. Crews in napa are trying to keep up with broken water main breaks. The earthquake in august has compromised many of the aging pipes in napa. Some say they will drink bottled water until the issue is resolved for good. Deadline to apply for federal disaster aid related to that quake is december 29. The funding is for people in napa and solana counties. The quake cost 360 million in property damage. This weekend marks the start of open enrollment season for cover california. This event was one of several in the bay area where people cosign up for health insurance. The deadline to enroll for new Coverage Plan is february 15. If you want to change an existing policy, you have a little, you have to do that sooner, thats december 15. They are adding locations and extending hours. Fishermen are pulling in the first catch of the crab season and if this haul is any indication, its going to be a bountiful year. Sometimes, crab season is disrupted by arguments over price, but this season is off to a promising start with an agreement on a wholesale price of 3 per pound. Consumers can expect to pay 6 to 9 per pound. Pretty good there. Back to you. Most would agree a bike path from oakland to San Francisco would be great, but now transit officials are going to take a look. 10 million . In 2011, there was a study on how to take the bike path that goes from oakland to the island and extend it over to San Francisco. That study found the cost up to half a billion dollars. Which is way too high. So now the bay bridge Toll Authority is spending 10 million or a new study they hope comes up with costcutting ideas. The biggest challenge, certainly, is cost in that its a very expensive project, its going to be a lengthy project, and no identified Funds Available for it. Nonetheless, they are forging ahead, and when the report comes back, it will likely mean spending 02 10 million for another spending another 10 million for for idea. And that my include, get this, putting the bike lane under the bridge . Okay. Hanging it from the bottom or putting a lane on top, over it . Or even squeezing one in the middle. I mean im in agreement with any of those things, but not at the cost of half a billion dollars. And thats exactly what they say. But they say its worth the gamble to find out. By the way, they are looking into a bike path on the Richmond San Rafael bridge. The good news, they say the extra money would likely come out of any toll increase. So at least we wont be paying more out of pocket immediately. Well have to see what the studies say. Were expecting new information this week on a criminal case that has captivated the nations taken, were about the saga of chinatown gangster and dis disgraced they its part of raymond shrimp boy chow. He was roughed up with lee and keith jab son. They are jackson. They are among 28 people charged an indictment full of political corruption, money launder, drug and gun sales, and other alleged crime. And shrimp boy is the subject of your column . We took a look at one of the things we uncovered, which is the fbi. Lawyers next found out the fbi was playing planes to gather information. Thats very involved. There was a grow house apparently in antioch for growing marijuana, and they are it pie land, and by by land and by air. This has been a widereaching investigation, that included undercover agents, even meeting with joe montana, attending political fundraisers for prominent politicians, donating to the campaign of ed lee. All of these things looking for corruption, and its starting to head to court. Its going to be make for a fascinating saga. And it sounds expensive. We will talk more about surveillance tactics coming up in the next half hour. Not only used in fbi investigations, but the that so much of believed into surveillance of you sort of bleed into the surveillance of you and i. The death of a young gorilla at the zoo continues. 16monthold gorilla was crushed after darting under a door last week t happened when staff was moving the gorillas back to the sleeping area. Zoo reps call this a freak accidents. If there had been somebody there, it could have been prevented. But if youre not there right away to get the animal free, the animal is struggling. And can hurt itself. A group is calling on zoos and aquariums to use the doorstopping Technology Like we see on garage doors. The association is recommending a whole new Holding Facility for the gorillas. U. S. Department of ag is looking into the death, and thats where the teeth could come in, because the feds could actually shut the zoo down, if they got an order from a judge. So that is where the punishment could come in. Remember, a few years back we had the incident with the tiger getting out of the cage . So some of the things, seems like the hardware, on the ground stuff needs to be covered still. Okay. How you make a come back after your coworkers turn on you . Thats a challenge for the San Francisco fire chiefs wife. She is being allowed to keep her judge, after a rank of no confidence, she has taken heat over slow ambulance response time. And thats been an ongoing debate there. Its going to be interesting to see where it goes. The union went very public with this, and theres a lot of questions about cost, and where the money is going. And shes not the only fire chief that has to answer questions. One of the questions is how much does a fire chief cost . It depends on where you look. The chief in a small district, hercules, makes about 177,000, but with retirement its roughly 380,000. Last month, he got a 8000 raise. Even the chief himself said the total cost of his employment is its way too expensive. A pay cut doesnt solve the problem. My recommendation would eliminate the fire chief and administration altogether. The chief says the fire service should be contracted out and he blames the price on retirement costs. He makes more than san joses and livermores fire chief, but less than San Francisco. Bay area teenager killed in front of his house. A community sick of the violence. No arrests have police think frasier was shot to death in a case of mistaken identity. With me now are i want to start with you, i was going through the clips on this, and i just stopped cold. It seems like its harder to keep your life than to live it these days. What does that tell you about what the kids are bringing to school with them . The kids have a lot of baggage with the violence. Its happying every day. It doesnt matter what neighborhood they live in. Theyre seeing it, and are becoming desensitized. And ive discussed that with our principal, and were concerned about that because how can you concentrate on the war of 1812 and you see something die in front of you or get shot or stabbed or anything like that and it gets to the point where what are we doing . After the cameras leave, youre at berkley, youre at richmond, what goes on . Does the incidents just happen . What do you do the next week the day after . Unfortunately, its a cycle of violence thats been going on for many years, locking kids up putting kids in prison worked james jail, worked, if it did, it would be solve. It has many layers. As we try to get to the layers, we react with programs. Correct. Are there enough programs . And whats the story in richmond . Our school has outstanding programs. We keep the kid busy, they can get all kinds of experiences and avenues. Our teachers and staff are offering programs to improve themselves in any aspect they choose. But are kids using them . The kids that are going to getting in trouble using them . The kids getting in trouble are not necessarily on the campuses. Were trying to get them back involved in school through athletics. And what can you do that way . We decided, we came up with an idea and are going to try to push forward, and with the proper try to make a proper backing, trike try to make a difference. Whether when you say hope is taken away, what do you mean . Thursday, it kid was playing basketball with rodney at a park, rodney was trying to help hes a 64 freshman, struggling in the classroom, and rodney was trying to help. He came up to me and said coach, you know, when i was 4, my cousin was shot and dropped my lap. As soon as he told me that, i figured now i know why hes struggling. He has had that baggage for 10 12 years. How does he process something that rotten to him . What can you offer him . Were trying to team up with the local Police Departments in particular, working with the chief of police, start a program where they will bring people like us, not just basketball coaches, all coaches, and sit down with gang members and try to get them to understand there are people out there who care about them, and have compassion. Thats gang members, but rodney wasnt. He was a clean kid, wanted to work on his motorbike. My question, is, there used to be a social contract that if you behave, follow the rules, youll make it. Correct. Does that hold anymore . Its losing its strength, but i believe by it. I was raised by a scottish immigrants father, and he told me to be a good young man. What if your Family Member is shot in front of you . Its time to do something about it, not be passive. We need to do something about it immediately. Not just in richmond, in San Francisco, we need to get it done everywhere. This is a tragedy thats happening as we speak. How do we fix it . I dont know that, but im willing to throw something out there so we can make a way to a means to make something happen. Operation athletics, thats going to be the first step. Thats right. Thank you for joining us this morning. Thanks for having us. Thank you. Lets switch gears and look at the forecast for this sunday morning. Right now, partly cloudy outside. A new Investment Company is buyi bike share just got some welcomed news. A new Investment Company is buying the system which has bikes in San Francisco and other cities. The hope is the new owners will set bike share on a prosperous path. Reporter 1100 bikes in five cities, bike share had a strong launch in august, 2013, thanks to commuters like nathan lee. He jumped on the bike share bandwagon to make his commute a little quicker. With biking it makes it possible. I just wouldnt be able to barely walk 25 minutes at the end of my commute. Reporter but as soon as the piles program was rolling along and with a major expansion in the pipeline, bike share had a big road block. With any new program, theres delays, obstacles, and you overcome. Were now on 400,000 trips. Reporter ralph witnessed the turmoil, practically overnight, the manufacturer went bankrupt and the company that maintained the bikes put up for sale. That left bike share stuck unable to add more bikes or stations spinning its wheels for nearly a year. Did did tarnish the reputation . I dont think. Reporter she says the programs new owner, bike Share Holdings brings more money to the program, for as much as 300 more bikes. Theres more investment, more activity, more players, that gives cities and towns more choices. Reporter it is looking into integrating clipo. The technology is exciting, but riders have a more simple why. I would like to see more locations. I wouldnt be surprised there is somewhere in mission. There are 700 bikes. The researchers believe over a 15 year time span, we could get up to 7000 bikes. Thats a long ways to go. Harrisburg has a similar program. When the companies change hands, sometimes price changes. New yorks price went up. What about San Francisco . Same can be behind new yorks program. Its called Something Different there, its called citi bike been people hearsay prices arent going to change. Its going to stay the same. The midterm elections show a sharp divide between california and the rest of the country. Even here in heavily democratic california, there are growing geographical and age splits. Take a closer look what this bodies for the state. How are thing shaping up . The bay area is the power house voting block in the state. It is the single biggest block of democrats. L. A. Has more people, they dont turn out to vote. Theyre more diffused, so political leaders from there dont have as much shot at a statewide office as anyone from the bay area. In the whole world of politics, you have to select a first round draft choice to try to sell to the people. Democrats have stopped in Southern California first round choices dont show up on a voluntary basis, they can become movie start, etcetera. So until stars, etcetera, so until we get to the basic of candidate selection, in Southern California, we are going to be challenged. In northern california, its different. Jerry brown relocated up here harris is from here, newsom is from here, dave jones is from sacramento, so we have a collection of overtalented persons, running for public office. Diane and barbara. They dont have any of that. We have diane and bash bay boxer, democrats would like to see them move on. If boxer moves on, do the two finally collide . No. No. Harris is not interested, i dont think, in national office. Nor is she interested in being governor. So if either one of the two great ladies move on, they will be solving what would be a collision between two superstars. This is the biggest power came, trying to figure out how newsom and harris will work out a deal on who runs for governor and who runs for that. They both cant run for the same office, they have the same supporters. But there are other people out there, which is antonio veragosa. And you have tom stire. You have a whole collection of people who are really interested and believe me, i dont think its a twoperson race for any one of the statewide offices. Its surprising we would have more political power here. There are more people in Southern California. You would think they would have the power. But we have the democratic block of voters between sacramento, if you look at the voting map, it comes down the freeway corridor into San Francisco, berkley, alameda county, all the way down to monterey. A solid vote they can swing a primary, you cant get to that second phase without their support. And thats why you have so many northern californians. In Southern California, their turn outis very low, so we turn out to vote, and we have the numbers, so we win the first round, so we make sure who goes into the second round. And this is going to put Janet Napolitano into a confrontation with jerry brown over whether or not tuition hikes should go 5 a year for the next couple years. And nancy pelosi not too happy when her future with the Democratic Party was called into question. We will hear what she had to say, and the Political Insiders will talk about what she is facing. And the San Francisco new mayor, a lot coming up. A live look at the beautiful golden gate. We can see it, temperatures in the upper 40s, low 50s around the bay area, the warm spot in the city, 56. We will see the clouds hanging around. A mix of sun and clouds this afternoon, mild temperatures rain returning over the next week. Well look closer at that in a few. Its to raise up to 5 in each of the next five years. That would bring next falls tuition to 12,800, and go up 5 each year for the next four years. The tuition has been frozen since 2011. And we were kind of under the impression they were going to try to freeze it for several years. The governor said if i give you this money, i want you to freeze tuition. But the regents are saying, or the discussion is you havent given us enough money, and otherwise, were going to have to start bringing in more students from out of state or make cuts. The governor has been attending the meetings, and theres a lot of things he wanted to see changed. It seem the regents make the decision, it will take the pressure off the governor. Or it could increase the pressure. If the regents make this decision and it doesnt sit well with the legislature and the governor, this question about how much state funding theyre going to get its going to be an interesting couple of weeks. Its not sitting well with gavin newson. Tomorrow, thats a meeting that could be crucial for the future of the college of San Francisco. But its called a stingray and can track communications of thousands of innocent people and it works like a cell phone tower, potentially hijacking information from any nearby phone. You come in close proximity, i can trick your tee advice to think device to think im your carrier. Local Law Enforcement agencies have turned down our request for interviews on this issue. Police in san jose have become the first in the bay area to get a remote controlled drone like the one you see there. It can be used for near silent aerial surveillance. Its something that we realized could be used to save lives. Civil libertarians, however, worry about the potential for spying without a warrant. At aclu there is a trend of departments getting these without approval. This is part of a brave new world of technology. The tools that can be helpful in many venues, but the concerns are valid. The yes question, you have grandma driving through on her way somewhere, could she be swept up . No, nobody is going to arrest her, but is it being enforced in a discriminatory way . It sounds like the city is going to snuff it all out. And neighboring santa clara county. How much water remember saving and how much are you wasting . With the drought in full suspect, communities are expected to provide some tough numbers. They want to set a county goal to a minimum of 25 , cut it back 25 that is. Thats higher than the target approved by the water district. The reports that well be seeing are from all the individual county departments and how they have specifically been able to save water. Sort of the theory of asking the every day citizens to save water, we should be doing it too. She comes from a district thats guaranteed to reelect her, and she has been a part of a Production Capacity that should get people enshrined public office. That said, why do you explain the democrats defeat . The democrats defeat has a lot of arms to it, including president obama himself nancy pelosi on the ground raised thousands of dollars for that party, very successful. She raised a hundred million. Right, and doesnt stop. Gets the message out there. Some of and shes the one democrat that at all times touted the success of what this administration under obama has produced. And joining is sam liccardo. We just saw the numbers, 60 and 14, thats not good news, have you met with the Police Officers association . Has anything changed since the election, or is there going to be an exodus of cops . Good morning, its good to be here. I had conversations with helped of two Current Police unions. They are undergoing election now. Ill be meeting with the new president , hopefully in the next few days. I think theres a lot of Common Ground here that we can find and rebuild the police department. We have a chief thats motivated to do it, and a proposal that can go a long way. One of the big issues was pension reform. Is that going to continue . Are we going to scale it back . We have to go forward. We had a 3 billion unfunded liability that was created in a pension retirement account. We cant go backward. We have to solve that challenge. Its going to be in the form of pay, not pension. Youre going to offer the Police Raises but its not going to go into the pension . Because you cant establish that . Right sustain that. Right, theres no going back. We restored pay 11 . Okay. We cant go back to the past. Im not sure this was the issue most on voters minds, but this became the issue between and your opponent, or in the mail letters and Everything Else on mailers and Everything Else on television. Voters are concerned about potholes, what are you going to do about that . We have a lot to do with infrastructure, its part and parcel of the challenge challenges that we have. Theres a lot we can do to be more innovative about how to approach the challenges. Does san jose have the money to operator is it all in pension this is a fundamental fiscal challenge we have. We are paying people so well to retire, we cant pay them to work. And until we fix that, all the other challenges will be subject to the whims of what happens with the pension system. Arent a lot of those already agreed to . How will you change that . Were in the throws of this battle. I mean were in litigation over a portion of the pension reform that voters approved in 2012. Weve been able to implement a portion of it. Weve got significant portion still held up in court. So lawsuits will go on theres another lawsuit that hat gotten a lot of attention, thats about the as move to san jose, to you plan to pursue that . Well, the taxpayers are not paying for the lawyers. I dont expect well hear anything from the 9th circuit miraculously. I think we will prevail in the end. You will take moving the as to the Supreme Court . This is the only industry in the united states, major league baseball, that enjoys what they call exemption from antitrust laws. I think this is something the Supreme Court will want to revisit. Youre pushing with the idea of a downtown ballpark . You bet. It wont cost the taxpayers. Do you think youre going to see something call the san jose as in your term . Absolutely. Thats it . May not be in the first term but in the second. Youre already looking ahead. I want to thank you very much for joining us. Were going to be right back in a minute with more news.
